Their paper begins with the observation that, even though many philosophers, especially in the twentieth century, have had personal experience of exile, they rarely treat the topic of exile directly in their philosophical works. Existentialist thinkers such as Heidegger, it is true, have employed exile as a metaphor for the human condition, yet the concrete experience of political exile has been treated as somehow lacking the universality that canonical philosophy needs. This paper warns against the temptation to conflate the real (...) situation of exile with a general condition of existential unbelongingness. It goes on to trace two major threads in the history of the philosophical treatment of citizenship, the one deriving from Plato and the other from Kant and to explore their relevance to contemporary debate around the moral and legal status of those who seek refuge abroad from war, oppression, or other kinds of threat in their homeland. The Platonic tradition treats citizenship as deriving primarily from association with a land; it views foreigners as having the potential to contaminate the polis and any citizen who spends time away from the polis as likely to betray it. While many features of the Platonic position have not survived to the present, it is noteworthy that, for indigenous peoples in many parts of the world, attachment to the land remains of fundamental importance. At the same time, though migration of many kinds has become extremely common, some individuals and governments in the first world still demonstrate a visceral belief that refugees and immigrants to their country will somehow corrupt or contaminate it. The Kantian position, by contrast, treats citizenship as, ideally at least, cosmopolitan and global. It envisages nation states as moving towards “an enduring and gradually expanding federation likely to prevent war”. Consequently, the stranger seeking refuge abroad from life-threatening persecution in his or her own country has what Kant refers to as a “right of resort” in another country. While Kant argues that we must therefore not show hostility to such people, our obligations to them do not extend to philanthropic hospitality. This assertion of a limited obligation to displaced persons forms the basis for much contemporary discussion around the rights of refugees and migrants. Globalization, of course, has not taken quite the form that Kant envisaged. While the United Nations asserts the universality of human rights, and certain clusters of countries, such as those in Western Europe, have moved towards federation and free internal movement of their citizens, so-called globalization has taken place primarily on the economic, rather than the political, level. The extreme international mobility of investment capital from first-world countries in search of cheap labour is not currently matched by an acceptance within such countries of the rights of third-world citizens to migrate to their shores in search of higher wages and improved living conditions. Finally, this paper offers a critique of both the Platonic and the Kantian positions and argues the need in the modern world for institutional arrangements which represent a variety of interests and struggles across national boundaries. The Roman imperial Stoics were familiar with exile. This paper argues that the Stoics’ view of being a refugee differed sharply from their view of what is owed to refugees. A Stoic adopts the perspective of a cosmopolitēs, a “citizen of the world,” a rational being everywhere at home in the universe. Virtue can be cultivated and practiced in any locale, so being a refugee is an “indifferent” that poses no obstacle to happiness. Other people are our fellow cosmic citizens, (...) however, regardless of their language, race, ethnicity, customs, or country of origin. Our natural affinity and shared sociability with all people require us to help refugees and embrace them as welcome neighbors. Failure to do so violates our common reason, justice, and the gods’ cosmic law. (shrink)

The last two volumes of Giorgio Agamben’s Homo Sacer series are concerned with developing a theory of use. This article offers a critical assessment of the two concepts, use and form-of-life, that form the heart of this theory: how do these two notions offer a solution to the problem of bare life that forms the core of the Homo Sacer series? First, the author describes how the original problem of bare life is taken up in The Use of Bodies and (...) how the notion of use offers an important additional characteristic of bare life. Second, inspired by Foucault’s analysis of ancient Cynicism, the author discusses in which sense the type of ‘solution’ Agamben offers to the problem of bare life might be seen as an heir to ancient Cynicism and how this interpretation clarifies his connection of form-of-life and exile. Third, the author critically assesses the different usages of use that we can find in Agamben, by comparing how Franciscan usus, Pauline chrēsis and Platonic chrēsis are taken up in his analysis. Fourth, following Foucault, the author deepens the Platonic sense of use and its relation to taking care of justice. The article concludes with a critical assessment of Agamben’s reading of Plato’s myth of Er, in which the motifs of use, exile, and care are gathered. (shrink)

L’exil des migrants de retour en Géorgie post-soviétique, en se doublant d’une rupture historique brutale et douloureuse avec le « temps d’avant », révèle la perception d’une autre forme d’exil, social et temporel. Cet exil temporel organise une perception du temps originale constituée de diverses ruptures qui sont mises en narration par les discours des migrants à travers la mobilisation de différents procédés narratifs destinés à restituer des parcours individuels heurtés au sein d’un temps socialement partageable. Ainsi, (...) ces narrations laissent apparaître la mise en scène du motif inaugural de la chute ainsi que le lien entre migration et peur de la fragmentation nationale. Elles révèlent également des polarités sociales que nous comprenons comme des perceptions temporelles différenciées. La dialectique rupture-continuité diffère donc selon la position sociale des enquêtés. Selon qu’on ait pu clore ou non les « années difficiles » post-soviétiques, elles sont considérées comme une transition achevée ou bien comme une crise perpétuelle en décalage avec la temporalité politique rapide du réformateur Mikhaïl Saakashvili.Ainsi, en se conjuguant aux rythmes précaires des mobilités, l’appréhension temporelle des migrants dont il est ici question se saisit au croisement de perspectives historiques et de celles des trajectoires migratoires et biographiques. An examination of the intertwined lives and writings of a group of prominent twentieth-century Jewish thinkers who experienced exile and migration Exile, Statelessness, and Migration explores the intertwined lives, careers, and writings of a group of prominent Jewish intellectuals during the mid-twentieth century—in particular, Theodor Adorno, Hannah Arendt, Walter Benjamin, Isaiah Berlin, Albert Hirschman, and Judith Shklar, as well as Hans Kelsen, Emmanuel Levinas, Gershom Scholem, and Leo Strauss. Informed by their Jewish identity and experiences of being outsiders, these thinkers (...) produced one of the most brilliant and effervescent intellectual movements of modernity. Political philosopher Seyla Benhabib’s starting point is that these thinkers faced migration, statelessness, and exile because of their Jewish origins, even if they did not take positions on specifically Jewish issues personally. The sense of belonging and not belonging, of being “eternally half-other,” led them to confront essential questions: What does it mean for the individual to be an equal citizen and to wish to retain one’s ethnic, cultural, and religious differences, or perhaps even to rid oneself of these differences altogether in modernity? Benhabib isolates four themes in their works: dilemmas of belonging and difference; exile, political voice, and loyalty; legality and legitimacy; and pluralism and the problem of judgment. Surveying the work of influential intellectuals, Exile, Statelessness, and Migration recovers the valuable plurality of their Jewish voices and develops their universal insights in the face of the crises of this new century. L’article décrit l’attente des familles exilées hébergées dans des hôtels. De quoi est fait le quotidien en attendant les papiers pour chacun des membres de la famille, un CDI, un logement? Nous proposons de porter notre attention sur les relations entre le temps vécu et la vie matérielle, autrement dit l’espace, les objets, l’argent, les papiers administratifs, les petits boulots, les échanges concrets, lesquels sont trop souvent évacués des recherches sociologiques sur l’exil.Parce que l’espace d’hébergement donne un relief particulier (...) à l’attente, nous proposons de saisir ces temporalités sociales comme configurations particulières des relations entre l’espace et le temps. Jessica Dubow’s In Exile – working through Hannah Arendt, Walter Benjamin and Franz Rosenzweig – reads Judaic thought from the Exodus as exile. With Rosenzweig, she understands this as pitting the (Judaic) singular of faith against the (Greek) universal of reason. This ‘bad universal’ was Hegel’s state, which Dubow also sees as Carl Schmitt’s state. Dubow sees this as it were universal of dominance in today’s Israeli state, against which she pits the singular of exilic thought.

Our era is profoundly marked by the phenomenon of exile and it has become increasingly urgent to rethink the concept and our stance towards it. Permeated with references to the stranger, the other and exteriority, the philosophy of Emmanuel Levinas signifies towards a positive understanding of exile. This article distills from Levinas' philosophy a wisdom of exile, for the first time shedding a positive light on the condition itself.

Naturalism in twentieth century philosophy is founded on the rejection of ‘first philosophy’, as can be seen in Quine’s rejection of what he calls ‘cosmic exile’. Husserl’s transcendental phenomenology falls within the scope of what naturalism rejects, but I argue that the opposition between phenomenology and naturalism is less straightforward than it appears. This is so not because transcendental phenomenology does not involve a problematic form of exile, but because naturalism, in its recoil from transcendental philosophy, creates a new form (...) of exile, what I call in the paper ‘exile from within’. These different forms of exile are the result of shared epistemological aspirations, which, if set aside, leave open the possibility of phenomenology without exile. In the conclusion of the paper, I appeal to Merleau-Ponty as an example of what phenomenology without epistemology might look like. (shrink)

_Exiles in the City: Hannah Arendt and Edward W. Said in Counterpoint,_ by William V. Spanos, explores the affiliative relationship between Arendt’s and Said’s thought, not simply their mutual emphasis on the importance of the exilic consciousness in an age characterized by the decline of the nation-state and the rise of globalization, but also on the oppositional politics that a displaced consciousness enables. The pairing of these two extraordinary intellectuals is unusual and controversial because of their ethnic identities. In radically (...) secularizing their comportment towards being, their exilic condition enabled them to undertake inaugural critiques of the culture of the nation-state system of Western modernity. As variations on the theme of exile, the five chapters of this book constitute reflections on what is foundational and abiding in both Arendt’s and Said’s work. They not only document the heretofore unnoticed affiliation between the two thinkers. They also shed light on Arendt’s and Said’s proleptic activist explorations of the urgent “question of Palestine,” especially on the fraught present situation, which bears increasing witness to the irony that the Israeli nation-state’s “solution” has, from the beginning, systematically repeated the degradations the Jewish people suffered at the hands of German nationalism. Marta Raquel Zabaleta's autobiographical piece takes us through the trajectory of her exile as an Argentinian refugee, first in Glasgow and then in London. Forced to flee with her husband, a Chilean UN refugee, she describes the differences between the ways her husband and herself were treated by those in solidarity groups and other aid organizations and the particular difficulties faced by women refugees. She explores the isolating effects of having her professional identity and status erased as a refugee and (...) of being relegated to the sole status of ‘wife’. Zabaleta also insists on the fundamental rights of refugees and asylum seekers to have both their histories and their desires for the future acknowledged by those in the host country. (shrink)

In dialogue with Kristin Ross and Fred Moten, as well as recent theorizations of destituent power, this article aims to trace the practical logic that governs place-based politics in our anarchic epoch, including the construction of collective formations that defend them.

The period after the repulse of Xerxes' invasion is one of the more obscure in Greek history, and this is particularly true of the eclipse of Themistokles and the history of the Peloponnese in the seventies and sixties. On the period of Themistokles' ostracism before the flight which led him to Persia Thucydides says only that he was ostracized and lived at Argos while also travelling to the rest of the Peloponnese. Other writers add a few details to Thucydides' account (...) on other aspects of the ostracism, but tell us even less on the sojourn in Argos. Diodoros and Plutarch merely tell us that he lived there in exile while Nepos informs us that Themistokles' virtuous and dignified life in Argos aroused resentment. Now Themistokles did not remain inactive in exile. The Spartans had some good reason to wish to remove him from Argos. The activities which aroused the Spartans' distrust are probably referred to by Thucydides' remark that Themistokles journeyed to the rest of the Peloponnese. It is usually concluded that Themistokles was involved in the creation of an anti-Spartan coalition and that a major part of this policy may have been the establishment of democratic governments in and the synoecism of the cities of Elis and Mantineia. But we lack any clear evidence on Themistokles' actions in this period and the hypothesis rests principally on deductions from two brief passages. The first is from Herodotos and records that in 479 b.c. the Mantineian and Eleian contingents arrived too late to take part in the battle of Plataia and on their return both cities banished their commanders. Through a reading of the Syrian Marxist Yasin al-Hafiz’s (1930–1978) autobiographical preface, the essay investigates the changing coordinates of political critique in the Arab world in the aftermath of the defeat of 1967. The autobiography, as the essay argues, draws the contours of the figure of an ‘internal exile’, an exile from history into time, which characterizes the experience of a generation of disillusioned radicals. After presenting the interplay of history and time in al-Hafiz’s text, the essay reflects on the (...) historiographical sensibility needed for a revisiting of this past, a revisiting called for by the present disillusionment from the Arab revolutions. By placing Butler’s Parting Ways: Jewishness and the Critique of Zionism (2012) in counterpoint with Said’s After the Last Sky: Palestinian Lives (1986), this essay aims to shed new light on Butler’s political and ethical writing, revealing, in particular, the ways in which a politics of cohabitation is inseparable from the process of translation. Both Butler and Said articulate the difficult yet necessary task of establishing a just cohabitation through the translation between two histories of exile, Jewish and Palestinian. Firstly, (...) I examine Butler’s efforts to derive a principle of cohabitation from the Jewish history of diaspora, arguing that it should be understood as a response to Said’s reflections on Jewishness in Freud and the Non-European. I then seek to illuminate how statelessness structures the interplay of text and image in After the Last Sky, arguing that exilic tension provides the framework for Said’s rethinking of comparativism. Following Levinas’ articulation that “truth is accessible only to the mind capable of experiencing an exile away from its preconceptions and prejudices,” Exile and Otherness posits that Shinran, the founder True Pure Land Buddhism, and Maimonides, a Jewish philosopher and Torah scholar, exhibit sensitivity to the neglected and suffering others.

Existential space is lived space, space permeated by our raced, gendered selves. It is representative of our very existence. The purpose of this essay is to explore the intersection between this lived space and art by analyzing the work of the Cuban‐born artist Ana Mendieta and showing how her Siluetas Series discloses a space of exile. The first section discusses existential spatiality as explained by the phenomenologists Heidegger and Watsuji and as represented in Mendieta's Siluetas. The second section analyzes the (...) space of exile as a space of in‐between‐ness and borders. Lastly, the third section discusses temporality as it relates to the space of exile. Through the analysis of Mendieta's Siluetas, and in light of phenomenological accounts of space and the works of Anzaldúa and Mignolo, Ana Mendieta herself is disclosed as well as the space characteristic of those who can no longer be said to have a “home.” My exploration through my art of the relationship between myself and nature has been a clear result of my having been torn from my homeland during my adolescence. The making of my Silueta in nature keeps (makes) the transition between my homeland and my new home. It is a way of reclaiming my roots and becoming one with nature. This paper addresses the question of the role of ostracism in democratic Athens. I argue that the frequent expulsion of aristocrats by rival aristocrats in the predemocratic polis is the key to understanding the function of ostracism in the democratic polis. I show that aristocratic "politics of exile" was a fundamental political problem in the archaic polis and that democratic political power, symbolized by the institution of ostracism, was the polis' solution to the problem. In the archaic polis, the expulsion (...) of aristocrats often led to an endless cycle of exiles and returns and consequent political instability. In 508/7, the Athenian demos usurped the power over decisions of exile by banishing Isagoras and recalling Cleisthenes from exile. By taking control of decisions of exile, the Athenian demos took over political power insofar as power over decisions of exile had become synonymous with political power. The creation of the institution of ostracism, whereby the people decided collectively whether to banish a single citizen for ten years, provided not only a mechanism for the symbolic expression of democratic power, but also a means for the practical and ideological distinction between oligarchic and democratic rule. While aristocrats had banished their opponents without limit in numbers and duration of exile, the Athenian democracy decided each year whether to banish a single individual for a limited time period. In most years, the Athenian demos chose not to exercise the power of exile. Nevertheless, the annual question in the assembly served to remind aristocrats that the demos held the fundamental political power, and hence deterred aristocrats from attempting to overthrow the democracy. The limited nature of ostracism further deterred exiled aristocrats from attempting to return by force. Finally, the infrequent and moderate use of exile as a means of resolving political conflict helps to explain the extraordinary stability of the Athenian democracy. (shrink)

This paper discusses exile and emigration as factors in the encounters of art, philosophy, cultural criticism, and political power in Soviet Russia under Stalin. While by now we possess considerable knowledge about emigration and exile from Eastern and Central Europe to the West in the 1920s and 1930s, we have tended to under-research and under-conceptualize the alternative destination. Seemingly less glamorous and lastingly tainted by the open glorification or silent acquiescence to Stalin and the purges, Moscow as a place of (...) emigration and exile of left East-Central European intellectuals in the 1930s presents a uniquely important trajectory, the study of which contributes to enriching and refining our understanding not just of the history of international communism, but also – and perhaps more importantly – of the formation of the intellectual and political elites that were to shape life in the Eastern Bloc after 1945. Collective imagination has traditionally associated architecture with political and economic power. Auden’s “In Memory Of Sigmund Freud”Rosanna WarrenOn September 23, 1939, Sigmund Freud died in exile in London, a refugee from Nazi Austria. Within a month, Auden, who had been living in the United States since January of that year, wrote a friend in England that he was working on an elegy for Freud. 1 The poem appeared in The Kenyon Review early in 1940. (...) A stately public ode, the poem mourns not only the death of a publicly significant individual, but the collapse of a world. Hitler had overrun Austria, Czechoslovakia, Poland; assaults on Jews had intensified; England and France had just declared war on Germany. There would be, indeed, many who would have to be mourned:When there are so many we shall have to mourn, when grief has been made so public, and exposed to the critique of whole epoch the frailty of our conscience and anguish,of whom shall we speak?...Someone encountering this poem for the first time, on the page or in the ear, might be pardoned for puzzling over its form. It sounds prosy. It seems to have some recognizable English cadences, pentameters (“[inline-graphic 01]”), tetrameters (“ ”), and even trimeters (“ ”). But the pattern seems unruly, with some [End Page 111] lines stretching out beyond five traditional beats, and ignoring any iambic order: “turned elsewhere with their disappointment as he.” Groping for a more satisfactory principle of organization, a reader with some knowledge of versification may be moved to count syllables. Such a reader will discover that the poem is indeed organized syllabically in lines of 11, 11, 9, and 10 syllables. “Aha,” says the reader, alert to Auden’s intimacy with Classical civilization: “A Horatian ode. Not inappropriate for a formal elegy.” Reflecting further, and leafing through the pages of Horace, that reader will find, or remember, that two thirds of Horace’s odes are in these quatrains, the alcaic stanza. Auden, it appears, has composed his elegy in some version of the meter of Alcaeus, the 7th century b.c.e. Greek poet whose stanza became second nature to Horace. And we cannot enter the world of Auden’s poem without asking, why alcaics? And how do they work here?“In Memory of Sigmund Freud” is sometimes said to be Auden’s first syllabic poem. 2 Others demur, proposing both earlier and later examples. 3 Whatever the spats about dating Auden’s early syllabic practice, scholars conventionally agree that his turn toward syllabic composition reflects his evolving interest in a discursive poetry; in the poet as a private intelligence with a public voice; and in the work, respectively, of Horace and Marianne Moore. Having identified the poem as syllabic, many critics move on to heftier topics like psychoanalysis versus Marxism, Auden more than most poets having laid himself open to an overridingly thematic criticism of Big Ideas. But if, having acknowledged the influence of Horace and Moore in Auden’s refusal of English iambic lyricism here, we stay with the question of meter, we are led back to the older progenitor, Alcaeus, a great poet of exile, whose stanza Auden adopts and adapts. I shall ask how it affects our reading to observe that the stanza itself has a genealogy, and brings its expressive burden to bear on Auden’s poem.“In Memory of Sigmund Freud” relies on a counterpoint of two metrical systems, the largely iambic accentual/syllabic system, traditional in English since Wyatt, and a flattened version of Greek quantitative meter, which was a musical notation of syllable length. For Auden, whose great prosodic facility was almost a handicap, the problem was, “not how to write in iambics but how not to write in them from automatic habit.” 4 Throughout his poetic life, he reached for cadences to interrupt the “natural” iambics, sometimes recalling the Old English alliterative beat, and often turning to ballads and popular tunes for rhythmical variation. Being-at-home in a particular, determined, world is dangerous for thinking. For thinking to be thinking/becoming, one should not get too comfortable. For thinking is to not arrive back home, in the same place one begins. But how to escape the world that has created who you are, gave you purpose and a past? How to make sure the future is not a repetition of the Same? How to break away from something that you need? In this article, my aim is (...) not to give one more solution to this fundamental problem that is in essence an ethical problem. For providing a refuge, a new theory, a new methodology, would be providing a new island for those who realise that a flood is endangering their own island. My aim is to exercise the craft of exilic thinking as a way to deal with the contradiction already pointed out by Heraclitus and Parmenides – “We both step and do not step in the same rivers. We are and are not.” Exilic thinking as a craft of fragilising the self establishes a matrixial borderspace through which the impossible becomes possible. (shrink)

This article explores the political, as opposed to the philosophical, impact of Leo Strauss’s exile in America on his thought. After a consideration of anti-Semitism and the importance Strauss attached to being a Jew, I argue that the fact that in America he no longer wrote in his Muttersprache but in English was central to his becoming a political theorist rather than a philosopher. Whereas as a philosopher he was unable to speak to the demos, as a political theorist what (...) he needed was a group of “rhetors” who would carry a particular message to the demos. (shrink)

Through a metaphor located at the crossroads of historical fiction, political philosophy and psychoanalysis, this article offers a reflection on exile as a fundamental condition of the subject. Exile is originary because the language of childhood, the so-called mother tongue, is originally a foreign language. Intimate exile bears the mark of a universality that founds subjective experience. Robert Pippin presents here the first detailed interpretation of J.M. Coetzee's "Jesus" trilogy as a whole. Pippin treats the three fictions as a philosophical fable. Everyone in the mythical land explored by Coetzee is an exile, removed from their homeland and transported to a strange new place. While discussing the social and psychological dimensions of the fable, Pippin also treats the literary aspects of the fictions as philosophical explorations of theimplications of a deeper kind of homelessness--a version that characterizes late (...) modern life itself--and he treats the theme of forgetting as a figure for modern historical amnesia and indifference to reflection and self-knowledge. This paper traces back the psychological effects of the ?masked exile? of a Jewish Tunisian family settled in France. The author provides a rich analysis of a sudden and permanent change of nationality, country, language, urban bustle and family environment, following the ?tunisification of Tunisia? launched by President Bourguiba at the end of the 1950s. A comparison with the situation of later migrant workers from the Maghreb countries is sketched in the second part of this paper.

In this thoughtful and literate study, Schwehn argues that Max Weber and several of his contemporaries led higher education astray by stressing research--the making and transmitting of knowledge--at the expense of shaping moral character. Schwehn sees an urgent need for a change in orientation and calls for a "spiritually grounded education in and for thoughtfulness." The reforms he endorses would replace individualistic behavior, the "doing my own work" syndrome derived from the Enlightenment, with a communitarian ethic grounded in Judeo-Christian spirituality. (...) Schwehn critiques philosophies of higher education he considers misguided, from Weber and Henry Adams to Derek Bok, Allan Bloom, and William G. Perry Jr. He draws out valid insights, always showing the theological underpinnings of the so-called secular thinkers. He emphasizes the importance of community, drawing on both the secular communitarian theory of Richard Rorty and that of the Christian theorist Parker Palmer. Finally, he outlines his own prescription for a classroom-centered spiritual community of scholars.
