A conclusion drawn after a conference devoted (in 1995) to the “arrow of time” was the following: “Indeed, it seems not a very great exaggeration to say that the main problem with “the problem of the direction of time” is to figure out exactly what the problem is supposed to be !” What does that mean? That more than 130 years after the work of Ludwig Boltzmann on the interpretation of irreversibility of physical phenomena, and that one century after Einstein’s (...) formulation of Special Relativity, we are still not sure what we mean when we talk of “time” or “arrow of time”. We shall try to show that one source of this difficulty is our tendency to confuse, at least verbally, time and becoming, i.e. the course of time and the arrow of time, two concepts that the formalisms of modern physics are careful to distinguish. La disparition en 1938 d’Ettore Majorana a suscité de très nombreuses reconstructions biographiques. Nous voudrions ici insister plutôt sur ses travaux scientifiques et tenter de saisir leur portée effective. Certains articles de Majorana ne furent compris qu’après la Seconde Guerre mondiale, notamment son dernier, rédigé en 1937, dans lequel il proposait une « théorie symétrique de l’électron et du positron ». Cette théorie pourrait s’appliquer aux particules fascinantes que sont les neutrinos, ainsi qu’à des particules aujourd’hui prédites par certains théoriciens.

Zo krijgt de alledaagsheid een filosofische lading. Kleine verhalen en anekdotes zijn nodig om grote verhalen een persoonlijk karakter te geven. Aldus ontstaat een collage, waarin niets is gelogen, maar alles is verzonnen. Een waargebeurde, fictieve levensgeschiedenis op grond van herinneringen, een portret waarin verslag wordt gedaan van een gedreven zoektocht naar zinvolheid. De lezer is genoodzaakt zich te laten meevoeren over hoofd- en zijwegen, bemodderde bospaden, drassige velden, gevaarlijke bochten, grillige slingerpaden, solide bruggen en wankele bruggetjes. L’heure qu’il est, le temps qu’il fait, l’espace du souvenir ou de la prévision : de quelque côté qu’on l’aborde, par le passé, le futur ou le présent, le temps s’échappe et nous fuit. Il est sans matière et pourtant nous habitons en lui, nous sommes emportés par lui, comme tout ce qui existe. Etienne Klein, à la fois physicien et philosophe, propose ici quelques pistes pour cerner la plus immédiate et la plus difficile de toutes les questions.

La physique et la philosophie sont-elles deux genres de pensée différents? Oui, mais... Est-il si certain que la physique et la philosophie ne se percutent jamais? Elles partagent en tout cas une même ambition, celle d'augmenter et de perfectionner, chacune à sa façon, la "connaissance" au sens large. Cela ne suffit-il pas pour qu'elles aient matière à conversations? Servi par une érudition stupéfiante qui lui permet de traverser d'un pas allègre toute l'histoire de la philosophie, Souriau donne les éléments d'une grammaire de l'existence. Mais son enquête se veut aussi une introduction à " la pratique de l'art d'exister ". A quoi nous attachons-nous précisément lorsque nous aimons un être? A quoi nous engageons-nous lorsque nous nous identifions à un personnage de roman, lorsque nous valorisons une institution ou adhérons à une théorie? Et finalement, quel(s) mode(s) d'existence(s) sommes-nous capables d'envisager et d'expérimenter pour nous-mêmes? Questions métaphysiques, questions vitales. Cette nouvelle édition est précédée d'une présentation d'Isabelle Stengers et Bruno Latour intitulée " Le sphinx de l'œuvre ". AU cœur de la vie politique des hommes gît un trésor, aujourd'hui perdu. Les révolutionnaires du XVIIIe siècle pouvaient encore le nommer. En Amérique on l'appelait " bonheur public ", dans la France des Lumières son nom était " liberté publique ". EN certaines circonstances, rares et précaires, ce trésor sans âge ressurgit dans l'action politique conduite à plusieurs, lorsqu'elle se crée un espace public où la liberté peut paraître. Alors un lien se noue, qui déploie entre les hommes un (...) monde commun. Tel est le bien public. En évoquant ce trésor perdu, la philosophie d'Hannah Arendt nous invite à retrouver, à l'écart de tout pragmatisme comme de tout moralisme, le sens instituant de l'action politique qui a le monde comme condition et comme fin. C'est dans la mesure où les actions sont politiques que le monde peut être partagé ; et dans la mesure où elles visent un monde commun que ces actions sont proprement politiques. Toute politique s'apprécie au regard du monde qu'elle est susceptible d'instaurer. N'est-ce pas pourtant à l'aliénation du monde que la politique moderne nous condamne au contraire? Le trésor serait-il pour nous définitivement perdu? Ce livre suggère que, loin de proposer une philosophie politique parmi d'autres, la réflexion arendtienne inaugure une intelligence de l'action politique qui redonne sens au " vivre-ensemble ". En son cœur se tient l'analyse originale et décisive de ce qu'on peut nommer l'acosmisme du monde moderne, cette perte du monde éprouvée aussi bien dans le système totalitaire que dans la prétention technoscientifique de nos sociétés à maîtriser les conditions de l'existence. Western European liberal democracies have recently enacted laws that prohibit the diffusion of fake news on social media. Yet, many consider that such laws are incompatible with freedom of expression. In this paper, I argue that democratic governments have strong pro tanto reasons to prohibit fake news, and that doing so is compatible with free speech. First, I show that fake news disrupts a mutually beneficial form of epistemic dependence in which members of the public are engaged with journalists. Second, (...) I contend that laws against fake news enhance rather than thwart personal autonomy. If these suggestions are plausible, then the same considerations about truth and autonomy that underpin the value of free speech give us reasons to prohibit fake news. (shrink)

If citizens are to make enlightened collective decisions, they need to rely on true factual beliefs, but misinformation impairs their ability to do so. Although some cases of misinformation are deliberate and amount to propaganda, cases of inadvertent misinformation are just as problematic in affecting the beliefs and behavior of democratic citizens. A review of empirical evidence suggests that this is a serious problem that cannot entirely be corrected by means of deliberation.

Kant’s discussion of the highest good is subject to continuous disagreement between the proponents of two interpretations of this concept. According to the secular interpretation, Kant conceived of the highest good as a political ideal which can be realized through human agency alone, albeit only from the Critique of the Power of Judgement onwards. By way of contrast, proponents of the theological interpretation find Kant’s treatment of the highest good in his later works to be wholly coherent with the discussions (...) of this concept found in the second Critique. In their view, however, Kant never conceived of the highest good as a political ideal, and some go as far as to argue that it is the work of God alone. In this article, I defend a theologico-political account of the highest good that avoids the pitfalls of both readings. (shrink)

First published in French in 2010, _Equaliberty_ brings together essays by Étienne Balibar, one of the preeminent political theorists of our time. The book is organized around _equaliberty_, a term coined by Balibar to connote the tension between the two ideals of modern democracy: equality and liberty. He finds the tension between these different kinds of rights to be ingrained in the constitution of the modern nation-state and the contemporary welfare state. At the same time, he seeks to keep rights (...) discourse open, eschewing natural entitlements in favor of a deterritorialized citizenship that could be expanded and invented anew in the age of globalization. Deeply engaged with other thinkers, including Arendt, Rancière, and Laclau, he posits a theory of the polity based on social relations. In _Equaliberty_ Balibar brings both the continental and analytic philosophical traditions to bear on the conflicted relations between humanity and citizenship. (shrink)

A biological function is supposed to be performed adequately, and hence may fail to do so: this is dysfunction. This raises two questions. One is how to make explicit the way in which function can be discriminated from dysfunction without confusing dysfunction with non-function. The second question is how what is “right” and “wrong” can be legitimated by natural regulatory norms. A function can be viewed as a quality to which at least one variable with a definite set of values (...) is associated. Accordingly, function and dysfunction are the same quality of the same trait, but differ in the values associated to this variable. Dysfunction occurs when the associated set of values does not match this normal state. Biological systems have the epistemic singularity that their existence is the consequence of two distinct causal regimes, the so-called “proximate” and “ultimate” causes, whose convergence defines a system’s prescriptive normality. Each cause imposes restrictive rules that limit the possible ways these systems can putatively exist. When a system is insensitive to ultimate cause, it is determined by proximate causation alone, and hence escapes its own prescriptive norms. In conclusion: The normality of a biological system is defined by the convergence of proximate and ultimate causes. A function is a variable-associated quality whose values are defined relative to the norms of the system. Dysfunction occurs when the set of values of the same variable does not match the normality of the system, which can occur when the system is insensitive to ultimate causation. (shrink)

We consider a two-patch epidemiological system where individuals can move from one patch to another, and local interactions between the individuals within a patch are governed by the classical SIRS model. When the time-scale associated with migration is much smaller than the time-scale associated with infection, aggregation methods can be used to simplify the initial complete model formulated as a system of ordinary differential equations. Analysis of the aggregated model then shows that the two-patch basic reproduction rate is smaller than (...) the 1 patch one. We extend this result to a linear chain of P patches . These results are illustrated by some examples for which numerical integration of the system of ordinary differential equations is performed. Simulations of an individual based model implemented with a multi-agent system are also carried out. (shrink)

étienne Balibar has been one of Europe's most important philosophical and political thinkers since the 1960s. His work has been vastly influential on both sides of the Atlantic throughout the humanities and the social sciences. In We, the People of Europe?, he expands on themes raised in his previous works to offer a trenchant and eloquently written analysis of "transnational citizenship" from the perspective of contemporary Europe. Balibar moves deftly from state theory, national sovereignty, and debates on multiculturalism and European (...) racism, toward imagining a more democratic and less state-centered European citizenship. Although European unification has progressively divorced the concepts of citizenship and nationhood, this process has met with formidable obstacles. While Balibar seeks a deep understanding of this critical conjuncture, he goes beyond theoretical issues. For example, he examines the emergence, alongside the formal aspects of European citizenship, of a "European apartheid," or the reduplication of external borders in the form of "internal borders" nurtured by dubious notions of national and racial identity. He argues for the democratization of how immigrants and minorities in general are treated by the modern democratic state, and the need to reinvent what it means to be a citizen in an increasingly multicultural, diversified world. A major new work by a renowned theorist, We, the People of Europe? offers a far-reaching alternative to the usual framing of multicultural debates in the United States while also engaging with these debates. One of the important lessons to take away from Rohit Parikh’s impressive body of work is that logicians and computer scientists have much to gain by focusing their attention on the intricacies of political campaigns. Drawing on recent work developing a theory of expressive voting, we study the dynamics of voters’ opinions during an election. In this paper, we develop a model in which the relative importance of the different issues that concern a voter may change either in response to (...) candidates’ statements during a campaign or due to unforeseen events. We study how changes in a voter?s attention to the issues influence voting behavior under voting systems such as plurality rule and approval voting. We argue that it can be worthwhile for candidates to reshape public focus, but that doing so can be a complex and risky activity. (shrink)

La notion de compétence demeure singulièrement complexe à penser dans les dispositifs de formation. Généralement définie comme savoir-agir situé, elle est souvent réduite à son acception instrumentale, rendant flagrante l’opposition entre théorie et pratique dans la formation universitaire à visée professionnalisante. Cette conception de l’apprentissage interroge la place de la pratique dans les dispositifs de formation : simple redondance ou lieu d’un véritable apprentissage? Pour dépasser cette opposition entre théorie et pratique qui se niche dans les définitions mêmes de la (...) compétence, nous proposons une lecture pragmatiste de la notion de compétence, en menant l’enquête avec John Dewey. Nous serons ainsi invités à penser la compétence comme un processus appartenant au continuum de l’expérience et à interroger le principe même de l’enseignement d’une compétence éthique. (shrink)

In this contribution, Balibar follows his seminal 1993 work applying the notion of the transindividual to Spinoza’s work, to produce a broader history of thinking the transindividual that brings both Karl Marx and Sigmund Freud into relation with Spinoza, devoting a section to each of these thinkers. Balibar positions the notion of the transindividual, here, as a solution to the opposing ontological errors of philosophical individualism that fails to attend to the social constitution of the individual, and the social organicism (...) that reduces the individual to the effect of larger forces. For Balibar, following Gilbert Simondon, the individual is to be understood as always already extending beyond themselves. (shrink)

Etienne Balibar, one of the foremost living French philosophers, builds on his landmark work 'Spinoza and Politics' with this exploration of Spinoza's ontology. Balibar situates Spinoza in relation to the major figures of Marx and Freud as a precursor to the more recent French thinker Gilbert Simondon's concept of the transindividual. Presenting a crucial development in his thought, Balibar takes the concept of transindividuality beyond Spinoza to show it at work at both the individual and the collective level.

Many neo-Aristotelians argue that practical identities are normative, that is, they provide us with reasons for action and create binding obligations. Kantian constructivists agree with this insight but argue that contemporary Aristotelians fail to fully justify it. Practical identities are normative, Kantian constructivists contend, but their normativity necessarily derives from the normativity of humanity. In this paper, I shed light on this underexplored similarity between neo-Aristotelian and Kantian constructivist accounts of the normativity of practical identities, and argue that both ultimately (...) fail. In a recent contribution to conceptual ethics, Joshua Habgood-Coote argues that philosophers should refrain from using the term “fake news,” which is commonly employed in public discussions focusing on the epistemic health of democracies. In this short discussion note, I take issue with this claim, discussing each of the three arguments advanced by Coote to support the conclusion that we should abandon this concept. First, I contend that although “fake news” is a contested concept, there is significant agreement among contemporary (...) philosophers about its key feature. Second, I argue against the claim that “fake news” is an unnecessary concept by underlying that it is not reducible to other terms we customarily use to describe the epistemic dysfunctions of democracies. Lastly, I suggest that using the term “fake news” need not serve propagandistic aims, and that philosophers can use this concept without engaging in epistemic policing, that is, commanding their interlocutors not to believe specific news stories or sources.
