The economic calculation of a central planner has traditionally been argued to result in irrational and inefficient allocation of resources, but this can be reasonably questioned given advances in computing technology, especially artificial intelligence. We conclude that central planning coupled with AI is still unable to allocate resources with the same efficiency as price signals and market forces through examinations of the technical structure of current AI approaches. AI-driven central planning is not viable in part due to incentives, computing power, (...) knowledge/data acquisition, and speed of collection. There are deep incentive problems for planners, programmers, and ordinary participants to complicate efforts at planning and bias data. Most importantly, AI cannot easily or quickly duplicate the signals of relative scarcity that are generated in markets. Some challenges we highlight are pertinent to planning generally, but many others arise from the introduction of an AI-planner. (shrink)

Newton's methodology emphasized propositions "inferred from phenomena." These rest on systematic dependencies that make phenomena measure theoretical parameters. We consider the inferences supporting Newton's inductive argument that gravitation is proportional to inertial mass. We argue that the support provided by these systematic dependencies is much stronger than that provided by bootstrap confirmation; this kind of support thus avoids some of the major objections against bootstrapping. Finally we examine how contemporary testing of equivalence principles exemplifies this Newtonian methodological theme.

The purpose of a logical framework such as LF is to provide a language for defining logical systems suitable for use in a logic-independent proof development environment. All inferential activity in an object logic is to be conducted in the logical framework via the representation of that logic in the framework. An important tool for controlling search in an object logic, the need for which is motivated by the difficulty of reasoning about large and complex systems, is the use of (...) structured theory presentations. In this paper a rudimentary language of structured theory presentations is presented, and the use of this structure in proof search for an arbitrary object logic is explored. The behaviour of structured theory presentations under representation in a logical framework is studied, focusing on the problem of “lifting” presentations from the object logic to the metalogic of the framework. The topic of imposing structure on logic presentations, so that logical systems may themselves be defined in a modular fashion, is also briefly considered. (shrink)

In 1960, E. P. Wigner, a joint winner of the 1963 Nobel Prize for Physics, published a paper titled On the Unreasonable Effectiveness of Mathematics in the Natural Sciences [61]. This paper can be construed as an examination and affirmation of Galileo's tenet that “The book of nature is written in the language of mathematics”. To this effect, Wigner presented a large number of examples that demonstrate the effectiveness of mathematics in accurately describing physical phenomena. Wigner viewed these examples as (...) illustrations of what he called the empirical law of epistemology, which asserts that the mathematical formulation of the laws of nature is both appropriate and accurate, and that mathematics is actually the correct language for formulating the laws of nature. At the same time, Wigner pointed out that the reasons for the success of mathematics in the natural sciences are not completely understood; in fact, he went as far as asserting that “… the enormous usefulness of mathematics in the natural sciences is something bordering on the mysterious and there is no rational explanation for it.”. This model of monothematic delusions holds that such delusions are rational attempts by the sufferer to (...) explain to herself specific kinds of anomalous sensory/affective experiences. Bayne, Pacherie, Campbell, and for that matter Sass, Harper, and Georgaca, write as if semantic meaning accrued to words in a language term by term, as if meaning is "private" to the deluded person, and that she might therefore mean almost anything by her own idiosyncratic use of the public language she otherwise speaks. This is a notorious mistake. As Hilary Putnam famously put it in his classic 1975 paper "The meaning of 'meaning,'" "Cut the pie any way you like, 'meanings' just ain't in the head" (1975, 227). That is, meanings are not ethereal interior mental objects, private to the speaker—they are not private inner episodes that take place in some mental center stage of consciousness. The deluded person does not and cannot succeed in changing the meaning of a term in a public language like English merely by an individual act of imaginative will involving the making of a bizarre assertion—not even if she repeats it a thousand times. The public nature of meaning, if I can coin a phrase for it, is the central theme in the work of the later Wittgenstein. Even before Putnam, Wittgenstein had made the same point in his Philosophical Investigations via a famous footnote in which he writes, Can I say 'bububu' and mean "If it doesn't rain I shall go for a walk"?—it is only in a language that I can mean something by something. This shows clearly that the grammar of 'to mean' is not like that of the expression 'to imagine' and the like." (2001, 18e) Wittgenstein argues that the answer to the rhetorical question in the footnote is an emphatic No. To mean something by the use of words in a public language is not equivalent to an act of individual free imagination. The languages we each speak, including the unfortunately deluded among us, are public not private, and insofar as the notion of meaning has an understandable sense, the meaning of a term is fixed by its actual public use, across large time intervals, in many different contexts, by the many millions of speakers of the language in question. It is time that segments of the intellectual map beyond the borders [End Page 95] of philosophy got the news about this, for I think an appreciation of this point would forestall certain objections and argumentative moves that otherwise take up space in the psychological literature.Bayne and Pacherie (2004) describe Campbell's model of monothematic delusions as proposing that "delusions can be usefully regarded as Wittgensteinian framework propositions" (p. 7). I have discussed this notion in my main paper, although I do not use the terms framework propositions; I stick to Wittgenstein's own words. Wittgenstein called them, literally in the German, propositions that "stand fast for us" (feststehen). This description strikes me as less misleading than calling them framework propositions, for the latter expression suggests that they could in some sense be replaceable by a different framework of framework propositions, something that Wittgenstein in no way ever meant to suggest. Wittgenstein did not think of these propositions as individualized or privately owned—as beliefs that might vary considerably across the population of speakers of the language in which they are expressed. That is why he explicitly wrote that they stand fast for us. Note the plural pronoun. There is something irreducibly collective, something publicly owned, about the epistemology of these propositions. These propositions represent the accumulated certainties that precipitate out of what is commonly shared in human experience over long time intervals. Precisely because what stands fast for us is... Isaac Newton's Scientific Method examines Newton's argument for universal gravity and his application of it to resolve the problem of deciding between geocentric and heliocentric world systems by measuring masses of the sun and planets. William L. Harper suggests that Newton's inferences from phenomena realize an ideal of empirical success that is richer than prediction. Any theory that can achieve this rich sort of empirical success must not only be able to predict the phenomena it purports to explain, but (...) also have those phenomena accurately measure the parameters which explain them. Harper explores the ways in which Newton's method aims to turn theoretical questions into ones which can be answered empirically, by measurement from phenomena, and to establish that propositions inferred from phenomena are provisionally accepted as guides to further research. This methodology, guided by its rich ideal of empirical success, supports a conception of scientific progress that does not require construing it as progress toward Laplace's ideal limit of a final theory of everything, and is not threatened by the classic argument against convergent realism. Newton's method endorses the radical theoretical transformation from his theory to Einstein's. Harper argues that it is strikingly realized in the development and application of testing frameworks for relativistic theories of gravity, and very much at work in cosmology today. (shrink)

We make decisions every day. Yet we are sometimes perplexed by these decisions and the decisions of others. To complicate things further, we live in an age where there are more things to choose from than ever before – the Internet is transforming our choices and making us more accountable for them: what we choose is recorded, modelled and used to predict our future behaviour. So are we in a position to make better choices today than we were a decade (...) ago? Certainly there are some who believe so. Psychologists claim we are subject to hidden mental processes that lead us to one thing rather than another; economists offer predictions about what people will buy; and some philosophers claim that our choices echo our evolutionary past. Are these claims merited? Do they reflect the beginnings of a new science of choice? This book offers a critical overview of these and other claims, showing where they are justified and where they are exaggerated. Theories of discourse bring to realism new ideas about how knowledge develops and how representations of reality are influenced. We gain an understanding of the conceptual aspect of social life and the processes by which meaning is produced. This collection reflects the growing interest realist critics have shown towards forms of discourse theory and deconstruction. The diverse range of contributions address such issues as the work of Derrida and deconstruction, discourse theory, Eurocentrism and poststructuralism. What unites all of the contributions (...) is a sense that it is essential to provide a realist alternative to the hitherto dominance of social constructionism, hermeneutics and postmodernism, over many of the issues discussed. By developing a realist perspective the different authors attempt to embed discourse within the structured nature of the reality of the world. Realism can situate language, discourse and ideology within context specific, or 'causally efficacious' circumstances. Realism can help to uncover issues of power, representation, and subjectivity and how discursive and other social practices produce real effects. This can help us understand the manner in which social structures are reproduced through various forms of ideology and discourse. Harper This special issue provides a good opportunity to reflect on the range of views about delusions,1 and it is good to see all the authors taking the issue of how to approach this topic seriously. Here I wish to argue that the traditional psychiatric (...) view of delusions is problematic. In the first half of this article I will group my comments on the issues raised by the papers by Klee and Bayne and Pacherie together as I think that, for their differences, they share modernist philosophical assumptions. I will argue that the modernist paradigm runs into considerable problems in considering beliefs felt by some to be unusual and I will go on to argue that we need to move beyond this paradigm and embrace different approaches, of which the work by Georgaca is an exemplar. The Trouble with (traditional Views of) Delusions The traditional psychiatric view of delusion has come under increasing attack over recent years. As Georgaca has noted, a number of problems with the assumptions in definitions of delusion can be identified when they are viewed from a social constructionist perspective (Georgaca 2000, 2004; Harper 1992, 1996; Heise 1988). For convenience I will group these under four main headings. They Are Based on a Naively Realist View of the World The criterion of inaccuracy or falsity implies that deciding on the veracity of a belief is a relatively unproblematic matter. However, the reality of claims does not always seem so important in judgments about whether a belief is delusional or not. For example, there is little evidence that mental health professionals systematically investigate the basis for people's beliefs; rather, they decide whether a belief is plausible. Thus Maher has argued that the assessment of the plausibility of beliefs is "typically made by a clinician on the basis of "common sense," and not on the basis of a systematic evaluation of empirical data" (1992, 261). He notes that it is not "customary to present counterevidence to the patient; it is not even common to present vigorous counterargument" (1992, 261) and there appears to be some empirical evidence of this (McCabe et al. 2002). Here then, we begin to see [End Page 55] how psychiatry, while claiming to have the power to judge the truth of beliefs on the basis of its status as an empirical scientific discipline, can be seen to make judgments on the basis of common sense and taken-for-granted social and cultural assumptions.Some commentators have suggested that delusions should be identified less by whether they seem to accord with reality but more by whether a person gives evidence for their belief (Gillett 1995; Spitzer 1990). However, this seems to be based on an idealized view of how people manage their beliefs in everyday life. For example, I would question how many of us have evidence for many of the beliefs (e.g., political, ethical, religious, etc.) we hold dear; indeed it would be hard to think of what evidence we could have for some of them (e.g., religious and ethical beliefs). Some recent work has suggested that the diagnosis of delusion is made on the basis of how people with delusions talk and interact; for example, some have argued that they do not appear to appreciate the hearer's point of view (Palmer 2000). However, here and in previous work, Georgaca (2000, 2004) has shown that people with delusions are able to talk about and negotiate disagreements about their beliefs and that many disputes of fact cannot be settled in conversation. People Said to Have Delusions Are Seen to Vary in the Conviction With Which Those Beliefs Are Held There is evidence that people considered to be deluded vary in the conviction with which they hold beliefs (Garety 1985) and can also be persuaded to modify their beliefs if this is conducted in a sensitive and collaborative manner (e.g., Chadwick, Birchwood, and Trower 1996). The recent decrease in public confidence in the measles, mumps and rubella vaccine has important implications for individuals and public health. This article presents moral arguments relating to conflicts between individual autonomy and collective responsibilities in vaccination decisions with a view to informing and advising health professionals and improving the effectiveness of education policies in avoiding resurgence of endemic measles. Lower population immunity, due to falling uptake, is hastening the need for greater public awareness of the consequences for the population. (...) Vaccination refusals go hand in hand with responsibilities owed to future generations and society in not knowingly contributing to preventable harms. Issues such as parents’ rights are considered and balanced against: collective responsibilities for public health; permissibility of ‘free-riding’; conflicting duties of health professionals; and possible enforcement of vaccination. It is suggested that the arguments may form a persuasive tool for the practice of health professionals involved in informing and supporting parents’ vaccination decisions. (shrink)
