In Emanuel Adler's distinctive constructivist approach to international relations theory, international practices evolve in tandem with collective knowledge of the material and social worlds. The aim of this paper is to articulate and analyse the complexity of the concept of work in Hannah Arendt’s philosophy. Work is usually interpreted as antithetical to political action. This claim merits specification: only the instrumental, utilitarian strand of homo faber poses real danger to authentic politics. By contrast, the artistic or cultural mode of homo faber is not only compatible with Arendt’s understanding of politics, but in fact indispensable for any form of political longevity. Enduring political existence is (...) impossible without the constant support of artists, poets, historiographers and monument-builders who reify and memorialize the key meanings of political communities. This claim is substantiated by applying the phenomenological concept of sedimentation and drawing the political implications of this application. However, similarly to Edmund Husserl, Arendt identified a dual, problematic nature of sedimentation that underscores the importance of natality and thinking in artistic practice. (shrink)

Challenges the traditional portrayal of Hobbes as an extreme ‘Realist’ in international relations theory—i.e. as someone who regarded the international arena as a pure anarchy in which law could have no meaning and aggression could always be justified by the dictates of self‐interest. It argues that his theory did have a place for international law, and did supply reasons for international cooperation of various kinds. The study of international relations owes a great deal to political philosophy. Many of the central analogies and concepts in international relations derive from prominent philosophical traditions. Here, I focus on three areas in which political philosophy has made an important impact on international relations theory: anarchy and political order, democracy, and justice. Many other important areas of international politics invoke philosophical inquiry, such as just war, human rights and humanitarian intervention, which I (...) will not discuss here. In international relations, three philosophers occupy centre stage when discussing these ideas: Hobbes, Kant and Rawls. I discuss how scholars in international relations have used these thinkers to develop theories of international politics. I also ask what political philosophy might gain from a greater knowledge of the field of international relations, which raises the question of the relationship between normative and empirical research. Charles Beitz rejects two highly influential conceptions of international theory as empirically inaccurate and theoretically misleading. In one, international relations is a Hobbesian state of nature in which moral judgments are entirely inappropriate, and in the other, states are analogous to persons in domestic society in having rights of autonomy that insulate them from external moral assessment and political interference. Beitz postulates that a theory of international politics should include a revised principle of state autonomy based (...) on the justice of a state's domestic institutions, and a principle of international distributive justice to establish a fair division of resources and wealth among persons situated in diverse national societies. The agent-structure problem is a much discussed issue in the field of international relations. In his comprehensive analysis of this problem, Colin Wight deconstructs the accounts of structure and agency embedded within differing IR theories and, on the basis of this analysis, explores the implications of ontology - the metaphysical study of existence and reality. Wight argues that there are many gaps in IR theory that can only be understood by focusing on the ontological differences that construct the (...) theoretical landscape. In this paper I consider whether a powers ontology facilitates a reduction of causal relations to intrinsic powers of the causal relata. I first argue that there is a tension in the view that powerful causation is an internal relation in this sense. Powers are ontologically dependent on other powers for their individuation, but in that case—given an Aristotelian conception of properties as immanent universals—powers will not be intrinsic on several extant analyses of ‘intrinsic’, since to possess a given (...) power P requires the existence of other concrete particulars as bearers of the powers that individuate P. I suggest several ways for Aristotelians to resolve this tension, but all tenable options involve individuative type-level causal relations between powers. While these individuative relations between powers are internal in the sense that the powers are essentially related, this is a different sense of ‘ internal ’ to the one that entails reducibility. The proposed reduction of token-causal relations to powers succeeds only at the cost of irreducible type-level causal relations between the powers themselves. (shrink)

In this article, we present a new conception of internal relations between quantity tropes falling under determinates and determinables. We begin by providing a novel characterization of the necessary relations between these tropes as basic internal relations. The core ideas here are that the existence of the relata is sufficient for their being internally related, and that their being related does not require the existence of any specific entities distinct from the relata. We argue that quantity tropes (...) are, as determinate particular natures, internally related by certain relations of proportion and order. By being determined by the nature of tropes, the relations of proportion and order remain invariant in conventional choice of unit for any quantity and give rise to natural divisions among tropes. As a consequence, tropes fall under distinct determinables and determinates. Our conception provides an accurate account of quantitative distances between tropes but avoids commitment to determinable universals. In this important respect, it compares favorably with the standard conception taking exact similarity and quantitative distances as primitive internal relations. Moreover, we argue for the superiority of our approach in comparison with two additional recent accounts of the similarity of quantity tropes. (shrink)

This article takes the failure to grasp fully the paradigmatic case of European security after the Cold War as an example of how International Relations (IR) would benefit from reformulating not only its empirical research questions but also several of its central conceptual building blocks with the aid of Bourdieusian sociology. The separation between theory and practice and the overemphasis on military power and state actors blind IR from seeing the power struggles that reshaped European security. Instead, a (...) Contemporary proponents of republican political theory often focus on the concept of freedom as non-domination, and how best to promote it within a state. However, there is little attention paid to what the republican conception of freedom demands in the international realm. In this essay I examine what is required for an agent to enjoy freedom as non-domination, and argue that this might only be achieved for individuals if one of two possibilities is pursued internationally: either (1) all nations (...) are made equally powerful, such that none may arbitrarily impose its will on another without penalty, or (2) all nations are joined under a global sovereign which guarantees that the weaker states are not subject to the whims of the stronger. I further argue that the first condition cannot suffice for achieving true non-domination, and as a result, republicanism must prescribe working toward the establishment of a global state. The relationship between power, law and consent is a key feature of the Western debate on criminal law. On the one side, defining the legitimate ways of exercising the punitive power has been a critical question since the Enlightenment thought onwards and especially as to the rule of law doctrine. On the other side, the role played by public punishment in shaping consent and its communicative potential have been crucial questions for critical, as well as non-critical approaches to criminal law (...) in contemporary thought. These questions gain in strength and radicalism when it comes to international criminal law (ICL). In this case the filter of the state is not present anymore to mediate between power, law and consent, and the power to punish individuals is directly exercised by international institutions. This means, on the one hand, that traditional justifications of the power to punish and which are elaborated on in the domestic sphere are not useful anymore in legitimating international punishment. International criminal norms are not framed by an international democratically elected parliament, and their exercise is not controlled by the complex system of checks and balances typical of the rule of law. On the other hand, having not being created by a sovereign, international criminal law cannot be conceived as an instrument to build or consolidate consent around the sovereign. A double-sided dilemma therefore arises: traditional explanations are no longer apt to answer the question whether ICL is legitimate, while ICL itself can no longer be considered an instrument to build consent around the traditional power exercising it, namely the state. Although I consider both sides of the dilemma equally interesting and stimulating, I will focus here only on one side of the coin: the ability to build consent of the ICL institutions, and in particular the International Criminal Court (ICC). In other words, instead of asking whether the consent around the ICC is broad enough for the Court to be considered legitimate, I shall ask whether the ICC is able to build consent around the world order it embodies. The book thus offers a chance to correct this misconception of the evolution of Western international thought, highlighting that the history of international thought should be regarded as an important dimension of thinking about the international and one that should not be consigned to history departments. Questions addressed include: what is the medieval influence on modern conception of rights, law, and community? how have medieval ideas shaped modern conceptions of self-determination, consent, and legitimacy? are there 'medieval' answers to 'modern' questions? is the modern world still working its way through the Middle Ages? to what extent is the 'modern outlook' genuinely secular? is there a 'theology' of international relations? what are the implications of continuity for predominant historical narrative of the emergence and expansion of international society? Medieval and modern are certainly different; however, this collection of essays proceeds from the conviction that the modern world was not built on a new plot with new building materials. In this article, I examine Cavell’s understanding and deployment of the categories of ‘evil’ and the ‘monstrous’ in The Claim of Reason. Arguing that these notions cannot be understood apart from Cavell’s reliance on the notion of an ‘internal relation,’ I trace this notion to its Wittgensteinian roots. Ultimately, I show that Cavell’s view of evil allows us to navigate between two horns of a classic dilemma in thinking about evil: it allows us to see evil as neither a privation (...) nor as a positive force with supra-human potency. The question I wish to raise, which in my opinion is fundamental, concerns the conception Mr. Blanshard has of what, in his words, he is "trying to do in his philosophizing." Wittgenstein declared, in emphatic disagreement with many philosophers, that philosophical problems "are, of course, not empirical problems," which implies that philosophical views are not factual, not accounts of the existence or nature of things and occurrences. And this conception, which is so evidently in collision with Mr. Blanshard's, seems to (...) me correct. There are various ways of supporting it, as regards the doctrine that all relations are internal, but I call attention to one consideration which seems to me to carry great weight: that the metaphysician who holds this view cannot cite any conceivable case of things being externally related. The relations with which everyone is familiar are all alike counted as internal: no relation which we can bring forward would be accepted as constituting a counter instance. Nor can anyone who holds the view that all relations are internal describe a relation which he could count as being external. For in addition to such relations as north of and a mile from, what could be cited? A philosopher who declares that north of penetrates the being of its terms, and thus is as much an internal relation as entails, debars himself from saying what it would be like for things to be externally related. This shows that his view has, in principle, no falsification. For this reason I shall suppose that the proposition, "All things are internally related," is put forward as a priori, since it has what is the most characteristic feature of an a priori proposition, namely, that one cannot say what a confuting instance would be like. The following comments will be in part directed toward showing that the view that things are internally related is not about how things are related, but primarily the comments will be directed toward bringing out the linguistic character of the view.
