We analyse the projected future evolution of the distribution of voting power and related quantities under the qualified majority decision rule for the Council of Ministers of the EU, prescribed by the forthcoming EU Reform Treaty. Our projections are based on the demographic changes forecast by eurostat [4] for the period stretching from the present to the middle of the 21st Century. We use a method similar to the one we used in [6], [7], [8] and [9].

In general, analyses of voting power are performed through the notion of a simple voting game (SVG) in which every voter can choose between two options: ‘yes’ or ‘no’. Felsenthal and Machover [Felsenthal, D.S. and Machover, M. (1997), International Journal of Game Theory 26, 335–351.] introduced the concept of ternary voting games (TVGs) which recognizes abstention alongside. They derive appropriate generalizations of the Shapley–Shubik and Banzhaf indices in TVGs. Braham and Steffen [Braham, M. and Steffen, F. (2002), in (...) Holler, et al. (eds.), Power and Fairness, Jahrbuch für Neue Politische Ökonomie 20, Mohr Siebeck, pp. 333–348.] argued that the decision-making structure of a TVG may not be justified. They propose a sequential structure in which voters first decide between participation and abstention and then between ‘yes’ or ‘no’. The purpose of this paper is two-fold. First, we compare the two approaches and show how the probabilistic interpretation of power provides a unifying characterization of analogues of the Banzhaf (Bz) measure. Second, using the probabilistic approach we shall prove a special case of Penrose’s Limit Theorem (PLT). This theorem deals with an asymptotic property in weighted voting games with an increasing number of voters. It says that under certain conditions the ratio between the voting power of any two voters (according to various measures of voting power) approaches the ratio between their weights. We show that PLT holds in TVGs for analogues of Bz measures, irrespective of the particular nature of abstention. (shrink)

Recent years have been blessed with an abundance of logical systems, arising from a multitude of applications. A logic can be characterised in many different ways. Traditionally, a logic is presented via the following three components: 1. an intuitive non-formal motivation, perhaps tie it in to some application area 2. a semantical interpretation 3. a proof theoretical formulation. There are several types of proof theoretical methodologies, Hilbert style, Gentzen style, goal directed style, labelled deductive system style, and so on. The (...) tableau methodology, invented in the 1950s by Beth and Hintikka and later per fected by Smullyan and Fitting, is today one of the most popular, since it appears to bring together the proof-theoretical and the semantical approaches to the pre of a logical system and is also very intuitive. In many universities it is sentation the style first taught to students. Recently interest in tableaux has become more widespread and a community crystallised around the subject. An annual tableaux conference is being held and proceedings are published. The present volume is a Handbook a/Tableaux pre senting to the community a wide coverage of tableaux systems for a variety of logics. It is written by active members of the community and brings the reader up to frontline research. It will be of interest to any formal logician from any area. (shrink)

This selection of D. H. Mellor's work demonstrates the wide ranging originality of his work. It gathers together sixteen major papers on related topics. Together they form a complete modern metaphysics. The first five papers are on aspects of the mind: on our 'selves', their supposed subjectivity and how we refer to them, on the nature of conscious belief and on computational and physicalist theories of the mind. The next five papers deal with dispositions, natural kinds, laws of nature and (...) how they involve natural necessity, universals and objective chances, and the relation between properties and predicates. Then follow three papers about the relations between time, change and causation, the nature of individual causes and effects and of the causal relation between them, and how causation depends on chance. Plotinus is the first Greek philosopher to hold a systematic theory of consciousness. The key feature of his theory is that it involves multiple layers of experience: different layers of consciousness occur in different levels of self. This layering of higher modes of consciousness on lower ones provides human beings with a rich experiential world, and enables human beings to draw on their own experience to investigate their true self and the nature of reality. This involves a robust notion of (...) subjectivity. However, it is a notion of subjectivity that is unique to Plotinus, and remarkably different from the Post-Cartesian tradition. Behind the plurality of terms Plotinus uses to express consciousness, and behind the plurality of entities to which Plotinus attributes consciousness, lies a theory of human consciousness. It is a Platonist theory shaped by engagement with rival schools of ancient thought. (shrink)

Depuis 2012, nous disposons enfin en français d'une traduction satisfaisante des livres publiés par Hannah Arendt aux Etats-Unis de 1951 à 1972. Il est ainsi possible à tout citoyen francophone curieux de cette pensée d'accéder directement à l'une des oeuvres politiques les plus originales du XXe siècle. Pensée toujours vivante et qui, dans un moment de changement d'époque, peut nous aider non à trouver les solutions, mais, ce qui est plus essentiel, à nous poser des questions pertinentes. Les commentaires sur (...) l'oeuvre d'Arendt se sont tellement multipliés depuis trente ans que le travail critique a peut-être fini par empêcher l'accès direct à sa pensée. Cet ouvrage poursuit donc un objectif : fournir un guide de voyage à travers l'oeuvre politique d'Arendt. La première partie est consacrée à la genèse, comme penseur politique, de Hannah Arendt depuis sa naissance en Allemagne en 1906 jusqu'à la publication aux Etats-Unis des Origines du totalitarisme en 1951. La deuxième partie constitue le coeur du livre. This paper is a response to the opening of new lines of research on CSR and SMEs (Thompson & Smith, 1991; Spence, 1999; Moore & Smith, 2006; Spence, 2007). It seeks to explore the business case for CSR in this corporate segment. The paper, which is based on four case studies of medium-sized firms in the automotive sector, took the distinctive approach of trying to understand the nature of CSR-like activities developed not by best-in-class CSR-driven companies but by purely competitiveness-driven (...) firms. The case studies provide explicit evidence that the CSR activities of SMEs and the notion of social capital are interrelated, turning social capital into a powerful instrument to better explain what academic literature has called silent CSR practices . The analysis that follows questions some of the basic tenets that underpin the branch of business ethics that deals with the nature of SMEs' approach to CSR. Four basic concerns, which take the form of propositions for further research, serve as the basis for this analysis: a) A definition of CSR that includes most of the actions taken by all companies in the territory contributes no academic value to the discipline b) Any study of the motivation behind these CSR actions must reflect their essentially pragmatic nature. Actions are linked to social values but also, more importantly, to the nature of the competitive environment c) Business ethics must seek common ground with other more sociological disciplines if it is to explain the reasons behind this type of action d) Any study of this kind of practice requires a dual approach: a) normative when using tools developed by CSR; and b) descriptive and instrumental using the notion of social capital.
