The article presents artistic body interventions as tactics of minimal resistance to the governance over those bodies, i.e., resistance to the apparatuses that govern, control and manage our bodies, and those that also make our bodies sacred. This means the resistance to the apparatuses that separate my body from my own management. Giorgio Agamben calls for the strategy of profanation, for bringing back what was sacred to the use and property of humans. The author offers a thesis that the (...) artistic acts that resist to the power over the bodies do not construct counter-apparatuses to the apparatuses of power, but they do challenge or even sometimes subvert the machines of governance over the bodies. This review essay focusses on Gelderloos's normative theory of diversity of tactics. The book is worth serious attention by political theorists because of its sustained analysis of violence, nonviolence, tactics and strategy, but the normative theory fails. The essay endorses Gelderloos's nuanced analysis of the violence-nonviolence distinction and aspects of his account of tactics-strategy-goals. But the concepts ‘state' and ‘politics' are both treated by him in an overly simple way. Although aspects of his account show how complex (...) any state-society distinction is, in other contexts he suggests that it is easy for actors to divide state enemies from oppressed society friends. He rejects politics as the capture of state power for dominating and self-interested purposes, and dismisses all other aspects of political power, institutions and relationships. He thereby denies any role for politics in the sustainability of the anarchist activism he wishes to defend and endorse. In particular his disavowal of any political power base to coalitions, means that coalitional action can only be depicted as evanescent and episodic, while anarchist action is premissed on putting fellow actors who are not comrades beyond the realm of care of concern. This study examines how consumers react to a Facebook post that is completely, moderately or not at all in conflict with a brand-typical TV clip. It thus analyzes the need for congruity between the offline and online advertising activities of a brand and draws on the literature of integrated communication, schema incongruity theory and advertising effectiveness. Results of an online experiment with 131 participants and a 2 (content: congruent vs. incongruent) by 2 (stylistic devices: congruent vs. incongruent) between-subjects design provide (...) first insights into the modeling of (in)congruity based on integrated communication. Thus, the article presents a first attempt to conceptualize (in)congruity in advertising through a combination of content and stylistic devices. A standard example of a justified aggressor is the tactical bomber who is about to destroy an ammunitions factory in a proportionate, justified military attack, full well knowing that an innocent civilian bystander will also be killed by his attack (“collateral damage”). Intuitively it seems hard to believe that the innocent bystander threatened by the tactical bomber is morally prohibited from killing him in self-defense. Yet, Stephen R. Shalom indeed endorses such a prohibition. I shall argue that all the examples (...) Shalom offers in support of his view are disanalogous to the case in question, and provide examples that are analogous and strongly suggest that Shalom’s claim leads to counter-intuitive implications. Moreover, I will provide a clear-cut case that demonstrates that Shalom cannot rely on a general principle prohibiting lethal violence against permissible violence. Thus, I conclude that Shalom has failed to provide a convincing argument in support of his case. (shrink)

Previous studies of the history of optics reveal that the confrontation between the emission theory of light and the undulatory theory of light in Britain occupied a considerable period during the early nineteenth century. After the majority of British physicists accepted the undulatory theory in the mid-1830s a few emissionists in Britain did not immediately surrender. They continued to fight a rear-guard action against the undulatory theory, hoping that someday they could reinstate their theory.’ The longevity of the confrontation between (...) the emission and the undulatory theory is consistent with recent philosophical and sociological accounts of science, which expect scientific controversy to last a considerable time. Lakatos’s philosophical account, for example, holds that a degenerating theory does not disappear immediately and may revive at any time through a burst of ‘heuristic power’. But this account only allows one universal standard-the verification of excess empirical content-as the basis for both the generation and the closure of scientific controversies.’ On the other hand, sociological accounts such as actor-network theory have also done much to dispel the impression that rapid closure is inevitable in scientific controversies. Those in the openness movement believe that access to information is inherently democratic, and assume the effects of openness will all be good from the movement’s perspective. But means are not ends, nothing is inevitable, and just what will be done with openly available information once achieved is rarely specified. One implicit goal of the openness movement is to create and sustain politically useful memory in situations in which official memory may not suffice, but to achieve this, openness is not (...) enough. With the transition from a panopticon to a panspectron environment, the production of open information not only provides support for communities but also contributes to surveillance. Proprietary ownership of information is being challenged, but there is erosion of ownership in the sense of being confident in what is known. Some tactics currently in use need to be re–evaluated to determine their actual effects under current circumstances. Successfully achieving tactical memory in the 21st century also requires experimentation with new types of tactics, including those of technological discretion and of scale as a medium. At the most abstract level, the key political battle of the 21st century may not be between particular political parties or ideologies but, rather, the war between mathematics and narrative creativity. This book offers a new theory of begging the question as an informal fallacy, within a pragmatic framework of reasoned dialogue as a normative theory of critical argumentation. The fallacy of begging the question is analyzed as a systematic tactic to evade fulfillment of a legitimate burden of proof by the proponent of an argument. The technique uses a circular structure of argument to block the further progress of dialogue and, in particular, the capability of the respondent to ask legitimate (...) critical questions in reply to the argument. Walton analyzes the concept of burden of proof in argument, and provides chapters on the use of argument diagramming as a technique of argument reconstruction. This powerful method of argument analysis developed therein is then applied to more than 100 case studies of circular argumentation where the charge of begging the question is or has been thought to be an appropriate criticism. Throughout this work, Walton throws light on the relationship between the problem of circular reasoning and broader issues in the critical analysis of argumentation. Ground-breaking use is made of the pragmatic theory of argument as interactive dialogue. Rules for several kinds of dialogue framework provide standards of good reasoning to validate or to refute the criticism that a particular argument begs the question. This article contributes to an ongoing revival of interest in the intellectual history of the German Vormärz, and to an emerging body of scholarship on the influential political philosopher and Bible scholar Bruno Bauer (1809–1882). While, during much of the twentieth century, Bauer was remembered primarily for his relationship with the Young Marx, more recent scholarship has attempted to examine his work on its own terms, and to consider his unique contributions to the history of republicanism and radicalism in particular. (...) But to date, no one has provided a systematic and synoptic account of his theology during the crucial years of 1838 to 1843. This article aims to fill that gap in the literature. It argues that Bauer’s political thought cannot be understood independently of his theology, his church and religious histories, and his Bible criticism. C. A. J. Coady offers to clear up confusion about what terrorism is. His "tactical definition" focuses on terrorist acts as violent attacks upon non-combatants. He discusses what it means to be a non-combatant, considers various philosophical attempts to defend terrorism, and examines the idea of a connection between religion and terrorism.

This paper examines gender aspects of tactics of the alter-globalization movement. Focusing mainly on two transnational collective actions in Prague in 2000 and in Genoa in 2001, the research draws on participant observation, interviews with activists and analysis of the movement's alternative media. The feminist activism within the movement, the gendered tactics and their representation in the alternative media are analysed using the concept of diffusion. Although feminists are involved in the protests, and local Czech feminist activism was (...) incited by the international mobilizations in Prague in 2000, they are often marginalized because of the emphasis on masculine confrontational and violent tactics used in demonstrations. The movement's alternative media further reproduce gender stereotypes. The visual representations of the tactics are traditionally gendered – women are depicted as fairies, men as fighters; this is because the movement does not want to appear weak and feminine, and seeks to be effective. This article responds to recent debates in critical algorithm studies about the significance of the term “algorithm.” Where some have suggested that critical scholars should align their use of the term with its common definition in professional computer science, I argue that we should instead approach algorithms as “multiples”—unstable objects that are enacted through the varied practices that people use to engage with them, including the practices of “outsider” researchers. This approach builds on the work of Laura Devendorf, Elizabeth Goodman, (...) and Annemarie Mol. Different ways of enacting algorithms foreground certain issues while occluding others: computer scientists enact algorithms as conceptual objects indifferent to implementation details, while calls for accountability enact algorithms as closed boxes to be opened. I propose that critical researchers might seek to enact algorithms ethnographically, seeing them as heterogeneous and diffuse sociotechnical systems, rather than rigidly constrained and procedural formulas. To do so, I suggest thinking of algorithms not “in” culture, as the event occasioning this essay was titled, but “as” culture: part of broad patterns of meaning and practice that can be engaged with empirically. I offer a set of practical tactics for the ethnographic enactment of algorithmic systems, which do not depend on pinning down a singular “algorithm” or achieving “access,” but which rather work from the partial and mobile position of an outsider. Against the backdrop of a longstanding feminist critique that Michel Foucault’s call to anonymity is insensitive to the erasure of marginalized persons, I aim to contribute to a critical account of anonymity as a feminist Foucauldian ideal. I do this in two ways. First, I analyze the tactical role of anonymity in the Prisons Information Group, an organization in which Foucault was involved. Second, I analyze the unique paradoxes of anonymity faced by gender non-conforming prisoners then and now. I conclude (...) that anonymity is ideally a situational and multi-layered tactic. By developing a modality of anonymity accountable to the differential politics involved in the chosen or forced renunciation of a name, I contribute to a critical evaluation of anonymity as a practice of resistance from within and beyond the prison system. Polarization often happens asymmetrically. One political actor radicalizes, and the results reverberate through the political system. This is how the deep divisions in contemporary American politics arose: the Republican Party radicalized. Republican officeholders began to use extreme legislative tactics. Republican voters became animated by contempt for their political rivals and by the defense of their own social superiority. The party as a whole launched a wide-ranging campaign of voter suppression and its members endorsed violence in the face of electoral (...) defeat. This paper is about how such asymmetric polarization affects everyone else’s obligations. My core claim is that two kinds of relationship – civic friendship and non-subordination – underpin critical democratic norms. Republican misbehavior has severed cross-partisan civic friendships. Their authoritarianism forfeits their claim to non-subordination. The former means that non-Republicans need not justify policy on public grounds. The latter undercuts Republicans’ claim to enjoy minority vetoes when out of power and it gives their rivals reason to disobey the laws that Republicans make when they are in power. More generally, when one political actor contravenes the proper norms of democratic politics, their opposition is not bound by those norms. (shrink)

Rosa Menkman proposed that the concept of glitch should be considered a tipping point, a momentum, that can be seized, in which the power of subjectivity and the collaborative efforts of creators and the active spectators take centre stage. This article will discuss how in the last decades the glitch as noise and techne has shifted towards glitch as precarious aesthetics and how it has become associated with decolonial and feminist modes of critique. While the glitch is still seen as (...) a material, a techne, there is a resistant aesthetics of mutiny, a tactical revolt of the material that is confronting systemic standardization, bias and institutionalization. As presented in the exhibition VJ Um Amel, Beit Um Amel (2020), the technologically induced phenomena are analogous with the crises and states of emergency in various global infrastructures, systems and information channels. The metaphor of “repertoire” is increasingly used in the study of contention to convey the fact that people act collectively through a limited set of cultural routines. Yet despite its broad adoption, the term is loosely defined and rarely subject to empirical verification. This has led to unfruitful scholarly disputes, with most perspectives assuming that change in repertoires is independent from how actors perform them. Drawing a parallel between the dynamics of repertoire performance and jazz improvisation, I propose a pragmatist (...) definition of repertoires, understood as relational sets of collective practices that become routinized as habit-sets and become a baseline for innovation when actors face puzzling situations. I then provide a theoretical model for analyzing change in contentious repertoires, which relies on the study of the co-constitutive relation between tactical affordances, actors’ strategies and identities, and contexts. I illustrate this model with three secondary cases of unexpected tactical innovation. (shrink)

This study examines the first two years of a tactical innovation that emerged in 2012 in Egypt, which involved activist groups organizing patrol-type "intervention teams" to combat sexual violence against women in public spaces. Findings reveal that the new tactic took different forms in the two places in which it was deployed, even though the same actors employed it. I argue that the place in which a new tactic emerges shapes the form it takes. When coming up with a new (...) collective action tactic, activists elaborate visions about how to carry out their actions based on their collective identities and taste in tactics. But as they start experimenting with the new tactic on the ground, they learn about the places' material affordances, symbolic valence, and power relations, as well as the constraints and opportunities that they represent. The material properties of places shape activists' possibilities of movement, patterns of communication, field of vision, and capacity to escape repression or reach safe spaces. The configuration of actors in a place shapes the nature of their interactions with others on the ground, possible alliances, and sources of conflict. The symbolic meanings of places shape the resonance of a group’s actions and the degree of resistance that actors face. Place in part determines the ability of activists to develop a tactic in the form that best fits their preferences. (shrink)

Abstract There is general agreement that the targeting of civilians in war is morally wrong. But sometimes starvation tactics are accepted as being a better option than direct military attacks. This article questions this view by arguing that starvation tactics affect civilians first and inflict long-term suffering. It argues that they are not just unless they can be limited to a small area where only military personnel will be affected. It looks at the provision for starvation tactics (...) in the Geneva Conventions, and at the argument of double effect. It then illustrates the argument with three case studies: the siege of Leningrad; the application of sanctions prior to and during the Gulf War in 1990?1991; and restrictions of food during the war in Bosnia. While there is a history of sorts clearly evident in the Preliminaries of James Harrington's Commonwealth of Oceana, one can hardly escape noticing the model qualities of the Commonwealth as it is proposed. Accepting this apparent dualism as an obstacle, Pocock has noted that Oceana cannot be understood as utopia unless first understood as history. Others would not necessarily agree. Yet, given that Harrington located his explanation for the dissolution of the government upon the failure of the nobility to maintain (...) English arms in time of crisis, I argue that in seeking a solution he turned to a series of debates regarding the history of the contemporary alternative to those failed feudal armies, the English militia. Having identified a crisis of arms, Harrington found tactical models dealing with the organization of a militia -- both contemporary and ancient -- to be a perfect historical model for his own commowealth. Considered in this context, the utopian status of the Commonwealth's orders becomes questionable and the work appears much more historical throughout. (shrink)

Environmental ethicists rarely discuss the morality of using illegal tactics to protect the environment. Yet ecosabotage (or monkeywrenching) is the topic of numerous articles and books in the popular press. In this paper I examine what I consider to be the three strongest arguments against destroying property as a means of defending the environment: the social fabric argument, the argument for moral consistency, and the generalisation argument. I conclude that none of them provides an a priori obstacle to a (...) consequentialist justification of particular acts of ecosabotage. Then I sketch a version of constrained utilitarianism, which is capable, at least in principle, of justifying some acts of strategic ecosabotage in a democratic society. (shrink)

Hunger striking is a form of nonviolent action of last resort. It is a tactic used by powerless individuals to challenge those in power and achieve change. Many authors have emphasized that hunger strikers are not suicidal, but when oppressed people run out of other ways to protest or demand sociopolitical change, some of them are willing to place their health and life at risk to achieve their goals. Environmental activism is expected to improve society’s well-being and environmental sustainability. Nevertheless, some inappropriate ways of activism, like road blockage, art vandalism, assaults, etc., have been recently conducted and risked causing adverse repercussions, including violence escalation. The current study aims to explore which types of environmental activism are more likely to escalate violence between activists, affected citizens, and police. Bayesian Mindsponge Framework (BMF) analytics was employed to analyze a dataset of 89 blockage, vandalism, and harassment cases in 13 countries in (...) this exploratory study. We discovered that rallies and demonstrations, marches, event disruption, and art vandalism were less likely to escalate violence between protestors, other citizens, and the police. In contrast, road blockades and assaults are more likely to lead to violence escalation. Apart from those, sabotage was found to have an ambiguous relationship with the violence escalation. Based on these results, we suggest that climate activists should be more selective in adopting activism approaches to raise public awareness and support and avoid using tactics that might be counterproductive and reduce public backing, such as road blockage and assaults. Despite the negative impact of art vandalism on violence escalation, we also discussed why art vandalism should not be used since it can curb the effectiveness of artivism, showing misuse of artworks (e.g., paintings, music, films) for environmental activism. Recently, the effort to counter Fake News faced a counter attack: academic »postmodernism « and »social constructivism« it was said—because they say that facts are soaked in prior interpretations—are either purveyors of Fake News or set the cultural context in which it flourishes. They do so by undermining confidence in inquiry governed by simple facts. That is erroneous, argues William E. Connolly, because postmodernism never said that facts or objectivity are ghostly, subjective or »fake«. However, that what was objective at (...) one time may become less so at a later date through the combination of a paradigm shift in theory, new powers of perception, new tests with refined instruments, and changes in natural processes such as species evolution. But the emergence of new theories and tests does not reduce objectivity to subjective opinion. Facts are real. Objectivity is important. But as you move up the scale of complexity with respect to facts and objectivity, it becomes clear that what was objective at one time may become subjective at another. Not because of Fake News or postmodernism. But because the complex relationships between theory, evidence and conduct periodically open up new thresholds. Colin Lang in turn rhetorically asks if »fake news« or »alternative facts« are a new carnival and Trump its dog and pony show? The idea of »fake news« and »alternative facts« as a carnival could not only help to see the constructedness of the media spectacle, but also provides a new perspective on Trump as an actor who is playing a particular role in this carnival, and that role is not one that any of us would describe as presidential. Many in the popular press have assumed it is just what it looks like, an infantilized narcissist, a parody of some Regan-era New York real estate tycoon straight out of a Bret Easton Ellis novel. The problem is that this description is all too obvious, and misses something fundamental about alternative facts, and the part that Trump is playing. A central assumption is, then, that the creation of alternative facts is one symptom of a more structural, paradigmatic shift in the persona of a president, one which has few correlates in the annals of political history. The closest analogy for his kind of performance is actually hinted at in the title of Trump’s greatest literary achievement: The Art of the Deal. Trump is playing the part of an artist, pilfering from the tactics of the avant-garde and putting them to very different ends. (shrink)

Swinton's The Defence of Duffer's Drift: A Lesson in the Fundamentals of Small Unit Tactics, originally published in 1904, uses the device of a series of recurring but progressive nightmares to teach a set of tactical lessons that Swinton derived from his service in the Second Anglo-Boer War. Now a minor classic, The Defence of Duffer's Drift has had an enduring and international impact. The book's popularity has also led to the publication of several narratives inspired by (...) the original, many of them authored by serving members of the US Army. Although this subset of the ‘progeny’ of Swinton's work are focused on teaching tactical lessons, read together they provide a small but fascinating window into the evolution of the US Army's understanding of the ethics of armed conflict at the tactical level. The texts that are the focus of this paper span a period of 88 years, covering the post-First World War emphasis on positional warfare, through the shift to a focus on large-scale mechanized warfare that.. This article examines the Byzantine responses to the battlefield tactics followed by the armies of the Turkoman chiefdoms during the thirteenth and fourteenth centuries. The most characteristic example reflecting the difficulties faced by the Byzantine army when confronted by the Turkomans is the battle of Pelekanos, in the gulf of Nikomedia. It was fought in 1329 between the Byzantines under the command of the emperor Andronikos III (1328–1341), and the Ottomans whose leader was Orhan (1326–1362). The outcome of this (...) battle typifies the inability of the late Byzantine armies to deal effectively with the Turkoman cavalry archers, despite the instructions given by the military treatises which were compiled in the earlier periods of Byzantine history, despite the experience of fighting against enemies of similar nature in the past, and despite the fact that generals such as Kantakouzenos possessed a good knowledge of the fighting methods of the Turkomans. This article argues that the inability of the Byzantines to adjust to the demands of the battlefield tactics of the Turkoman warriors was a combination of many factors. The loss of Asia Minor deprived Byzantium of its main source of competent archers. The Byzantines relied on heavy cavalry which, although it proved ineffective against the Turkomans, was the symbol of exalted status of members of the aristocracy. Moreover, stereotyped views about the Turkomans affected the performance of the Byzantines on the battlefield. It seems that Byzantine generals, even if they knew the fighting methods of the Turkomans, very often could not fully understand the strength of their armies. This article concludes that the failure to react successfully to the battlefield tactics of the Turkomans could be partly described as a failure of cultural adaptation, reinforced by stereotypes about ‘barbarians.’. The growth in international trade in recent years necessitates a better understanding of customs and expectations in cross-cultural negotiations. While several researchers have sought to examine and detail the similarities and differences between select countries, their data have generally been obtained under neutral or unspecified negotiating conditions. However, issue importance, opponent (prowess, ethical reputation), and context (location, confederate awareness, urgency) can play a significant role in the use of negotiating tactics. This paper describes a study comparing the perceptions of (...) one hundred and forty-two current and future business professionals from two emerging trade partners, Brazil and the United States, regarding the appropriateness and likely use of five categories of negotiation tactics under seven challenging or unfavorable negotiating conditions commonly faced by negotiators. The results indicate an overall conditional effect for both attitudes (perceived appropriateness) and intentions (likelihood of use). In addition, while no significant difference in perceived appropriateness was found due to country, there were differences in likely use due to country for six conditions-behaviors. (shrink)

This photo-essay highlights the ways in which medicine features in the Occupied Palestinian Territories (OPT) and uses it to reflect on the nature of ethical obligation set out by Judith Butler in her work on state-achieved precarity. Although medical infrastructure of even the most basic type is tragically lacking and in some areas shockingly absent in the OPT, it is the particular way in which medicine comes to be needed that we focus on. Leaving aside the rhetoric that has claimed (...) authority over what can or cannot be said of the Occupation, we focus on its geo-technological arrangements. By placing photos and case studies of medical obstruction within an analysis of the Occupation, we forge an encounter between reader and the Occupation to raise questions about the use of medicine in this context and the manner in which conventional ethics can give legitimacy to this use. On the basis of what we show through visual and textual documentary material, we propose ethics be understood as inherent to the geo-technological arrangements that make life possible or, as in this case, undermine, obstruct or deliberately take life. Hence the ethical obligation that Butler calls upon is reiterated in ways that encompass the everyday features of occupation including those active in the emergence of medicine as a tactic of war. Designing for culture through intelligent tutoring systems is on the rise. The needs of military personnel to communicate and understand cultures other than their own in deployments, missions, and work-related assignments have strongly encouraged the creation of culturally aware tutoring systems (CATS) that teach about other cultures. This paper critically analyzes three systems (i.e., ELECT-BiLAT, Tactical Iraqi, and VECTOR) and the frameworks that guided the design and development process. The examination reveals that there is a need for comprehensive guidelines to (...) build CATS. In this paper, we critically consider the analogy between “infodemic” and “pandemic”, i.e. the spread of fake news about COVID-19 as a medial virus and the infection with the biological virus itself from the perspective of cultural evolutionary theory (CET). After confronting three major shortcomings of the ‘infodemic’ concept, we use CET as a background framework to analyze this phenomenon. To do so, we summarize which bi-ases are crucial for transmission in terms of cultural selection and how transmission is restricted (...) by filter bubbles or echo chambers acting as TRIMS (transmission isolating mechanisms) post “infection”, which isolate false from trustworthy scientific information in the context of the Corona pandemic. This is followed by a demonstration of the threat to biological fitness posed by the effects of an infection with fake news, which leads to a reduced willingness to vaccinate and follow health measures. We identify fake news on Covid as pseudoscience, trying to immunize itself from external influences. We then address the question of how to combat the infodemic. Since debunking strategies, such as warnings by fact-checking, have proven relatively ineffective in combating fake news, the inoculation theory from psychology might offer an alternative solution. Through its underlying ‘prebunking strategy’, which educates individuals about the risks and tactics of fake news prior to a potential infection, they could be ‘immunized’ in advance, similar to a virological vaccination. Although we recognize that the pandemic/infodemic analogy is in fact far from perfect, we believe that CET could provide a theoretical underpinning in order to give much more semantic depth to the concept ‘infodemic’.
