Considerable evidence supports the sequential two-system model of moral judgement, as proposed by Greene and others. We tested whether judgement speed and/or personal/impersonal moral dilemmas can predict the kind of moral judgements subjects make for each dilemma, and whether personal dilemmas create difficulty in moral judgements. Our results showed that neither personal/impersonal conditions nor spontaneous/thoughtful-reflection conditions were reliable predictors of utilitarian or deontological moral judgements. Yet, we found support for an alternative view, in which, when the two types of responses (...) are in conflict; the resolution of this conflict depends on both the subject and the dilemma. While thinking about this conflict, subjects sometimes change their minds in both directions, as suggested by the data from a mouse-tracking task. (shrink)

As a recent addition to the editorial board for the journal of Philosophy in the Contemporary World, I wanted to revisit a practice from past editions of the journal—interviewing philosophers who engage philosophical practice that reflects the mission of PCW. In this interview, a model for what I hope will continue to be a regular feature, I have a dialogue with the philosopher Burcu Gurkan. In this article we develop an account of justice in the distribution of knowledge. We first argue that knowledge is a fundamental interest that grounds claims of justice due to its role in individuals’ deliberations about the common good, their personal good and the pursuit thereof. Second, we identify the epistemic basic structure of a society, namely, the institutions that determine individuals’ opportunities for acquiring knowledge and discuss what justice requires of them. Our main contention is that a systematic lack (...) of opportunity to acquire knowledge one needs as an individual and a citizen because of the way the epistemic basic structure of a society is organized is an injustice. This article examines how algorithmic accountability is translated into action at the municipal level in the United States. Based on a review of task forces, ordinances, and policy toolkits from New York City and Seattle, I demonstrate the ways municipalities and local publics operationalize abstract notions of accountability. Municipal interventions often prioritize revealing computational tools (transparency) and their effects on people (impact assessments). While these two forms of accountability are crucial, they may neglect to examine institutions—and how they change—as they (...) incorporate automated decision systems. I thus propose a political-economic approach that recognizes algorithmic systems as part of municipal institutions and focuses on their role in intensifying data collection and commodification between public agencies and markets. I argue that algorithmic accountability, especially in public agencies, needs to focus on incompetence and asymmetries of power within a network of governments, tech companies, community groups, and technologies. With a mix of transparency, impact assessments, and political economic review, the paper proposes a more comprehensive assessment of automated decision systems through their development, procurement, use, impact, and decommissioning. This chapter examines military building activity in the region in the light of Ottoman sources preserved in the Prime Ministry Ottoman Archive in Istanbul and memoirs written by the senior bureaucrats of the Empire. It aims to assess whether the military building programme of the sixteenth and seventeenth centuries continued in later periods in the same spirit as in the earlier time of conquests and expansion, or if the empire only supported repairs of existing strongholds. The issue was noted by (...) numerous Ottoman writers as early as the Koçi Bey Risalesi in the seventeenth century. This chapter examines four frontier areas of the Ottoman Empire: the Hapsburg borderland in Croatia; the frontier between Montenegro and southern Herzegovina; the fortress line on the banks of the Danube in Wallachia; and the Danube Delta region near the Black Sea. This Introduction to the Special Issue on “Responsible Research and Innovation” outlines features of the philosophical debate about the concepts involved and summarizes the papers assembled in this issue. The topic of RRI is widely discussed in science studies and has made its way into science policy. This SI is intended to make the contributions of philosophers of science more visible. The philosophically relevant parts of the field concern, among others, the processes of public participation in science and their impact (...) on the knowledge produced, the notion of justified public trust in science, and the idea of research pursued for the common good. Such topics bring social procedures together with epistemic and ethical considerations and thus raise philosophical challenges. RRI is subject to the tension between committing research to creating knowledge in harmony with public expectations, on the one hand, while not complying with public wishful thinking, on the other. RRI embodies a friction between serving people’s aspirations and correcting people’s expectations. This special issue is intended to explore the narrow pathway left between these conflicting demands. Philosophers of science have paid little attention, positive or negative, to Lyotard’s book The postmodern condition, even though it has been popular in other fields. We set out some of the reasons for this neglect. Lyotard thought that sciences could be justified by non-scientific narratives. We show why this is unacceptable, and why many of Lyotard’s characterisations of science are either implausible or are narrowly positivist. One of Lyotard’s themes is that the nature of knowledge has changed and thereby so (...) has society itself. However much of what Lyotard says muddles epistemological matters about the definition of ‘knowledge’ with sociological claims about how information circulates in modern society. We distinguish two kinds of legitimation of science: epistemic and socio-political. In proclaiming ‘incredulity towards metanarratives’ Lyotard has nothing to say about how epistemic and methodological principles are to be justified. He also gives a bad argument as to why there can be no epistemic legitimation, which is based on an act/content confusion, and a confusion between making an agreement and the content of what is agreed to. As for socio-political legitimation, Lyotard’s discussion remains at the abstract level of science as a whole rather than at the level of the particular applications of sciences. Moreover his positive points can be accepted without taking on board any of his postmodernist account of science. The idea of family resemblance, when applied to science, can provide a powerful account of the nature of science (NOS). In this chapter we develop such an account by taking into consideration the consensus on NOS that emerged in the science education literature in the last decade or so. According to the family resemblance approach, the nature of science can be systematically and comprehensively characterised in terms of a number of science categories which exhibit strong similarities and overlaps amongst diverse (...) scientific disciplines. We then discuss the virtues of this approach and make some suggestions as to how one can go about teaching it in the classroom. (shrink)

This article develops an account of distributive epistemic justice in the production of scientific knowledge. We identify four requirements: (a) science should produce the knowledge citizens need in order to reason about the common good, their individual good and pursuit thereof; (b) science should produce the knowledge those serving the public need to pursue justice effectively; (c) science should be organized in such a way that it does not aid the wilful manufacturing of ignorance; and (d) when making decisions about (...) epistemic risks, scientists should make sure that there aren’t social groups or weighty interests that are neglected. After discussing these requirements, we examine the relationship between discriminatory and distributive epistemic injustice in science and argue that they often compound each other. (shrink)

In four experiments, we asked subjects for judgements about scenarios that pit utilitarian outcomes against deontological moral rules, for example, saving more lives vs. a rule against active killing. We measured trait emotions of anger, disgust, sympathy and empathy, asked about the same emotions after each scenario. We found that utilitarian responding to the scenarios, and higher scores on a utilitarianism scale, were correlated negatively with disgust, positively with anger, positively with specific sympathy and state sympathy, and less so with (...) general sympathy or empathy. In a fifth experiment, we asked about anger and sympathy for specific outcomes, and we found that these are consistently predictive of utilitarian responding. (shrink)

We compare Carnap's and Kuhn's views on science. Although there are important differences between them, the similarities are striking. The basis for the latter is a pragmatically oriented semantic conventionalist picture of science, which suggests that the view that post-positivist philosophy of science constitutes a radical revolution which has no interesting affinities with logical positivism must be seriously mistaken.

Building, restoring and maintaining well-placed trust between scientists and the public is a difficult yet crucial social task requiring the successful cooperation of various social actors and institutions. Kitcher’s takes up this challenge in the context of liberal democratic societies by extending his ideal model of “well-ordered science” that he had originally formulated in his. However, Kitcher nowhere offers an explicit account of what it means for the public to invest epistemic trust in science. Yet in order to understand how (...) his extended model and its implementation in the actual world address the problem of trust as well as to evaluate it critically, an explicit account of epistemic public trust in science needs to be given first. In this article we first present such an account and then scrutinize his project of building public trust in science in light of it. We argue that even though Kitcher’s ideal model and his proposals for its implementation in the real world face a number of problems, they can be addressed with the resources of our account. From its early origins to the present, the development of mainstream economic theory has taken a direction which has excluded the analysis of human needs as a basis for social policy. The problems associated with this orientation are increasingly recognized both by economists and non-economists. As Sen points out, it is indeed strange for a discipline concerned with the well-being of people to neglect the question of needs. Currently, some writers such as Doyal and Gough, post-Keynesian economists such as Lavoie, (...) and those such as Davis and O'Boyle who work in the newly emerging school of social economics have begun to address the question of human needs, especially in relation to problems of policy assessment and evaluation. The approaches of some development economists who have dealt with similar issues were also instrumental in drawing attention to the significance of the long-neglected concept of needs. (shrink)

Background: Midwives are required to make ethical decisions with the support of respective codes of professional ethics which provide a framework for decision making in clinical practice. While each midwife should be ethically aware and sensitive to the ever-changing issues within reproduction, few empirical studies have examined the views of student midwives in relation to reproductive ethical dilemmas. Objective: The aim of this study was to explore midwifery students’ reactions to a number of ethical dilemmas relating to women’s experiences of (...) reproductive decision making. Design: A series of focus groups were conducted with midwifery students who were asked to discuss five culturally significant scenarios including issues of knowledge acquisition regarding methods of family planning, removal or insertion of an intrauterine device, and abortion. Setting: A University in Turkey was the setting for this study. Participants: Purposeful sampling was adopted which resulted in five focus groups with a total of 57 midwifery students. Ethical considerations: The study was reviewed and granted formal ethical approval by an ethical committee at the Faculty of Health Science in Atatürk University. The head of the Faculty of Health Science approved the investigation. The participants received both oral and written information about the study and they gave their consent. Results: Five themes were identified from the analysis of the focus group data related to all five scenarios. These themes were ‘the right to information’, ‘choice and protection’, ‘parental rights and welfare of the women’, ‘make a decision’ and ‘women rights and sexual abuse’. Conclusion: This study has shown that while students respected women’s choice, they also expressed great ambivalence in some situations when personal values conflict with dominant societal beliefs and professional ethics. A focus on ethics education to include human rights is suggested as a means to enable students to explore their own social-value judgements, and as a means to limit the possible development of ethical confusion and moral distress. Thomas Kuhn's post-1980 writings have increasingly emphasized the role played by language in the characterization of scientific revolutions and incommensurability. We argue that Kuhn's `linguistic turn' can be understood best against the background of a Whorfian conception of language and certain neo-Kantian themes. While this enables Kuhn to refine and unify his earlier views, it also creates some difficulties.

A two-systems model of moral judgment proposed by Joshua Greene holds that deontological moral judgments (those based on simple rules concerning action) are often primary and intuitive, and these intuitive judgments must be overridden by reflection in order to yield utilitarian (consequence-based) responses. For example, one dilemma asks whether it is right to push a man onto a track in order to stop a trolley that is heading for five others. Those who favor pushing, the utilitarian response, usually take longer (...) to respond than those who oppose pushing. Greene's model assumes an asymmetry between the processes leading to different responses. We consider an alternative model based on the assumption of symmetric conflict between two response tendencies. By this model, moral dilemmas differ in the "difficulty" of giving a utilitarian response and subjects differ in the "ability" (tendency) to give such responses. (We could just as easily define ability in terms of deontological responses, as the model treats the responses symmetrically.) We thus make an analogy between moral dilemmas and tests of cognitive ability, and we apply the Rasch model, developed for the latter, to estimate the ability-difficulty difference for each dilemma for each subject. We apply this approach to five data sets collected for other purposes by three of the co-authors. Response time (RT), including yes and no responses, is longest when difficulty and ability match, because the subject is indifferent between the two responses, which also have the same RT at this point. When we consider yes/no responses, RT is longest when the model predicts that the response is improbable. Subjects with low ability take longer on the "easier" dilemmas, and vice versa. (shrink)

Do basic human values facilitate prosocial behaviour on a global scale? This study, for the first time, analyzes the effect of values on prosocial behaviour in the context of public support for foreign development assistance. Support for foreign development assistance is a prosocial act intended to benefit the less fortunate in developing nations. Despite a plethora of evidence showing the effect of personal values on prosocial behaviour, the literature has neglected the value origins of support for development assistance. I argue (...) that personal values play a crucial role in shaping individuals’ support for foreign development assistance. Using data from nationally representative samples covering 11 Organisation for Economic Cooperation and Development countries, I show that self-transcendence and openness to change values, as defined by Schwartz’ theory of values, are reliable predictors of support for foreign development assistance. By linking human values to foreign development aid, this study expands the purview of values research to the domain of global governance and opens up new avenues of interdisciplinary inquiry that apply theories of values to different dimensions of world affairs. This paper argues against Papineau's claim that causal relations can be reduced to correlations and defends Cartwright's thesis that they can be nevertheless boot-strapped from them, given sufficiently rich causal background knowledge.

The Hittites who were origin of Indo-European and came to Anatolia occupied the region of Halys in central Anatolian around 1650 BC building Hattusa as a capital city. Expanding their territories into an empire they founded one of the most powerful states in their times and world. Including different ethnic groups Hittites called themselves by the expression of “1000 Gods of Hatti”. Incorporating several local gods existed in the lands they conquered they have had a lot of gods or divines. (...) Among these gods are gods of Hatti, Luwi, Pala, Sumer, Hurri, Assyro- Babilonian and ancient Indian. Many temples discovered in the Hattusa excavations are an important clue for their paying great respect to the gods. In this article benefiting from the evidences of archaeological and philological sources Hittite beliefs as a state religion and general aspects of this religion, gods in the pantheon, temples built for these gods, festivals devoted to these gods, the place of gods and humans, magic rituals, oracles, omens, prayers and mythological stories will be evaluated. Background: Determination of the factors affecting missed nursing care and the impact of ethical leadership is important in improving the quality of care. Aim: This study aims to determine the missed nursing care and its relationship with perceived ethical leadership. Research design: A cross-sectional study. Participants and research context: The sample consisted of 233 nurses, of whom 92.7% were staff nurses and 7.3% were charge nurses, who work in three different hospitals in Turkey. The study data were collected using a (...) personal and professional characteristics data form, the Missed Nursing Care Survey, and the Ethical Leadership Scale. Ethical considerations: The study was approved by the non-interventional ethics committee of Dokuz Eylül University Ethics Committee for Noninvasive Clinical Studies. All participants’ written and verbal consents were obtained. Findings: The most missed nursing care practices were ambulation, attending interdisciplinary care conferences, and discharge planning. According to the logistic regression analysis, sex, the number of patients that the nurse is in charge of giving care, the number of patients discharged in the last shift, and satisfaction with the team were determined as factors affecting missed care. No significant relationship was found between ethical leadership and missed nursing care, and a weak but significant relationship was found between the clarification of duties/roles subscale and missed nursing care. Discussion: Ethical leaders should collaborate with policy-makers at an institutional level to particularly achieve teamwork that is effective in the provision of care, to control missed basic nursing care, and to organize working hours and at the country level to determine roles and to increase the workforce. Conclusion: The results of this study contribute to the international literature on the most common type of missed nursing care, its reasons, and the relationship between the missed care and ethical leadership in a different cultural context. Causal modeling methods such as path analysis, used in the social and natural sciences, are also highly relevant to philosophical problems of probabilistic causation and statistical explanation. We show how these methods can be effectively used (1) to improve and extend Salmon's S-R basis for statistical explanation, and (2) to repair Cartwright's resolution of Simpson's paradox, clarifying the relationship between statistical and causal claims.

Recent philosophical studies of probabilistic causation and statistical explanation have opened up the possibility of unifying philosophical approaches with causal modeling as practiced in the social and biological sciences. This unification rests upon the statistical tools employed, the principle of common cause, the irreducibility of causation to statistics, and the idea of causal process as a suitable framework for understanding causal relationships. These four areas of contact are discussed with emphasis on the relevant aspects of causal modeling.
