Crouch's provocative argument in Post-Democracy has in many ways been vindicated by recent events, but these have also highlighted some weaknesses of the original thesis and shown that the situation today is even worse.

Ralph Dahrendorf survived incarceration in a German concentration camp in 1944. He later took degrees in sociology at Hamburg University and the London School of Economics and spent some time as one of Germany's European Commissioners, although he was critical of aspects of the bureaucracy. Dahrendorf was Director of the London School of Economics for ten years and gave the Reith Lectures in 1974. We are on the way to post-democracy – but where are we today? This article discusses the post-democracy thesis against the background of recent social problems such as the Corona pandemic, the rise of right-wing populism and the Russian war of aggression in Ukraine. On the one hand, these problems indicate that Western democracies have taken a further step towards post-democracy. On the other hand, democratic potentials, such as a strengthening civil society and supranational democratic institutions, were also revealed in (...) dealing with these problems. The article argues that in order to counteract post-democratic tendencies, both formal and informal democratic elements need to be strengthened and that it is more necessary than ever to build “bridges” between the two. Paradoxically, the rise of neoliberal economic thinking and its rejection of concepts of both state intervention in the economy and the pursuit of purposes bybusiness that are not directly related to profit maximization, has been accompanied by intensified social criticism of business and concerns about sustainability. The article explores the implications of these paradoxes and relates them to active consumerism and to the issue of market externalities.

Comparing Rancière’s and Crouch’s respective concepts of post-democracy and the way they problematise the state of contemporary (Western) societies, this article opts for a third way to state the problem, associated with the idea of democracy as a form of life. Common to all three approaches is the critique of an ‘engineering attitude’ that conceives problems as disturbances that have merely to be fixed. All three also warn against the dominant influence of economics in politics and the increase of (...) right-wing populism. However, they diverge in their basic understanding of what problems are and how they are constituted. This article will show that the way we conceive the notion of a problem itself has important implications for our understanding of the problems of democracy and our engagement with them. (shrink)

Colin Crouch and Jacques Ranciere have coined the concept of post-democracy to articulate the suspicion that aspirations and reality of today's democracies fall apart. Western societies still regard themselves as democratic; they follow democratic constitutions and adhere to democratic procedures, but in fact they are no longer governed by the people but by economic elites. The contributions to this volume will discuss this diagnosis: How viable is it and what are its limits? Is it just a new pessimistic (...) or even apocalyptic discourse or a diagnosis which could be further differentiated? How can we relate the diagnosis to everyday life and to micropolitics? Should cognitive scientists be any more embarrassed about their lack of a discipline-fixing definition of cognition than biologists are about their inability to define “life”? My answer is “no”. Philosophers seeking a unique “mark of the cognitive” or less onerous but nevertheless categorical characterizations of cognition are working at a level of analysis upon which hangs nothing that either cognitive scientists or philosophers of cognitive science should care about. The guiding thread of this book is the distinction Colin McGinn draws between perception and imagination.

The manifest appearance of function and purpose in living systems is responsible for the prevalence of apparently teleological explanations of organismic structure and behavior in biology. Although the attribution of function and purpose to living systems is an ancient practice, teleological notions are largely considered ineliminable from modern biological sciences, such as evolutionary biology, genetics, medicine, ethology, and psychiatry, because they play an important explanatory role. Historical and recent examples of teleological claims include the following: The chief function of the (...) heart is the transmission and pumping of the blood through the arteries to the extremities of the body. (Harvey 1616 [1928: 49]) The Predator Detection hypothesis remains the strongest candidate for the function of stotting [by gazelles]. (Caro 1986: 663) The geographic range of human malaria is much wider than the range of the sickle-cell gene. As it happens, other antimalarial genes take over the protective function of the sickle-cell gene in … other warm parts. (Diamond 1994: 83) Despite the substantial amount of data we now have on theropod dinosaurs, more information is necessary in order to determine the likelihood that early feathers served an adaptive function in visual display as opposed to other proposed adaptive functions such as thermoregulation. (Dimond et al. 2011: 62) The ubiquity of claims such as these raises the question: how should apparently teleological notions in biology be understood? Most post-Darwinian approaches attempt to naturalize teleology in biology, in opposition to nineteenth-century viewpoints which grounded it theologically. Nevertheless, biologists and philosophers have continued to question the legitimacy of teleological notions in biology. For instance, Ernst Mayr (1988), identified four reasons why teleological notions remain controversial in biology, namely that they are: vitalistic (positing some special ‘life-force’); requiring backwards causation (because goal-directed explanations seem to use future outcomes to explain present traits); incompatible with mechanistic explanation (because of 1 and 2); mentalistic (attributing the action of mind where there is none). A fifth complaint is that they are not empirically testable (Allen & Bekoff 1995). The current philosophical literature offers both Darwinian and non-Darwinian accounts of teleology in biology that aim to avoid these concerns. In this article, we hope to bring some clarity to the contemporary debates over the role of teleological notions in biology by sketching a taxonomy of the various accounts of biological function on offer (see Allen & Bekoff 1995 for a more comprehensive taxonomy that forms the basis of this presentation). We primarily focus on naturalistic accounts of biological function, since this is where we see the most lively and productive current debates (see, e.g., Garson 2016 for an extended survey). Unlike the overall framework of Ernest Nagel's work on reduction, his theory of intertheoretic connection still has life in it. It handles aptly cases where reduction requires complex representation of a target domain. Abandoning his formulation as too liberal was a mistake. Arguments that it is too liberal at best touch only Nagel's deductivist theory of explanation, not his condition of connectability. Taking this condition seriously gives a powerful view of reduction, but one which requires us to index explanatory power (...) to sciences as they are formulated at particular times. While we may thereby reduce more than philosophers have supposed, we must abandon hope (as Nagel did) of saying anything useful about reductionism. (shrink)

Wittgenstein famously ended his Tractatus Logico-Philosophicus (Wittgenstein 1922) by writing: "Whereof one cannot speak, one must pass over in silence." (Wovon man nicht sprechen kann, darüber muss man schweigen.) In that earliest work, Wittgenstein gives no clue about whether this aphorism applied to animal minds, or whether he would have included philosophical discussions about animal minds as among those displaying "the most fundamental confusions (of which the whole of philosophy is full)" (1922, TLP 3.324), but given his later writings on (...) language and thought, it seems a plausible hypothesis. Years later he wrote in the Philosophical Investigations (1968, p. 223) another aphoristic statement: "If a lion could speak, we would not understand him." (Wenn der Löwe sprechen könnte, wir könnten ihn nicht verstehen.) Decades of philosophical discussion about what Wittgenstein meant by these remarks illustrate another point: when philosophers speak, we do not fully understand them. (shrink)

This article surveys philosophical and scientific issues arising from questions about animal consciousness. These questions include: which animals have consciousness and what (if anything) that consciousness might be like. Just what sort(s) of science can bear on these questions is a live issue, but investigations of the behavior and neurophysiology of a wide taxonomic range of animals, as well as the phylogenetic relationships among taxa are relevant. Such questions are also deeply philosophical, with epistemological, metaphysical, and phenomenological dimensions. Progress will (...) ultimately require interdisciplinary work by philosophers willing to engage with the empirical details of animal biology, as well as scientists who are sensitive to the philosophical complexities of the issue. The article discusses motivations for studying animal consciousness, and the common framing of such issues by analogy to the human case. Various concepts of consciousness, their historical background, and the related epistemological and metaphysical issues are described. Theories about the structure and function of consciousness are identified and assessed in the context of ideas about the evolution and distribution of consciousness, and comparative approaches to specific cognitive capacities that have often been taken to indicate that humans are not the only conscious animals. As part of a careful and engaged discussion of care for his suffering patient, Dr. Bailey suggests that our evolved fight-or-flight response to the alarms of the African savannah may be at work (...) in Colin's distress. The fight-or-flight response is something of great interest to anthropologists, who rely on Darwin's theory of evolution to explain much in human experience. According to Dr. Bailey's application of the theory, Colin's visceral response to threat is protective in the presence of danger, but destructive (particularly to his mental health) in the absence of such challenges. So Dr. Bailey considers whether we may have an evolved “need” for threat, and that Colin's trauma is in part related to the lack of such threat in his wartime experience.According to Darwin's ideas, evolved traits may be adaptive but may also simply be random appearances that have not yet produced cause for evolutionary eradication. So it is the host of cultural expectations, and his inability to mobilize social and cognitive resources to respond to them, that is wounding Colin. Colin McGinn presents his latest work on consciousness in ten interlinked papers, four of them previously unpublished. He extends and deepens his controversial solution to the mind-body problem, defending the view that consciousness is both ontologically unproblematic and epistemologically impenetrable. He also investigates the basis of our knowledge that there is a mind-body problem, and the bearing of this on attempted solutions. McGinn goes on to discuss the status of first-person authority, the possibility of atomism with respect to consciousness, (...) extreme dualism, and the role of non-existent objects in constituting intentionality. He argues that traditional claims about our knowledge of our own mind and of the external world can be inverted; that atomism about the conscious mind might turn out to be true; that dualism is more credible the more extreme it is; and that all intentionality involves non-existent objects. These are all surprising positions, but he contends that what the philosophy of mind needs now is 'methodological radicalism' - a willingness to consider new and seemingly extravagant ideas. Timothy Williamson has claimed to prove that regularity must fail even in a nonstandard setting, with a counterexample based on tossing a fair coin infinitely many times. I argue that Williamson’s argument is mistaken, and that a corrected version shows that it is not regularity which fails in the non-standard setting but a fundamental property of shifts in Bernoulli processes.

My title is intended to recall Terence Fine's excellent survey, Theories of Probability [1973]. I shall consider some developments that have occurred in the intervening years, and try to place some of the theories he discussed in what is now a slightly longer perspective. Completeness is not something one can reasonably hope to achieve in a journal article, and any selection is bound to reflect a view of what is salient. It is not immediately clear from Wittgenstein’s Tractatus how to connect his idea there of an object with the logical ontologies of Frege and Russell. Toward clarification on this matter, this paper compares Russell’s and Wittgenstein’s versions of the thesis of an atomic fact that it is a complex composition. The claim arrived at is that whilst Russell (at times at least) has one particular of the elements of a fact – the relation – responsible for the unity of the (...) whole, for Wittgenstein the unity of a fact is the product of copulative powers inherent in all its elements. With an eye on how post-colonial novels by authors Chinua Achebe and Ngugi Wa Thiong’o address aesthetic and environmental problems that preceded the Modern period, the intent of this essay is to emphasize how their fiction connects readers with a pre-industrial, premodern, and, strangely enough, radically new ways of thinking about books and the living world beyond them. Whether it's conkers in the schoolyard, kicking a football in the park, or playing tennis on Wimbledon Centre Court, sport impacts all of our lives. But what is sport and why do we do it? Colin McGinn, renowned philosopher, reflects on our love of sport and explores the value it has for us and the part it plays in a life lived well. Written in the form of a memoir, McGinn discusses many of the sports he has engaged in (...) - from pole-vaulting and gymnastics to windsurfing and tennis - and describes the athletic experience from the inside, as a participant, articulating what is uniquely valuable about sport as an activity. Sport, argues McGinn, takes us to our fullest potential as human beings, it's what we fling at mortality to keep it at bay, a holiday from the Unbearable Heaviness of Being. "Sport" expresses our nature, it bears upon our self-realization. If a happy life consists in one that expresses fully our natural faculties, then sports must play an essential role in our lifes. Mind-body unity, the nature of practical knowledge and physical skill, success and failure, the ethics of competition, peak experiences, the spectacle of professional sport, aesthetics and death, McGinn discusses these and many other issues while telling of his own sporting mishaps and adventures. To use the vernacular of philosophy, "Sport" captures the phenomenology of sport - what it's like to do it - and in doing so shows how sport is a way of expressing and understanding who and what we are, way beyond whether we are a good sportsman, a bad loser or a team-player. For anyone who has ever thought that there must be less humiliating ways to enjoy yourself than being thrashed on the tennis court, "Sport" will reassure you that it's time not wasted. (shrink)

I argue that computationalism is compatible with a plausible supervenience thesis about conscious states. The most plausible way of making it compatible, however, involves abandoning counterfactual conditions on implementation.

This essay diagnoses the condition of contemporary liberal democracies. It assumes that the current crisis of democracy is not the result of an external ideological threat, but it is the result of the lack of a coherent vision of democracy itself. The author recognises that the key symptom of the contemporary crisis is the decreasing involvement of citizens in public life and their growing reluctance to participate in public debate. He claims that the reason for this is the increasing social (...) polarisation. The article considers two forms of polarisation: vertical and horizontal. The first form is illustrated by Colin Crouch’s considerations, while the second one by Fareed Zakaria’s thoughts. What finds its manifestation in both cases is the phenomenon of citizens’ resignation from participation in the public debate; in the first case it is because of the lack of faith in the effectiveness of this type of opiniongiving mechanism, while in the second case it is because of the lack of recognition of other political and ideological options in society. These reflections are concluded in the postulate that the basic task facing democracy today is to maintain the public sphere as open as possible, i.e. not excluding any ideological position in advance. This kind of conclusion is illustrated with the concepts of Chantal Mouffe and Helmuth Plessner. (shrink)

Barresi & Moore (B&M) provide a useful tool for the comparative study of social cognition that could, however, be improved by more subtle analysis of first person information about intentional relations. Knowledge of misrepresentation also needs to be better handled within the theory. I urge skepticism about B&M's sweeping phylogenetic claims.
