Using the work of Jacques Ellul on technique and its development, this paper criticizes the technological risk management discourse, which claims that risks are “managed” within reasonable limits. In fact, the inevitability of technological change and the uncertainty associated with technology-induced environmental risks, some of which are still totally unknown, undermine the very possibility of democratic governance of risk. Our reliance on technique and the common belief in its infallibility make it particularly arduous to the follow the path showed by (...) Ellul. (shrink)

In contrast, the authors consider heuristics to be adaptive strategies that evolved in tandem with fundamental psychological mechanisms. The recognition heuristic, arguably the most frugal of all heuristics, makes inferences from patterns of missing knowledge. This heuristic exploits a fundamental adaptation of many organisms: the vast, sensitive, and reliable capacity for recognition. In this paper, I argue that the newly developed network approach in neuroscience and biology provides a basis for formulating a unique type of realization, which I call topological realization. Some of its features and its relation to one of the dominant paradigms of realization and explanation in sciences, i.e. the mechanistic one, are already being discussed in the literature. But the detailed features of topological realization, its explanatory power and its relation to another prominent view of realization, namely the (...) semantic one, have not yet been discussed. I argue that topological realization is distinct from mechanistic and semantic ones because the realization base in this framework is not based on local realisers, regardless of the scale but on global realizers. In mechanistic approach, the realization base is always at the local level, in both ontic and epistemic accounts. The explanatory power of realization relation in mechanistic approach comes directly from the realization relation-either by showing how a model is mapped onto a mechanism, or by describing some ontic relations that are explanatory in themselves. Similarly, the semantic approach requires that concepts at different scales logically satisfy microphysical descriptions, which are at the local level. In topological framework the realization base can be found at different scales, but whatever the scale the realization base is global, within that scale, and not local. Furthermore, topological realization enables us to answer the “why” questions, which according to Polger 2010 make it explanatory. The explanatoriness of topological realization stems from understanding mathematical consequences of different topologies, not from the mere fact that a system realizes them. (shrink)

A large body of research in cognitive psychology and neuroscience draws on Bayesian statistics to model information processing within the brain. Many theorists have noted that this research seems to be in tension with a large body of experimental results purportedly documenting systematic deviations from Bayesian updating in human belief formation. In response, proponents of the Bayesian brain hypothesis contend that Bayesian models can accommodate such results by making suitable assumptions about model parameters. To make progress in this debate, I (...) argue that it is fruitful to focus not on specific experimental results but rather on what I call the ‘sources of epistemic irrationality’ in human cognition. ABSTRACT How can imagination generate knowledge when its contents are voluntarily determined? Several philosophers have recently answered this question by pointing to the constraints that underpin imagination when it plays knowledge-generating roles. Nevertheless, little has been said about the nature of these constraints. In this paper, I argue that the constraints that underpin sensory imagination come from the structure of causal probabilistic generative models, a construct that has been highly influential in recent cognitive science and machine learning. I highlight several (...) attractions of this account, and I favourably contrast it with Peter Langland-Hassan’s account of sensory imagination in terms of the forward models exploited in sensorimotor control. Recent research in cognitive and computational neuroscience portrays the neocortex as a hierarchically structured prediction machine. Several theorists have drawn on this research to challenge the traditional distinction between perception and cognition – specifically, to challenge the very idea that perception and cognition constitute useful kinds from the perspective of cognitive neuroscience. In place of this traditional taxonomy, such theorists advocate a unified inferential hierarchy subject to substantial bi-directional message passing. I outline the nature of this challenge and then raise (...) two objections to the cognitive architecture it proposes as a replacement: first, standard ways of characterising this inferential hierarchy are in tension with the representational reach of conceptual thought; second, there is compelling evidence that commonsense reasoning is structured around highly domain-specific intuitive theories that are difficult to situate within a single hierarchy. A large body of research in political science claims that the way in which democratic citizens think about politics is motivationally biased by partisanship. Numerous critics argue that the evidence for this claim is better explained by theories in which party allegiances influence political cognition without motivating citizens to embrace biased beliefs. This article has three aims. First, I clarify this criticism, explain why common responses to it are unsuccessful, and argue that to make progress on this debate we need (...) a more developed theory of the connections between group attachments and motivated reasoning. Second, I develop such a theory. Drawing on research on coalitional psychology and the social functions of beliefs, I argue that partisanship unconsciously biases cognition by generating motivations to advocate for party interests, which transform individuals into partisan press secretaries. Finally, I argue that this theory offers a superior explanation of a wide range of relevant findings than purely non-motivational theories of political cognition. (shrink)

Faith plays a valuable role in sustaining relationships through various kinds of challenges, including through evidentially unfavorable circumstances and periods of significant doubt. But if, as is widely assumed, both faith in God and faith that God exists require belief that God exists, and if one’s beliefs are properly responsive to one’s evidence, the capacity for faith to persevere amidst significant and well-grounded doubt will be fairly limited. Taking Mother Teresa as an exemplar of Christian faith and exploring the close (...) connection between faith and faithfulness in the context of committed covenantal relationships, I set out a view of Relational Faith that does not assume that faith requires belief and allows wide room for honestly wrestling with doubt from within the Judeo-Christian tradition. Predictive processing and its apparent commitment to explaining cognition in terms of Bayesian inference over hierarchical generative models seems to flatly contradict the pragmatist conception of mind and experience. Against this, I argue that this appearance results from philosophical overlays at odd with the science itself, and that the two frameworks are in fact well-poised for mutually beneficial theoretical exchange. Specifically, I argue: first, that predictive processing illuminates pragmatism’s commitment to both the primacy of pragmatic coping in accounts of the (...) mind and the profound organism-relativity of experience; second, that this pragmatic, “narcissistic” character of prediction error minimization undermines its ability to explain the distinctive normativity of intentionality; and third, that predictive processing therefore mandates an extra-neural account of intentional content of exactly the sort that pragmatism’s communitarian vision of human thought can provide. The accessibility of suppressed thoughts was compared with the accessibility of thoughts on which Ss were consciously trying to concentrate. In Experiment I, Ss made associations to word prompts as they tried to suppress thinking about a target word (e.g., house) or tried to concentrate on that word. Under the cognitive load imposed by time pressure, they gave the target word in response to target-related prompts (e.g., home) more often during suppression than during concentration. In Experiment 2, reaction times for (...) naming colors of words were found to be greater under conditions of cognitive load when Ss were asked to suppress thinking of the word than under conditions of no cognitive load or when Ss were asked to concentrate on the word. According to L. A. Paul (2014), transformative experiences pose a challenge for decision theory, as their subjective value is not epistemically accessible. However, several authors propose that the subjective values of options are often irrelevant to their ranking; in many cases, all we need for rational transformative decision-making are the known non-subjective values. This stance is in conflict with Paul’s argument that the subjective value can always swamp the non-subjective value. The approach presented in this paper takes Paul’s argument into (...) account and shows how potential swamping can be controlled given that one desires the transformative outcome: If one knows from previous decisions that desired transformative outcomes are associated with positive subjective value and if, in addition, testimony confirms this association for the current decision situation, one can infer that a desired outcome’s expected subjective value has a positive valence. Accordingly, one can rationally choose the desired transformative option if its non-subjective value is no lower than the overall value of any other option. (shrink)

According to L. A. Paul, the subjective value of an outcome is normally assessed by running a cognitive model of what it would be like if that outcome were to occur. However, cognitive models, along with the expectations in which they result, are unreliable for application to transformative experiences because we cannot know what it would be like for an outcome to occur if we have never experienced it before. This paper argues that despite their unreliability, expectations are still important (...) in the case of chosen and unchosen transformative experiences because expectations about an outcome can systematically influence the very experience of that outcome. More precisely, empirical research shows that affective experiences tend to assimilate to affective expectations. In turn, more positive affective experiences lead, ceteris paribus, to higher subjective value. Therefore, rational agents confronting transformative outcomes should form or cultivate positive/optimistic affective expectations since, all else being equal, that maximizes subjective value. In this engaging volume, Daniel Gardner explains the way in which the Four Books--_Great Learning_, _Analects_, _Mencius_, and _Maintaining Perfect Balance_--have been read and understood by the Chinese since the twelfth century. Selected passages in translation are accompanied by Gardner's comments, which incorporate selections from the commentary and interpretation of the renowned Neo-Confucian thinker, Zhu Xi. This study provides an ideal introduction to the basic texts in the Confucian tradition from the twelfth through the twentieth centuries. It guides the (...) reader through Zhu Xi's influential interpretation of the Four Books, showing how Zhu, through the genre of commentary, gave new coherence and meaning to these foundational texts. Since the Four Books with Zhu Xi's commentary served as the basic textbook for Chinese schooling and the civil service examinations for more than seven hundred years, this book illustrates as well the nature of the standard Chinese educational curriculum. Since Darwin, the idea of psychological continuity between humans and other animals has dominated theory and research in investigating the minds of other species. Indeed, the field of comparative psychology was founded on two assumptions. First, it was assumed that introspection could provide humans with reliable knowledge about the causal connection between specific mental states and specific behaviors. Second, it was assumed that in those cases in which other species exhibited behaviors similar to our own, similar psychological causes were at (...) work. In this paper, we show how this argument by analogy is flawed with respect to the case of second‐order mental states. As a test case, we focus on the question of how other species conceive of visual attention, and in particular whether chimpanzees interpret seeing as a mentalistic event involving internal states of perception, attention, and belief. We conclude that chimpanzees do not reason about seeing in this manner, and indeed, there is considerable reason to suppose that they do not harbor representations of mental states in general. We propose a reinterpretation model in which the majority of the rich social behaviors that humans and other primates share in common emerged long before the human lineage evolved the psychological means of interpreting those behaviors in mentalistic terms. Although humans, chimpanzees, and most other species may be said to possess mental states, humans alone may have evolved a cognitive specialization for reasoning about such states. (shrink)

Indigenous peoples possess enormously rich and articulated knowledge of the natural world. A major goal of research in anthropology and ethnobiology as well as ecology, conservation biology, and development studies is to find ways of integrating this knowledge with that produced by academic and other institutionalized scientific communities. Here I present a challenge to this integration project. I argue, by reference to ethnographic and cross-cultural psychological studies, that the models of the world developed within specialized academic disciplines do not map (...) onto anything existing within traditional beliefs and practices for coping with nature. Traditional ecological knowledge is distributed across a heterogeneous array of overlapping practices within Indigenous cultures, including spiritual and ritual practices that invoke categories, properties, and causal-explanatory models that do not in general converge with those of the academic sciences. In light of this divergence I argue that we should abandon the integration project, and conclude by sketching a notion of knowledge coordination as a possible successor framework. (shrink)

In this paper, after outlining the methodological role Wittgenstein's appeal to language-games is supposed to play, I examine the picture of language which his discussion of such games and their relations to what Wittgenstein calls forms of life suggests. It is a picture according to which language and its employment are inextricably connected to wider contexts—they are embedded in specific natural and social environments, they are tied to purposive activities serving provincial needs, and caught up in distinctive ways of life (...) which creatures of a certain sort enjoy. In the remainder of the paper, I consider whether Wittgenstein's emphasis on the link between language and the circumstances surrounding its use points in the direction of an influential view widespread in contemporary philosophy of language, namely, semantic contextualism. I examine carefully a number of passages which scholars have appealed to in support of the claim that Wittgenstein advances contextualism and argue that they in fact provide no such support. The connection which Wittgenstein sees between what is expressed in the use of words and the circumstances in which they are used is not the connection the contextualist insists on. (shrink)

I outline Rawls's theory of justification, highlighting its philosophical and pragmatic conditions. I argue that the theory has remained essentially unchanged since his earliest methodological writings, and that his recent writings have sought to show how "justice as fairness" can satisfy these conditions, given Rawls's new construal of the "fact of pluralism" which theories of justice designed for modern Western liberal democracies must address. I argue that neither Rawls's revised conception of reflective equilibrium, based on the "fixed points" of such (...) societies' political cultures rather than on individuals' "considered moral judgments" nor the newer notion of "overlapping consensus", succeed in justifying "justice as fairness" according to the terms of Rawls's theory of justification. In a pair of influential papers, Tamar Schapiro argues that childhood is a ‘predicament’, in that children lack stable characters that allow them to be subjects of ascriptions of moral responsibility. Comparing childhood to the political ‘state of nature’, Schapiro holds that childhood is a stage of life from which agents must be liberated. I argue that the comparison to the state of nature gives rise to the implication that ‘instantaneous adulthood’ would be a desirable state. Canvassing the nascent literature (...) on ‘intrinsic goods of childhood’, I hold that such views cannot defeat Schapiro's implications, as they are based on theories of value that beg the question against Schapiro's. Only if childhood can be shown to be a necessary stage toward a normatively attractive adulthood can the ‘instantaneous adulthood’ implication be defeated. I show that Schapiro's view is only plausible if it incorporates the endorsement condition and the articulacy condition. But these are incompatible with instantaneous adulthood. Childhood can be seen as the stage in life in which agents actively endorse their characters, and gain articulacy with respect to the maxims that constitute them. (shrink)

For much of the twentieth century, Confucianism was condemned by Westerners and East Asians alike as antithetical to modernity. Internationally renowned philosophers, historians, and social scientists argue otherwise in Confucian Political Ethics. They show how classical Confucian theory--with its emphasis on family ties, self-improvement, education, and the social good--is highly relevant to the most pressing dilemmas confronting us today. Drawing upon in-depth, cross-cultural dialogues, the contributors delve into the relationship of Confucian political ethics to contemporary social issues, exploring Confucian perspectives (...) on civil society, government, territorial boundaries and boundaries of the human body and body politic, and ethical pluralism. They examine how Confucianism, often dismissed as backwardly patriarchal, can in fact find common ground with a range of contemporary feminist values and need not hinder gender equality. The authors examined how a perceiver’s identification of a target person’s actions covaries with attributions of mind to the target. The authors found in Study 1 that the attribution of intentionality and cognition to a target was associated with identifying the target’s action in terms of high-level effects rather than low-level details. In Study 2, both action identification and mind attribution were greater for a liked target, and in Study 3, they were reduced for a target suffering misfortune. In Study (...) 4, it was again found that action identification and mind attribution were greater for a liked target, but like that for the self or a liked other, positive actions were identified at higher levels than negative actions, with the reverse being true for disliked others. Utility patent protection has been granted broadly to living organisms in the United States only in the last quarter century, but in the late nineteenth century, for reasons related to the nationalization of agricultural markets, animal breeders and plant innovators began attempting to devise alternative arrangements to protect intellectual property in their living products. The arrangements had to take into account both the requirements of IP protection and the various ways the organisms could be reproduced. For animals, prior to patentability, (...) the arrangements involved mainly breed associations and registries. Plant innovators tried to achieve returns from their IP through pricing strategies and trademarks. Finding neither adequate, they began to agitate for legislation that would protect their type of IP, an effort that resulted in the passage of the Plant Patent Act of 1930, the first legislation anywhere to extend a type of patent protection to living products.
