Examining health policy and its recent reform misadventures in the United States from a moral viewpoint is painful. That the nation devotes 14% of its Gross Domestic Product to health servicesand yet lets more than 40 million citizens go without health coverage strikes critics, both foreign and domestic, as a disgrace explicable only by ethical deficiencies distinctive to the American value system. There is certainly merit in this critique, which understandably incites fire and brimstone about the urgent moral imperative of (...) getting the nation on the path of righteousness at last. Biomedical research funding bodies across Europe and North America increasingly encourage—and, in some cases, require—investigators to involve members of the public in funded research. Yet there remains a striking lack of clarity about what ‘good’ or ‘successful’ public involvement looks like. In an effort to provide guidance to investigators and research organisations, representatives of several key research funding bodies in the UK recently came together to develop the National Standards for Public Involvement in Research. The Standards have critical implications (...) for the future of biomedical research in the UK and in other countries as researchers and funders abroad look to the Standards as a model for their own policy development. We assess the Standards and find that despite offering useful suggestions for dealing with practical challenges associated with public involvement, the Standards fail to address fundamental questions about when, why and with whom public involvement should be undertaken in the first place. We show that presented without this justificatory context, many of the recommendations in the Standards are, at best, fragments that require substantial elaboration by those looking to apply the Standards in their own work and, at worst, subject to potentially harmful misapplication by well-meaning investigators. As funding bodies increasingly push for public involvement in research, the key lesson of our analysis is that future recommendations about how public involvement should be conducted cannot be coherently formulated without a clear sense of the underlying goals and rationales for public involvement. The civil society opposition to economic globalization, at times referred to as the ‘anti-globalization movement’, is often seen as unleashing new democratic energies. Some suggest that part of what we are witnessing is some form of deterritorialization of the democratic experience. What is often missing from this claim, however, is a more thorough evaluation of the images of democracy drawn by the movement itself. The first section of this paper will draw from various readings of the democratic experience in view (...) of providing a conceptual framework capable of problematizing the equivalence between democracy and territoriality. On the basis of this understanding of democracy, a second section will offer a reading of the document Alternatives for the Americas prepared by the Hemispheric Social Alliance, a large coalition of civil society groups located throughout the Americas that has organized opposition to the Free Trade Area of the Americas. This document offers a unique opportunity to assess the anti-globalization movement's vision of democracy. The paper's reading of the document reveals a tension between territorial and non-territorial forms of envisioning democracy. (shrink)

As several scholars have argued, far from being antithetical to American values, the torture of nonwhite peoples has long been a method through which the United States has enforced (at home and abroad) a conception of what I will call “white moral citizenship." What is missing from this literature, however, is an exploration of the role that the erasure of torture, and the political and public narratives that are used to justify torture, plays in this function. -/- As I will (...) demonstrate in this article, the erasure of American torture takes at least three different but mutually reinforcing forms: erasure of the fact of torture, erasure of the experience of torture, and erasure of the victims of torture. Erasure of the fact of torture occurs when lack of education and public discussion creates widespread ignorance about the history of torture in America, as has occurred in relation to the post-9/11 torture program. Erasure of the experience of torture occurs when victims’ experiences of extreme suffering, and practices or institutions that inflict extreme suffering (such as solitary confinement), are not acknowledged as forms of torture. Erasure of the victims of torture occurs when victims are treated with indifference and even contempt, even when what they suffered is acknowledged to be torture, and their perspectives and experiences are dismissed, minimized, or ignored. -/- As I shall argue, both the use of the torture and the forms of erasure described above are essential components in the ongoing enforcement of the normative boundaries of American white moral citizenship and the myth of American exceptionalism and civilization. The repeating pattern of the use and erasure of torture leads to the ongoing toleration of practices that constitute torture and that overwhelmingly impact people of color. Until this pattern of justification and erasure is recognized and confronted, torture will continue to be embedded within American culture and institutions. (shrink)

The recent exchange between Glenn Yago and James W. Brock over the junk?bond buyouts of the 1980s missed the mark on a number of points. In reality, neither the buyouts nor their sudden near?cessation contributed materially to the recession of 1990?91. The buyout wave did not end primarily because of new restrictive regulations. The buyouts had no appreciable effect on real capital formation. And the increased rate of bankruptcies resulting from the buyouts left the economy's overall efficiency unimpaired.

Much of what has been written about the history of medical genetics in North America has focused on physician involvement in eugenics and the transition from heredity counseling to genetic counseling in the United States. What are typically missing in these accounts are details concerning the formation of a new medical specialty, i.e., medical genetics, and Canada’s involvement in specialty formation. Accordingly, this paper begins to fill in gaps by investigating, on the one hand, the history of American and (...) Canadian geneticists working together to support the creation of examining and teaching positions in human genetics in North American medical schools and, on the other, working independently of one another to monitor the rate and direction of workloads and patient access to local genetic counseling and laboratory services and, subsequently, achieve recognition for medical genetics as a medical specialty at the national level. Colonization is still present in the lives of Indigenous people in North America, and the threats it underwrites—the possibility of losing federal recognition, the failure to investigate the cases of murdered and missing Indigenous women and girls, and the constant challenges to the Indian Child Welfare Act —comprise the day-to-day demands in Indian Country. While allies in the fight against modern-day colonialism would be welcome, the previous failings and insincerities of putative allies and the existence of an ally industrial (...) complex make it difficult to be a contemporary ally to Indigneous people. In this paper, I address the difficulties associated with allyship and discuss why being an active bystander is not sufficient for the needs of Indigenous people in North America. Taking the lessons learned from the actions of Veterans Stand for Standing Rock and Black Lives Matter during #NODAPL, I present some features of a decolonial ally. A decolonial ally is willing to stand in a relationship with Indigenous people, will seek out this relation while recognizing their privilege and affirming the sovereignty of those they seek to serve, and above all, will learn about the people independently, without imposing a burden on marginalized communities. Given that Indigenous people worldwide face similar colonial threats, I conclude by offering some points for future research regarding global Indigenous allyship. (shrink)

On sabbatical near Pennsylvania State University in October 1998, McWhorter describes following these events as they were covered by the media and discussed on a Penn (...) State University LGBT listserv. A day and a half after Shepard’s death, McWhorter attended a candlelight vigil organized by Penn State students. It was raining, only thirty people were present, their voices could scarcely be heard over the sounds of traffic, and the event risked being more disheartening than consoling. An attempt was made to salvage the vigil through song, and someone suggested singing “We Shall Overcome,” but none of the students knew the words. McWhorter realized that she was the only person present who could lead the group in a song that might bring a sense of hope and closure to the otherwise depressing gathering. However, as she describes, she was wary of calling “upon the memory and power of African American movements for justice and freedom in order to further the rights and interests, or at least comfort the fearful souls of nonheterosexual people” (10). She writes,It was important for Matthew Shepard to remain Matthew Shepard and Emmett Till to remain Emmett Till, two separate individuals whose living and dying are different events in human history. As McWhorter argues, “If we maintain radical distinctions between political events, we may fail to see important overarching patterns and as a result miss opportunities to form and consolidate alliances that might counter the networks of power that oppress so many of us” (10–11).Although there are risks involved in emphasizing either Sameness or Difference, McWhorter notes that she had always been more worried by the dangers of Sameness. She attributes this intuition to her attraction to Foucault. The genealogical method is concerned with revealing discontinuities between experiences in diverse historical periods, undermining histories that impose homogeneity on the past. Pointing out historical disparities kindles hope for a different future and is thus an emancipatory task. McWhorter notes that Foucault is a “splitter” and not a “lumper” like Hegel or Plato. Despite her Foucauldian aversion to lumping, McWhorter writes that in the wake of that candlelight vigil and the more general political climate of the late 1990s in which allegiances between civil rights movements were being disavowed, she came to worry about that other danger, the danger of too much splitting. She wonders “whether, despite all the differences in experience and effect, it might not be the case that somehow these things are joined together, part of the same matrix of power, employing the same means, serving the same ends, shaping the same lives” (11). She notes, “It is that other danger and that other set of possibilities that have moved me to write this book, despite the risks such an enquiry inevitably runs” (11).The dangers of Difference are practical but also factual since, McWhorter argues, there are real similarities between the deaths of Shepard and Till that risk being overlooked. It is said we live in a second Gilded Age, which makes our understanding of the first all the more relevant. Rosanne Currarino’sThe Labor Question in Americamakes the bold claim that, far from being a period of defeat for the Left, the original Gilded Age saw an expansion of democratic citizenship. A group of economists, social reformers and labour organisers transformed our understanding of political participation from the earlier, producerist to a more modern, consumerist ideal of social inclusion and collective (...) agency. However, on her own telling, Currarino’s ‘expansion’ comes across more as a ‘substitution’. Some workers gained in wages what they lost in control of the means of production. Though Currarino fairly identifies the utopian aspirations underlying the demand for higher levels of consumption, her narrative relies on an overly rigid distinction between production and consumption, missing out on the way in which consumption came to be defined in ways that assumed the workplace would be a site of submission. Finally,The Labor Questionfails to include, as parts of its narrative, the extraordinary violence that marked struggles over the labour question. In this context, the shift from ‘producerist’ emphases on worker control to ‘consumerist’ views of economic citizenship look more like an ideological displacement than they do a progressive expansion of democracy. One misses a critical discussion of the men and ideas opposed by the conservationists, e.g., Carnegie. Reverend Dr. Thandeka's "Whites Made in America: Advancing American Philosophers' Discourse on Race" is one such paper. She begins, "'Racism" and 'white privilege' have outlived their usefulness as concepts and judgements. Neither term explains what's going on in America today".Like many, Thandeka marks the election of Donald Trump as President of the United (...) States as a signal that something was missed in the months or years prior. O trato dos viventes begins from a simple but consequential premise: that in the history of Portuguese America, the whole is not the sum of its parts; that is, it cannot be understood by merely combining the histories of its various regimes. Rather, local history is to be interpreted in the light of (...) its effective connections, in reciprocal determination, with the history of capitalism — in which the slave trade played an indispensible part. Woodson, and Alain Leroy Locke to the causes of social science, education, and democracy in America. By focusing on the lives and projects of these three figures specifically, it offers a powerful counter-narrative to the dominant, established discourse in education and critical social theory--helping to better serve the population that critical theory seeks to advocate. 1. I have fond memories of the Linguistic Society of America meeting in New Orleans just after Christmas in 1988, the last time I was able to see all my humanist friends from graduate school who were attending the concurrent meeting of the MLA. Shortly after that, the LSA decided to forego the company of humanists and assemble by itself during the first week of January. It's hard to fault the decision. Over and above the obvious practical advantages, like (...) not having to wait in line for forty-five minutes outside popular restaurants, the groups had been growing apart intellectually for some time. Few linguists bothered to cross town for MLA sessions on topics like onomastics, English usage, and the history of lexicography. Nor for that matter were those sessions drawing many MLA attendees, either. Literary people didn't seem to be much interested in language study anymore; what filled their ballrooms now were the sessions on deconstruction and other poststructuralist enthusiasms. It was like going back for your annual drink with your high-school sweetheart and finding that you had less and less to talk about. They didn't know what subjacency was and we didn't know what alterity was, and neither seemed to care. If you were of a mind to look for milestones, you could take that as the time when linguistic semantics definitively cut itself loose from its philological roots. Like a lot of semanticists, I had mixed feelings about the break. It's undeniable that linguistic semantics couldn't have come of age as an autonomous empirical discipline if it hadn't.. (shrink)

Josiah Royce (1855-1916), philosopher of community, taught that social consciousness arises from ego-alter contrasts and is guided by taboos and, before George H. Mead, by reciprocal gestures. A major Roycean contribution was his five conditions for coexperiencing consciousness of genuine community. Related to Freud (via Putnam), Royce did early work on “identification theory” and helped midwife psychotherapy’s birth in America. Contrasting with William James’s basic differentiation of consciousness according to the quality of its contents (feeling, thought, and conduct), Royce (...) preferred a norm of increasing self-agency (shown in sensitivity, docility, and initiative). Throughout its long tenure, the Pageant has picked a woman each year to serve as the epitome of beauty and femininity. This paper will discuss the Pageant’s trends in the 1950s and 1960s. The Pageant controls the contestants’ talents, outfits, and time as they are in the competition. As such, they have almost complete control over who enters the competition and, by extension, who (...) wins. Through their screening process and judging criteria, the Pageant is able to choose a woman each year that embodies their version of the ideal American Woman. (shrink)

Forty years of energy incompetence: villains, failures of leadership, and missed opportunities.

This essay examines the connections between the Miss America pageant and reality makeover television shows. We argue that televised performances of gender have shifted focus from the intensely scripted, out-of-touch Miss America to reality makeover shows that normalize cosmetic surgery as a means to become the ‘ideal’ woman. While both spectacles offer their viewers performances of femininity, these performances need to be understood as emerging from the cultural and political conditions in which they are produced. This (...) difference in presentation of the subjects of beauty pageants and makeover programmes speaks respectively to the changing role of media in the normalization of performances of femininity, as well as to the affiliation of many young women with post-feminist politics in the United States. In Latin America, rights to local political participation in many indigenous communities are not simply granted, but rather “earned” through acts of labor for the community. This is the case in the state of Oaxaca, Mexico, where almost three-fourths of municipalities elect municipal authorities through custom and tradition rather than secret ballot and universal suffrage. The alarmingly low rate of women’s formal participation in these municipalities has garnered attention from policymakers, provoking a series of legislative reforms designed to increase (...) women’s roles in local politics. However, these initiatives often miss their mark. Focused on a liberal model of women as individual rights-bearers, they fail to understand the complex ways in which gendered labor influences political participation in nonliberal contexts. This article examines a case in which indigenous women reject such an initiative because it would exacerbate their exploitation within the local terms of gendered collective labor instead of promoting equality. It thus explains potential barriers to indigenous women’s political leadership at the local level and suggests ways in which gender equality can be promoted in nonliberal contexts. (shrink)

What is missing from most analyses of the gun crisis in America is an archetypal perspective. Archetypically, the Constitution is in the domain of the Bible in terms of it being the equivalent of a sacred text for Americans, making the Second Amendment a revered text for gun enthusiasts. It enshrines the insidious concept that people can rise up in armed resistance to an oppressive force, including the US government. The Minuteman is an archetypal mythic image in the American (...) collective unconscious for the Second Amendment. A gun confers wakan (Sioux), sacred power, upon its possessor, allowing them to wield in an instant the archetype of death. This moves conflicts into the archetypal categories of good‐vs‐evil and black‐and‐white, circumventing the system of laws upon which our country is based and averting the dialogue upon which a democracy depends. The cowboy is another mythic image, the lonely gun‐toting individual who fought off beasts and savages to tame the Wild West. The very concept of America as “a shining city on the hill” that inspired our Puritan (archetypal image) ancestors is from the Book of Revelation in the Bible. They were not averse to using guns to exterminate the “heathen savages” they encountered. The arsenal of guns in America amplifies growing tensions around income inequality, increasing corporate power and deteriorating racial relations and inner city conditions. (shrink)

Values are missing from American politics. But should religion and government mix? A. James Reichley makes the provocative case that without a strong moral basis, American democracy is in trouble. The author's deep background in political theory and American Constitutional history allows him to propose practical steps for a constitutionally valid relationship between religion and public life. He surveys the seven major value systems currently competing for America's heart and soul and convincingly demonstrates that only one—what Reichley calls 'transcendent (...) idealism'—is the way to secure America's future.
