This essay describes and critically evaluates a co-operative educational program to train Ugandan health care workers in bioethics. It describes one bottom-up effort, a week-long intensive workshop in bioethics provided by the authors to health care professionals in a developing country—Uganda. We will describe the background and circumstances that led to the organization of the workshop, and review its planning, design, curriculum, and outcome. We will focus especially on measures taken to make the workshop relevant for the audience of Ugandan (...) professionals, and describe lessons learned after two presentations of the workshop. Finally, we will discuss the strengths and weaknesses of such a format, and its potential value in raising bioethical expertise in developing countries. (shrink)

This study aimed to explore experiences and practices of key research team members in obtaining informed consent for pharmacogenetics research and to identify the approaches used for enhancing understanding during the consenting process. Data collection involved 15 qualitative, in-depth interviews with key researchers who were involved in obtaining informed consent from HIV infected individuals in Uganda for participation in pharmacogenetic clinical trials. The study explored two prominent themes: approaches used to (...) convey information and enhance research participants’ understanding and challenges faced during the consenting process. Several barriers and facilitators for obtaining consent were identified. Innovative and potentially effective consenting strategies were identified in this study that should be studied and independently verified. (shrink)

On site monitoring of research is one of the most effective ways to ensure compliance during research conduct. However, it is least carried out primarily for two reasons: presumed high costs both in terms of human resources and finances; and the lack of a clear framework for undertaking site monitoring. In this paper we discuss a model for research site monitoring that may be cost effective and feasible in low resource settings.

BackgroundIn response to COVID-19 pandemic, the Government of Uganda adopted public health measures to contain its spread in the country. Some of the initial measures included refusal to repatriate citizens studying in China, mandatory institutional quarantine, and social distancing. Despite being a public health emergency, the measures adopted deserve critical appraisal using an ethics and human rights approach. The goal of this paper is to formulate an ethics and human rights criteria for evaluating public health measures and use it to (...) reflect on the ethical propriety of those adopted by the government of Uganda to contain the spread of COVID-19.Main bodyWe begin by illustrating the value of ethics and human rights considerations for public health measures including during emergencies. We then summarize Uganda’s social and economic circumstances and some of the measures adopted to contain the spread of COVID-19. After reviewing some of the ethics and human rights considerations for public health, we reflect upon the ethical propriety of some of Uganda’s responses to COVID-19. We use content analysis to identify the measures adopted by the government of Uganda to contain the spread of COVID-19, the ethics and human rights considerations commonly recommended for public health responses and their importance. Our study found that some of the measures adopted violate ethics and human rights principles. We argue that even though some human rights can sometimes be legitimately derogated and limited to meet public health goals during public health emergencies, measures that infringe on human rights should satisfy certain ethics and human rights criteria. Some of these criteria include being effective, strictly necessary, proportionate to the magnitude of the threat, reasonable in the circumstances, equitable, and least restrictive. We reflect on Uganda’s initial measures to combat the spread of COVID-19 and argue that many of them fell short of these criteria, and potentially limit their effectiveness.ConclusionThe ethical legitimacy of public health measures is valuable in itself and for enhancing effectiveness of the measures. Such legitimacy depends on the extent to which they conform to ethics and human rights principles recommended for public health measures. (shrink)

This chapter provides a critical reflection on an ethnographic approach led by a non-Indigenous researcher in partnership with an Indigenous community-controlled health organization, and a team of Indigenous and non-Indigenous supervisors, advisors, critical friends, and mentors. The chapter explores the way the three interrelated principles of Indigenist research informed the study, as a critical reflection of the methodology’s achievement of a decolonizing research agenda. The flow of Maiwah provides a metaphor for the chapter’s diverse authorship. Maiwah’s tributaries, inlets, and banks (...) represent author voices at different points while the one River flowing represents coming together to form a broader collective story of the research that still respects the authors’ individual positioning. Maiwah’s flow also signifies the dialogical approach of the research – “tricky ground” for non-Indigenous researchers seeking to privilege Indigenous voices while remaining accountable to their own White privilege, particularly given that at its most basic level, research requires the “extraction of ideas” from participants. Yet, the flow of Maiwah also shows us the possibilities of research, where in this case, researcher and participants together cocreated new knowledge in support of their agendas. This process enabled both research outcomes and increased research capacity and confidence in the host agency and researcher. On this account, decolonizing research is perhaps more about relationship and devolving control over the process than it is about particular methods, and the respectful negotiation of epistemological meanings and representation of particular knowledges that can result. Paper, $27.95.This collection of essays testifies to the growing interest in neo-Kantianism in the Anglophone world. The editors boast that “it is the first of its kind published in English,” though they have been beat to the post by an (...) issue of the The Philosophical Forum (Vol. XXXIX, no. 2, Summer 2008), Back to Kant: Neo-Kantianism and its Relevance Today, edited by Andrew Chignell, Terence Irwin, and Thomas Teufel. Still, claims to priority are of small moment where quality is concerned, and the many valuable essays in this volume more than compensate for second place. In their introductory essay, Makkreel and Luft make a convincing case for the continuing relevance of neo-Kantianism in contemporary philosophy. Basically, nearly every philosophical movement of the twentieth century—phenomenology, existentialism, hermeneutics, positivism, Frankfurt school—was influenced by, or grew out of a reaction to, neo-Kantianism, so that we cannot understand and assess these movements unless we have a handle on neo-Kantianism itself. The editors missed a trick, however, when they failed to mention the concept of normativity, which plays such a big role in contemporary philosophy, and whose roots lie in neo-Kantianism.Despite the high quality of many of its essays, this volume suffers from a lack of balance and perspective. Contemporary scholars on neo-Kantianism tend to focus on the Marburg school, especially the work of Cohen, Cassirer, and Natorp. This volume reflects this bias: almost all the articles are centered on these figures. Only two essays focus on the Southwestern or Baden school: one on Emil Lask by Steven Crowell, another on Dilthey and the neo-Kantians by Makkreel. The latter article, however, is more a defense of Dilthey than a study of the neo-Kantians. The important contributions of the Southwestern school to value-theory, and the logic of history and the social sciences, receive scant treatment.The lack of balance is especially evident in the case of the neo-Friesian school, which is never mentioned. This school of neo-Kantianism prospered in Göttingen in the early twentieth century under the leadership of Leonard Nelson. Its members—the theologian Rudolf Otto (1869–1937), the psychiatrist Arthur Kronfeld (1886–1941), the Nobel Prize winner Otto Meyerhoff (1884–1951), and the mathematician Gerhard Hessenberg (1874–1925)—were eminent in their own right and advocated noble social and political causes. Their circle is of great cultural interest, and it deserves a place in history no less than the Marburg and Southwestern schools. Following Fries, Nelson developed an anthropological interpretation of Kant competing with the logicist interpretation of the Marburg and Southwestern schools. Nowadays Heidegger is given credit for the anthropological interpretation, though its origins ultimately go back to Fries.The bias in perspective becomes explicit in the essay by Manfred Kühn, “Interpreting Kant Correctly: On the Kant of the Neo-Kantians.” Kühn attempts to find the common [End Page 145] interpretation of Kant in the Marburg and Southwestern schools, and locates it in the Platonized version of Kant of the later Cohen, an interpretation that eliminates sensibility and stresses the autonomy of pure thought. Kühn’s generalization is problematic for three reasons: (1) It ignores the anthropological interpretation of the Friesian school; (2) it scarcely works for the Southwestern school, which never eliminated Kant’s sensibility (Kühn bases his interpretation on a single later essay by Rickert, as if it held for all his earlier work and for Windelband and Lask); and (3) it applies only to the later Cohen, who took the plunge toward an objective idealist interpretation only in his 1896 Einleitung mit kritischen Nachtrag zur neunten Auflage der Geschichte des Materialismus. Although there are indeed Platonic tendencies to Cohen’s thinking even in the late 1860s, they do not erase the Kantian dualism between understanding and sensibility, which remains well in place even in the second edition of Kant’s Theorie der Erfahrung (1885). Miller (1956) summarized evidence that people can remember about seven chunks in short-term memory (STM) tasks. However, that number was meant more as a rough estimate and a rhetorical device than as a real capacity limit. Others have since suggested that there is a more precise capacity limit, but that it is only three to five chunks. The present target article brings together a wide variety of data on capacity limits suggesting that the smaller capacity limit is real. Capacity limits (...) will be useful in analyses of information processing only if the boundary conditions for observing them can be carefully described. Four basic conditions in which chunks can be identified and capacity limits can accordingly be observed are: (1) when information overload limits chunks to individual stimulus items, (2) when other steps are taken specifically to block the recoding of stimulus items into larger chunks, (3) in performance discontinuities caused by the capacity limit, and (4) in various indirect effects of the capacity limit. Under these conditions, rehearsal and long-term memory cannot be used to combine stimulus items into chunks of an unknown size; nor can storage mechanisms that are not capacity-limited, such as sensory memory, allow the capacity-limited storage mechanism to be refilled during recall. A single, central capacity limit averaging about four chunks is implicated along with other, noncapacity-limited sources. The pure STM capacity limit expressed in chunks is distinguished from compound STM limits obtained when the number of separately held chunks is unclear. Reasons why pure capacity estimates fall within a narrow range are discussed and a capacity limit for the focus of attention is proposed. Neo-Kantianism was an important movement in German philosophy of the late 19th century: Frederick Beiser traces its development back to the late 18th century, and explains its rise as a response to three major developments in German culture: the collapse of speculative idealism; the materialism controversy; and the identity crisis of philosophy.

This is the first full study in English of the German historicist tradition. Frederick C. Beiser surveys the major German thinkers on history from the middle of the eighteenth century until the early twentieth century, providing an introduction to each thinker and the main issues in interpreting and appraising his thought. Weltschmerz is a study of the pessimism that dominated German philosophy in the second half of the nineteenth century. Pessimism was essentially the theory that life is not worth living, and was introduced into German philosophy by Schopenhauer. Frederick C. Beiser examines the intense and long controversy that arose from Schopenhauer's pessimism, which changed the agenda of philosophy in Germany away from the logic of the sciences and toward an examination of the value of life. He examines the major (...) defenders of pessimism and its chief critics, especially Eugen Dühring and the neo-Kantians. The pessimism dispute of the second half of the century has been largely ignored in secondary literature and this book is a first attempt since the 1880s to re-examine it and to analyze the important philosophical issues raised by it. Histories of German philosophy in the nineteenth century typically focus on its first half--when Hegel, idealism, and Romanticism dominated. By contrast, the remainder of the century, after Hegel's death, has been relatively neglected because it has been seen as a period of stagnation and decline. But Frederick Beiser argues that the second half of the century was in fact one of the most revolutionary periods in modern philosophy because the nature of philosophy itself was up for grabs and the (...) very absence of certainty led to creativity and the start of a new era. In this innovative concise history of German philosophy from 1840 to 1900, Beiser focuses not on themes or individual thinkers but rather on the period's five great debates: the identity crisis of philosophy, the materialism controversy, the methods and limits of history, the pessimism controversy, and the Ignorabimusstreit. The Early Romantics met resistance from artists and academics alike in part because they defied the conventional wisdom that philosophy and the arts must be kept separate. Indeed, as the literary component of Romanticism has been studied and celebrated in recent years, its philosophical aspect has receded from view. This book, by one of the most respected scholars of the Romantic era, offers an explanation of Romanticism that not only restores but enhances understanding of the movement's origins, development, aims, and (...) accomplishments--and of its continuing relevance. Poetry is in fact the general ideal of the Romantics, Frederick Beiser tells us, but only if poetry is understood not just narrowly as poems but more broadly as things made by humans. Seen in this way, poetry becomes a revolutionary ideal that demanded--and still demands--that we transform not only literature and criticism but all the arts and sciences, that we break down the barriers between art and life, so that the world itself becomes "romanticized." Romanticism, in the view Beiser opens to us, does not conform to the contemporary division of labor in our universities and colleges; it requires a multifaceted approach of just the sort outlined in this book. The Sovereignty of Reason is a survey of the rule of faith controversy in seventeenth-century England. It examines the arguments by which reason eventually became the sovereign standard of truth in religion and politics, and how it triumphed over its rivals: Scripture, inspiration, and apostolic tradition. Frederick Beiser argues that the main threat to the authority of reason in seventeenth-century England came not only from dissident groups but chiefly from the Protestant theology of the Church of England. The triumph (...) of reason was the result of a new theology rather than the development of natural philosophy, which upheld the orthodox Protestant dualism between the heavenly and earthly. Rationalism arose from a break with the traditional Protestant answers to problems of salvation, ecclesiastical polity, and the true faith. Although the early English rationalists were not able to defend all their claims on behalf of reason, they developed a moral and pragmatic defense of reason that is still of interest today. Beiser's book is a detailed examination of some neglected figures of early modern philosophy, who were crucial in the development of modern rationalism. There are chapters devoted to Richard Hooker, the Great Tew Circle, the Cambridge Platonists, the early ethical rationalists, and the free-thinkers John Toland and Anthony Collins. (shrink)

Commentators expressed a wide variety of views on whether there is a basic capacity limit of 3 to 5 chunks and, among those who believe in it, about why it occurs. In this response, I conclude that the capacity limit is real and that the concept is strengthened by additional evidence offered by a number of commentators. I consider various arguments why the limit occurs and try to organize these arguments into a conceptual framework or “metatheory” of storage capacity limits (...) meant to be useful in future research to settle the issue. I suggest that principles of memory representation determine what parts of the representation will be most prominent but that limits of attention (or of a memory store that includes only items that have been most recently attended) determine the 3- to 5-chunk capacity limit. David Friedrich Strauss is a central figure in 19th century intellectual history. The first major source for the loss of faith in Christianity in Germany, his work Das Leben Jesu was the most scandalous publication in Germany during his time. His book was a critique of the claims to historical truth of the New Testament, which had been the mainstay of Protestantism since the Reformation. As the father of unbelief, his critique of Christianity preceded that of Nietzsche, Marx, Feuerbach, and (...) Schopenhauer. His views imposed a harsh fate upon him - he was persecuted for his beliefs by religious and political authorities and was denied employment in the university and government, forcing him to live as a free-lance writer. He led a wandering and isolated life as an outcast. Here, Frederick C. Beiser studies the intellectual development of Strauss and recounts his fate, which began in faith as a young man but finally ended in unbelief. (shrink)

The subject of discussion this evening is “ The Problem of Colour in Relation to the Idea of Equality,” and though the last seven words would seem to indicate some special limitation, it is in fact difficult to divide this question into watertight compartments. For the basis of all philosophical study is accuracy of definition, and we must therefore begin by forming a precise conception of what the phrase “ Colour problem ” connotes before we proceed to discuss its bearing (...) from a physiological, political, or sociological “ equality ” point of view. Thus at the outset we find ourselves in the very heart of a controversy, for it is difficult to find two people who will agree as to the definition of the Colour problem. Physiologically there is no line of demarcation, for of the inhabitants of North Central Asia many are as light—and indeed lighter—in the colour of their skin, their hair and their eyes than the Southern races of Europe, and the same may be true of Creoles, Quadroons, and Octaroons. Cloth, $35.oo each. This is the most complete and authoritative edition of Antonio Gramsci's prison letters available in any language. Raymond Rosenthal's translation of the 486 letters pub- lished in these two volumes is reliable and gives a good sense of the colloquial style of the original. Frank Rosengarten's extensive notes, together with (...) his introduction, rep- resent a significant piece of Gramsci scholarship. Written in the decade that Gramsci spent in various Italian prisons between his arrest in November a926 and his death in April 1937, Letters from Prison provides an invaluable link between the human drama of Gramsci's prison experience -- the grind- ing prison routine, his failing health, the difficulty of maintaining a relationship with his wife and sons in Moscow, his estrangement.. Este estudio contiene el análisis de la Asamblea Municipal Constituyente (AMC) como proceso de resistencia en Mogotes, Santander, Colombia. En el desarrollo del artículo se retoma la experiencia de investigación llevada adelante en el municipio para indagar acerca de la contribución de las redes sociales en el desarrollo y mantenimiento de las políticas de identidad en el proceso de resistencia Para esto se emplearon métodos etnográficos tales como entrevistas a profundidad (...) a miembros de la asamblea, y el contenido de programas radiales de la emisora del municipio. Recent epistemology divides theories of knowledge according to their diagnoses of cases of failed knowledge, Gettier cases. Two rival camps have emerged: naturalism and justificationism. Naturalism attributes the failure of knowledge in these cases to the cognizer's failure to stand in a strong natural position vis-à-vis the proposition believed. Justificationism traces the failure to the cognizer's failure to be strongly justified in his belief. My aim is to reconcile these camps by offering a version of naturalism, a reliability theory of (...) knowledge, that conforms to the central justificationist tenets. I argue that proposed reliability theories of knowledge, reliable indication theories, offer no prospect of a reconciliation because they misdiagnose failed knowledge in such a way as to violate a basic justificationist tenet. Proposed versions of justificationism, it turns out, fare no better with this tenet. I offer an alternative reliability theory of knowledge, a reliable process theory, that conforms to the justificationist tenet. (shrink)

This article is a presentation of Plantinga’s ontological argument in its historical and systematical frames. Criticisms of the argument are presented as well. Philosophical claims underlying the defense of the argument are described as minimalist, but their connection with a strong logical system is noted.
