A key challenge in the management of the public-private partnership project is to understand the critical factors for sustainability performance as well as their complex interaction. Majority of existing studies focus on identifying general factors without consideration of specific context of individual sector. To bridge the gap, unique characteristics of water PPP projects are taken into consideration in this study where the relationship among critical factors to achieve sustainable performance is analyzed from a network perspective. Stakeholder-associated factors and their interrelations (...) were identified via extensive literature review and structured interview, and the social network analysis method was employed to recognize the critical factors and their interactions in sustainability achievement of water PPP projects. As a result, seven stakeholder groups and 18 critical factor nodes were identified and further classified into four challenges when achieving sustainability. These challenges are promoting ecological awareness and responsible citizen behaviour; project construction quality; ecological designs and technology innovations; and project management capacity. These findings provide the stakeholders of water PPP projects with useful references for mitigating the risks and facilitating efforts to achieve better sustainability performance. (shrink)

The sizes of individual data files have steadily increased along with rising demand for customized services, leading to issues such as low efficiency of web-based geographical information system -based data compression, transmission, and rendering for rich Internet applications in complicated visualization systems. In this article, a WebGIS-based technical solution for the efficient transmission and visualization of meteorological big data is proposed. Based on open-source technology such as HTML5 and Mapbox GL, the proposed scheme considers distributed data compression and transmission on (...) the server side as well as distributed requests and page rendering on the browser side. A high-low 8-bit compression method is developed for compressing a 100 megabyte file into a megabyte-scale file, with a compression ratio of approximately 90%, and the recovered data are accurate to two decimal places. Another part of the scheme combines pyramid tile cutting, concurrent domain name request processing, and texture rendering. Experimental results indicate that with this scheme, grid files of up to 100 MB can be transferred and displayed in milliseconds, and multiterminal service applications can be supported by building a grid data visualization mode for big data and technology centers, which may serve as a reference for other industries. The historical imagination, as Hayden White has reminded us, is not singular;\nit is manifest in many forms (White, 1973). Not surprisingly, this diversity\nis reflected within the pages of History of the Human Sciences and in the four papers that follow. Indeed, from its inception, the journal has sought to\npromote a variety of styles of writing, representing the many voices that have\nan interest in the human sciences and their history.\nIn the opening article, Roger Smith suggests that a distinctive feature of the\nhistorical (...) imagination is the priority given to an engagement with primary\nsources. The historical imagination, on the other hand, is to be seen in its\nmany forms as the practical realization of that engagement through the constitution\nof the historical ‘record’ as a record and the activity of explaining to\noneself and others how it has come about. For Smith, an important value of\nprimary sources is their representation of ‘otherness’, providing ‘the possibility\nof an engagement with what is foreign to, outside, what we for most\npurposes take to be our selves and our world’. And the historical imagination,\nlike imagination in general, centrally involves a preoccupation with context\nand the provision of a vantage point that is different from the one that is originally\ngiven. Smith ends his paper with some remarks about the connections\nbetween imagination and narrative.\nIn the following article, Graham Richards focuses his reflections early in\nthe 20th century, in the period between the two world wars. Through a discussion\nof some of his recent work on the popularization of Psychoanalysis\nduring those two decades, he introduces an interesting counterfactual question:\n‘How then did it feel to be living without Freud and encountering\npsychoanalytic ideas and language for the first time?’2 Richards goes on to\noutline a number of imperatives (transcendental, presentist, narrative) that he\nsees as part of the historical imagination. Box identified the verse quotations in Hume's essays "Of Essay Writing" and "The Epicurean."1 It is therefore odd that in their edition of a selection of the essays, Stephen Copley and Andrew Edgar should state in a note to "Of Essay Writing" that "the source of this couplet (...) has not been located. In his [1985] edition of the Essays Eugene Miller has suggested that it may belong to the same author or poem as the couplet quoted in 'The Epicurean'."2 Miller of course was quite right, for, as Box showed, both couplets come from Matthew Prior's poem "Alma: or, The Progress of the Mind," first published in 1718.3 The first couplet reads as follows in "Of Essay Writing": Stunn'd and worn out with endless chat, Of Will did this, and Nan did that? (Essays 1) The question mark is not in the original, but is required because Hume is using the quotation to end an interrogative sentence, and Hume has replaced "Nan said that" with "Nan did that," but otherwise these are clearly lines 524 and 525 of the third canto of "Alma" (p. 514). In "The Epicurean" appear these lines: What foolish figure must it make? Do nothing else but sleep and ake. His use of its name, and the contrast with Prior's earlier work, "Solomon on the Vanity of the World,"5 suggests he also expected his readers to be familiar at least with the nature of both poems. Even in 1781, when Samuel Johnson opened the second volume of his Lives of the English Poets with his life of Prior, he could write as though Prior were still a well-known poet, though there are signs in Johnson's comments on the poems themselves that they were not as widely read as before. He does, however, single out "Alma" and "Solomon" for particular comment. Johnson's life of Prior may signal the beginning of the decay of his reputation from the relatively high regard in which he was held in the first part of the eighteenth century, when he could be ranked with Pope and Swift, to his present obscurity. Abū Isḥāq al-Ṣaffār is one of the Ḥanafite-Māturīdite scholars in the 6th/12th century. In his work titled Talkhīṣ al-adilla li-qawāʿid al-tawḥīd on kalām, he spared extensive space for al-asmāʾ al-husnā. Approximately one third of this work, published in two volumes, is devoted to al-asmāʾ al-husnā. An examination of the related section reveals that al-Ṣaffār explains many issues, particularly those related to the existence, unity and attributes of Allah, based on 175 al-asmāʾ al-husnā. He mentions some of the names that he does not include in the al-asmāʾ al-husnā section under separate headings. For example, the name al-Mutakallim is addressed within the context of the attribute of kalām and in relation to subjects, such as the khalq al-Qurʾān and i‘jaz al-Qurʾān. Upon the addition of these names to the list, the number names reaches 178. This means that half of the work deals with the subject of al-asmāʾ al-husnā. -/- al-Ṣaffār lists the divine names in alphabetical order and explains them semantically in the chapter of al-asmāʾ al-husnā. Then he goes on to clarify each divine name through a theological lens with a specific reference to the subject of kalām. In the pre-Saffar Ḥanafite-Māturīdite theological literature, there is no other work that addresses al-asmāʾ al-husnā in such an extensive way. -/- This book consists of three main sections. The first section titled “Methodological Framework”, elaborates on the focus, significance, purpose and method of the study, along with the sources used. The first part describes the political, social and religious status of Transoxiana (Mā-warāʾ al-Nahr) region and the cities of Bukhara and Marw, the sociocultural environment in which Saffar lived. The second chapter addresses various concepts, which promote the understanding of al-asmāʾ al-husnā, such as name, tasmiya, musammā, attribute and qualification in addition to the theological debates such as the number and iḥṣāʾ of al-asmāʾ al-husnā. Then, it provides information about the al-asmāʾ al-husnā literature produced in the pre- Ṣaffār period. The end of each chapter comes with a detailed table with the 178 divine names mentioned by al-Ṣaffār. In the third chapter, the author initially discusses the theological principles that al-Ṣaffār considered while explaining the essence of al-asmāʾ al-husnā. This section also determines and systematically categorizes the theological views and evaluations put forward by al-Ṣaffār while explaining the divine names in Talkhīṣ al-adilla. The tables with the divine names and the related discussions can be seen at the end of the discussion for each subject. The last section presents the conclusions reached, regarding the kalām method based on al-Ṣaffār’s understanding of the essence of al-asmāʾ al-husnā. In lieu of an abstract, here is a brief excerpt of the content:Philosophy and Rhetoric 33.3 (2000) v-vii [Access article in PDF] On Feminizing the Philosophy of Rhetoric Molly Meijer Wertheimer When asked to define his editorial policies in choosing articles to publish in Philosophy and Rhetoric, Henry W. Johnstone Jr. disavowed following any strict editorial guidelines; instead, he gave two examples to show how selection worked as a process. In one case, he agreed to publish an "off the wall (...) article" by a distinguished classicist; in another, he accepted an unusually long article--a "behemoth"--by an eminent rhetorician. These examples demonstrate what was to me one of Henry's most unusual and endearing traits as an editor and scholar: he was willing always to go wherever the argument led. It was probably in this spirit that he agreed to publish a special issue on "Feminizing the Philosophy of Rhetoric." I want to thank him posthumously for that decision. As "guest editor" of the issue, I feel privileged to present four well-written essays and two reviews that lead the readers of Philosophy and Rhetoric to consider some philosophical issues that emerge when we overlap concepts of "gender," "culture," and "rhetoric."The essays in this issue explore tactics women have used to get their messages across to others who would not--even could not--entertain speech seriously if presented by a woman. In the first essay, "Unveiling Esther as a Pragmatic Radical Rhetoric," Susan Zaeske reads the Book of Esther as a rhetorical manual of exile and empowerment. She traces features of the narrative that were useful as a model of rhetorical behavior early on, as well as appropriations that were made throughout the Middle Ages, Antebellum South, and even in our own day. Her essay emphasizes the riskiness to the speaker that is often entailed by the act of speaking, especially when the listener is "all-powerful" (199); when "his decisions are based not on careful deliberation, but on who influences him the most, usually by prodding his sense of power and manliness" (200). In the narrative, the speaker, Queen Esther, is depicted as utterly thoughtful, careful, well planned and well timed. She seems very much in control of an "indirect" rhetoric. Says Zaeske, "[T]he book teaches that direct, resistant rhetoric is ineffective, even dangerous, while clever, indirect, noncon- frontational methods will succeed in gaining the desired end--power" (202). [End Page v] This is a "conciliatory strategy wise women are forced to use in the patriarchal world" (qtd. on p. 202). And this kind of strategy is contrasted to the defiant rhetoric of Vashti, the former queen, Esther's predecessor, who was banished for saying no to one of the king's commands. Silence and supplication, according to Zaeske, when adopted self-consciously as strategies, are effective with hostile, neanderthal-type auditors. They are "radical," at least in the sense that they are "extreme."Nan Johnson, in her essay "Reigning in the Court of Silence: Women and Rhetorical Space in Postbellum America," furthers discussion of women's rhetorical options. In Zaeske's essay, women assume positions of supplicants or petitioners, or they stand defiant in the face of an oppressive listener (the king). The former are idolized; the latter are demonized. Centuries later, in the fifty years following the Civil War, similar representations of women appeared in conduct literature. Johnson describes a media blitz of ideas and images in etiquette and other self-help manuals that sought to define rhetorical behaviors and actions appropriate for men and women. Some of the writings idolized the "quiet woman" of the home, who reigned silently as queen stitching together via indirection a rhetoric of nurturance that moved beyond the home only through the actions of husbands and sons. This kind of rhetoric was viewed as a natural consequence of femininity. Other writings demonized the woman who spoke from the public platform as a teacher, preacher, and advocate, and who needed a rhetorical education to do so effectively. Beyond that strip of covered poured white concrete was a kind of rough lawn, made patchy by years of boys tackling each other there or throwing a Frisbee around, and beyond that, on the other side of a narrow gravel road used only, as far as we could tell, by the school’s groundskeepers whose names, despite their ubiquitous presence, we didn’t know, was the first of the playing fields, used for hockey and soccer. Beyond the playing field was a covered sports arena with a huge swooping roof like the wings of a swan, and beyond that, hills covered with mowed green grass—perfect for tumbling down on bright spring days—and others still wooded, watered with streams and crisscrossed with trails. We knew the trails of course— some of our natural science classes took place in the woods—and we knew each of the hills and fields as well, each tree, each row of boxwoods or pines, until finally, out there, beyond the school grounds, was where the residents of the town lived in red-brick development houses of two and sometimes one-and-a-half floors, in modified colonials and California-style split-levels, each on its own small patch of lawn, and a garage. We felt sorry for the people who lived in those developments (we always called them developments, never neighborhoods, which is where we lived), but we rarely wondered what their lives might be like, or where their children, if they had them, might go to school. Our houses weren’t like that, of course. Susie Bluestone’s house was old, tall and thin, in a neighborhood of other old, tall, thin houses, with Oriental carpets running up the stairways, and a laundry shoot that the children were forbidden to play in and played in anyway. My best friend Nan Jones lived in a farmhouse on the top of a hill and wasn’t allowed to use the guestroom bathroom, even though her room was right next to it; her mother kept horses and her father had once been some kind of fencing champion. Bu makalede, bilim felsefecisi kimliğiyle tanınan Thomas Kuhn’un eğitim ve özellikle fen eğitimi alanındaki görüşlerine değinilmektedir. Fen eğitimi, bilim, bilimin doğası ve bilim uygulamaları hakkında düşünceler geliştirmeye odaklanarak fen öğrenimi için gerekli olan beceri ve anlayışın geliştirilmesini amaçlamaktadır. Fen eğitiminin temel amaçlarından biri bilimin gerçek doğasının tespit edilmesi ve bu doğrultuda bir eğitim modelinin belirlenmesidir. Bu çerçevede Kuhn’un bilim tarihine yönelik incelemeleri neticesinde ileri sürdüğü paradigma kavramı bilimin doğası ve fen eğitimi konusundaki görüşlerin değişimine yol açmıştır. Kuhn açısından fen eğitimi (...) yürürlükteki bilim yapma tarzının temelinde yatan paradigma ve öğretilerinin bilim insanlarına ve öğrencilere aktarılması sürecidir, bu nedenle fen eğitimi yalnızca olağan bilim döneminde mümkündür. Science education aims to develop the skills and understanding necessary for science learning, with a focus on developing ideas about science and the nature of science. One of the main purposes of science education is to determine the true nature of science and to determine an education model in this direction. In this context, the concept of paradigm, which Kuhn put forward as a result of his studies on the history of science, has led to a change in views on the nature of science and science education. For Kuhn, science education is the process of conveying the paradigm underlying the current way of doing science to scientists and students because science education is possible only in the normal science period. Kuhn’s educational model is carried out through students who repeatedly try to solve puzzles or problems encountered in relation to the current paradigm. Kuhn’s understanding of science education is seen by Karl Popper, John Watkins and Richard Bailey as a rigid, conservative, dogmatic and indoctrinational education approach with the claim that it prevents critical thinking. In this context, the article primarily examines Kuhn’s thoughts on science education and the reflections of these thoughts in the field of education. Then, it is argued that Kuhn’s views on science education are not dogmatic as claimed, he does not emphasize indoctrination, and that such interpretations cannot go beyond a radical approach. Finally, in the article, it is emphasized that Kuhn’s understanding of science education should be evaluated only as a description of science education. (shrink)

Presently, most studies focus on the minimization of the costs and negative social effects of the location of construction waste recycling centers; however, the influence of the location on future operation is usually ignored. Aiming at solving these problems, a location model for the maximization of service reliability was devised. Service reliability includes the recycling reliability of the construction waste and the delivery reliability of the recycled product. Through maximizing service reliability, the location deviation as a result of arrival delay (...) is expected to be reduced and the service reliability improved. Then, two important parameters in our model were solved on the basis of correlative mathematical theories. Finally, an example was implemented to verify our location optimization model. A genetic algorithm was used to obtain optimal solutions, and the solutions were analyzed. Through establishing a location optimization model, a possible better solution to location problems may be obtained to help in implementing location selection for recycling centers. (shrink)

Advocacy is an important concept in nursing practice; it is frequently used to describe th nurse-client relationship. The term advocacy, however, is subject to ambiguity of interpretation. Such ambiguity was evidenced recently in criticisms levelled at the nursing profession by hospital ethicist Ellen Bernal. She reproached nursing for using 'patient rights advocate' as a viable role for nurses. We maintain that, for nursing, patient advocacy may encompass, but is not limited to, patient rights advocacy. Patient advocacy is not merely the (...) defence of infringements of patient rights. Advocacy for nursing stems from a philosophy of nursing in which nursing practice is the support of an individual to promote his or her own well-being, as understood by that individual. It is an ethic of practice. La défense des malades joue un grand rôle dans la pratique des infirmiers/ères. Le terme est souvent utilisé pour définir les rapports entre malades et soignants. Le mot 'defénse' pourtant, peut être mal compris. Une ambiguïté était évidente récemment dans la critique de la profession infirmière faite par la philosophe éthique Ellen Bernal. Elle reproche à la profession d'utiliser le terme 'avocat des droits des malades' pour désigner le rôle primordial des infirmiers/ères. Nous croyons que pour les soignants, la défense des malades peut comprendre le rôle 'd'avocat des droits des malades' mais elle ne s'y borne pas. Sie machte den Pflegenden den Vorwurf, dass sie sich die Rolle des 'Rechts-Advokat des Patienten' aneignen. Wir sind der Meinung, dass es die Aufgabe des Pflegepersonals ist, auch die Rechte der Patienten zu vertreten, aber dass das nur ein Teil der Fürsprache ist. In this book, Ilhan Inan questions the classical definition of curiosity as _a desire to know._ Working in an area where epistemology and philosophy of language overlap, Inan forges a link between our ability to become aware of our ignorance and our linguistic aptitude to construct terms referring to things unknown. The book introduces the notion of inostensible reference. Ilhan connects this notion to related concepts in philosophy of language: knowledge by acquaintance and knowledge by description; the referential and the (...) attributive uses of definite descriptions; the _de re/de dicto_ distinction; and Kripke’s distinction between rigid and accidental designators. Continuing with a discussion of the conditions for curiosity and its satisfaction, Inan argues that the learning process—starting in curiosity and ending in knowledge—is always an effort to transform our inostensible terms into ostensible ones. A contextual account is adopted for the satisfaction of curiosity. It then discusses the conditions of successful reference to the object of curiosity and its presuppositions. The book concludes with a discussion on the limits of curiosity and its satisfaction. (shrink)

This study investigates the ethical climate types presented in the Korean tourism industry, the differences in the perceptions of these ethical climate types based on individual/organizational characteristics, and the influence of ethical climate types based on job satisfaction/organizational commitment. Empirical findings of this study identify six ethical climate types and demonstrate significant difference and significant influence of the proposed relationships. This research contributes to the existing body of academic work by using empirical data collected from 820 respondents across 14 companies (...) within the Korean tourism industry, to demonstrate the relationship between actual ethical climate types and ethical climate related factors. The findings of this study identify the new factor ‹moral caring,’ which describes an environment characterized by decisions that maximize collective interest, but based on an individual employee’s personal values and ethics. Such a factor has important implications for the service industry, where face-to-face encounters typify the relationship between employee and consumer. (shrink)

Capturing the deep cultural longing of the postbellum period for the icon of the American woman as angel of the hearth, this portrait deifies the quiet woman and demonizes the other possibilities: the enthusiastic woman, the talkative woman, the brilliant woman, and the babbling woman. The mild and mellow queen of the "Court of Silence" is graceful, calm, and, most important of all, silent. In this characterization, an idealized woman is defined as necessarily rhetorically meek. By worshiping "the quiet woman," influential proponents of public opinion such as The Ladies' Repository reinscribed for a postbellum readership a definition of true womanhood that equated silence with feminine virtue and enthusiastic vocality with its opposite. The argument that the rhetorical conduct of the "wise and thoughtful" woman could be contrasted instructively with the trivial and ultimately inconsequential rhetorical behavior of loud and talkative women is one that was made in so many cultural conversations of the postbellum period that it achieved the power of an ideological trope. 1 [End Page 221]Efforts to regulate women's rhetorical behavior intensified rather than abated in the decades following the Civil War as women pursued education, the right to vote, property rights, and mobility in public life. In conduct literature, a genre that proliferated during the postbellum period, the preferred construction of the "quiet" woman was a mainstay in an ideological agenda that supported the generally held nineteenth-century view that character and the nature of one's rhetoric are mutually revealing. Like other types of self-help materials marketed in the last decades of the century, such as elocution manuals and letter-writing guides, conduct manuals included among their vast tables of contents the matters of how and where one ought to speak. In their coverage of deportment in all areas of life, conduct manuals promised the aspiring middle-class American an education in the home in the culturally valuable skills of public speaking and writing. 2 The collective enterprise of the parlor rhetoric movement and conduct literature in particular was to offer happiness and success to those who would follow certain rules. Enormously popular in the postbellum period and well into the turn of the century, conduct manuals argued a conservative gender agenda that appealed to the middle-class readers of a nation who seemed eager to accept the idea that correct deportment in daily life could help to restore the social calm the postwar nation longed for. Although by the 1880s the American public had well in mind notable examples of women, such as Lucretia Mott, Sojourner Truth, Frances Willard, and Elizabeth Cady Stanton, who had assumed powerful reformist voices in the causes of abolition, temperance, and women's rights, the rhetorical space these women occupied in shaping political and cultural life was viewed as the exception rather than the rule. 3 In spite of the high profile rhetorical careers of a handful of women, or, perhaps, because of them, postbellum America wondered uneasily just how public women's lives...
