There is general consensus that explainable artificial intelligence is valuable, but there is significant divergence when we try to articulate why, exactly, it is desirable. This question must be distinguished from two other kinds of questions asked in the XAI literature that are sometimes asked and addressed simultaneously. The first and most obvious is the ‘how’ question—some version of: ‘how do we develop technical strategies to achieve XAI?’ Another question is specifying what kind of explanation is worth having in the (...) first place. As difficult and important as the challenges are in answering these questions, they are distinct from a third question: why do we want XAI at all? There is vast literature on this question as well, but I wish to explore a different kind of answer. The most obvious way to answer this question is by describing a desirable outcome that would likely be achieved with the right kind of explanation, which would make the explanation valuable instrumentally. That is, XAI is desirable to attain some other value, such as fairness, trust, accountability, or governance. This family of arguments is obviously important, but I argue that explanations are also intrinsically valuable, because unexplainable systems can be dehumanizing. I argue that there are at least three independently valid versions of this kind of argument: an argument from participation, from knowledge, and from actualization. Each of these arguments that XAI is intrinsically valuable is independently compelling, in addition to the more obvious instrumental benefits of XAI. (shrink)

Drug-resistant tuberculosis has a high mortality rate. Most medicines used to treat it are poorly tested and have terrible side effects. Activists have campaigned for patients with drug-resistant TB to have access to experimental drugs, particularly one called bedaquiline, before these have been approved by regulatory authorities such as the Food and Drug Administration in the United States and the Medicines Control Council in South Africa. Some activists have also campaigned for bedaquiline to be approved by regulatory authorities before testing (...) of the drug is completed. These campaigns raise ethical concerns about whether patients should be offered experimental, unapproved, medicines for the treatment of life-threatening illnesses, and if authorities should approve drugs for life-threatening illnesses when vital questions about safety and efficacy remain outstanding. This paper presents a Lewis-Skyrms signaling game that can exhibit a type of compositionality novel to the signaling game literature. The structure of the signaling game is motivated by an analogy to the alarm calls of putty-nosed monkeys (Cercopithecus nictitans). Putty-nosed monkeys display a compositional system of alarm calls with a semantics that is sensitive to the ordering of terms. This sensitivity to the ordering of terms has not been previously modeled with a Lewis-Skyrms signaling game literature. Signaling games are (...) valued for showing how communicative systems can arise with minimal learning tools. Simulation results show that basic (Roth-Erev) reinforcement learning is sufficient for the acquisition of a compositional signaling system sensitive to the ordering of terms. (shrink)

As the Cold War winds down and the atmosphere heats up, the environment is rising to the top of the global agenda. The number of refrigerators, not missiles, are what count now; the most urgent mission of the U2 spyplane is no longer detecting ICBMs on the ground in Russia, but ozonedepleting CFCs above the Arctic. Already, terms like “industrial disarmament” and “ecological security” are seeping into the mainstream political discourse.

This article is an interrogation of a small practical project I recently undertook to examine the relation between ‘studio exercises’, commonplace in creative practices, and ‘training’ that is typical of corporate environments, to see how this affects the use of technology in each context. This project titled ‘Office Exercise’ focuses on the relationship between the roll of ‘experiment’ and ‘exercise’ in the production of creative work involving technology. A critique of ‘beyond left and right’ ideologies, from red Toryism to techno-libertarianism.

The market can produce skewed information about investigational products awaiting FDA approval. But the FDA rarely steps in to correct such misleading information, despite statutory authority to do so. This article evaluates a recommendation by the FDA Transparency Working Group that FDA more clearly signal when and how it will correct misleading information about investigational products, and why such a recommendation is particularly important after the 21st Century Cures Act.

"Nobis argues that Singer's consequentialist approach is inadequate for defending the moral obligation to become a vegetarian or vegan. The consequentialist case rests on the idea that being a vegetarian or vegan maximizes utility -- the fewer animals that are raised and killed for food, the less suffering. Nobis argues that this argument does not work on an individual level -- my becoming a vegetarian makes no difference to the overall utility of reducing animal suffering in a context of a (...) huge industry and market unaffected by my actions. Nobis merges the insights of virtue ethics with consequentialism to argue that individuals can bring about more goodness if they have the virtues of compassion, care, and sensitivity to unnecessary cruelty and suffering. If one ought to be compassionate, sensitive to cruelty, resist injustice, and be morally integrated, then, Nobis argues, one ought to be a vegetarian or vegan.". (shrink)

Non-governmental organizations often regard expanding revenue and reducing costs as standard procedures to achieve corporate sustainability, while at the same time considering human resources as important assets. Government agencies have greater flexibility in staffing, and their human resource strategies for employee education and training often use organizational learning to develop operational performance. Training is regarded as a panacea for corporate sustainability and channels have been established to support employees' learning. Curriculum development of synchronous online learning is an approach that requires (...) further investigation. We distributed 360 questionnaires to supervisors and employees of the Taipei City Government, Taiwan. A total of 268 valid copies were retrieved, giving a response rate of 74%. The study results are expected to help public sector employers enhance employee cohesiveness and generate more operational team spirit. (shrink)

Although actual human omniscience is unimaginable, it is not obvious what it means to be limited with regard to thought. One of Kant's significant contributions to epistemology was his redefinition of the limits of thought. He is explicit about this when he contrasts human, receptive intuition, and the creative intuition that an infinite being would have. Importantly, judging and reasoning are only necessary for a mind that is first affected by an object through sensibility, which is not the case for (...) a being with creative intuition, since this kind of intuition creates its own object. This means that the intellect of Kant's God is distinct from the human intellect in kind, since judging and reasoning are essentially finite activities; they are already evidence of a finite, human cognition. In contrast, Aristotle argues that human cognition - beyond its capacity for discursivity - is able to contemplate; as we will see, Aristotle argues that contemplation is divine, and so a limited intellect can become more or less like an omniscient intellect depending on the quality of one's contemplative life. In this work, I want to 1) establish that Kant and Aristotle have incompatible conceptions of non-omniscience, 2) trace the epistemological commitments that motivate their rival positions on non-omniscience, 3) show that their particular views on the legitimacy of metaphysical judgments presuppose their particular interpretations of non-omniscience, and 4) argue that Kant provides a superior analysis of non-omniscience. Reductionists in biology claim that all biological events can be explained in terms of genes and macromolecules alone, while antireductionists argue that some biological events must be explained at a higher level. The literature, however, does not distinguish between different kinds of molecular explanation. The goal of this article is to identify and analyze three such kinds. The analysis of molecular explanations herein carries an important philosophical implication; in shunning crude reductionism and extreme versions of holism, we can combine the (...) insights of thoughtful reductionists with sophisticated antireductionism. When this is done, the question of explanatory reductionism becomes less substantial than often supposed. (shrink)

While recent history has seen significant debate concerning the nature and extension of essence, comparatively little attention has been paid to the epistemology of essence. This is strange, as, plausibly, what answers we give to the metaphysical questions about essence will (or should) be partially constrained by our essence epistemology. Here, I aim to go some way towards filling this lacuna. In particular, I here argue that there is no plausible epistemic story available for non-modal accounts of essence. In particular, (...) existing accounts of essence epistemology cannot explain how we are able to know that something is genuinely essential, rather than merely necessary. One consequence is that modal accounts of essence – which only needs to supply an epistemology for a non-hyperintensional notion – look that much more plausible. (shrink)

While philosophers tend to consider a single type of causal history, biologists distinguish between two kinds of causal history: evolutionary history and developmental history. This essay studies the peculiarity of development as a criterion for the individuation of biological traits and its relation to form, function, and evolution. By focusing on examples involving serial homologies and genetic reprogramming, we argue that morphology (form) and function, even when supplemented with evolutionary history, are sometimes insufficient to individuate traits. Developmental mechanisms bring in (...) a novel aspect to the business of classification—identity of process-type—according to which entities are type-identical across individuals and natural kinds in virtue of the fact that they form and develop through similar processes. This essay critically examines one of the dominant tendencies in recent theoretical discussions of anarchism, postanarchism, and argues that this tradition fails to engage sufficiently with anarchism’s history. Through an examination of late 19th-century anarchist political thought—as represented by one of its foremost exponents, Peter Kropotkin—we demonstrate the extent to which postanarchism has tended to oversimplify and misrepresent the historical tradition of anarchism. The article concludes by arguing that all political-theoretical discussions of anarchism going forward should begin with a fresh (...) appraisal of the actual content of anarchist political thought, based on a rigorous analysis of its political, social, and cultural history. In this paper, I argue that Deleuze's political writings and Derrida's early (pre-1985) work on deconstruction affirms the tactical orientation which Todd May in particular has associated with 'poststructuralist anarchism.' Deconstructive philosophy, no less than Deleuzean philosophy, seeks to avoid closure, entrapment, and structure; it seeks to open up rather than foreclose possibilities, to liberate rather than interrupt the flows and movements which produce life. To this extent, it is rightfully called an anarchism -- not the utopian anarchism of the (...) nineteenth century, perhaps, but the provisional and preconditional anarchism which is, and will continue to be, the foundation of postmodern politics. In this paper, I aim to reconsider MacIntyre’s notion of an educated public. In particular, I aim to do so in light of his recent elucidation of the role of philosophical education in rejecting, or at least challenging, predominant and shared cultural assumptions. I begin by outlining MacIntyre’s original case for an educated public as found in The Idea of an Educated Public. I then briefly consider and respond to three prominent criticisms of MacIntyre’s original explication of the notion. In (...) responding to these criticisms, it will be made clear that subtle shifts in MacIntyre’s subsequent treatments of the notion reduces the dependency of such a public’s existence on the university. I conclude by arguing that the development in MacIntyre’s articulation of the necessary conditions for an educated public when considered in conjunction with his recent defence of the conditions for an ‘adequate philosophical education’ provides his philosophy of education with the conceptual resources needed to break free of a final difficulty which MacIntyre himself has articulated. Specifically, I contend that the four stages of an adequate philosophical education MacIntyre outlines are such that they need not be restricted to implementation in formal educational institutions such as the university. Six recently discussed problems in discrete probabilistic sample space, which have been found puzzling and even paradoxical, are reexamined. The importance is stressed of a sharp distinction between the formalization of mathematical problems and their formal solution that, applied to probability theory, must lead through the explicit partitioning of a sample space. If this approach is consistently followed, such problems reveal themselves to be either inherently ambiguous, and therefore without solution, or quite straightforward. This paper compares and contrasts the philosophical positions of Hobbes and Rousseau from the standpoint of interpersonal communication theory. Although both men argued from the state of nature, they differed fundamentally on the nature of humankind and the purpose of relationships. These differences should be of concern for interpersonal scholars insofar as they reflect differing sets of axioms from which to begin theorizing. The second part of the paper establishes a link between Hobbes' philosophy and the social exchange tradition: The (...) Hobbes-social exchange tradition begins with the assumption that individuals form relationships to maximize rewards and minimize costs; a Rousseauist position must begin with the assumption that individuals form relationships in pursuit of some common goal. Thus, relational continuity and quality are not a function of cost-benefit ratios, but of how well partners work together toward their common good. (shrink)

Anarchist philosophy has often played and continues to play a crucial role in interventions in working-class and labor movements. Anarchist philosophy influenced real-world struggles and touched the lives of real, flesh-and-blood workers, especially those belonging to the industrial, immigrant working classes of late nineteenth- and early twentieth-century America. Too often the writings, which were disseminated to, and hungrily consumed by, these workers are dismissed as “propaganda.” However, insofar as they articulate and define political, economic, and social concepts; subject political, economic, (...) and social institutions to trenchant critique against clear and well-defined normative standards; offer logical justifications of their own positions; and advance positive alternative proposals, why should these writings not be regarded as philosophical texts and analyzed accordingly? Obviously they should, and the fact that they have been so long ignored by political philosophers, historians, and other scholars reflects academic prejudice rather than the intellectual and philosophical merit of the writings. This article is a preliminary step toward giving anarchist philosophy the hearing it so richly deserves. (shrink)

How we define the anarchist canon—let alone how we decide which thinkers, theories, and texts should count as canonical—depends very much on what we take the purpose of the anarchist canon to be. In this essay, I distinguish between thinkers, theories, or texts that are “anarchist,” by virtue of belonging to actually-existing historical anarchist movements, and those which are “anarchist” in virtue of expressing “anarchistic” (or “anarchic”) ideas. I argue that the anarchist canon is best conceived as a repository of (...) historically-expressed anarchistic ideas and, for this reason, should include both kinds of theories, thinkers, and texts. This chapter draws upon Michael Freeden's morphological approach to examine the various ways freedom has been conceptualized within the anarchist tradition. It determines how and to what extent these conceptions serve to differentiate anarchism from liberalism and other ideologies that claim freedom as a core concept. The chapter explores the role they play in the formulation of diverse anarchist tendencies. It argues that prevailing anarchist conceptions of freedom uniformly obviate the "assumed tension between the freedom of the individual and the (...) good of society" as well as "between negative and positive definitions of the concept". The rejection of such dichotomies is a unifying theme in anarchism more generally and a key aspect of its ideological distinctiveness. When anarchism is defined solely in terms of what it opposes, the underlying motivations for that opposition tend to be obscured. For social anarchists, any concept of freedom that lacks an explicitly teleological dimension is an abstraction devoid of concrete moral significance. (shrink)
