Language, like other human traits, could only have evolved during one or more stages of development. We enlist the theoretical framework of human life history to account for certain aspects of linguistic evolution, with special reference to initial phases in the process. It is hypothesized that selection operated at several developmental stages, the earlier ones producing new behaviors that were reinforced by additional, and possibly more powerful, forms of selection during later stages, especially adolescence and early adulthood. Peer commentaries have (...) provided opportunities to explain human life history more comprehensively, and to add details to our account of spoken language. We made no attempt to explain syntax in the target article, but we propose here that selection for “vocal plumage” may have increased our species’ capacity for utterance complexity, a development that would have benefited all levels of language. Interpretation of the classics in political theory seems to go in waves. For a while we had John Locke, the bourgeois thinker. Now we seem to be in a Locke-as-radical-democrat phase. Locke-the-bourgeois had problems of its own, but a radically democratic Locke -- not just the old Locke as liberal democrat but Locke as quasi-Leveller -- strains the interpretative imagination more than most; yet in recent years, several different kinds of argument have been advanced in support of it, both (...) textual and contextual. The most effective argument has proceeded by situating Locke in the context of radical Whig politics in the 1670s and '80s, the struggles over religious toleration and the royal succession, in particular the �Exclusion Crisis� of 1679-81. This contextual argument has been accompanied by various textual interpretations having to do with Locke's conceptions of property, consent, representation, the right of revolution and natural law. Among other things, these are supposed to show that while Locke had nothing explicit to say about the extent of the franchise, the weight of evidence suggests that he would have supported a fairly wide franchise, perhaps even something like the (almost) manhood suffrage advocated by the Levellers (at least according to some, and probably the most convincing, interpretations of their ideas). Most recently, in these pages, Martin Hughes, building on the work of James Tully and Richard Ashcraft in particular, has pushed the argument as far as it can probably go. His argument on taxation and suffrage has provided a motivation here for a wider exploration of Locke's views on representation, consent and the franchise. (shrink)

Amyotrophic lateral sclerosis (ALS; also called motor neuron disease) is a devastating medical condition that progressively robs patients of their ability to move, speak and eventually breathe. At present, many physicians are hesitant to propose tracheostomy and respiratory support in the terminal phase of ALS. In accordance with the principle of patient autonomy, physicians should respect the right of the ALS patient to accept or refuse any treatment, including mechanical ventilation. Also, in environments where euthanasia or physician-assisted death is (...) legal, such requests can be acceptable. At least two conditions are necessary for full autonomy. To have a claim on full autonomy, people need to have intact cognitive abilities, and to exercise this right they must be able to communicate. In the past, the first condition was in doubt (indeed, overlap with other neurodegenerative diseases is sometimes suspected and some patients with ALS are thought to have associated frontotemporal dementia) and the second was severely compromised in patients with devastating motor impairment (communication being limited to the twitch of a finger or the blink of an eye). In this issue of J Neurol Neurosurg Psychiatry, Lakerveld and colleagues1 investigated cognition in 11 patients with late stage ALS (see page 25). They showed preserved cognitive functioning (ie, language, executive function, intelligence, learning and long term memory) compared with healthy controls. Assessments were exclusively based on a ‘‘yes–no’’ response mode. Because of the absence of verbal and motor communication, the neuropsychological assessment of these patients is complicated, and adapted testing is needed. By using a ‘‘yes–no’’ response mode based on the remaining motor abilities of the patient, this study proves the possibility of assessing patients with minimal motor capacities. (shrink)

In this paper we suggest a revisionist perspective on two significant figures in early modern life science and philosophy: William Harvey and John Locke. Harvey, the discoverer of the circulation of the blood, is often named as one of the rare representatives of the ‘life sciences’ who was a major figure in the Scientific Revolution. While this status itself is problematic, we would like to call attention to a different kind of problem: Harvey dislikes abstraction and controlled experiments (aside from (...) the ligature experiment in De Motu Cordis), tends to dismiss the value of instruments such as the microscope, and emphasizes instead the privileged status of ‘observed experience’. To use a contemporary term, Harvey appears to rely on, and chiefly value, ‘tacit knowledge’. Secondly, Locke’s project is often explained with reference to the image he uses in the Epistle to the Reader of his Essay, that he was an “underlabourer” of the sciences. In fact, despite the significant medical phase of his career, Locke’s ‘empiricism’ turns out to be above all a practical (i.e. ‘moral’) project, which focuses on the delimitation of our powers in order to achieve happiness, and rejects the possibility of naturalizing knowledge. When combined, these two cases suggest a different view of some canonical moments in early modern natural philosophy. (shrink)

Synchronous oscillations are ubiquitous throughout the cortex, but the frequency of oscillations differs from area to area. To elucidate the mechanistic architectures underlying various rhythmic activities, we tested whether spontaneous neural oscillations in different local cortical areas and large-scale networks can be phase-entrained by direct perturbation with distinct frequencies of repetitive transcranial magnetic stimulation. While recording the electroencephalogram, we applied single-pulse TMS and rTMS at 5, 11, and 23 Hz over the motor or visual cortex. We assessed local and (...) global modulation of phase dynamics using the phase-locking factor. sp-TMS to the motor and the visual cortex triggered a transient increase in PLF in distinct frequencies that peaked at 21 and 8 Hz, respectively. rTMS at 23 Hz over the motor cortex and 11 Hz over the visual cortex induced a prominent and progressive increase in PLF that lasted for a few cycles after the termination of rTMS. Moreover, the local increase in PLF propagated to other cortical areas. These results suggest that distinct cortical areas have area-specific oscillatory frequencies, and the manipulation of oscillations in local areas impacts other areas through the large-scale oscillatory network with the corresponding frequency specificity. We speculate that rTMS that is close to area-specific frequencies enables direct manipulation of brain dynamics and is thus useful for investigating the causal roles of synchronous neural oscillations. Moreover, this technique could be used to treat clinical symptoms associated with impaired oscillations and synchrony. (shrink)

The principal goal of the brain-computer interface is to translate brain signals into meaningful commands to control external devices or neuroprostheses to restore lost functions of patients with severe motor disabilities. The invasive recording of brain signals involves numerous health issues. Therefore, BCIs based on non-invasive recording modalities such as electroencephalography are safer and more comfortable for the patients. The BCI requires reconstructing continuous movement parameters such as position or velocity for practical application of neuroprostheses. The BCI studies in continuous (...) decoding have extensively relied on extracting features from the amplitude of brain signals, whereas the brain connectivity features have rarely been explored. This study aims to investigate the feasibility of using phase-based connectivity features in decoding continuous hand movements from EEG signals. To this end, the EEG data were collected from seven healthy subjects performing a 2D center-out hand movement task in four orthogonal directions. The phase-locking value and magnitude-squared coherence are exploited as connectivity features along with multiple linear regression for decoding hand positions. A brute-force search approach is employed to find the best channel pairs for extracting features related to hand movements. The results reveal that the regression models based on PLV and MSC features achieve the average Pearson correlations of 0.43 ± 0.03 and 0.42 ± 0.06, respectively, between predicted and actual trajectories over all subjects. The delta and alpha band features have the most contribution in regression analysis. The results also demonstrate that both PLV and MSC decoding models lead to superior results on our data compared to two recently proposed feature extraction methods solely based on the amplitude or phase of recording signals. This study verifies the ability of PLV and MSC features in the continuous decoding of hand movements with linear regression. Thus, our findings suggest that extracting features based on brain connectivity can improve the accuracy of trajectory decoder BCIs. (shrink)

This paper aims to focus on the concept of experience and reconstruct its evolutions within Royce’s thought. To do so, I divide this paper in three parts. I begin by analysing Royce’s concept of experience, which takes roots in his interpretation of the British empiricists, such as Locke, Berkeley and Hume, in The Spirit of Modern Philosophy (1892). In the second part I outline Royce’s theory of experience from a philosophical and psychological point of view. My claim is that, in (...) his philosophical writings, Royce argues that cognitions are not abstract ideas but plans of actions: meanings and concepts are embodied, situated and time-oriented. I refer also to Royce’s contribution to the psychological field, with regard to embodied aspects of cognitions. According to Royce, cognitions are enriched with elements related to sensorimotor, imaginative and perceptual faculties. Action and perception are no separated aspects of cognitions, because perception implies sensorimotor dynamics. At the same time, the perception of the object is entangled with the imagination of the would be, i.e., the result of doing different actions with the object. (shrink)

In this essay we take the view that too much reality has been afforded to the notion of ‘particles’ and to ‘flow of supercurrent,’ in the superconducting state. Instead we take the original point of view of Josephson that “ It is clear that intuition is of no great help in understanding the supercurrent as a flow of Cooper pairs “ which is more akin to, and in line with, a “telegraphing of amplitudes” approach. With this conception in mind, we (...) examine the results of Jillie et al and Smith et al. of two Josephson junctions connected in series by a superconducting join. We argue that their results can best be understood in terms of the entanglement of current elements via the interfering of amplitudes. We sketch an approach to calculating the current spanning two entangled Josephson junctions, which reduces to the relation for a single junction when the current is set zero in either of the pair, or the entanglement ceases. We speculate that if this interfering of amplitudes was found to persist, after the separation of the junctions in space, there still remaining a connection in their common past, then this would furnish, at least the possibility, of a new means of signalling without wires. Single units that are not related to the desired task can become related to the task by conditioning their firing rates. We theorized that, during conditioning of firing rates to a tone, (a) unrelated single units would be recruited to the task; (b) the recruitment would depend on the phase of the task; (c) tones of different frequencies would produce different patterns of single unit recruitment. In our mute locked-in participant, we conditioned single units using tones of different frequencies (...) emitted from a tone generator. The conditioning task had three phases: Listen to the tone for 20 s, then silently sing the tone for 10 s, with a prior control period of resting for 10 s. Twenty single units were recorded simultaneously while feedback of one of the twenty single units was made audible to the mute locked-in participant. The results indicate that (a) some of the non-audible single units were recruited during conditioning, (b) some were recruited differentially depending on the phase of the paradigm (listen, rest, or silent sing), and (c) single unit firing patterns were specific for different tone frequencies such that the tone could be recognized from the pattern of single unit firings. These data are important when conditioning single unit firings in brain-computer interfacing tasks because they provide evidence that increased numbers of previously unrelated single units can be incorporated into the task. This incorporation expands the bandwidth of the recorded single unit population and thus enhances the brain-computer interface. This is the first report of conditioning of single unit firings in a human participant with a brain to computer implant. (shrink)

It first appeared in 1689 (although dated 1690) with the printed title An Essay Concerning Humane Understanding. He describes the mind at birth as a blank slate (tabula rasa, although he did not use those actual words) filled later through experience. During the first outbreak of COVID-19, the F rench governmental advisory council on bioethics suggested the need to support healthcare providers with ad hoc “ethical support units.” Several units engaged in such endeavors across the country. This article outlines some methodological considerations made by the Cochin Hospital Clinical Ethics Center (the Cec). The Cec was founded in 2002 to provide clinical ethics support services. While its approach was inspired by North American models, it was shaped by and adapted to the (...) French context. This approach is called the “Commitment Model,” as it draws upon societal engagement in all phases of its service and places the perspectives of individual patients at its core. During the first outbreak of COVID-19 pandemic, the Cec received a greater number of requests about recurring care practices or ethical guidelines and recommendations than single clinical ethics dilemmas. Through the presentation of an illustrative consultation, this article describes how, while the Cec made some adjustments to its service for the emergency situation, it preserved its case-by-case approach rather than engaging in what it calls organizational and institutional ethics. Such an approach allowed the Cec to refocus attention to individual patients and their unique circumstances and to support decision makers by the use of case-by-case, problematized, ethical reflections. Derek Parfit's Reasons and Persons is a long, difficult and fascinating book, inside which three shorter, clearer and better books are struggling to get out. The third of these shorter but better books deals with the problem of Future Generations, and that is the book I want to discuss. In it Parfit tries, but fails, to find a theory—Theory X, he calls it—which will deal with various problems and issues which he develops, and in particular the issue which I will (...) call the Parfit Population Problem, the problem of how many people there ought to be. n 1695 John Locke published The Reasonableness of Christianity, an enquiry into the foundations of Christian belief. He did so anonymously, to avoid public involvement in the fiercely partisan religious controversies of the day. In the Reasonableness Locke considered what it was to which allChristians must assent in faith; he argued that the answer could be found by anyone for themselves in the divine revelation of Scripture alone. He maintained that the requirements of Scripture were few and simple, and therefore (...) offered a basis for tolerant agreement among all Christians, and thepromise of peace, stability, and security through toleration. This is the first critical edition of the Reasonableness: for the first time an authoritative annotated text is presented, with full information about sources, variants, amendments, and the publishing history of the work. Also provided in the editorial notes are cross-references, references to otherworks by Locke, definitions of terms, and other information conducive to an understanding of the text.Though modern interest has focused particularly on Locke's philosophy and political theory, increasing attention is being paid to his religious thought. Moral debunking arguments are meant to show that, by realist lights, moral beliefs are not explained by moral facts, which in turn is meant to show that they lack some significant counterfactual connection to the moral facts (e.g., safety, sensitivity, reliability). The dominant, “minimalist” response to the arguments—sometimes defended under the heading of “third-factors” or “pre-established harmonies”—involves affirming that moral beliefs enjoy the relevant counterfactual connection while granting that these beliefs are not explained by the moral facts. We show that (...) the minimalist gambit rests on a controversial thesis about epistemic priority: that explanatory concessions derive their epistemic import from what they reveal about counterfactual connections. We then challenge this epistemic priority thesis, which undermines the minimalist response to debunking arguments (in ethics and elsewhere). (shrink)

This is the second and concluding volume of a biography of Edmund Burke, a key figure in eighteenth-century British and Irish politics and intellectual life. Covering the most interesting years of his life, its leading themes are India and the French Revolution. Burke was largely responsible for the impeachment of Warren Hastings, former Governor-General of Bengal. The lengthy trial of Hastings is recognized as a landmark episode in the history of Britain's relationship with India. Lock provides the first day-by-day account (...) of the entire trial, highlighting some of the many disputes about evidence as well as the great set speeches by Burke and others. In 1790, Burke published Reflections on the Revolution in France, the earliest sustained attack on the principles of the Revolution. Continuously in print ever since, the Reflections remains the most widely read and quoted book about the Revolution. The Reflections was followed by a series of anti-revolutionary writings, as Burke maintained his crusade against the Revolution to the end of his life. In addition to these leading themes, the biography examines many other topics in its coverage of Burke's busy and varied life: his parliamentary career; his family, friendships, and philanthropy; and his often difficult and obsessive personality. There are more than thirty illustrations, including many contemporary caricatures that convey how Burke was perceived by an often hostile and uncomprehending public. Controversial in his time, Burke is now regarded as one of the greatest of orators in the English language, as well as one of the most influential political philosophers in the Western tradition. The problem of necessity is fundamentally a problem of knowledge: how can we know not just that something is so but that it must be so, not just that a statement is true but that it must be true? The problem arises the moment we make two fairly familiar assumptions: that all knowledge comes, in the end, from experience; and that experience can tell us only that something is so and not that it must be so. From these it follows (...) immediately that there can be no knowledge of necessary truths. Yet obviously we do have such knowledge: we know that bachelors must be unmarried and that the angles of a Euclidean triangle must total 180°. It seems equally obvious that we do not learn such facts from experience, from observing bachelors and triangles, so it seems clear which of the assumptions is mistaken. Whatever may be the success of Locke's attack on innate knowledge, it seems undeniable that we do have knowledge which does not come from experience. We do possess some a priori knowledge, viz. knowledge of necessary truths. (shrink)

Edmund Burke was one of the most profound, versatile, and accomplished thinkers of the eighteenth century. Born and educated in Dublin, he moved to London to study law, but remained to make a career in English politics, completing A Philosophical Enquiry into the Origin of Our Ideas of the Sublime and Beautiful before entering the political arena. A Member of Parliament for nearly thirty years, his speeches are still read and studied as classics of political thought, and through his best-known (...) work, Reflections on the Revolution in France he has continued to exercise a posthumous influence as `the father of conservatism'. This is the first full, scholarly biography of Burke for over a generation, to be completed in two volumes. The first volume covers the years between 1730-1784, and describes his Irish upbringing and education, early writing, and his parliamentary career throughout the momentous years of the American War of Independence.
