In this essay we present three biases that make it difficult to represent farmer voices in a meaningful way. These biases are information bias, individual bias, and short-term bias. We illustrate these biases through two case studies. One is the case of Golden Rice in the Philippines and the other is the case of Bt cotton in India.

Despite its use to exemplify how the world is “flat,” India is in many ways “spiky.” Hyderabad is a prosperous hub of information–communication technology while its impoverished agricultural hinterland is best known for dysfunctional agriculture and farmer suicide. Based on the belief that a lack of knowledge and skill lay at the root of agrarian distress, the “e-Sagu” project aimed to leverage the city’s scientific expertise and ICT capability to aid cotton farmers. The project fit with a national surge of (...) “last mile” projects bringing ICT to the village, but it was unique in using ICT to connect farmers directly with agricultural scientists acting as advisors. Such projects fit the interests of many actors, which has led to an unrealistic national enthusiasm about their impacts. This article uses the first five years of the project as a lens to view the cultural nature of both indigenous agricultural knowledge and “scientific” agricultural advising. Unlike lay publics whose uptake of science is better known, with farmers the invention and adoption of agro-scientific knowledge is deeply embedded in daily productive activities and sociocultural interactions. E-Sagu eventually had to abandon its construction of agricultural science as objective and acultural, resorting to rural methods of persuasion. It also found that it could only survive by joining forces with companies promoting commodification of agricultural inputs, which was a cause of the agrarian distress it sought to alleviate. Introduction For philosophers, the current phase of the debate with which this volume is concerned can be taken to have begun in 1986, when Jane Heal and Robert Gordon published their seminal papers (Heal, 1986; Gordon, 1986; though see also, for example, Stich, 1981; Dennett, 1981). They raised a dissenting voice against what was becoming a philosophical orthodoxy: that our everyday, or folk, understanding of the mind should be thought of as theoretical. Mental simulation is the simulation, replication or re-enactment, usually in imagination, of the thinking, decision-making, emotional responses, or other aspects of the mental life of another person. According to simulation theory, mental simulation in imagination plays a key role in our everyday psychological understanding of other people. The same mental resources that are used in our own thinking, decision-making or emotional responses are redeployed in imagination to provide an understanding of the thoughts, decisions or emotions of another.

A major recurrent feature of the intellectual landscape in cognitive science is the appearance of a collection of essays by Noam Chomsky. These collections serve both to inform the wider cognitive science community about the latest developments in the approach to the study of language that Chomsky has advocated for almost fifty years now,1 and to provide trenchant criticisms of what he takes to be mistaken philosophical objections to this approach. This new collection contains seven essays, the earliest of which (...) were first published about ten years ago. So the linguistic work that is summarised is within the principles and parameters approach and some of the essays (particularly the first and last) provide an outline of the main ideas of the emerging minimalist programme.2 But this is not primarily a book about the details of recent linguistic theory. Rather, in these essays Chomsky offers a wealth of critical commentary on some of the most influential arguments in the philosophy of mind and language that have appeared over the past two decades or so. Indeed, Chomsky discusses a vast range of philosophical topics and reaches some radical conclusions – that many influential philosophical discussions on language and mind are utterly misconceived and that, for example, the traditional mind-body problem cannot even be coherently stated. This paper examines Roger Scruton's acousmatic account of music, situating it in relation to the anthropology that accompanies it. It suggests that in order to adequately maintain the anthropology Scruton desires (a cognitive rather than an ontological dualism), and to take full account of the parallel he draws between musical and inter-personal understanding (through gesture), the materiality of music needs to be more fully into his account of musical understanding.

When considering the value of friendship, most philosophers ignore the negatives. Most assume that humans need friends to flourish, and some argue that friendships can be good, no matter the risks entailed. This makes conversations about the value of friendship one-sided. Here, I argue that Cynics and Pessimists have an important view on friendship, despite it being ignored. They hold that: (a) friendship is unnecessary for flourishing, and (b) friendship presents ethical risks, especially to one’s own self-sufficiency. I defend these (...) views. Then I conclude with reflections on why Cynics and Pessimists actually make great friends. By helping people to focus on vulgar human nature and the flaws that humans have, they create an unpretentious basis for friendship. (shrink)

Expounds on the relationship between theory and practice as applied, adjusted, and inaugurated in health care.

This paper does two things. First, it interprets the work of W. E. B. Du Bois to reveal that the meanings of race terms are grounded by both a historical and an aspirational component. Race terms refer to a backward-looking component that traces the history of the group to its present time, as well as a forward-looking component that sets out values and goals for the group. Race terms thus refer to a complex cluster of concepts that involve biological, sociological, (...) historical, moral, and political properties. Second, the paper defends W. E. B. Du Bois’s conservationist thesis about races, which holds that we should maintain race talk and racial distinctions. But instead of offering philosophical evidence, this paper defends the plausibility of the conservationist thesis with evidence from contemporary biology and psychology. It argues that, instead of eliminating race terms or concepts, we should conserve and revise them. (shrink)

This philosophical treatise on the foundations of semantics is a systematic effort to clarify, deepen, and defend the classical doctrine that words are conventional signs of mental states, principally thoughts and ideas, and that meaning consists in their expression. This expression theory of meaning is developed by carrying out the Gricean program, explaining what it is for words to have meaning in terms of speaker meaning, and what it is for a speaker to mean something in terms of intention. The foundations of the expression theory are explored at length, and the author develops the theory of thought as a fundamental cognitive phenomenon distinct from belief and desire, argues for the thesis that thoughts have parts, and identifies ideas or concepts with parts of thoughts. Assessing the success or failure of a work of architecture typically requires determining its function. However, architectural criticism often founders on apparently intractable disputes concerning the 'true' function of particular works. In this essay, I propose that the proper function of an architectural work is a matter of empirical fact, and can be determined by examining the history of the relevant architectural type. I develop this claim by appeal to the so-called 'etiological theory of function'.

Michael Davis, a leading figure in the study of professional ethics, offers here both a compelling exploration of engineering ethics and a philosophical analysis of engineering as a profession. After putting engineering in historical perspective, Davis turns to the Challenger space shuttle disaster to consider the complex relationship between engineering ideals and contemporary engineering practice. Here, Davis examines how social organization and technical requirements define how engineers should (and presumably do) think.
