Abstract In this essay, a new approach for the ethical study of emerging technology ethics will be presented, called anticipatory technology ethics (ATE). The ethics of emerging technology is the study of ethical issues at the R&D and introduction stage of technology development through anticipation of possible future devices, applications, and social consequences. I will argue that a major problem for its development is the problem of uncertainty, which can only be overcome through methodologically sound forecasting and futures studies. (...) I will then consider three contemporary approaches to the ethics of emerging technologies that use forecasting: ethical technology assessment, the techno-ethical scenarios approach and the ETICA approach, and I considered their strengths and weaknesses. Based on this critical study, I then present my own approach: ATE. ATE is a conceptually and methodologically rich approach for the ethical analysis of emerging technologies that incorporates a large variety of ethical principles, issues, objects and levels of analysis, and research aims. Grief is often described as characterized by a particular emotional response to another person’s death. While this is true of paradigm cases, we argue that a broader notion of grief allows accommodating forms of this emotional experience that deviate from the paradigmatic case. The bulk of the paper explores such a nonparadigmatic form of grief, anticipatory-vicarious grief, which is typically triggered by pondering the inevitability of our own death. We argue that AV-grief is a particular moral emotion that serves (...) a unique function and is indissolubly linked to the practical identities of human agents. Epistemic injustices are wrongs that agents can suffer in their capacity as knowers. In this article, I offer a conceptualisation of a phenomenon I call anticipatory epistemic injustice, which I claim is a distinct and particularly pernicious type of epistemic injustice worthy of independent analysis. I take anticipatory epistemic injustice to consist in the wrongs that agents can suffer as a result of anticipated challenges in their process of taking up testimony-sharing opportunities. I distinguish my account from paradigmatic (...) cases of epistemic injustice, such as Miranda Fricker’s concepts of testimonial injustice and hermeneutical injustice; additionally, I differentiate my view from Kristie Dotson’s account of testimonial smothering. I argue, ultimately, that anticipatory epistemic injustice is a useful addition to our current taxonomy of epistemic injustices, as it has promising explanatory potential for a range of non-standard cases of epistemic injustice. We argue that living systems process information such that functionality emerges in them on a continuous basis. We then provide a framework that can explain and model the normativity of biological functionality. In addition we offer an explanation of the anticipatory nature of functionality within our overall approach. We adopt a Peircean approach to Biosemiotics, and a dynamical approach to Digital-Analog relations and to the interplay between different levels of functionality in autonomous systems, taking an integrative approach. We then (...) apply the underlying biosemiotic logic to a particular biological system, giving a model of the B-Cell Receptor signaling system, in order to demonstrate how biosemiotic concepts can be used to build an account of biological information and functionality. Next we show how this framework can be used to explain and model more complex aspects of biological normativity, for example, how cross-talk between different signaling pathways can be avoided. Overall, we describe an integrated theoretical framework for the emergence of normative functions and, consequently, for the way information is transduced across several interconnected organizational levels in an autonomous system, and we demonstrate how this can be applied in real biological phenomena. Our aim is to open the way towards realistic tools for the modeling of information and normativity in autonomous biological agents. (shrink)

Nanotechnology presents significant challenges in terms of developing a regulatory framework. This is due to a lack of scientific knowledge about the behaviour of the technology in its interactions with biological and ecological processes, the environment and other technologies. Crucially, there is a great deal of uncertainty surrounding the potential environmental and human health and safety impacts of NT. Consequently, the development of NT is a potential test case for framing new models of ‘soft law’ voluntary governance as a substitute (...) for traditional command and control type regulation. Driven by ‘new science governance,’ an approach based on a combination of ideas in anticipatory ethics, future-oriented responsibility, upstream public engagement and deliberation and theories of justice may offer a solution. The uniqueness of the approach can be found in the incorporation of anticipatory approaches via public participation and deliberation as the input into procedural justice approaches with distributional justice as the output. The overarching objective of this work is to contribute to the discussion in relation to the internalisation of responsibility and the building of intellectual and societal capacity to anticipate negative consequences before they arise in the hope that such an approach could be the antithesis of the retrospective imposition of responsibility and liability after the harm is done, which is the outcome of traditional regulatory and ethical approaches. The essays in this issue of JMP are devoted to critical engagement of my book, The Anticipatory Corpse. The essays, for the most part, accept the main thrust of my critique of medicine. The main thrust of the criticism is whether the scope of the critique is too totalizing, and whether the proposed remedy is sufficient. I greatly appreciate these interventions because they allow me this occasion to respond and clarify, and to even further extend the argument of my (...) book. In this response essay, I maintain that the regnant social imaginary of medicine is the regnant social imaginary of our time. It is grounded in a specific ontotheology: where ontology is a power ontology; where material is malleable to the open-ended organization of power and dependent only on working out the efficient mechanisms of its enactment; where ethically it is oriented only to the immanent telos of utility maximization in the short run, and ultimately to some posthuman future in the long run. This ontotheology originates in the anticipatory corpse and is ordered toward some god-like posthuman being. The entire ontotheology finds enactment through the political economy of neoliberalism. This social imaginary constantly works to insulate itself from other social imaginaries through the use of its institutional power, through marginalization, circumscription, or absorption. The modern social imaginary of neoliberal societies marginalizes and politically isolates other social imaginaries, or transforms them into something acceptable to the neoliberal imaginary. Yet, these other social imaginaries could influence the larger social imaginary in novel ways, sometimes through withdrawal and sometimes through challenges. These other practices—again, usually practices ordered according to different ontological and teleological purposes—might serve as a source of renewal and transformation, but only if the practitioners of these other social imaginaries understand the ontotheological powers that they are up against. The technical details of Internet architecture affect social debates about privacy and autonomy, intellectual property, cybersecurity, and the basic performance and reliability of Internet services. This paper explores one method for practicing anticipatory ethics in order to understand how a new infrastructure for the Internet might impact these social debates. This paper systematically examines values expressed by an Internet architecture engineering team—the Named Data Networking project—based on data gathered from publications and internal documents. Networking engineers making technical choices also (...) weigh non-technical values when working on Internet infrastructure. Analysis of the team’s documents reveals both values invoked in response to technical constraints and possibilities, such as efficiency and dynamism, as well as values, including privacy, security and anonymity, which stem from a concern for personal liberties. More peripheral communitarian values espoused by the engineers include democratization and trust. The paper considers the contextual and social origins of these values, and then uses them as a method of practicing anticipatory ethics: considering the impact such priorities may have on a future Internet. Under the assumption that anticipatory models are required for anticipatory behavior, an important question arises about the different manners in which organisms acquire anticipatory models. This article aims to articulate four different non-exhaustive ways that anticipatory models might possibly be acquired over both phylogenetic and ontogenetic timescales and explore the relationships among them. To articulate these different model-acquisition mechanisms, four schematics will be introduced, each of which represents a particular acquisition structure that can be used for (...) the purposes of comparison, analysis, and hypothesis formulation. By bringing to the fore the differences and similarities between each of the four ways that anticipatory models are acquired, a more complete picture of both anticipatory behavior and its pervasive role in biological self-maintenance can be offered. In doing so, this article helps not only to shed light on how anticipatory behavior might arise in the wide range of organisms that it has been observed in but also to throw into relief the subtle and often still overlooked causal interplay between ontogenetic and phylogenetic plasticity. We present a visual world eye-tracking study on Tseltal (a Mayan language) and investigate whether verbal information can be used to anticipate an upcoming referent. Basic word order in transitive sentences in Tseltal is Verb–Object–Subject (VOS). The verb is usually encountered first, making argument structure and syntactic information available at the outset, which should facilitate anticipation of the post-verbal arguments. Tseltal speakers listened to verb-initial sentences with either an object-predictive verb (e.g., “eat”) or a general verb (e.g., “look for”) (e.g., (...) “Ya slo’/sle ta stukel on te kereme,” Is eating/is looking (for) by himself the avocado the boy/ “The boy is eating/is looking (for) an avocado by himself”) while seeing a visual display showing one potential referent (e.g., avocado) and three distractors (e.g., bag, toy car, coffee grinder). We manipulated verb type (predictive vs. general) and recorded participants' eye movements while they listened and inspected the visual scene. Participants’ fixations to the target referent were analyzed using multilevel logistic regression models. Shortly after hearing the predictive verb, participants fixated the target object before it was mentioned. In contrast, when the verb was general, fixations to the target only started to increase once the object was heard. Our results suggest that Tseltal hearers pre-activate semantic features of the grammatical object prior to its linguistic expression. This provides evidence from a verb-initial language for online incremental semantic interpretation and anticipatory processing during language comprehension. These processes are comparable to the ones identified in subject-initial languages, which is consistent with the notion that different languages follow similar universal processing principles. Crediting scientific discovery for prolonging life is pervasive in biomedical histories of the genetic blood disorder, sickle cell disease. This includes the preventive strategies, such as newborn screening, that have underwritten the success of its life-extending interventions. Newborn screening is a technology that relies not only upon intact health infrastructures but also expertise and enhanced vigilance on the part of caregivers to anticipate complications while they are still open to circumvention. This paper posits that even after overcoming institutional barriers to (...) make newborn screening equitably available, care and vigilance are resources that are themselves subject to what I term anticipatory politics, where structural conditions also stratify expectations for the future, including the affective appeal of medical innovations. This paper elaborates the paradigm of anticipatory politics through an ethnographic examination of newborn screening to connect the comprehensive care practices that have improved survival for sickle cell disease, and as the burden of mortality shifts to young adulthood, to expose how those who are resourced to care for these futures preferentially stand to benefit from preventive interventions. This paper presents an experimental approach for engaging undergraduate STEM students in anticipatory ethical reasoning, or ethical reasoning applied to the analysis of potential mid- to long-term implications and outcomes of technological innovation. The authors implemented two variations of an approach that integrates three key components—scenario analysis, design fiction, and ethical frameworks—into five sections of an introductory course on the social contexts of science and technology that is required of STEM majors. The authors dub this approach Creative Anticipatory (...) Ethical Reasoning, or CAER. Scenario analysis is a strategy emerging from business consulting for grounded analysis of plausible future trajectories to inform planning. Design fiction is a creative hands-on activity that blends science fiction and design prototyping to facilitate critical thinking with respect to the societal dimensions of a plausible future technology. The authors present the following findings: in each of the variations, students demonstrated significant engagement with CAER and a substantive shift in their conception of what constitutes responsible innovation and ethical conduct in science and technology. Specifically, their integration of ethical reasoning with stakeholder perspectives and scenario analysis reframed technologies, from unproblematic solutions for societal problems to socially-embedded forms of life that might diverge from designers’ intentions. This suggests that CAER could be a useful pedagogical intervention for expanding students’ ethical engagement to consider the potential unintended consequences of technological innovation. (shrink)

To examine whether anticipatory attention or expectancy is a cognitive process that is automatic or requires conscious control, we employed a paired-stimulus event-related potential paradigm during the transition to sleep. The slow negative ERP wave observed between two successive stimuli, the Contingent Negative Variation , reflects attention and expectancy to the second stimulus. Thirteen good sleepers were instructed to respond to the second stimulus in a pair during waking sessions. In a non-response paradigm modified for sleep, participants then fell (...) asleep while tones played. As expected, N1 decreased and P2 increased in amplitude systematically with the loss of consciousness at sleep onset; the CNV was increasingly more positive. Sleep onset latency was correlated with the amplitude of the CNV. The systematic attenuation of the CNV waveform at sleep onset and its absence in sleep indicates that anticipatory attention requires endogenous conscious control. (shrink)

This article derives from the Buddhist Nikāya Suttas the idea that fear has an intentional object that is best analysed in anticipatory terms. Something is feared, I argue, if construed as dangerous, where to construe something as dangerous is to anticipate it will cause certain unwanted effects. To help explain what this means, I appeal to the concept of formal objects in the philosophy of emotions and to predictive processing accounts of perception. I demonstrate how this analysis of fear (...) can do exegetical work in the context of the Nikāya Suttas, and respond to philosophical issues concerning the relation between the intentional and anticipatory dimensions of fear; the relevant anticipated effects of feared objects; and whether fearing subjects necessarily know they anticipate unwanted effects. I also draw an analogy to allostatic sensations to engage issues concering how the anticipatory dimension of fear relates to the motivational. (shrink)

This article reviews evidence suggesting that the cause of approach and avoidance behavior lies not so much in the presence (i.e., the stimulus) but, rather, in the behavior’s anticipated future consequences (i.e., the goal): Approach is motivated by the goal to produce a desired consequence or end-state, while avoidance is motivated by the goal to prevent an undesired consequence or end-state. However, even though approach and avoidance are controlled by goals rather than stimuli, affective stimuli can influence action control by (...) priming associated goals. An integrative ideomotor model of approach and avoidance is presented and discussed. (shrink)

The purpose of this paper is to present a general mechanistic framework for analyzing causal representational claims, and offer a way to distinguish genuinely representational explanations from those that invoke representations for honorific purposes. It is usually agreed that rats are capable of navigation because they maintain a cognitive map of their environment. Exactly how and why their neural states give rise to mental representations is a matter of an ongoing debate. I will show that anticipatory mechanisms involved in (...) rats’ evaluation of possible routes give rise to satisfaction conditions of contents, and this is why they are representationally relevant for explaining and predicting rats’ behavior. I argue that a naturalistic account of satisfaction conditions of contents answers the most important objections of antirepresentationalists. (shrink)

This article explores communicative aspects of preparing others, by studying prenatal education classes in which midwives prepare expectant parents for delivery. Data include documentation from classes and interviews with the presenters. This twofold dataset enables investigation into how ideologies of communication figure into the production of discourse. A dominant idea is that discourse can stand in for lived experience in the endeavor to decrease nervousness and fear in the expectant parents. The observation data are therefore analyzed by paying attention to (...) how the expectant parents’ future deliveries are discursively represented. Drawing on the conceptual framework for analyzing anticipatory discourse, the study shows how the midwives largely frame this future as predictable and the mother as highly agentive. When addressing unexpected turbulence, however, the midwives use the opportunity to stress the agency of medical professionals to maintain a representation of the delivery event as generally predictable. Nothing really happens as we hope it will, nor as we fear it will.” 1 Améry appropriates this quote of Proust to highlight how our imaginative powers can never approach its reality during an extreme event. This failure of what he coins our anticipatory imagination is depicted in his phenomenological account of torture, an event whose extremity is later compared to another embodied experience: that of aging. Equating torture (...) with aging may seem shocking to some, and Améry was critiqued for suggesting such a parallel, particularly since he narrates a lived experience with the latter at the mere age of fifty-five. He revisits this critique in the preface to the fourth edition of On Aging: Revolt and Resignation where he states: "Today as much as yesterday I think that society has to undertake everything to relieve old and aging persons of their unpleasant destiny. And at the same time I stick to my position that all high- minded and reverential efforts in this direction, though indeed capable of being somewhat soothing- are still not capable of changing anything fundamental about the tragic hardship of aging." - Jean Améry, On Aging [Améry’s emphasis] The “today” of society that Améry referenced was 1977. But what about today? Is Améry correct in projecting that despite our best efforts nothing fundamental can change the quite unbearable experience of aging? Are attempts to aid the aging complicit in a “vile dupery” that ends in “metaphorically empty” phrases such as “rest in peace”? 3 I would like to pose these questions in the wake of a heated debate in France regarding the legality of assisted suicide for aging persons. Thus, this paper seeks to not only dissect his account of aging but to ask whether his philosophy could be read alongside current French thinkers to better assess comment mourir dans la dignité. Open peer commentary on the article “A Computational Constructivist Model as an Anticipatory Learning Mechanism for Coupled Agent–Environment Systems” by Filipo Studzinski Perotto. Upshot: The CALM cognitive agent with its learning mechanism, as presented by the author, can be described as “trivially constructivist.” Probably, at best, it can be seen as a model of the empirical abstraction but not of the reflective abstraction. The “intrinsic motivations” in the simulated agent presented as “evaluative signals” sent from the agent’s “body” to (...) its “mind” can be seen as low-level physiological drives. They cannot account for far more sophisticated intrinsic motivations such as curiosity. (shrink)

Although big-data research has met with multiple controversies in diverse fields, political and security implications of big data in life sciences have received less attention. This paper explores how threats and risks are anticipated and acted on in biobanking, which builds research repositories for biomedical samples and data. Focusing on the biggest harmonisation cluster of biomedical research in Europe, BBMRI-ERIC, the paper analyses different logics of risk in the anticipatory discourse on biobanking. Based on document analysis, interviews with ELSI (...) experts, and field research, three types of framing of risk are reconstructed: data security, privacy, and data misuse. The paper finds that these logics downplay the broader social and political context and reflects on the limits of the practices of anticipatory governance in biobanking. It argues that this regime of governance can make it difficult for biobanks to address possible future challenges, such as access to biomedical data by authorities, pressures for integrating biobank data with other type of personal data, or their use for profiling beyond medical purposes. To address potential controversies and societal implications related to the use of big data in health research and medicine, the paper suggests to expand the vocabulary and practices of anticipatory governance, in the biobanking community and beyond. Traditional state v. state war is largely a relic. How then does a nation-state protect itself - preemptively - against the unseen enemy? Existing international law - the Caroline Doctrine, UN Charter Article 51, Security Council Resolutions 1368 and 1373 - do not provide sufficiently clear guidelines regarding when a state may take preemptive or anticipatory action against a non-state actor. This article proposes rearticulating international law to allow a state to act earlier provided sufficient intelligence is available. After (...) examining international law, this article proposes a process-based "strict-scrutiny" approach to self-defense. Under this approach, the executive will have to convince a court, based on relevant, reliable, viable, and corroborated intelligence, that preemptive action is appropriate. This process leads to a check on the power o the executive by placing a judicial check on preemptive action, consequently establishing objective legal criteria for operational counterterrorism. Abstract Many anticipatory systems cannot in themselves act meaningfully or represent intentionally. This stems largely from the derivative nature of their functionality. All current artificial control systems, and many living systems such as organs and cellular parts of organisms derive any intentionality they might have from their designers or possessors. Derivative functionality requires reference to some external autonomously functional system, and derivative intentionality similarly requires reference to an external autonomous intentional system. The importance of autonomy can be summed up (...) in the following slogan: No meaning without intention; no intention without function; no function without autonomy. This paper develops the role of autonomy to show how learning new tasks is facilitated by autonomy, and further by representational capacities that are functional for autonomy. (shrink)

In this article I will consider John D. Caputo’s ‘radical hermeneutics’, with ‘undecidability’ as its major theme, in conversation with Martin Heidegger’s notion of ‘anticipatory resoluteness’. Through an examination of the positions of Caputo and Heidegger I argue that Heidegger’s notion of ‘anticipatory resoluteness’ reaches far beyond the claims of ‘radical hermeneutics’, and that it assumes a reconstructive process which carries within its scope the overtones of deconstruction, the experience of repetition and authenticity and also the implications of (...) Gelassenheit. Further, I am arguing that Caputo’s ‘radical hermeneutics’ is problematic and even erroneous when it comes to criticize Heidegger’s thought portraying it as being founded on ‘the myth of the early Greeks’. Games and simulations--from quantitative modeling to immersive, experiential scenarios--as methods for engagement within futures studies have a substantial history. In recent years, there has been a surge of projects using a wide array of tools. As practitioners and researchers have gravitated toward more playful approaches, there is a need to review and evaluate such approaches. This chapter provides an introduction to gaming and simulations as anticipatory processes. Offering a snapshot of contemporary projects from around the world, this chapter utilizes (...) a range of voices and perspectives on gaming and simulations to explore how such tools and methods use the future. Risks allow a probability calculation; uncertainties do not. The incalculability of uncertainties may depend on many different factors. It may be that one does not have all the relevant information and that by collecting more information one may eventually deduce the distribution of the relevant events. However, this chapter’s claim is stronger than that: it claims that uncertain events are such that no increase of available information will allow their treatment as risks. The uncertainty of uncertain events is structural and (...) does not depend on a lack of information. We shall distinguish uncertainty arising from incomplete knowledge from uncertainty inherent in the system. The former is a kind of risk, the latter is uncertainty proper. Risk and uncertainty pertain to two different classes of events and there is no crossable boundary between them.The vast majority of future events are uncertain in the sense specified. Put otherwise, only a tiny minority of future events are amenable to probability assessments.The difference between risks and uncertainties shows that the expression “risk management” is far from adequate, since it explicitly refers only to risks and sidelines uncertainties. On the other hand, both risks and uncertainties should be addressed. By adding a reference to anticipation, the expression “anticipatory risk management” suggests a perhaps less inadequate coverage of the field. (shrink)
