Der Begriff "Zweite Natur", der schon in der Antike Verwendung findet, nimmt in den philosophischen Debatten der Gegenwart eine Schlusselstellung ein. Auch wenn er in verschiedenen Traditionszusammenhangen jeweils anders gedeutet wird, soll mit dem Begriff doch immer das Problem gelost werden, wie sich Natur und Freiheit, kausale Notwendigkeit und menschlicher Geist zueinander verhalten. In der auf Marx zuruckgehenden Tradition wird mit "Zweiter Natur" in kritischer Absicht der historischen Umstand bezeichnet, dass sich die geschichtliche Entwicklung weiterhin ohne vernunftige Planung und daher (...) wie ein blinder Naturprozess vollzieht; in der sich auf Hegel berufenden und an Aristoteles anschliessenden Tradition wird mit "Zweiter Natur" die Tatsache umrissen, dass sich viele unserer kognitiven und moralischen Verhaltensweisen als Resultate von Gewohnheitsbildungen verstehen lassen und daher so etwas wie eine kunstliche Natur im Ganzen unserer Lebensweise darstellen; und schliesslich wird in einer dritten, eher auf Nietzsche und Freud zuruckgehenden Tradition mit dem Verweis auf unsere "Zweite Natur" die Aufmerksamkeit darauf gelenkt, dass in das menschliche Verhalten immer auch Zwange unserer biologischen Natur hineinragen und dieses daher wie von aussen beeinflussen oder gar bestimmen. Der Kongress der Internationalen Hegel-Vereinigung vom 14. - 17. Juni 2017 in Stuttgart suchte zur Aufklarung des Verhaltnisses dieser drei mit dem Begriff der "Zweiten Natur" verknupften Assoziationsfelder beizutragen. In elf Kolloquien, deren Beitrage dieser Band nun veroffentlicht, wurde im Lichte verschiedener Disziplinen diskutiert, wie die Beziehung zwischen menschlicher Freiheit und Natur angemessen aufzufassen ist; das Themenspektrum reichte dabei von historischen Auseinandersetzungen mit einzelnen Traditionen und Epochen bis zur Behandlung der Rolle der "Zweiten Natur" in der Asthetik, der Sozialphilosophie, der Psychoanalyse und der Anthropologie. Erganzt wurde dieser thematische Bogen durch drei Plenarvortrage und einem Forum freier Kurzvortrage, auf dem NachwuchswissenschaftlerInnen ihre Uberlegungen zur Fragestellung des Kongresses vorstellen konnten. Der Band bietet damit einen sowohl historischen wie systematischen Uberblick uber einen philosophischen Schlusselbegriff der Gegenwart. (shrink)

Background The ethical governance of Artificial Intelligence (AI) in health care and public health continues to be an urgent issue for attention in policy, research, and practice. In this paper we report on central themes related to challenges and strategies for promoting ethics in research involving AI in global health, arising from the Global Forum on Bioethics in Research (GFBR), held in Cape Town, South Africa in November 2022. Methods The GFBR is an annual meeting organized by the World Health (...) Organization and supported by the Wellcome Trust, the US National Institutes of Health, the UK Medical Research Council (MRC) and the South African MRC. The forum aims to bring together ethicists, researchers, policymakers, research ethics committee members and other actors to engage with challenges and opportunities specifically related to research ethics. In 2022 the focus of the GFBR was “Ethics of AI in Global Health Research”. The forum consisted of 6 case study presentations, 16 governance presentations, and a series of small group and large group discussions. A total of 87 participants attended the forum from 31 countries around the world, representing disciplines of bioethics, AI, health policy, health professional practice, research funding, and bioinformatics. In this paper, we highlight central insights arising from GFBR 2022. Results We describe the significance of four thematic insights arising from the forum: (1) Appropriateness of building AI, (2) Transferability of AI systems, (3) Accountability for AI decision-making and outcomes, and (4) Individual consent. We then describe eight recommendations for governance leaders to enhance the ethical governance of AI in global health research, addressing issues such as AI impact assessments, environmental values, and fair partnerships. Conclusions The 2022 Global Forum on Bioethics in Research illustrated several innovations in ethical governance of AI for global health research, as well as several areas in need of urgent attention internationally. This summary is intended to inform international and domestic efforts to strengthen research ethics and support the evolution of governance leadership to meet the demands of AI in global health research. Conscious states—state that there is something it is like to be in—seem both rich or full of detail and ineffable or hard to fully describe or recall. The problem of ineffability, in particular, is a longstanding issue in philosophy that partly motivates the explanatory gap: the belief that consciousness cannot be reduced to underlying physical processes. Here, we provide an information theoretic dynamical systems perspective on the richness and ineffability of consciousness. In our framework, the richness of conscious experience corresponds (...) to the amount of information in a conscious state and ineffability corresponds to the amount of information lost at different stages of processing. We describe how attractor dynamics in working memory would induce impoverished recollections of our original experiences, how the discrete symbolic nature of language is insufficient for describing the rich and high-dimensional structure of experiences, and how similarity in the cognitive function of two individuals relates to improved communicability of their experiences to each other. While our model may not settle all questions relating to the explanatory gap, it makes progress toward a fully physicalist explanation of the richness and ineffability of conscious experience—two important aspects that seem to be part of what makes qualitative character so puzzling. The rise of Big Data in the social realm poses significant questions at the intersection of science, technology, and society, including in terms of how new large-scale social databases are currently changing the methods, epistemologies, and politics of social science. In this commentary, we address such epochal questions by way of a experiment: at the Danish Technical University in Copenhagen, an interdisciplinary group of computer scientists, physicists, economists, sociologists, and anthropologists is setting up a large-scale data infrastructure, meant to continually (...) record the digital traces of social relations among an entire freshman class of students. At the same time, fieldwork is carried out on friendship relations amongst the same group of students. On this basis, the question we pose is the following: what kind of knowledge is obtained on this social micro-cosmos via the Big and Small Data, respectively? How do the two relate? Invoking Bohr’s principle of complementarity as analogy, we hypothesize that social relations, as objects of knowledge, depend crucially on the type of measurement device deployed. At the same time, however, we also expect new interferences and polyphonies to arise at the intersection of Big and Small Data, provided that these are, so to speak, mixed with care. These questions, we stress, are important not only for the future of social science methods but also for the type of societal knowledge that may be expected from new large-scale social databases. Time is a fundamental dimension of consciousness. Many studies of the “sense of agency” have investigated whether we attribute actions to ourselves based on a conscious experience of intention occurring prior to action, or based on a reconstruction after the action itself has occurred. Here, we ask the same question about a lower level aspect of action experience, namely awareness of the detailed spatial form of a simple movement. Subjects reached for a target, which unpredictably jumped to the side on (...) some trials. Participants expressed their expectancy of a target shift during the upcoming movement, pointed at the target as quickly and accurately as possible before returning to the start posiment to the target shift if required and reproduced the spatial path of the movement they had just made, as accurately as possible, to give an indication of their awareness of the pointing movement. We analysed the spatial disparity between the initial and the reproduced movements on those with a target shift. A negative disparity value, or undershoot, suggests that motor awareness merely reflects a sluggish record of coordinated motor performance, while a positive value, or overshoot, suggests that participants’ intention to point to the shifting target contributes more to their awareness of action than their actual pointing movement. Undershoot and overshoot thus measure the reconstructive and the preconstuctive aspects of action awareness, respectively. We found that trials on which subjects strongly expected a target shift showed greater overshoot and less undershoot than trials with lower expectancy. Conscious expectancy therefore strongly influences the experience of the detailed motor parameters of our actions. Further, a delay inserted either between the expectancy judgement and the pointing movement, or between the pointing movement and the reproduction of the movement, had no effect on visuomotor adjustment but strongly influenced action awareness. Delays during either interval boosted undershoots, suggesting increased reliance on a time-limited sensory memory for action. The experience of action is thus strongly influenced by prior thoughts and expectations, but only over a short time period. Thus, awareness of our actions is a dynamic and relatively flexible mixture of what we intend to do, and what our motor system actually does. (shrink)

In this article, we present a few lessons we learnt in the establishment of the Sciences Po médialab. As an interdisciplinary laboratory associating social scientists, code developers and information designers, the médialab is not one of a kind. In the last years, several of such initiatives have been established around the world to harness the potential of digital technologies for the study of collective life. If we narrate this particular story, it is because, having lived it from the inside, we (...) can provide an intimate account of the surprises and displacements of digital research. Founding the médialab in 2009, we knew that we were leaving the reassuring traditions of social sciences to venture in the unexplored territory of digital inscriptions. What we couldn't foresee was how much such encounter would change our research. Buying into gospel of Big Data, we imagined that the main novelty of digital research came from handling larger amounts of data. We soon realized that the interest of digital inscriptions comes instead from their proliferating diversity. Such diversity encouraged us to reshape our professional alliances, research practices and theoretical perspectives. It also led us to overcome several of the oppositions that used to characterize social sciences and to move in the direction of a more continuous sociology. (shrink)

What is meant by a genetic disorder? To the biologist, the lack of pigment when the typical situation is pigmentation is an abnormality. An albino alligator, an albino giraffe, or an albino tiger stands out and surprises the beholder, because in the experience of those who have observed populations of alligators, giraffes, or tigers, these are rare. We may have difficulty defining what is normal among humans but there is a huge quantitative distinction between the words "typical" and "atypical." When (...) an unusual event is one in several tens of thousands, it is atypical. But the problem is more than a quantitative one. If we do think dualistically about that which harms us and that which benefits us when it comes to alien life in our bodies, should we also think that way about gene mutations? (shrink)

Bioethics urges us to question and debate fundamental moral issues that arise in health-related sciences. However, as a result of Western dominance and globalization, bioethical thinking and practice has inevitably been shaped and defined by Western theories. With recent discussions centering on the relationship between culture and bioethics, it is important to consider how and to what extent can bioethics reflect and accommodate non-Western values and beliefs? Debatably, many scholars working in the field of ‘African bioethics’ seek to construct a (...) bioethical practice that is grounded in indigenous African values. Yet, how relevant are ancient African cultural norms to the lives and realities of the 21st century Sub-Saharan-Africans? This edited volume explores bioethics in Africa from pluralistic and inter-cultural perspectives. The selected papers offer diverse theoretical and practical perspectives on the bioethical challenges that are common and specific to the lives of Sub-Sahara Africans. The contributors define bioethics broadly (beyond ethical issues relating to biomedical and biotechnological science) to include applied ethics that concern all aspects of life. Multidisciplinary in approach, the contributions to this book consider bioethics in relation to philosophy, social work, psychiatry, African studies, religious studies, psychology, and medicine. The theory of justice is one of the most intensely debated areas of contemporary philosophy. Most theories of justice, however, have only attained their high level of justification at great cost. By focusing on purely normative, abstract principles, they become detached from the sphere that constitutes their “field of application” - namely, social reality. Axel Honneth proposes a different approach. He seeks to derive the currently definitive criteria of social justice directly from the normative claims that have developed within (...) Western liberal democratic societies. These criteria and these claims together make up what he terms “democratic ethical life”: a system of morally legitimate norms that are not only legally anchored, but also institutionally established. Honneth justifies this far-reaching endeavour by demonstrating that all essential spheres of action in Western societies share a single feature, as they all claim to realize a specific aspect of individual freedom. In the spirit of Hegel’s _Philosophy of Right_ and guided by the theory of recognition, Honneth shows how principles of individual freedom are generated which constitute the standard of justice in various concrete social spheres: personal relationships, economic activity in the market, and the political public sphere. Por ello es tiempo de superar esta metáfora y pensar al análisis conceptual no sólo como descomposición, sino también como la asignación de diferentes funciones a los componentes de un concepto.Our customary way of thinking about conceptual analysis remains dominated by the metaphor of 'containment', which has certainly been very useful, but which also has important limitations. For example, it makes us think that the components of a concept must be, in some sense, contained in it or that the only way that two concepts can be related is if one contains the other. These limitations have not allowed us to account for concepts whose structure is not so simple, such as the concepts of color or measurement, among others. It is time, therefore, to overcome this metaphor and think of conceptual analysis not only as decomposition but also as the assignment of different functions to the components of a concept. (shrink)

Cognitive niche construction is the process whereby organisms create and maintain cause–effect models of their niche as guides for fitness influencing behavior. Extended mind theory claims that cognitive processes extend beyond the brain to include predictable states of the world. Active inference and predictive processing in cognitive science assume that organisms embody predictive (i.e., generative) models of the world optimized by standard cognitive functions (e.g., perception, action, learning). This paper presents an active inference formulation that views cognitive niche construction as (...) a cognitive function aimed at optimizing organisms' generative models. The COVID-19 pandemic has both highlighted and exacerbated global health inequities, leading for calls for responses to COVID to promote social justice and ensure that no one is left behind. One key lesson to be learnt from the pandemic is the critical importance of decolonizing global health and global health research so that African countries are better placed to address pandemic challenges in contextually relevant ways. This paper argues that to be successful, programmes of decolonization in complex global health landscapes (...) require a complex three-dimensional approach. Drawing on the broader discourse of political decolonization that has been going on in the African context for over a century, we present a model for unpacking the complex task of decolonization. Our approach suggests a three-dimensional approach which encompasses hegemomic; epistemic; and commitmental elements. (shrink)

Pratt and de Vries1 pose an important and uncomfortable question to all stakeholders in the global bioethics space. If global bioethics as they define it is ‘the ethics of public health and healthcare problems that are characterised by a global level effect or that require action beyond individual countries, and the ethics of research related to such problems’, one would expect justice and inclusivity to be among the ethical priorities. Yet, Pratt and de Vries carefully demonstrate how different forms of (...) epistemic injustice and coloniality are embedded in the structure, generation of knowledge and praxis of global bioethics. They do this by unpicking three layers at which coloniality and epistemic injustice operate; knowledge-producer, knowledge-applied and knowledge-solicited. The authors also offer a three-pronged incremental approach to how individual and institutional actors in global bioethics can contribute to epistemic justice in the field. Pratt and de Vries present their work as ‘a first step towards reorienting the field’ of global health bioethics away from epistemic injustice. This essay presents a novel approach to specifying the meaning of the concept of populism, on the political position it occupies and on the nature of populism. Employing analytic techniques of concept clarification and recent analytic ideology critique, it develops populism as a political kind in three steps. First, it descriptively specifies the stereotype of populist platforms as identified in extant research and thereby delimits the peculiar political position populism occupies in representative democracies as neither inclusionary nor fascist. Second, it (...) specifies on this basis analytically–normatively the particular stance towards liberal representative democracy (in particular towards popular sovereignty and democratic legitimacy) that unifies populism’s political position and explains how populist politics can be compelling for democratic citizens. The normative core (populist ideology) turns out to require no more than two general principles of legitimizing political authority by elections. Surprisingly, it does not need a separate anti-pluralist or exclusionary commitment: it entails it. Third, this normative model allows a response to a contested question in the theoretical discussion, namely, whether populism (properly specified) can be democracy-enhancing. The article defends the negative answer in virtue of the normative core alone and does so as much vis-à-vis a minimal (purely electoral) as vis-à-vis a normatively ambitious (liberal) conception of democracy. The reconstruction of the normative core of populist ideology enables a novel argument to show that populism is incompatible with the continued democratic legitimation of political authority even in the normatively most austere conception of ‘electoral democracy’, not just with ‘liberal democracy’. Assuming a normatively more ambitious concept of democratic legitimation in terms of political autonomy, the model also produces an extremely direct argument showing that populists cannot fulfil their promise of ‘taking back control’ over political decision-making to the population. In this volume Axel Honneth deepens and develops his highly influential theory of recognition, showing how it enables us both to rethink the concept of justice and to offer a compelling account of the relationship between social reproduction and individual identity formation. Drawing on his reassessment of Hegel’s practical philosophy, Honneth argues that our conception of social justice should be redirected from a preoccupation with the principles of distributing goods to a focus on the measures for creating symmetrical relations (...) of recognition. This theoretical reorientation has far-reaching implications for the theory of justice, as it obliges this theory to engage directly with problems concerning the organization of work and with the ideologies that stabilize relations of domination. In the final part of this volume Honneth shows how the theory of recognition provides a fruitful and illuminating way of exploring the relation between social reproduction and identity formation. Rather than seeing groups as regressive social forms that threaten the autonomy of the individual, Honneth argues that the ‘I’ is dependent on forms of social recognition embodied in groups, since neither self-respect nor self-esteem can be maintained without the supportive experience of practising shared values in the group. I argue that joint attention solves the “base problem” as it arises for Schiffer’s and Lewis’s theories of common knowledge. The problem is that an account is needed of the perceptual base of some forms of common knowledge that gets by without itself invoking common knowledge. The paper solves the problem by developing a theory of joint attention as consisting in the exercise of joint know-how involving particular and sometimes distal targets and arguing that certain joint perceivers can always have (...) a minimal form of propositional common knowledge about the location of these targets. On such a view, perceptual common knowledge is based on the experience of a process that is maintained by way of perceivers’ exercise of an object-involving form of joint know-how. Some reductive theories of collective intentionality require that agents’ intentions and subplans are common knowledge (or “out in the open”) between them. For these theories the base problem arises again. The enacted theory of joint attention can solve the problem. The argument is exactly parallel to the common knowledge case. The openness of joint agents’ intentions and meshing subplans is explained by appeal to their practical knowledge of how to maintain the process by way of which they pursue the collective intention. They can then make this knowledge explicit by linguistic communication. When they succeed in communicating knowledge of their meshing subplans as pursued in a joint action context, they necessarily have this knowledge in common. For theories of collective intentionality that include a common knowledge condition, the experience of participating in a perceptually constituted joint action provides the base that renders harmless the regress that otherwise threatens reductive analyses. Axel Honneth has been instrumental in advancing the work of the Frankfurt School of critical theorists, rebuilding their effort to combine radical social and political analysis with rigorous philosophical inquiry. These eleven essays published over the past five years reclaim the relevant themes of the Frankfurt School, which counted Theodor W. Adorno, Max Horkheimer, Walter Benjamin, Jürgen Habermas, Franz Neumann, and Albrecht Wellmer as members. They also engage with Kant, Freud, Alexander Mitscherlich, and Michael Walzer, whose work on morality, (...) history, democracy, and individuality intersects with the Frankfurt School's core concerns. Collected here for the first time in English, Honneth's essays pursue the unifying themes and theses that support the methodologies and thematics of critical social theory, and they address the possibilities of continuing this tradition through radically changed theoretical and social conditions. According to Honneth, there is a unity that underlies critical theory's multiple approaches: the way in which reason is both distorted and furthered in contemporary capitalist society.
