Almost a century after the emergence of right-wing dictatorships in twentieth-century Europe, a consensual regime paradigm has yet to be found. The debate always gets bogged down by ongoing attempts to find the definitive and complete definition of the two most common regime types: fascism or generic fascism, and totalitarianism/authoritarianism. This article claims that, although definitive nomenclatures are unlikely to be found, it is more useful to think of regimes as more or less approximating their ideal type than to posit (...) their typologies in abstract terms. It therefore analyzes a key aspect of three dictatorial regimes: the functioning of the consensus-building institutions in Nazi Germany, in Fascist Italy, and in Salazarist Portugal. Propaganda is central to an understanding of these regimes, because it constitutes their ideological footprint—revealing what it aims for (inputs) and its capacity to impose those goals or make them popular (output). The three regimes examined here were very different from each other, and these differences can help us verify the degree to which each of them attained the standard of the totalitarian ideal type. In recent previous work, the authors proposed a new approach extending the framework of statistical mechanics to reparametrization-invariant systems with no additional gauges. In this paper, the approach is generalized to systems defined by more than one Hamiltonian constraint. We show how well-known features as the Ehrenfest–Tolman effect and the Jüttner distribution for the relativistic gas can be consistently recovered from a covariant approach in the multi-fingered framework. Eventually, the crucial role played by the interaction in the definition of a (...) global notion of equilibrium is discussed. (shrink)

This article presents a longitudinal study during the Italian ‘short twentieth century’. Our focus is on the behaviour of the political field, the recruitment process of the ministerial elite and its impact on the stability of the political system. The main aim of the paper is to build a descriptive and explanatory model that sheds light on the fragility of the PS in Italy. There are two main findings: PF is formed through waves of new forces characterised by impermeable bonds. (...) The instability of the PS is largely due to a lack of inclusiveness in the PF. The National Solidarity governments showed that an inclusive PF which gathers loyal and disloyal forces even at a critical juncture phase is able to counterbalance the exogenous challenge. (shrink)

Decision-making assisted by algorithms developed by machine learning is increasingly determining our lives. Unfortunately, full opacity about the process is the norm. Would transparency contribute to restoring accountability for such systems as is often maintained? Several objections to full transparency are examined: the loss of privacy when datasets become public, the perverse effects of disclosure of the very algorithms themselves, the potential loss of companies’ competitive edge, and the limited gains in answerability to be expected since sophisticated algorithms usually are (...) inherently opaque. It is concluded that, at least presently, full transparency for oversight bodies alone is the only feasible option; extending it to the public at large is normally not advisable. Moreover, it is argued that algorithmic decisions preferably should become more understandable; to that effect, the models of machine learning to be employed should either be interpreted ex post or be interpretable by design ex ante. A socio-cognitive approach to trust can help us envisage a notion of networked trust for multi-agent systems (MAS) based on different interacting agents. In this framework, the issue is to evaluate whether or not a socio-cognitive analysis of trust can apply to the interactions between human and autonomous agents. Two main arguments support two alternative hypothesis; one suggests that only reliance applies to artificial agents, because predictability of agents’ digital interaction is viewed as an absolute value and human relation is (...) judged to be a necessary requirement for trust. The other suggests that trust may apply to autonomous agents because predictability of agents’ interaction is viewed only as a relative value since the digital normativity that grows out of the communication process between interacting agents in MAS has always deal with some unpredictable outcomes (_reduction of uncertainty_). Furthermore, human touch is not judged to be a necessary requirement for trust. In this perspective, a diverse notion of trust is elaborated, as trust is no longer conceived only as a relation between interacting agents but, rather, as a relation between cognitive states of control and lack of control (_double bind_). Cyber warfare has changed the scenario of war from an empirical and a theoretical viewpoint. Cyber war is no longer based on physical violence only, but on military, political, economic and ideological strategies meant to exploit a state’s informational resources. This means that a deeper understanding of what cyber war is requires us to adopt an informational approach. This approach may enable us to account for the two-dimensional nature of cyber war, to revise the notion of violence on which war (...) is premised and to understand to what extent the traditional ideas of ‘just war’ may apply to the scenario of cyber warfare. In Roger Pielke Jr.’s The Honest Broker (2007) he discusses different roles a scientist can adopt when giving advice to policymakers. The honest broker role focuses on clarifying and expanding the scope of choice for others. This role has the virtues of being sensitive to known problems with experts being partisan by stealth, dominating policy decisions by controlling knowledge input, and reducing the scope of considerations deemed relevant to decision-making. Yet I argue that to the extent the honest broker role (...) involves expanding the scope of choice, an array of problems arises. These include ambiguity about which and whose consensus ought to guide scientists in their decisions about what role to adopt, an implicit tendency to insulate politics from science, and a possible replication of the anti-pluralism of political populism. Drawing upon Phillip Pettit’s critique of Isaiah Berlin’s account of freedom as non-interference, I argue that the honest broker role for scientists inherits the problems afflicting accounts of freedom as the non-restriction of options: namely, the problems of adaptive preference formation and ingratiation. On this basis I suggest not advising scientists to be honest brokers, because doing so might fail to help them be reflexive scientists. (shrink)

The paper examines how the current evolution and growth of ICTs enables a greater number of individuals to communicate and interact with each other on a larger scale: this phenomenon enables people to cross the conventional boundaries set up across modernity. The presence of diverse barriers does not however disappear, and we therefore still experience cultural, political, legal and moral boundaries in the globalised Information Society. The paper suggests that the issue of boundaries is to be understood, primarily, in philosophical (...) terms, in order to explain in what sense the fundamental historicity and situatedness of human beings does not necessarily prevent them from being able to cross the boundaries of their own experiences and to communicate with other human beings. Our line of reasoning is based on the idea that the epistemic and moral subject is neither a pure universal subject always transcending the limits of its experience nor the mere product of the context in which it find itself embedded. By virtue of its continued existence and experience of any given context, the epistemic and moral subject is asked to respond to the constraining affordances of data and to account for the moral calls of the other. This intertwinement of responsiveness and accountability towards what is "over there" confers us an original understanding of what is "here". (shrink)

In his recent analysis of multiculturalism, Tom Beauchamp has argued that those who implement multicultural reasoning in their arguments against common morality theories, such as his own, have failed to understand that multiculturalism is neither a form of moral pluralism nor ethical relativism but is rather a universalistic moral theory in its own right. Beauchamp’s position is indeed on the right track in that multiculturalists do not consider themselves ethical relativists. Yet, Beauchamp tends to miss the mark when he argues (...) that multiculturalism is in effect a school of thought that endorses a form of moral universalism that is akin to his own vision of a common morality. As a supporter of multiculturalism, I would like to discuss some aspects of Beauchamp’s comments on multiculturalism and clarify what a multicultural account of public bioethics might look like. Ultimately, multiculturalism is purported as a means of managing diversity in the public arena and should not be thought of as endorsing either a version of moral relativism or a universal morality. By simultaneously refraining from the promotion of a comprehensive common moral system while it attempts to avoid a collapse into relativism, multiculturalism can serve as the ethico-political framework in which diverse moralities can be managed and in which opportunities for ethical dialogue, debate and deliberation on the prospects of common bioethical norms are made possible. The aim of the paper is to give an account of Peter Winch's conception of persuasion. According to Winch, persuasive arguments are those carried out in order to let an interlocutor with a different world picture, and thus a different epistemology, see the point of our practices and beliefs. This involves convincing him of the fact that his way of thinking is neither unique nor better than other ones. Furthermore, given that there is no guarantee that one can arrive at (...) a complete understanding of alien practices, persuasion may, in some cases, aim at the impossible. (shrink)
