The amount allocated to publicly funded health care for 2005/06 in New Zealand, a small country of some four million people, is $NZ 9.68 billion, or 6.2% of GDP, an increase from the 5.7% of GDP in 2000/01. The Minister of Finance has recently signalled that spending in health and education has outpaced economic growth, and that the present rate of growth in health spending, which has grown at about 7% a year over the last decade, is unsustainable. Despite these (...) big funding increases in recent years, the perception of New Zealanders is that the extra spending has made little difference, at least to hospital services and to people’s ability to access treatment. In surveys, health emerges as a leading concern for New Zealanders. Their concern is apparently less about the quality of services, than about their ability to access treatment - whether they will be able to access timely health care when they or their family members need it. This paper introduces Basic Intuitionistic Set Theory BIST, and investigates it as a first-order set theory extending the internal logic of elementary toposes. Given an elementary topos, together with the extra structure of a directed structural system of inclusions on the topos, a forcing-style interpretation of the language of first-order set theory in the topos is given, which conservatively extends the internal logic of the topos. This forcing interpretation applies to an arbitrary elementary topos, since any such is equivalent to (...) one carrying a dssi. We prove that the set theory BIST+Coll is sound and complete relative to forcing interpretations in toposes with natural numbers object . Furthermore, in the case that the structural system of inclusions is superdirected, the full Separation schema is modelled. We show that all cocomplete and realizability toposes can be endowed with such superdirected systems of inclusions.A large part of the paper is devoted to an alternative notion of category-theoretic model for BIST, which, following the general approach of Joyal and Moerdijkʼs Algebraic Set Theory, axiomatizes the structure possessed by categories of classes compatible with BIST. We prove soundness and completeness results for BIST relative to the class-category semantics. Furthermore, BIST+Coll is complete relative to the restricted collection of categories of classes given by categories of ideals over elementary toposes with nno and dssi. It is via this result that the completeness of the original forcing interpretation is obtained, since the internal logic of categories of ideals coincides with the forcing interpretation. (shrink)

We present a relational proof system in the style of dual tableaux for a multimodal propositional logic for order of magnitude qualitative reasoning to deal with relations of negligibility, non-closeness, and distance. This logic enables us to introduce the operation of qualitative sum for some classes of numbers. A relational formalization of the modal logic in question is introduced in this paper, i.e., we show how to construct a relational logic associated with the logic for order-of-magnitude reasoning and its dual (...) tableau system which is a validity checker for the modal logic. For that purpose, we define a validity preserving translation of the modal language into relational language. Then we prove that the system is sound and complete with respect to the relational logic defined as well as with respect to the logic for order of magnitude reasoning. Finally, we show that in fact relational dual tableau does more. It can be used for performing the four major reasoning tasks: verification of validity, proving entailment of a formula from a finite set of formulas, model checking, and verification of satisfaction of a formula in a finite model by a given object. The non-Fregean logic SCI is obtained from the classical sentential calculus by adding a new identity connective = and axioms which say ?a = ß' means ?a is identical to ß'. We present complete and sound proof system for SCI in the style of Rasiowa-Sikorski. It provides a natural deduction-style method of reasoning for the non-Fregean sentential logic SCI.

We show that there are continuum many different non-Fregean sentential logics that have adequate models. The proof is based on the construction of a special class of models of the power of the continuum.

Interval temporal logics provide both an insight into a nature of time and a framework for temporal reasoning in various areas of computer science. In this paper we present sound and complete relational proof systems in the style of dual tableaux for relational logics associated with modal logics of temporal intervals and we prove that the systems enable us to verify validity and entailment of these temporal logics. We study a new formal logic LD introduced by Prof. Grzegorczyk. The logic is based on so-called descriptive equivalence, corresponding to the idea of shared meaning rather than shared truth value. We construct a semantics for LD based on a new type of algebras and prove its soundness and completeness. We further show several examples of classical laws that hold for LD as well as laws that fail. Finally, we list a number of open problems. -/- .

It is known that various complexity-theoretical problems can be translated into some special spectra problems. Thus, questions about complexity classes are translated into questions about the expressive power of some languages. In this paper we investigate the spectra of some logics with Henkin quantifiers in the empty vocabulary.

Logics of binary relations corresponding, among others, to the class RRA of representable relation algebras and the class FRA of full relation algebras are presented together with the proof systems in the style of dual tableaux. Next, the logics are extended with relational constants interpreted as point relations. Applications of these logics to reasoning in non-classical logics are recalled. An example is given of a dual tableau proof of an equation which is RRA-valid, while not RA-valid.

We present a dual tableau system, RLK, which is itself a deterministic decision procedure verifying validity of K-formulas. The system is constructed in the framework of the original methodology of relational proof systems, determined only by axioms and inference rules, without any external techniques. Furthermore, we describe an implementation of the system RLK in Prolog, and we show some of its advantages.

Qualitative description of the movement of objects can be very important when there are large quantity of data or incomplete information, such as in positioning technologies and movement of robots. We present a first step in the combination of fuzzy qualitative reasoning and quantitative data obtained by human interaction and external devices as GPS, in order to update and correct the qualitative information. We consider a Propositional Dynamic Logic which deals with qualitative velocity and enables us to represent some reasoning (...) tasks about qualitative properties. The use of logic provides a general framework which improves the capacity of reasoning. In this way, we can infer additional information by using axioms and the logic apparatus. We introduce an Automatic Theorem Prover (ATP) of a dual tableau system for a relational logic for order of magnitude qualitative reasoning, which allows us to deal with relations such as negligibility, non-closeness and distance. Dual tableau systems are validity checkers that can serve as a tool for verification of a variety of tasks in order of magnitude reasoning, such as the use of qualitative sum of some classes of numbers. A new deduction system for deciding validity for the minimal decidable normal modal logic K is presented in this article. Modal logics could be very helpful in modelling dynamic and reactive systems such as bio-inspired systems and process algebras. In fact, recently the Connectionist Modal Logics has been presented, which combines the strengths of modal logics and neural networks. Thus, modal logic K is the basis for these approaches. Soundness, completeness and the fact that the system itself is a decision (...) procedure are proved in this article. The main advantages of this approach are: first, the system is deterministic, i.e. it generates one proof tree for a given formula; second, the system is a validity-checker, hence it generates a proof of a formula ; and third, the language of deduction and the language of a logic coincide. Monoidal triangular norm logic MTL is the logic of left-continuous triangular norms. In the paper we present a relational formalization of the logic MTL and then we introduce relational dual tableau that can be used for verification of validity of MTL-formulas. We prove soundness and completeness of the system.

We present several classes of logics for reasoning with information stored in information systems. The logics enable us to cope with the phenomena of incompleteness of information and uncertainty of knowledge derived from such an information. Relational inference systems for these logics are developed in the style of dual tableaux.

Qualitative Reasoning (QR) is an area of research within Artificial Intelligence that automates reasoning and problem solving about the physical world. QR research aims to deal with representation and reasoning about continuous aspects of entities without the kind of precise quantitative information needed by conventional numerical analysis techniques. Order-of-magnitude Reasoning (OMR) is an approach in QR concerned with the analysis of physical systems in terms of relative magnitudes. In this paper we consider the logic OMR_N for order-of-magnitude reasoning with the (...) bidirectional negligibility relation. It is a multi-modal logic given by a Hilbert-style axiomatization that reflects properties and interactions of two basic accessibility relations (strict linear order and bidirectional negligibility). Although the logic was studied in many papers, nothing was known about its decidability. In the paper we prove decidability of OMR N by showing that the logic has the strong finite model property. Heidegger and ethics is a contentious conjunction of terms. Martin Heidegger himself rejected the notion of ethics, while his endorsement of Nazism is widely seen as unethical. This major new study examines the complex and controversial issues involved in bringing them together. By working backwards through his work, from his 1964 claim that philosophy has been completed to _Being and Time_, his first major work, Joanna Hodge questions Heidegger's denial that his enquires were concerned with ethics. She discovers a (...) form of ethics in Heidegger's thinking which elucidates his important distinction between metaphysics and philosophy. Unprecedented advances in medicine, genetic engineering, and demographic forecasting raise new questions that strain the categories and assumptions of traditional ethical theories. Heyd's approach resolves many paradoxes in intergenerational justice, while offering a major test case for the profound problems of the limits of ethics and the nature of value.

The question of whether AI systems such as robots can or should be afforded moral agency or patiency is not one amenable either to discovery or simple reasoning, because we as societies constantly reconstruct our artefacts, including our ethical systems. Consequently, the place of AI systems in society is a matter of normative, not descriptive ethics. Here I start from a functionalist assumption, that ethics is the set of behaviour that maintains a society. This assumption allows me to exploit the (...) theoretical biology of sociality and autonomy to explain our moral intuitions. From this grounding I extend to consider possible ethics for maintaining either human- or of artefact-centred societies. I conclude that while constructing AI systems as either moral agents or patients is possible, neither is desirable. In particular, I argue that we are unlikely to construct a coherent ethics in which it it is ethical to afford AI moral subjectivity. We are therefore obliged not to build AI we are obliged to. Conferring legal personhood on purely synthetic entities is a very real legal possibility, one under consideration presently by the European Union. We show here that such legislative action would be morally unnecessary and legally troublesome. While AI legal personhood may have some emotional or economic appeal, so do many superficially desirable hazards against which the law protects us. We review the utility and history of legal fictions of personhood, discussing salient precedents where such fictions resulted in abuse or incoherence. We (...) conclude that difficulties in holding “electronic persons” accountable when they violate the rights of others outweigh the highly precarious moral interests that AI legal personhood might protect. This paper draws on the philosophy of Karl Popper to present a descriptive evolutionary epistemology that offers philosophical solutions to the following related problems: ‘What happens when learning takes place?’ and ‘What happens in human learning?’ It provides a detailed analysis of how learning takes place without any direct transfer of information from the environment to the learner, and it significantly extends the author's earlier published work on this topic. She proposes that learning should be construed as a special case (...) of ‘problem solving’ and as a fundamentally critical and creative process in which learning organisms develop ‘expectations’ that are not purely an outcome of genetic inheritance or random mutation. Human learning is then characterised with reference to: objectified knowledge; descriptive and argumentative language; theoretical problems; the search for error and specific limitation. If the author's evolutionary analysis of learning is valid, it would suggest that we should, if we wish to promote learning, be wary of corralling children and older students in environments that inhibit autonomous activity, that discourage criticality and creativity and generally limit opportunities for trial and error‐elimination. But education institutions, particularly those for older children and adolescents, are very often environments of this constraining kind. Traditionally, educationists have vastly underestimated the human potential for imaginative criticism—because in general they have not recognised the extent to which it lies at the heart of what humans, including the youngest children, do in order to succeed at even the most basic tasks. In this paper, we discuss the processes of racialisation on the example of biomedical research. We argue that applying the concept of racialisation in biomedical research can be much more precise, informative and suitable than currently used categories, such as race and ethnicity. For this purpose, we construct a model of the different processes affecting and co-shaping the racialisation of an individual, and consider these in relation to biomedical research, particularly to studies on hypertension. In the decades since the Science Wars of the 1990s, climate science has become a crucible for the negotiation of claims about reality and expertise. This negotiation, which has drawn explicitly on the ideas and techniques of science and technology studies, has taken place in genres of fiction as well as non-fiction, which intersect in surprising ways. In this case study, I focus on two interwoven strands of this history. One follows Michael Crichton’s best-selling 2004 novel, State of Fear and (...) its reception by neo-conservatives as a commentary on the mis-uses of facts to stoke fear about anthropogenic climate change. The other considers Naomi Oreskes and Erik M. Conway’s 2010 publishing success Merchants of Doubt as the inverse, a demonstration of the forms of disinformation that have been used to undermine scientific consensus around climate change. I show that both Crichton’s as well as Oreskes and Conway’s approaches were critiqued by academic STS even as their accounts constituted the most high-profile performances of its stakes and the politics of knowledge since the Science Wars. In highlighting the STS practices deployed by each, as well as how those practices were differently linked to accusations of fear-mongering and a perversion of the purity of STS, I demonstrate the need for a reflexive history of STS. Such an approach, I argue, can better consider the social life of STS ideas and practices amidst calls for more politically-engaged approaches to knowledge production. (shrink)

Background:Data representing people’s behaviour, attitudes, feelings and relationships are increasingly being harvested from social media platforms and re-used for research purposes. This can be ethically problematic, even where such data exist in the public domain. We set out to explore how the academic community is addressing these challenges by analysing a national corpus of research ethics guidelines and published studies in one interdisciplinary research area.Methods:Ethics guidelines published by Research Councils UK, its seven-member councils and guidelines cited within these were reviewed. The goals and tasks of neuroethics formulated by Farahany and Ramos (2020) link epistemological and methodological issues with ethical and social values. The authors refer simultaneously to the social significance and scientific reliability of the BRAIN Initiative. They openly argue that neuroethics should not only examine neuroscientific research in terms of “a rigorous, reproducible, and representative neuroscience research process” as well as “explore the unique nature of the study of the human brain through accurate and representative models of its function (...) and dysfunction”, but also its responsibilities or social consequences. In our commentary, we would like to concentrate on problem selection, which is shortly noticed by Farahany and Ramos, and by BRAIN Initiative’s Neuroethics Report itself. The document raises an important issue related to problem selection, which is strengthening or perpetuating existing prejudices and biases by choosing a research subject: “scientists are prompted to consider how the questions they choose to study in the laboratory might amplify existing biases.” This leads to several further problems: what constitutes bias?; how biases may be embedded in the selection of research programs?; is it possible to conduct completely unbiased research?; who should be a gatekeeper in the case of research that may amplify biases? We try to notice possible answers to these questions in the context of the research on differences (e.g., cognitive, medical, behavioral) between human populations. (shrink)

This article explores the use of panpsychism to support different views of God. It is seen that as a family of views, panpsychism is a theologically flexible position that has been used to support atheism, pantheism, panentheism, and traditional monotheism. However, the relationship between panpsychism and philosophy of religion is not infinitely flexible. Different versions of panpsychism (...) constrain these models of God, and vice versa. The article investigates the relations between Hausdorff and non-Hausdorff manifolds as objects of general relativity. We show that every non-Hausdorff manifold can be seen as a result of gluing together some Hausdorff manifolds. In the light of this result, we investigate a modal interpretation of a non-Hausdorff differential manifold, according to which it represents a bundle of alternative space-times, all of which are compatible with a given initial data set.

Although Directive 2001/20/EC of the European Parliament and of Council of 4 April 2001 on the approximation of the laws regulations and administrative provisions of the Member States relating to the implementation of good clinical practice in the conduct of clinical trials on medicinal products for human use does not contain an exception for emergency situations, and requires the informed consent of a legal representative in all cases where research is conducted on legally competent individuals who are unable to give (...) informed consent, in Poland, emergency research can be conducted without consent. Polish regulations on emergency research can hardly be treated as a result of intentional legislative policy. Our provisions arise from multiple and sophisticated interpretations of different regulations that govern medical experiments on human subjects and clinical trials. These interpretations can be summarized as follows: There are two categories of medical experiments: therapeutic and non-therapeutic experiments. Emergency research without consent may be conducted in the category of therapeutic experiment only.. Emergency research may be conducted without consent if there is a situation of great urgency in which the research subject’s life is in danger and there is no possibility of obtaining immediate consent from the research subject him or herself, or from his or her legal representative or guardianship court, and the research subject has not refused to give consent for the participation in an emergency therapeutic experiment. The legal representative or guardianship court shall be provided with all the relevant information concerning subject’s participation in an experiment as soon as possible. All projects of emergency research with intent to be done without the research subject’s consent must be approved by an independent bioethics committee. Because these five requirements seem to provide insufficient protection for a subject’s autonomy and rights it is necessary to add to them two other conditions: the emergency research could not be conducted using other research participants capable of giving informed consent; and informed consent for continued participation in the emergency research shall be obtained from either the participant him or herself or the legally authorized representative as soon as possible. A consolidated single Act that will govern all aspects of medical experiments on human subjects, including emergency research, should be prepared and enacted as soon as possible. (shrink)

How leaders and managers respond to not knowing is highly relevant given the complex, ambiguous, and chaotic business environment of the twenty-first century. Drawing on the literature from a variety of disciplines, the paper explores the dominant, unfavorable conceptualization of not knowing. The authors present some potential ethical implications of a negative view of not knowing and suggest how organizations would benefit from identifying any unhelpful aspects of the culture that may encourage unethical, undesirable, and/or hasty actions in situations of (...) not knowing. The paper specifically illustrates how patience, courage, honesty, integrity, and humility are integral to negative capability in the contexts of not knowing. Finally, the paper calls for deeper inquiry into the role of virtue ethics in preparing managers and leaders for not knowing and urges organizations to embrace negative capability in not knowing rather than engaging in damaging delusion. A person who is liable to defensive harm has forfeited his rights against the imposition of the harm, and so is not wronged if that harm is imposed. A number of philosophers, most notably Jeff McMahan, argue for an instrumental account of liability, whereby a person is liable to defensive harm when he is either morally or culpably responsible for an unjust threat of harm to others, and when the imposition of defensive harm is necessary to avert the threatened unjust (...) harm. Others may favour a purely noninstrumental account of liability: one that looks only to the past behaviour of the potentially liable person. We argue that both views are vulnerable to serious objections. Instead we develop and defend a new view of liability to defensive harm: the pluralist account. The pluralist account states that liability to defensive harm has at least two bases. First, if an attacker is morally or culpably responsible for an unjust attack then he has forfeited what we call his agency right, and in doing so he has made himself partially liable to defensive harm. Whether the attacker is fully liable to defensive harm depends, however, on whether the imposition of defensive harm would infringe a different right held by the attacker: his humanitarian right. Humanitarian rights are rights to be provided with urgently needed resources or to be protected from serious harms when others can do so at reasonably low cost. We argue the pluralist account avoids the objections to which the instrumental and noninstrumental views are vulnerable, coheres with our intuitive reactions in a wide range of cases, and sheds new light on the way different rights combine to determine a person's liability to suffer harm. Everyone knows what is feels like to be in pain. Scraped knees, toothaches, migraines, giving birth, cancer, heart attacks, and heartaches: pain permeates our entire lives. We also witness other people - loved ones - suffering, and we 'feel with' them. It is easy to assume this is the end of the story: 'pain-is-pain-is-pain', and that is all there is to say. But it is not. In fact, the way in which people respond to what they describe as 'painful' has (...) changed considerably over time. In the eighteenth and nineteenth centuries, for example, people believed that pain served a specific (and positive) function - it was a message from God or Nature; it would perfect the spirit. 'Suffer in this life and you wouldn't suffer in the next one'. Submission to pain was required. Nothing could be more removed from twentieth and twenty-first century understandings, where pain is regarded as an unremitting evil to be 'fought'. Focusing on the English-speaking world, this book tells the story of pain since the eighteenth century, addressing fundamental questions about the experience and nature of suffering over the last three centuries. How have those in pain interpreted their suffering - and how have these interpretations changed over time? How have people learnt to conduct themselves when suffering? How do friends and family react? And what about medical professionals: should they immerse themselves in the suffering person or is the best response a kind of professional detachment? (shrink)

Hannah Arendt began her scholarly career with an exploration of Saint Augustine's concept of _caritas_, or neighborly love, written under the direction of Karl Jaspers and the influence of Martin Heidegger. After her German academic life came to a halt in 1933, Arendt carried her dissertation into exile in France, and years later took the same battered and stained copy to New York. During the late 1950s and early 1960s, as she was completing or reworking her most influential studies of (...) political life, Arendt was simultaneously annotating and revising her dissertation on Augustine, amplifying its argument with terms and concepts she was using in her political works of the same period. The disseration became a bridge over which Arendt traveled back and forth between 1929 Heidelberg and 1960s New York, carrying with her Augustine's question about the possibility of social life in an age of rapid political and moral change. In _Love and Saint Augustine_, Joanna Vecchiarelli Scott and Judith Chelius Stark make this important early work accessible for the first time. Here is a completely corrected and revised English translation that incorporates Arendt's own substantial revisions and provides additional notes based on letters, contracts, and other documents as well as the recollections of Arendt's friends and colleagues during her later years.
