Contemporary U.S. policy makers often characterize the U.S. counterinsurgency experience in El Salvador as a successful model to be followed in other contexts. This article argues that these characterizations significantly overstate the positive lessons of El Salvador, and ignore important cautionary implications. During the first part of the conflict, neither the Armed Forces of El Salvador nor the U.S. followed the tenets of counterinsurgency doctrine. The FAES killed tens of thousands of non-combatants in 1979 and 1980, before the civil war (...) even began. This repression may have preempted an incipient popular insurrection, but it also locked in a determined social base that enabled the armed left to build a highly effective and sustained insurgency. In 1984, the U.S. had to save the FAES from likely defeat through a major increase in military aid, especially airpower. When the Farabundo Martí National Liberation Front switched to a classical guerrilla strategy, the FAES, despite considerable U.S. aid, seldom followed best practices in counterinsurgency. Democratization and redistributional reforms were partial and flawed in implementation. The war settled into a stalemate that would likely have continued indefinitely had it not been for the collapse of the socialist bloc and significant changes in the interests of Salvadoran elites that were largely incidental to U.S. policies.The most important cautionary lesson is that indiscriminate violence against civilians early in a conflict can create dynamics that are very difficult to overcome in subsequent stages. In New Philosophy for New Media, Mark Hansen defines the image in digital art in terms that go beyond the merely visual. Arguing that the "digital image" encompasses the entire process by which information is made perceivable, he places the body in a privileged position -- as the agent that filters information in order to create images. By doing so, he counters prevailing notions of technological transcendence and argues for the indispensability of the human in the digital era.Hansen examines (...) new media art and theory in light of Henri Bergson's argument that affection and memory render perception impure -- that we select only those images precisely relevant to our singular form of embodiment. Hansen updates this argument for the digital age, arguing that we filter the information we receive to create images rather than simply receiving images as preexisting technical forms. This framing function yields what Hansen calls the "digital image." He argues that this new "embodied" status of the frame corresponds directly to the digital revolution: a digitized image is not a fixed representation of reality, but is defined by its complete flexibility and accessibility. It is not just that the interactivity of new media turns viewers into users; the image itself has become the body's process of perceiving it.To illustrate his account of how the body filters information in order to create images, Hansen focuses on new media artists who follow a "Bergsonist vocation"; through concrete engagement with the work of artists like Jeffrey Shaw, Douglas Gordon, and Bill Viola, Hansen explores the contemporary aesthetic investment in the affective, bodily basis of vision. This book explores these differences and in particular considers various theoretical perspectives that might be useful for opening new interpretive strategies for critical social theory in relation to these differences.

In this paper I explore how and why personal identity might be essentially narrative in nature. My topic is the question of personal identity in the strict sense of identity—the question of which person you are, and how that person is extended in space, time, and quality. In this my question appears to contrast with the question of personal identity in the sense sought by teenagers and sufferers of mid-life crises who are trying to ‘find themselves’. But in fact it (...) will be key to my argument that these questions are not distinct and independent. Whereas Parfit was concerned, in his work on personal identity, with how he was extended over time, the teenager who is finding themselves is concerned with how they are extended in quality. Indeed, the core of my argument is that because narrative is the key to understanding how we are extended in quality, and quality is just one more dimension along which we are extended, along with space and time, narrative must also be the clue as to how we are extended in space and time. In this book Mark Wynn argues that the landscape of philosophical theology looks rather different from the perspective of a re-conceived theory of emotion. In matters of religion, we do not need to opt for objective content over emotional form or vice versa. On the contrary, these strategies are mistaken at root, since form and content are not properly separable here - because 'inwardness' may contribute to 'thought-content', or because emotional feelings can themselves constitute thoughts; or because, to put (...) the point a further way, in religious contexts, perception and conception are often infused by feeling. The author will first clarify the role act content plays in Brentano’s philosophy of psychology and then go on to locate the proposed notion of content in the historical context of Brentano’s work as well as in his writings at the time of Psychologie. There are now hundreds of people who bioethics in community and university hospitals, nursing homes, rehabilitation and home care settings, and some who play the role of clinical ethics consultant to transplant teams, managed care companies, and genetic testing firms. Still, there is as much speculation about what clinically active bioethicists actually do as there was ten years ago. Various commentators have pondered the need for training standards, credentials, exams, and malpractice insurance for ethicists engaged (...) in clinical consultation. Much of the discussion seems to accept an implicit presumption that all clinical ethics consultation practices look pretty much alike. But is this accurate? Over recent years support for deliberative democracy as a regulative ideal against which political and economic institutions should be judged has become the dominant tradition within political theory. Deliberative democrats such as Amy Guttman and Dennis Thompson argue that deliberative public decision making would bring with it important epistemological and ethical gains. Closer inspection of these claims, however, suggests that deliberative democratic arrangements are not only impractical but are fundamentally at odds with the epistemic and ethical goals that their supporters (...) seek to advance. Arrangements based on “exit” rather than “voice” may be better placed to meet these challenges in a world characterized by complexity and conflicting moral values. (shrink)

In The Psychologizing of Modernity, Mark Jarzombek examines the impact of psychology on twentieth-century aesthetics. Analysing the interface between psychology, art history and avant-gardist practices, he also reflects on the longevity of the myth of aesthetic individuality as it infiltrated not only avant-garde art, but also history writing. According to this framework, the difference between mental health and psychopathology can be located in the goodness of the predictive model as a regulator of action. What is crucial for avoiding the rigid patterns of thinking, feeling and acting associated with psychopathology is the regulation of action based on the valence of affective states. In PPF, valence (...) is modelled as error dynamics—the change in prediction errors over time. Our aim in this paper is to show how error dynamics can account for both momentary happiness and longer term well-being. The focus of this chapter is public policy and consequentialism, especially issues that arise in connection with the environment – i.e. the natural world, including non-human animals. We integrate some of the existing literature on environmental economics, welfare economics, and policy with the literature on environmental values and philosophy. The emphasis on environmental policy is motivated by the fact that it is arguably the most philosophically interesting and challenging application of consequentialism to policy, as it includes all the challenges of (...) valuing the distribution of human wealth and power, and has the further challenge of putting these consequences on the same scale as consequences for human health, non-human animals, and nature. We suggest that standard methods of (economic) policy analysis provide a good approximation of correct welfarist analysis, except that they must be supplemented with methods for valuing animal wellbeing and tradeoffs with human wellbeing. Animals, like humans, experience different levels of well-being depending on decisions made by others. As a result, the well-being of animals must be included in any full accounting of the well-being consequences of decisions. However, this is almost never done in large-scale policy and investment analyses, even though it is common to quantify the consequences for human welfare in these decision analyses. This is partly due to prejudice, but increasingly also because we do not currently have good methods for quantifying (...) animal well-being consequences and putting them on the same scale as quantified human well-being consequences. We might call this ‘the problem of interspecies comparisons.’ This important barrier to including animal well-being in decision-making is the result of an insufficiently developed theory and practice of animal well-being and its relation to human well-being. Yet in On Liberty's passage on pimps (CW 18:296–7) Mill seriously considers restricting pimps’ speech for reasons other than preventing harm: pimps’ speech undermines decisional autonomy for purposes the state regards as immoral, and in response the state may use coercion to counteract such immoral influences. How much should the present generations sacrifice to reduce emissions today, in order to reduce the future harms of climate change? Within climate economics, debate on this question has been focused on so-called “ethical parameters” of social time preference and inequality aversion. We show that optimal climate policy similarly importantly depends on the future of the developing world. In particular, although global poverty is falling and the economic lives of the poor are improving worldwide, leading models of climate economics may (...) be too optimistic about two central predictions: future population growth in poor countries, and future convergence in total factor productivity (TFP). We report results of small modifications to a standard model: under plausible scenarios for high future population growth (especially in sub-Saharan Africa) and for low future TFP convergence, we find that optimal near-term carbon taxes could be substantially larger. Instead of essentializing and defining what CSR “is”, we analyze CSR as a political discourse in which different actors struggle to fill the empty shell of Corporate Social Responsibility (CSR) with a legitimate interpretation. In this paper we take the current debate on CSR in Austria as an example to demonstrate how this debate is shaped by changes in the greater socio-economic environment. We suggest that this debate might be paradigmatic for the development of CSR in the European/International context. This book scrutinizes recent work in phonological theory from the perspective of Chomskyan generative linguistics and argues that progress in the field depends on taking seriously the idea that phonology is best studied as a mental computational system derived from an innate base, phonological Universal Grammar. Two simple problems of phonological analysis provide a frame for a variety of topics throughout the book. The competence-performance distinction and markedness theory are both addressed in some detail, especially with reference to phonological acquisition. (...) Several aspects of Optimality Theory, including the use of Output-Output Correspondence, functionalist argumentation and dependence on typological justification are critiqued. The authors draw on their expertise in historical linguistics to argue that diachronic evidence is often mis-used to bolster phonological arguments, and they present a vision of the proper use of such evidence. Issues of general interest for cognitive scientists, such as whether categories are discrete and whether mental computation is probabilistic are also addressed. The book ends with concrete proposals to guide future phonological research.The breadth and depth of the discussion, ranging from details of current analyses to the philosophical underpinnings of linguistic science, is presented in a direct style with as little recourse to technical language as possible. In "Behavioral Law and Economics: The Assault on Consent, Will, and Dignity," Mark D. White uses the moral philosophy of Immanuel Kant to examine the intersection of economics, psychology, and law known as "behavioral law and economics." Scholars in this relatively new field claim that, because of various cognitive biases and failures, people often make choices that are not in their own interests. The policy implications of this are that public and private organizations, such as the state and employers, (...) can and should design the presentation of options and default choices in order to "steer" people to the decision they would make, were they able to make choices in the absence of their cognitive biases and failures. Such policies are promoted under the name "libertarian paternalism," because choice is not blocked or co-opted, but simply "nudged." White argues that such manipulation of choice is impossible to conduct in people's true interests, and any other goal pursed by policymakers substitutes their own ends, however benevolent they may be, for people's true ends. Normatively, such manipulation should not be conducted because it fails to respect the dignity and autonomy of persons, what some hold to be the central idea in Kant's ethical system, and which serves to protect the individual from coercion, however subtle, from other persons or the state. We defend the reliability of Hurlburt's Descriptive Experi-ence Sampling method against some of Schwitzgebel's attacks. But we agree with Schwitzgebel that the method could be used much more widely than it has been, helping to answer questions about the nature and structure of consciousness in addition to cataloguing the latter's contents. We sketch a number of potential lines of further enquiry.

In this paper we shall introduce a simple temporal logic suitable for reasoning about the temporal aspects of parallel universes, parallel processes, distributed systems, or multiple agents. We will use a variant of the mosaic method to prove decidability of this logic. We also show that the logic does not have the finite model property. This shows that the mosaic method is sometimes a stronger way of establishing decidability.

G. A. Pocock's The Machiavellian Moment, which presents a sweeping vision of an ancient Aristotelian (...) republican language that persisted for centuries in the mental landscape of the western world. Resurrected in Renaissance Florence, the language of republicanism continued to resonate powerfully in Stuart and Hanoverian Britain and colonial America. Pocock and those sympathetic to his work attributed the power and significance of republicanism to its internal discursive coherence over time; because of its deep roots in the European classical and Renaissance past, republicanism--not liberalism--provided the intellectual weapon with which the English and the Americans rebelled against the Stuart and Hanoverian monarchies. Pocock's provocative repudiation of the significance of John Locke and liberalism, as well as his suggestion that the revolutions of 1641, 1688, and 1776 were animated not by a utopian, forward-looking political ideology but by a backward-looking desire to restore a classical political order, generated a still-ongoing academic debate. 2 [End Page 721]This debate has not appreciated a crucial point: Pocock misunderstood Florentine political thought and mischaracterized its central tenets. 3 Unnecessary confusion has been generated by the lack of communication between specialists in Renaissance political thought and historians of English and early American political thought, as well as by the total dependence of English and American historians on Pocock for their understanding of "civic humanism." 4 Most historians of England and America skeptical of Pocock's argument have shown that republican language, where it did occur in England and America, differed in substantial and significant ways from the Florentine variety. 5 What they have actually shown, I hope to make clear, is that manifestations of republicanism in England and America differed only from Pocock's misunderstanding of the Florentine variety; Florentine republican language echoes strongly in the English and American republicanism that recent scholarship emphasizes.In this essay I seek to reintegrate Italy into the republican debate and, by doing so, to revitalize the argument that structural linguistic similarities pervaded the republicanism of Florence, England, and America. 6 I concentrate on the most important and contested point in English and American revisionism, the dialectical engine of TheMachiavellian Moment: the alleged incompatibility between virtue and commerce in "classical" republican theory.
