This paper discusses the application of information and communication technology (ICT) in the commercial, non-passenger maritime sector. The paper first profiles the available technologies in this subject area, which predominantly involve globally accessible satellite communications, then examines their application in two large shipping companies.The paper considers Maritime Personnel Management in the context of seafaring, regarding the crew of a ship as a node in a distributed network, and as transnational teams. Customised personnel management and knowledge management software for the (...) maritime market is available and this can be employed to improve operational efficiency. Shipping companies have traditionally been strictly hierarchical organisations, but evidence suggests that this is changing alongside the wider implementation of e-commerce in the sector.It was found that cost is a decisive factor in determining the extent to which shipping companies are prepared to invest in an information and communications technologies (ICT) infrastructure. However, new satellite technologies such as Mobile Packet Data now provide an economical method of transferring data between ship and shore. The ‘office at sea’ is a viable proposition thanks to this, once the initial investment in equipment has been made, with the ship being another node in the corporate Intranet or Wide Area Network (WAN).Extending ICT provision to allow for seafarer access to e-mails is a vital welfare provision, to alleviate isolation and assist in recruitment and retention. However, it was found not only that the seafarer’s family at home may not have access to the technology to send and receive e-mails in many parts of the world, but that ship owners had negative attitudes to the use of ICT for such purposes.The potential for Maritime e-learning was investigated, the sector being supplied by vendors offering customised maritime software solutions. Fully Internet-based e-learning is unlikely to be economically viable for some years to come, due to the cost of access using a satellite link, but creative computer-based training solutions are available, based on CD ROMs and tutor support by e-mail. Computers dedicated to training use are provided by larger shipping companies, but are by no means universal across the maritime sector.Welfare provision for seafarers is offered mainly by organisations in the voluntary sector. Such organisations have made creative use of available technologies, both on Web sites and in the ICT provision offered in Seafarers’ Centres. There has not, however, been an increase in enquiries and reports of mistreatment from seafarers as a result of being able to receive these over the Internet, mainly due to a poor level of Internet access at sea. ‘Crew Calling’ is an encouraging development as it gives seafarers their own communications link, distinct from the ship’s communications system.This study indicates that the use of maritime ICT for human welfare and training is relatively limited. Although there are many available technologies which can assist in bridging the physical gap between land and sea by ‘virtual’ means, current business pressures dictate that only the most profitable and forward-thinking companies are willing to consider fully implementing them. The authors conclude that the provisions described in this paper will eventually become the industry norm, but that virtual connections are at present far from complete. (shrink)

Over the past decade, unmanned aerial vehicles (UAVs) have received increasing attention and are being used in the areas of harvesting, videotaping, and the military industry. In this article, the consideration is focused on areas where video recording is required for ground inspections. This paper describes modern communication technologies and systems that enable interaction and data exchange between UAVs and a ground control station (GCS). This article focuses on different architectures of communication systems, establishing the characteristics of each to identify (...) the preferred architecture that does not require a significant consumption of resources and whose data transmission is reliable. A coherent architecture that includes multiple UAVs, wireless sensor networks, cellular networks, GCSs, and satellite network to duplicate communications for enhanced system security has been offered. Some reliability problems have been discussed, the solution of which was suggested to be a backup connection via satellite, i.e., a second connection. This study focused not only on the communication channels but also on the data exchanged between system components, indicating the purpose of their application. Some of the communication problems and shortcomings of various systems, as well as further focus areas and improvement recommendations were discussed. (shrink)

In addition to monocentric eukaryotes, which have a single localized centromere on each chromosome, there are holocentric species, with extended repeat‐based or repeat‐less centromeres distributed over the entire chromosome length. At least two types of repeat‐based holocentromeres exist, one composed of many small repeat‐based centromere units (small unit‐type), and another one characterized by a few large centromere units (large unit‐type). We hypothesize that the transposable element‐mediated dispersal of hundreds of short satellite arrays formed the small centromere unit‐type holocentromere in (...) Rhynchospora pubera. The large centromere unit‐type of the plant Chionographis japonica is likely a product of simultaneous DNA double‐strand breaks (DSBs), which initiated the de novo formation of repeat‐based holocentromeres via insertion of satellite DNA, derived from extra‐chromosomal circular DNAs (eccDNAs). The number of initial DSBs along the chromosomes must be higher than the number of centromere units since only a portion of the breaks will have incorporated eccDNA at an appropriate position to serve as future centromere unit sites. Subsequently, preferential incorporation of the centromeric histone H3 variant at these positions is assumed. The identification of repeat‐based holocentromeres across lineages will unveil the centromere plasticity and elucidate the mechanisms underlying the diverse formation of holocentromeres. (shrink)

Unsupervised learning techniques, e.g. clustering, is useful for obtaining a summary of a dataset. However, its application to large databases can be computationally expensive. Alternatively, useful information can also be retrieved from its subsets in a more efficient yet effective manner. This paper addresses the problem of finding a small subset of minority instances whose distribution significantly differs from that of the majority. Generally, such a subset can substantially overlap with the majority, which is problematic for conventional estimation of (...) distribution. This paper proposes a new approach for estimating a minority distribution based on Information Theoretic Framework, an extension of the Rate Distortion Theory for unsupervised learning tasks. Specifically, the proposed method estimates parameters which maximize the divergence between the minority and majority distributions, penalizes the redundancy of data expression based on the mutual information between the observed and hidden variables, and employs a hard assignment approximation to avoid computation of trivial conditional probabilities. The algorithm of the proposed method has no problem-dependent parameter and its time and space complexities are linear to the size of the minority subset. Experiments using artificial datasets show the proposed method yields significantly high precision and sensitivity in detecting minority subsets which substantially overlaps with the majority. The proposed method also substantially outperforms one-class classification and mixture estimation methods in real-world benchmark datasets for text and satellite imagery classification. (shrink)

Floods are one of the main natural disasters, which cause huge damage to property, infrastructure, and economic losses every year. There is a need to develop an approach that could instantly detect flooded extent. Satellite remote sensing has been useful in emergency responses; however, with significant weakness due to long revisit period and unavailability during rainy/cloudy weather conditions. In recent years, unmanned aerial vehicle systems have been widely used, especially in the fields of disaster monitoring and complex environments. This (...) study employs deep learning models to develop an automated detection of flooded buildings with UAV aerial images. The method was explored in a case study for the Kangshan levee of Poyang Lake. Experimental results show that the inundation for the focal buildings and vegetation can be detected from the images with 88% and 85% accuracy, respectively. And further, we can estimate the buildings’ inundation area according to the UAV images and flight parameters. The result of this study shows promising value of the accuracy and timely visualization of the spatial distribution of inundation at the object level for the end users from flood emergency response sector. Statistics books from 30 years ago often presented examples with fewer than 10 variables, in domains where some background knowledge was plausible. In contrast, in new domains, such as climate research where satellite data now provide daily quantities of data unthinkable a few decades ago, fMRI brain imaging, and microarray measurements of gene expression, the number of variables can range into (...) the tens of thousands, and there is often limited background knowledge to reduce the space of alternative causal hypotheses. In such domains, non-automated causal discovery techniques appear to be hopeless, while the availability of faster computers with larger memories and disc space allow for the practical implementation of computationally intensive automated search algorithms over large search spaces. Contemporary science is not your grandfather’s science, or Karl Popper’s. Causal inference without experimental controls has long seemed as if it must somehow be capable of being cast as a kind of statistical inference involving estimators with some kind of convergence and accuracy properties under some kind of assumptions. Until recently, the statistical literature said not. While parameter estimation and experimental design for the effective use of data developed throughout the 20th century, as recently as 20 years ago the methodology of causal inference without experimental controls remained relatively primitive. Besides a cessation of hostilities from the majority of the statistical and philosophical communities (which has still only partially happened), several things were needed for theories of causal estimation to appear and to flower: well defined mathematical objects to represent causal relations; well defined connections between aspects of these objects and sample data; and a way to compute those connections. A sequence of studies beginning with Dempster’s work on the factorization of probability distributions [Dempster 1972] and culminating with Kiiveri and Speed’s [Kiiveri & Speed 1982] study of linear structural equation models, provided the first, in the form of directed acyclic graphs, and the second, in the form of the “local” Markov condition.. The database engineer Jim Gray, known as “Mr. Database” in Silicon Valley before his disappearance at sea in 2007, was involved in many of the crucial developments since the 1970s that constitute the foundation of exceedingly large and distributed databases. Jim Gray was involved in the development of relational database systems based on the concepts (...) of Edgar F. Codd at IBM in the 1970s before he went on to develop principles of Transaction Processing that enable the parallel and highly distributed performance of databases today. He was also involved in creating forums for discourse between academia and industry, which influenced industry performance standards as well as database research agendas. As a co-founder of the San Francisco branch of Microsoft Research, Gray increasingly turned toward scientific applications of database technologies, e. g. leading the TerraServer project, an online database of satellite images. Inspired by Vannevar Bush’s idea of the memex, Gray laid out his vision of a Personal Memex as well as a World Memex, eventually postulating a new era of data-based scientific discovery termed “Fourth Paradigm Science”. This article gives an overview of Gray’s contributions to the development of database technology as well as his research agendas and shows that central notions of Big Data have been occupying database engineers for much longer than the actual term has been in use. In this article, we aim to map out the complexities which characterise debates about the ethics of vaccine distribution, particularly those surrounding the distribution of the COVID-19 vaccine. In doing so, we distinguish three general principles which might be used to distribute goods and two ambiguities in how one might wish to spell them out. We then argue that we can understand actual debates around the COVID-19 vaccine – including those over prioritising vaccinating the most vulnerable – as (...) reflecting disagreements over these principles. Finally, we shift our attention away from traditional discussions of distributive justice, highlighting the importance of concerns about risk imposition, special duties, and social roles in explaining debates over the COVID-19 vaccine. We conclude that the normative complexity this article highlights deepens the need for decision-making bodies to be sensitive to public input. (shrink)

In the first half of the paper I consider the abstract case of a choice between saving two people and saving one, and my focus is on the contrast between a duty to act and a reason which merely makes an action intelligible. In the second half, I turn to the issue of social policy and (...) investigate how if at all numbers can have a bearing there, if there is no obvious duty on individuals to save the greater number. My proposal is that it is not the bare numbers themselves (or even the ratio of claimants on either side of the dilemma) which explain our intuitions in such cases, but rather considerations of the extent to which each of us can make a reasonable claim on others. This paper tries to clarify, strengthen and respond to two prominent objections to the development and use of human enhancement technologies. Both objections express concerns about the link between enhancement and the drive for hyperagency. The first derives from the work of Sandel and Hauskeller—and is concerned with the negative impact of hyperagency on social solidarity. In responding to their objection, I argue that although social solidarity is valuable, there is a danger in overestimating its value and in neglecting some (...) obvious ways in which the enhancement project can be planned so as to avoid its degradation. The second objection, though common to several writers, has been most directly asserted by Saskia Nagel, and is concerned with the impact of hyperagency on the burden and distribution of responsibility. Though this is an intriguing objection, I argue that not enough has been done to explain why this is morally problematic. I try to correct for this flaw before offering a variety of strategies for dealing with the problems raised. (shrink)

A new Evidence Test is applied to the problem of testing whether two Poisson random variables are dependent. The dependence structure is that of Holgate’s bivariate distribution. These bivariate distribution depends on three parameters, 0 < theta_1, theta_2 < infty, and 0 < theta_3 < min(theta_1, theta_2). The Evidence Test was originally developed as a Bayesian test, but in the present paper it is compared to the best known test of the hypothesis of independence in a frequentist framework. (...) In this paper, we aim to show that the framework of embedded, distributed, or extended cognition offers new perspectives on social cognition by applying it to one specific domain: the psychology of memory. In making our case, first we specify some key social dimensions of cognitive distribution and some basic distinctions between memory cases, and then describe stronger and weaker versions of distributed remembering in the general distributed cognition framework. Next, we examine studies of social influences on memory in (...) cognitive psychology, and identify the valuable concepts and methods to be extended and embedded in our framework; we focus in particular on three related paradigms: transactive memory, collaborative recall, and social contagion. Finally, we sketch our own early studies of individual and group memory developed within our framework of distributed cognition, on social contagion of autobiographical memories, collaborative flashbulb memories, and memories of high school at a high school reunion. We see two reciprocal benefits of this conceptual and empirical framework to social memory phenomena: that ideas about distributed cognition can be honed against and tested with the help of sophisticated methods in the social cognitive psychology of memory; and conversely, that a range of social memory phenomena that are as yet poorly understood can be approached afresh with theoretically motivated extensions of existing empirical paradigms. Farm to School (FTS) programs are increasingly popular as methods to teach students about food, nutrition, and agriculture by connecting students with the sources of the food that they eat. They may also provide opportunity for farmers seeking to diversify market channels. Food service buyers in FTS programs often choose to procure food for school meals directly from farmers. The distribution practices required for such direct procurement often bring significant transaction costs for both school food service professionals and farmers. (...) Analysis of data from a survey of Vermont farmers who sell directly to school food services explores farmers’ motivations and distribution practices in these partnerships. A two-step cluster analysis procedure characterizes farmers’ motivations along a continuum between market-based and socially embedded values. Further bivariate analysis shows that farmers who are motivated most by market-based values are significantly associated with distribution practices that facilitate sales to school food services. Implications for technical assistance to facilitate these sales are discussed. (shrink)

This paper criticizes the consequentialist theory recently put forward by Fred Feldman. I argue that this theory violates two crucial requirements. Another theory, proposed by Peter Vallentyne, is similarly flawed. Feldman's basic ideas could, however, be developed into a more plausible theory. I suggest one possible way of doing this.

The Wigner distribution has proven to be a useful tool in many quantum problems requiring a joint distribution of position and momentum. In the present paper we develop a joint distribution for spin components within the spirit of the Wigner distribution. This distribution provides an insight into the quantum theory of measurement. We also discuss how one may write joint distributions for two arbitrary noncommuting operators.

ABSTRACTIn light of the large recent inflow of refugees to the EU and the Commission’s efforts to relocate them, I raise the question of what a fair distribution of refugees between EU countries would look like. More specifically, I consider what concerns such a distributive scheme should be sensitive to. First, I put forward some arguments for why states are obligated to admit refugees and outline how I believe the EU should respond to the refugee crisis. This involves, among (...) other things, resettling a proportion of refugees from countries neighbouring Syria in the EU. Second, I consider how the intake into the EU should be distributed between member states, that is, the shares different countries can be expected to admit. I discuss the relevance of a number of different factors that may be claimed to affect such shares, including population size, GDP, number of refugees admitted so far, unemployment rate, country-specific costs and cultural ‘closeness’. Third, I consider whether the distributive scheme should be restricted to reflect specific states’ responsibility for creating refugees in the first place, levels of racism and xenophobia, and whether other states are required to pick up the slack if some refuse to admit their fair share. The research aims to identify the impact of the management requirements on operating of computerized management information systems to improve performance, and discuss the perceptions of respondents to develop the performance of employees in the Gaza Electricity Distribution Company, the researchers used the stratified sample method, (360) questionnaires were distributed on the study sample, (306) questionnaires were recoved with a percentage of (85%). The most important findings of the study: computerized MI have a positive impact on the development of (...) performance in the Gaza Electricity Distribution Company systems. The is statistical significance impact between “the physical, software supplies, human and organizational” requirements for the management and operation of computerized management information systems and performance development in the Gaza Electricity Distribution Company. -/- The research also concluded a series of recommendations: the need to strengthen the company's management interest in the use of computerized management information systems in all its components and elements of being an important variable which contributes to the effect on performance development. It's essential that we develop the infrastructure for information technology in general, and computerized management information systems, in particular for the development of performance. Increased interest in providing the material of equipment and devices used in the computerized management information system requirements. Interest in providing technical inputs to the computerized management information systems through keeping pace with technological means and modern techniques and work on the training of personnel to use those systems. And increased attention to human inputs of computerized management information systems "specialists technicians and end-users" through a variety of disciplines working in the field of computerized management information systems. The Generalized Poisson Distribution (GPD) adds an extra parameter to the usual Poisson distribution. This parameter induces a loss of homogeneity in the stochastic processes modeled by the distribution. Thus, the generalized distribution becomes an useful model for counting processes where the occurrence of events is not homogeneous. This model creates the need for an inferential procedure, to test for the value of this extra parameter. The FBST (Full Bayesian Significance Test) is a Bayesian hypotheses test (...) procedure, capable of providing an evidence measure on sharp hypotheses (where the dimension of the parametric space under the null hypotheses is smaller than that of the full parametric space). The goal of this work is study the empirical properties of the FBST for testing the nullity of extra parameter of the generalized Poisson distribution. Numerical experiments show a better performance of FBST with respect to the classical likelihood ratio test, and suggest that FBST is an efficient and robust tool for this application. (shrink)

The science of animal consciousness investigates (i) which animal species are conscious (the distribution question) and (ii) how conscious experience differs in detail between species (the quality question). We propose a framework which clearly distinguishes both questions and tackles both of them. This two-tier account distinguishes consciousness along ten dimensions and suggests cognitive capacities which serve as distinct operationalizations for each dimension. The two-tier account achieves three valuable aims: First, it separates strong and weak indicators of the presence of (...) consciousness. Second, these indicators include not only different specific contents but also differences in the way particular contents are processed (by processes of learning, reasoning or abstraction). Third, evidence of consciousness from each dimension can be combined to derive the distinctive multi-dimensional consciousness profile of various species. Thus, the two-tier account shows how the kind of conscious experience of different species can be systematically compared. (shrink)

How should we think, from the point of view of distributive justice, about inequalities in health and longevity? Norman Daniels’s influential account derives a social duty to reduce health inequalities from Rawls’s principle of fair equality of opportunity. This paper criticises Daniels’s approach and offers an alternative. To the extent that the basic structure of society shapes people’s opportunities to be healthy, we ought to think of ‘the social bases of health’ directly as a Rawlsian primary social good. The present study examined gender differences in the distribution of creative abilities through the lens of the greater male variability hypothesis, which postulated that men showed greater interindividual variability than women in both physical and psychological attributes. Two hundred and six undergraduate students in Hong Kong completed two creativity measures that evaluated different aspects of creativity, including: a divergent thinking test that aimed to assess idea generation and a creative problem-solving test that aimed to assess restructuring ability. The present (...) findings extended the research of greater male variability in creativity by showing that men generally exhibited greater variance than women in the overall distribution of the creativity scores in both divergent thinking and creative problem solving, despite trivial gender differences in mean scores. The findings further enriched the discourse of the greater male variability hypothesis by showing interesting domain-specific gendered patterns: greater male variability was more likely to occur in figural forms of creativity, with larger effect sizes, when compared to the variability in verbal forms of creativity; and mixed gendered patterns were found in the upper tails of the creativity score distribution with respect to the verbal domain but not the figural one, despite greater male representation being consistently observed in the lower tail of the distribution. Ignorance is easily representable as a cognitive property of more than just individual subjects: groups, crowds, and even populations can share the same ignorance regarding particular concepts and ideas. Nevertheless, according to some theories that refer to the extension, distribution, and situatedness of human cognition, ignorance is hardly a state that can be extended, distributed, and situated in the same way in which knowledge is in our eco-cognitive environment. In order to understand how these contradictory takes can come across (...) in a coherent description of ignorance, in this paper I aim at analyzing the impact of the agent’s ignorance in her ecological and cognitive environment, as well as the effect that the surrounding context has on the agent’s epistemological successes and downfalls. To this end I will adopt the cognitive and empirically sensitive perspectives of the distributed cognition, the extended mind and cognitive niches construction theories, which will help me address and answer three topical questions: (a) adopting the theories about the extended mind, the distributed cognition, and the cognitive significance of affordances can we describe ignorance as extended and distributed in spaces, artifacts, and other people? (b) extending or distributing ignorance in one’s eco-cognitive environment has the same cognitive and ecological impact of extending or distributing knowledge? (c) can we recognize instantiations of externalized or distributed ignorance? I will argue that by acknowledging the extended, distributed, and situated dimension of ignorance in cognitive niches we could recognize the impact that our ignorance and uncertainty has on how we manipulate and organize our environment and also how our eco-cognitive frameworks affect the perception of our epistemological states. Based on results of the first recent major research programme in this area, this book, first published in 1996, examines wealth distribution in the United Kingdom over the last two decades. Contributions include: the analysis of income distribution; the effects of greater female participation in the labour force; social security reform; and geographical variation at the national and local scale. This paper aims to identify Performance development and its relationship to demographic variables among users of computerized management information systems in Gaza Electricity Distribution Company. This research used two dimensions. The first dimension is demographic variables among users of computerized management information systems and the second dimension the Development of Performance. The overall findings of the current study suggested The results showed that: demographic variables among users of computerized management information systems have a positive relationship on the development of performance in Gaza Electricity Distribution Company, there were no statistically significant differences between the perceptions of respondents about performance development and its relationship to demographic variables among users of computerized management information systems in Gaza Electricity Distribution Company which attributable to gender variable, there exist a significant relationship between perceptions of the respondents for each of the resources (physical, software, and human) for computerized management information systems attributed to variable (age), there are no significant differences in the fields of (organizational resources) for computerized management information systems and (development of performance) attributable to variable (age) and that can be explained by the fact that the senior management deals with job titles not with age, there are significant differences between the perceptions of the respondents for each of the fields of resources (physical, software, and organizational) for computerized management information systems attributed to variable (educational qualification), the presence of a statistically significant differences between the perceptions of the respondents for each of the fields of "organizational resources for demographic variables among users of computerized management information systems " and ”development of performance” due to the variable (years of service), there is no statistically significant differences between respondents' perceptions about the fields of resources (physical, software, and human) for computerized management information systems attributed to variable (years of service). The study recommended the following: The need to strengthen the company's management interest in the use of computerized management information systems in all the systems components and elements as being an important variable which contributes to the development of performance. Strengthening the relationship between the users of information system and personnel systems in the department responsible for the system so that employees understand the technological and technical information needed by all users of information systems. It is essential that the company develop the infrastructure for information technology in general, and computerized management information systems, in particular for the development of performance. Increasing attention to provide material resources of equipment and devices used in the computerized management information system, and the interest in providing technical resources for management information systems keeping pace with technological means and modern techniques and work on the training of personnel to use those systems. Greater attention to human resource computerized management information systems “specialized technicians and end-users" through a variety of disciplines working in the field of computerized management information systems. A common objection to sufficientarianism is that it allows large inequalities above the threshold. A sharpened form of this objection highlights that this indifference also encompasses large inequalities in the distribution of burdens. Consider the burdens that follow from climate change. A theory that does not rule out placing these burdens on the worst off (of the sufficiently well off) will appear implausible to many. This paper assesses ways of addressing this objection and defends a revised conception of sufficientarianism (...) that can demand fair distribution of burdens (and benefits) above the sufficiency threshold, without giving up core sufficientarian theoretical commitments. North America is in the grips of an epidemic of opioid-related poisonings. Overdose education and naloxone distribution programmes emerged as an option for structurally vulnerable populations who could not or would not access mainstream emergency medical services in the event of an overdose. These task shifting programmes utilize lay persons to deliver opioid resuscitation in the context of longstanding stigmatization and marginalization from mainstream healthcare services. OEND programmes exist at the intersection of harm reduction and emergency services. One goal (...) of OEND programmes is to help redress the health-related inequities common among people who use drugs, which include minimizing the gap between people who use drugs and the formal healthcare system. However, if this goal is not achieved these inequities may be entrenched. In this article, we consider the ethical promises and perils associated with OEND as task shifting. We argue that public health practitioners must consider the ethical aspects of task shifting programmes that may inadvertently harm already structurally vulnerable populations. We believe that even if OEND programmes reduce opioid-related deaths, we nevertheless question if, by virtue of its existence, OEND programmes might also unintentionally disenfranchise structurally vulnerable populations from comprehensive healthcare services, including mainstream emergency care.
