Traditional empiricism, although largely abandoned, has marked the social studies of science through the persistent division between macrolevel analysis of the institutions promoting and regulating science and microlevel analysis of the laboratory, theories, and experiments. Further traces appear in the largely separate methodologies used in social studies of science, which do not draw from political theory, and studies in political theory, which are silent with respect to the expression of power in the development of science. Poststructuralist (...) conceptions of science have reinforced this divcsion by encour aging a turn away from explanations that assume human agency and accountability. This article attempts to bridge the present methodological gulf between political theory and the social studies of science through methods that are sensitive to the nature and operation of power and to its expression in discourse. The application of these methods in the study of genetic engineering policy m the United States and the United Kingdom is outlined. (shrink)

The paper intends to identify some particular basic assumptions, approaches and means of proceeding, which are spontaneously shared by philosophers, sociologists and historians of science, besides the common interchange of meta-notions describing science. To this end, the specific subject matter, scope, meta-cognitive goals and methodological background of each of the three domains of science study is first outlined. Only two shared proceedings are further discussed in details: the objective attitude, called 'playing a stranger', and the historiographers' involvement (...) in demarcational problem resolution. A far-reaching prospect is finally suggested for philosophers and historiographers: methodological partnership, leading towards the elaboration of an impending integral metatheory of science. In the Spring of 1944, an informal discussion took place in Cambridge between Mr. R. S. Whipple, Professor Allan Ferguson and Mr. F. H. C. Butler, concerning the formation of a national Society for the History of Science. This is the opening sentence of the inaugural issue of the Bulletin of the British Society for the History of Science, the Society's first official publication. Butler himself was the author of this outline account of the subsequent approach (...) to the Royal Society, the parallel moves to establish a National Committee of the International Academy of the History of Science, the formation of a provisional committee to prepare a draft constitution for a national society, and the proceedings of the first Annual General Meeting in May 1947. Whipple had been in Cambridge to discuss his offer to present his collection of old scientific instruments to the University and the possible foundation of a new museum, and Butler, as Secretary of the History of Science Committee in Cambridge, was the chief mover in both this development and an initiative coupled with it to establish a department of the history of science. The philosophy of science discussion in Denmark has mainly concentrated on the problem of the external world, the problem of induction, the problem of dialectic in the Marxian sense and the strife between ontological viewpoints, originating in the philosophical tradition, and the analytical method emerging in modern mathematics and quantum mechanics. In this discussion Bohr's correspondence argument and his doctrine of language have functioned as tools of analysis and as objects of study as well. In general, Bohr and J. (...) Coping with recent heritage is troublesome for history of science museums, since modern scientific artefacts often suffer from a lack of esthetic and artistic qualities and expressiveness. The traditional object-oriented approach, in which museums collect and present objects as individual showpieces is inadequate to bring recent heritage to life. This paper argues that recent artefacts should be regarded as “key pieces.” In this approach the object derives its meaning not from its intrinsic qualities but from its place in (...) an important historical event or development. The “key pieces” approach involves a more organic way of collecting and displaying, focussing less on the individual object and more on the context in which it functioned and its place in the storyline. Finally, I argue that the “key pieces” approach should not be limited to recent heritage. Using this method as a general guiding principle could be a way for history of science museums to appeal to today’s audiences. (shrink)

This article sheds new light on Bruno Latour’s sociology of science and technology by looking at his early study of the French writer, philosopher and editor Charles Péguy (1873–1914). In the early 1970s, Latour engaged in a comparative study of Péguy’s Clio and the four gospels of the New Testament. His 1973 contribution to a Péguy colloquium (published in 1977) offers rich insights into his interest in questions of time, history, tradition and translation. Inspired by Gilles Deleuze’s philosophy (...) of difference, Latour reads Clio as spelling out and illustrating the following argument: ‘Repetition is a machine to produce differences with identity’. However, in contrast to Deleuze’s work (together with Félix Guattari) on the materiality of machines, or assemblages [agencements], Latour emphasizes the semiotic aspects of the repetition/difference process. As in Péguy, the main model for this process is the Roman Catholic tradition of religious events. The article argues that it is this reading of Péguy and Latour’s early interest in biblical exegesis that inspired much of Latour’s later work. In Laboratory Life (Latour and Woolgar, 1979) and The Pasteurization of France (1988) in particular, problems of exegesis and tradition provide important stimuli for the analysis of scientific texts. In this context, Latour gradually transforms the question of tradition into the problem of reference. In a first step, he shifts the event that is transmitted and translated from the temporal dimension (i.e. the past) to the spatial (i.e. from one part of the laboratory to another). It is only in a second step that Latour resituates scientific events in time. As facts they are ‘constructed’ but nevertheless ‘irreducible’. They result, according to Latour, from the tradition of the future. As a consequence, the Latourian approach to science distances itself from the materialism of Deleuze and other innovative theoreticians. (shrink)

Domus Galilaeana also served as the host institution, (...) with some help from the University of Pisa. The Conference took place in Pisa, Italy, on September 4-8, 1978. The editors of these two volumes of the Proceedings of the Pisa Conference acknowledge with gratitude the help by the different sponsoring organizations, and in the first place that by both Divisions of the IUHPS, which made the Conference possible. A special recognition is due to Professor Evandro Agazzi, President of the Italian Society for Logic and Philosophy of Science, who was co opted as an additional member of the Organizing Committee. The aim of the paper is an extension of the idealizational theory of science in order to explicate intuitions of historians and philosophers of history about unpredictability and contingency of history. The author identifies two types of essential structures: the first kind dominated by the main factor and the second kind which is dominated by a class of secondary factors. In an essential structure dominated by the main factor, the power of influence it exerts is greater than (...) the sum of the power of influence of secondary factors. In an essential structure dominated by secondary factors, their total influence is greater than the influence exerted by the main factor, although the power of the latter influence is greater than the power of influence of each secondary factor taken separately. In the latter kind of essential structure the so-called cascade effect can occur which means that at certain moment the power of influence of secondary factors can be greater than influence of main factor. In the further part of this paper, the author examines consequences of cascade effect for construction of scientific theory and historical narrative. (shrink)

History of science is, we are told, an important subject for study. Its rise in recent years to become a ‘stand alone’ discipline has been mirrored by an expansion of popular history of science texts available in bookstores. Given this, it is perhaps surprising that little attention has been given to how history of science is written. This article attempts to do that through constructing a typology of histories of science based upon a (...) consideration of audiences who read these texts and writers who construct them. It identifies four ideal types of history of science which describe the opposite poles of two continua running from exoteric to esoteric. The article also examines the content of a sample of history of science texts and finds that often these texts, whether esoteric or exoteric, provide only a chronology of events (often incredibly detailed), avoiding discussion or even mention of wider social, economic and political contexts. Such histories serve to reinforce a ‘standard’ account of science as ‘separate’ from the rest of society, an account that is at odds with almost all contemporary sociology of science and science and technology studies. The paper’s main objective is to bring out the original project of philosophy and history of science, underlying the famous works of Thomas Kuhn. In defiance of what is commonly envisaged, the model of scientific revolutions is demonstrated as a promising conceptual frame to be used with the purpose to reconstruct the development of modern and contemporary science. The analysis of the logic of explanation of scientific changes elaborated by Kuhn is based on two canonical monographs: The (...) Structure of Scientific Revolutions and Copernican Revolution. It is argued that the standard, widespread interpretation of the model, assuming the drastic conceptual cuts to occur as a result of a paradigm change, is essentially untenable. In fact, the model implies that each change leads to the higher level order and is susceptible to rational reconstructions. Kuhn’s conception is subsequently confronted with Stefan Amsterdamski’s notion of ideal of science, with the intention of showing that the reversal of the relationship between explanans and explanandum as established inaforementioned works would have damaging consequences in terms of reconstructive attempts in history of science. It is shown that what is of most value in Amsterdamski’s workis indeed strictly Kuhnian in character. (shrink)

Whether we like it or not, whether we realize it or not, the methods of science impinge upon and affect our daily lives. In the four centuries during which they have been properly understood and used, these scientific methods not only have enlarged man's stock of knowledge many thousandfold but also have helped bring about changes in outlook and, indeed, in man's physical environment, far outstripping the changes that took place throughout all the rest of recorded human history. Yet, one of the paradoxes of our time is that, while we live in an increasingly scientific and technological society, the ordinary citizen's knowledge of and interest in scientific and technical matters seem, in fact, to be declining. This lack of interest sometimes amounts almost to hostility. The sole answer - the only defense - is knowledge. To arouse the interest of laymen and students in scientific and technical matters is E. L. Dellow's purpose in writing this book. To achieve this aim, he exploits a trait inherent in most of us - a delight in watching other people work. Rather than setting out to dazzle us by reciting the achievements of science and technology, however, he shows how scientific knowledge, which makes the spectacular achievements possible, is gained, and he gives us some insight into the way in which scientists and technicians think and work. Philosophy of science is the object of metaphilosophical investigations. Metaphilosophy is the philosophy of philosophy. Philosophy is an archetypical thinking of being or an experience-of-being. History of Greek-European tradition of philosophy has three archetypes of thinking: objectivity, subjectivity, and inter-subjectivity. They are three archetypical contexts of interpretations of the concept of a philosophy of science too. Is philosophy of science part of philosophy? Is philosophy ofscience part of epistemology? What are methods of philosophy of science? (...) These questions are the topics of metaphilosophy. The topic of a scientific fact is a focal point of contemporary epistemology and philosophy of science. Is a scientific fact a fallible knowledge? The nature of a scientific fact is discussed in keeping with to the opposition of fallibilism and infallibilism. If fallibilism is universal quality of knowledge then there is a problem: is a scientific fact a fallible knowledge too? We are understanding and make clear the nature of a scientific fact by correlation of facts with: (1) data and evidence; (2) languages and theories; (3) methods of empirical investigations; (4) values, norms, and conventions of scientific investigations. Philosophy of science communicates with philosophy ofeconomics as the contemporary branch of philosophy. More powerful methods for studying and integrating the historical track record of scientific episodes and scientific judgment, or what Faust and Meehl describe as a program of meta‐science and meta‐scientific studies, can supplement and extend more commonly used case study methods. We describe the basic premises of meta‐science, overview methodological considerations, and provide examples of meta‐scientific studies. The aim of this paper is to investigate the ascription of probabilities in a causal model of an episode in the history of science. The aim of such a quantitative approach is to allow the implementation of the causal model in a computer, to run simulations. As an example, we look at the beginning of the science of magnetism, “explaining” — in a probabilistic way, in terms of a single causal model — why the field advanced in (...) China but not in Europe (the difference is due to different prior probabilities of certain cultural manifestations). Given the number of years between the occurrences of two causally connected advances X and Y, one proposes a criterion for stipulating the value pY/X of the conditional probability of an advance Y occurring, given X. Next, one must assume a specific form for the cumulative probability function pY/X(t), which we take to be the time integral of an exponential distribution function, as is done in physics of radioactive decay. Rules for calculating the cumulative functions for more than two events are mentioned, involving composition, disjunction and conjunction of causes. We also consider the problems involved in supposing that the appearance of events in time follows an exponential distribution, which are a consequence of the fact that a composition of causes does not follow an exponential distribution, but a “hypoexponential” one. We suggest that a gamma distribution function might more adequately represent the appearance of advances. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:Histories of Science in Early Modern Europe:IntroductionRobert GouldingIn 1713, Pierre Rémond de Montmort wrote to the mathematician Nicolas Bernoulli:It would be desirable if someone wanted to take the trouble to instruct how and in what order the discoveries in mathematics have come about.... The histories of painting, of music, of medicine have been written. A good history of mathematics, especially of geometry, would be a much more (...) interesting and useful work.... Such a work, if done well, could be regarded to some extent as a history of the human mind, since it is in this science, more than in anything else, that man makes known that gift of intelligence that God has given him to rise above all other creatures.1Such a history of mathematics was attempted by Jean-Etienne Montucla in his Histoire des mathématiques (first printed in 1758, and reissued in a [End Page 33] greatly expanded form in 1799).2 Montucla's great work is generally acknowledged as the first genuine history of mathematics. According to some modern historians, previous attempts at such a history had amounted to little more than collections of anecdotes, biographies or exhaustive bibliographies: "jumbles of names, dates and titles," as one writer in the Dictionary of Scientific Biography characterized them.3 Montucla, on the other hand, was thoroughly animated by the Enlightenment project expressed in Rémond's letter, and his Histoire was a philosophical history of the "development of the human mind," as he himself described it.4 It was precisely Montucla's vision of what mathematics meant and his conviction that mathematics itself must change in order to reflect the historical elevation of the human intellect, that allowed him to transform the scattered dates and anecdotes of his predecessors into a genuine history. All subsequent histories of mathematics—until the most recent social histories5 —have been in a sense "footnotes to Montucla."The papers here argue that there were indeed histories of mathematics before Montucla which are worthy of scholarly attention, and that the dismissal of Renaissance histories of science as nothing more than a "cloud of fine adjectives and metaphors" is unfair (although it contains a germ of truth). Anthony Grafton has argued in an article on the historical writings of Cardano, Rheticus, and Kepler, that the purpose of such texts was not so much to trace what actually happened, as to justify the study of a subject often derided—by both humanist and scholastic writers—as obscure, useless and undignified.6 The following four papers go further in arguing that writings in this genre (or, at least, some writings in this genre) were not limited to this characteristically humanist objective. Authors did not just use their histories to persuade others. They themselves relied on historical narratives in order to think about their discipline, define its parts, distinguish among its acceptable and unacceptable forms and prescribe its content [End Page 34] and method of teaching. By placing their discipline into a historical context shared by other, more mainstream humanistic arts, moreover, they could draw upon the large, narrative structures which Renaissance humanists had adapted to understand human intellectual and cultural development, origins, progress and decline.James Byrne's article highlights a disparity of vision between those humanists who treated the origin of the arts as just another subject for humanistic display; and those (like Regiomontanus) who were invested in the arts and wrote their histories from an insider's perspective. Alongside Regiomontanus, one could include several other authors treated in this collection, such as Thomas Vaughan, Peter Ramus, and Henry Savile. In each case, history provided a means for working through problems of the legitimacy and nature of their disciplines. While their writings are not "histories of the human mind," their interests went beyond mere rehearsal of anecdotes. Ramus's histories, for instance, written 200 years before Montucla's Histoire, had the kind of unifying vision which de Montmort demanded, and shared Montucla's concern to find a meaning in the development of mathematics. This essay introduces this special issue on virtue ethics in relation to military AI. It describes the current situation of military AI ethics as following that of AI ethics in general, caught between consequentialism and deontology. Virtue ethics serves as an alternative that can address some of the weaknesses of these dominant forms of ethics. The essay describes how the articles in the issue exemplify the value of virtue-related approaches for these questions, before ending with thoughts for further research.
