Metaphors used to describe new technologies mediate public understanding of the innovations. Analyzing the linguistic, rhetorical, and affective aspects of these metaphors opens the range of issues available for bioethical scrutiny and increases public accountability. The social sciences playa variety of multifaceted roles in the policymaking process. So varied are these roles, indeed, that it is futile to talk in the singular about the use of social science in policymaking, as if there were one constant relationship between two fixed and stable entities. Instead, to address this issue sensibly one must talk in the plural about uses of dif ferent modes of social scientific inquiry for different kinds of policies under various circumstances. In some cases, (...) the influence of social scientific research is direct and tangible, and the connection between the find ings and the policy is easy to see. In other cases, perhaps most, its influence is indirect-one small piece in a larger mosaic of politics, bargaining, and compromise. Occasionally the findings of social scientific studies are explicitly drawn upon by policymakers in the formation, implementation, or evaluation of particular policies. More often, the categories and theoretical models of social science provide a general background orientation within which policymakers concep tualize problems and frame policy options. At times, the in fluence of social scientific work is cognitive and informational in nature; in other instances, policymakers use social science primarily for symbolic and political purposes in order to le gitimate preestablished goals and strategies. This is a collection in translation of essays by Paul Ricoeur which presents a comprehensive view of his philosophical hermeneutics, its relation to the views of his predecessors in the tradition and its consequences for the social sciences. The volume has three parts. The studies in the first part examine the history of hermeneutics, its central themes and the outstanding issues it has to confront. In Part II, Ricoeur's own current, constructive position is developed. In the growing Prussian university system of the early nineteenth century, "Wissenschaft" (science) was seen as an endeavor common to university faculties, characterized by a rigorous methodology. On this view, history and jurisprudence are sciences, as much as is physics. Nineteenth century trends challenged this view: the increasing influence of materialist and positivist philosophies, profound changes in the relationships between university faculties, and the defense of Kant's classification of the sciences by neo-Kantians. Wilhelm Dilthey's defense of the independence of the (...) methodology of the human sciences (Geisteswissenschaften) from those of the natural sciences (Naturwissenschaften) is as much a return to the ideal of Wissenschaft as a cooperative endeavor as it is a defense of the autonomy of interpretive or hermeneutic methods. The debate between Dilthey and the neo-Kantian Wilhelm Windelband at the close of the century illuminates the development of this dialogue over the nineteenth century. (shrink)

Social sciences seek to understand and explain human existence in all its complexity. Thus they encompass the study of individual consciousness and behavior, social relations and cultural practices, social systems, and structural forces. Investigations of these diverse phenomena proceed in accordance with modes of inquiry sanctioned by the academic disciplines of anthropology, archaeology, cultural studies, economics, geography, history, political science, psychology, sociology, and women's studies.

La philosophie ne se réduit pas à la pure réflexion ni à la quête d'une sagesse intemporelle. Elle est aussi invention ou création de concepts. Elle s'expose volontiers à traverser le cours des sciences, à inscrire son histoire dans le contrepoint de leurs développements. Quand il se veut ainsi passeur de savoirs, le philosophe expérimente des concepts qui filtrent des interprétations, établissent des relations inattendues, modifient des approches trop abstraites : le temps, l'infini, la matière, le cosmos. La participation au développement scientifique et technique d’individus n’appartenant pas à la sphère académique est une pratique ancienne, qui connaît aujourd’hui un regain d’intérêt, notamment sous la forme de ce qu’il est convenu d’appeler « sciences participatives ». Les pratiques de participation se sont ainsi fortement diversifiées durant les deux dernières décennies dans des domaines comme les sciences de l’environnement, la biomédecine, l’astronomie ou encore la biologie fondamentale. Cette croissance marquée des programmes de « sciences participatives » a conditionné l’essor (...) d’une littérature pluridisciplinaire s’attachant à décrire ces pratiques dans leurs dimensions sociologique, politique, éthique ou épistémologique. Cet état de l’art se propose de recenser les principaux enjeux d’ordre épistémologique posés par les différentes formes de participation citoyenne à la constitution de connaissances scientifiques, en se restreignant ici au cas des sciences de la nature. Il s’agira de souligner à la fois les opportunités et les obstacles qu’elles soulèvent tels qu’ils sont présentés et étudiés dans la littérature. L’un des objectifs de cette recension est de contribuer ainsi à constituer la question de la participation citoyenne comme un champ de recherche à part entière pour la philosophie des sciences. Pourquoi accorder un rôle essentiel à la délibération publique dans le choix des normes éthiques et politiques guidant les sciences? À partir d’un débat récent en économie du bien-être, cet article soutient que l’introduction de normes éthiques et politiques en sciences doit respecter le principe de neutralité procédurale, et qu’une délibération publique bien encadrée respecte ce principe. Je présenterai deux raisons de croire que les sciences doivent respecter la neutralité procédurale. Le premier argument est lié au rôle que devrait jouer (...) l’examen libre et critique dans le développement des sciences. Le second argument repose sur l’idée que les sciences devraient être sensibles aux procédures présentant le meilleur potentiel épistémique. Pour ces deux raisons, si elle prend position en faveur d’idéaux normatifs, l’économie du bien-être devrait se tourner vers une approche délibérative, rationnelle et impartiale pour y parvenir. The term Human Sciences is primarily a French usage, but it refers back to a much deeper tradition in the literature claiming that works of the spirit and human experience cannot be reduced to the realm of causal science, and require different methods. Following Kant, much of this discussion has focused on the problem of the conceptual formation of human experience. Methodologically, discussion has shifted back and forth between an emphasis on concepts, on experience, and external facts. En même temps, une multitude d’indices convergents configurent une gestion de la res publica par une caste oligarchique politico-économique dont la propension à gérer les ressources environnementales se caractérise par l’absence de prise en compte du bien commun sur la base d’intérêts particuliers sans tenir compte des équilibres biosphériques (Bergandi, 2014 (...) : 63-81). Quel est le rôle des sciences et des scientifiques dans un tel contexte? Ou plus précisément, quel est le rôle des sciences et des scientifiques dans des questions à l’interface entre science et société, générant des controverses socio-scientifiques? Jusqu’à quel point les sciences peuvent-elles encore effectivement incarner l’idéal de la neutralité axiologique, durablement implanté par le positivisme à partir du XIXe siècle à la fois dans l’éthique scientifique et dans l’inconscient des scientifiques, telle une constante, apparemment inéliminable, de la science? Est-il possible de trouver un juste équilibre (épistémique et éthique) entre objectivité scientifique d’un côté, engagement moral et politique de l’autre? L’idée de « sciences impliquées » est-elle une forme de pensée oxymorique cachant un non-sens épistémologique? Ou bien, exprime-t-elle un besoin, une nécessité à la fois épistémique, éthique et politique qui nous permettrait de mieux cerner les innombrables et complexes enchevêtrements entre les sciences contemporaines et la société?[. We will focus on the figure of Alexander Bogdanov, Russian physician and philosopher, in order to discuss these and other relevant topics. La tentative est hardie et le résultat n'est pas garanti, car les unes et les autres n'appartiennent pas au même système de pensée. En outre, certains économistes ont voulu importer dans leur discipline des concepts nés dans le domaine des sciences dites "exactes", de façon à leur donner une connotation plus scientifique. Ce fut un échec. Malgré tout, les immenses progrès réalisés depuis le début (...) du XXe siècle, d'abord en physique, puis en biologie et enfin en neurosciences, ont eu un tel impact sur notre univers mental et sur notre manière de concevoir le monde que les sciences humaines ne pouvaient pas en sortir indemnes. Des notions aussi fondamentales que le temps, l'espace, la vie, la pensée, l'ordre, l'évolution, l'équilibre ne peuvent plus désormais être conçues comme elles l'étaient auparavant, et l'économie, de même que les autres sciences humaines, en a été profondément transformée. Il restera malgré tout une différence irréductible entre les sciences de la nature et les sciences humaines, car - Descartes l'avait déjà dit - la conscience de l'être humain, sa pensée, demeure rebelle à toute tentative de formalisation. In a world of ever growing specialization, the idea of a unity of science is commonly discarded, but cooperative work involving cross-disciplinary points of view is encouraged. The aim of this paper is to show with some textual support that Charles S. Peirce not only identified this paradoxical situation a century ago, but he also mapped out some paths for reaching a successful solution. In _Sciences from Below_, the esteemed feminist science studies scholar Sandra Harding synthesizes modernity studies with progressive tendencies in science and technology studies to suggest how scientific and technological pursuits might be more productively linked to social justice projects around the world. Harding illuminates the idea of multiple modernities as well as the major contributions of post-Kuhnian Western, feminist, and postcolonial science studies. She explains how these schools of thought can help those seeking to implement progressive social projects refine their (...) thinking to overcome limiting ideas about what modernity and modernization are, the objectivity of scientific knowledge, patriarchy, and Eurocentricity. She also reveals how ideas about gender and colonialism frame the conventional contrast between modernity and tradition. As she has done before, Harding points the way forward in _Sciences from Below_. Describing the work of the post-Kuhnian science studies scholars Bruno Latour, Ulrich Beck, and the team of Michael Gibbons, Helga Nowtony, and Peter Scott, Harding reveals how, from different perspectives, they provide useful resources for rethinking the modernity versus tradition binary and its effects on the production of scientific knowledge. Yet, for the most part, they do not take feminist or postcolonial critiques into account. As Harding demonstrates, feminist science studies and postcolonial science studies have vital contributions to make; they bring to light not only the male supremacist investments in the Western conception of modernity and the historical and epistemological bases of Western science but also the empirical knowledge traditions of the global South. _Sciences from Below_ is a clear and compelling argument that modernity studies and post-Kuhnian, feminist, and postcolonial sciences studies each have something important, and necessary, to offer to those formulating socially progressive scientific research and policy. Yet surprisingly, there has been no concerted effort amongst Kant scholars to examine Kant's actual philosophy of man.
