A growing body of literature critical of ethics review boards has drawn attention to the processes used to determine the ethical merit of research. Citing criticism on the bureaucratic nature of ethics review processes, this literature provides a useful provocation for (re)considering how the ethics review might be enacted. Much of this criticism focuses on how ethics review boards _deliberate,_ with particular attention given to the lack of transparency and opportunities for researcher recourse that characterise ethics review processes. Centered specifically (...) on the conduct of ethics review boards convened within university settings, this paper draws on these inherent criticisms to consider the ways that ethics review boards might enact more communicative and deliberative practices. Outlining a set of principles against which ethics review boards might establish strategies for engaging with researchers and research communities, this paper draws attention to how _Deliberative communication_, _Engagement with researchers_ and the _Distribution of responsibility_ for the ethics review might be enacted in the day-to-day practice of the university human ethics review board. This paper develops these themes via a conceptual lens derived from Habermas’ (The theory of communicative action. Volume 1: Reason and the rationalization of society, 1984 ) articulation of ‘communicative action’ and Fraser’s (Social Text, 25(26), 56–80, 1990 ) consideration of ‘strong publics’ to cast consideration of the role that human ethics review boards might play in supporting university research cultures. _Deliberative communication_, _Engagement with researchers_ and the _Distribution of responsibility_ provide useful conceptual prompts for considering how ethics review boards might undertake their work. Today, the tone of discussion in the public sphere is dominated by misunderstanding. A common assumption is that misunderstanding comes from a failure of understanding. This article argues that misunderstanding is in fact a type of meaning change. To fully understand the contrast between misunderstanding as a failure of understanding and misunderstanding as a type of meaning change, the article uses Ludwig Wittgenstein and Hans-Georg Gadamer as a starting point to tease out an unthought assumption. Both thinkers challenge traditional preconceptions (...) of how language shapes understanding and they make prominent use of the concept of misunderstanding to do so. Yet both rely on a de facto model of misunderstanding as a failure of understanding. To consider an alternative notion of misunderstanding, the article looks at examples from thinkers influenced by Wittgenstein's and Gadamer's philosophy. Finally, the article concludes by positing a new definition of misunderstanding. (shrink)

Throughout the course of Plato’s Statesman, an Eleatic Stranger makes several suggestions about what a statesman is. The Stranger refers to one of those suggestions, made at 276e, as ‘likely’ providing an ‘outline’ of the statesman. While that outline might not ultimately indicate what a statesman is, it points to some understanding of what it means to inquire into the being of a statesman. Foremost, the outline indicates that the statesman must be understood as a ruler of some kind. Moreover, (...) the statesman is a ruler whose focus should be on the people of the polis and so he must understand something of human nature. However, the statesman is also shaped by the tension created from the way in which rule itself belittles that nature, obscuring if not inhibiting the self-rule that is naturally or ideally human. The outline also acknowledges the reciprocal tendency of people to sacrifice their own self-rule, a tendency that makes ruling both more possible and more problematic. (shrink)

This paper explores the continuing relevance of Karl Rahner’s work on development of doctrine to a church within a world marked by an emerging postmodern consciousness. It focuses primarily on three elements of development as Rahner understands it, theological discussion, the influence of the Spirit and the role of church authority. The discussion of a possible definition of Mary as co-redemptrix and the controversy over the ordination of women are cited as concrete examples of issues of development facing the church (...) today. Rahner’s increasing awareness of the context of irreducible plurality that marks the world-church of today and tomorrow led him to the increasing conviction in the later works that the Spirit is leading the church to a deepening understanding of the central mysteries of faith rather than to a further proliferation of defined dogmas. In the later works especially, he encouraged an attitude of open discussion that reflects the confidence that the Spirit is with the whole church as it struggles to express its faith in ever changing contexts. The paper concludes that Rahner’s understanding of the complex balance of elements involved in authentic doctrinal development continues to offer valuable insight to today’s discussions. (shrink)

From the Introduction: This inquiry is concerned with the themes of praxis and action in four philosophic movements: Marxism, existentialism, pragmatism, and analytic philosophy. It is rare that these four movements are considered in a single inquiry, for there are profound differences of emphasis, focus, terminology, and approach represented by these styles of thought. Many philosophers believe that similarities among these movements are superficial and that a close examination of them will reveal only hopelessly unbridgeable cleavages. While respecting the genuine (...) fundamental differences of these movements, this inquiry is undertaken in the spirit of showing that there are important common themes and motifs in what first appears to be a chaotic babble of voices. I intend to show that the concern with man as an agent has been a primary focal point of each of these movements and further that each contributes something permanent and important to our understanding of the nature and context of human activity. In opposing Stephen Douglas’s alleged popular right to choose a slave constitution, Abraham Lincoln developed a rudimentary conception of the normative presuppositions of democratic rights that prefigures the theory of popular sovereignty articulated by Jürgen Habermas. While Lincoln was influenced by a civic republican conception of natural rights, and referred to personal autonomy in arguing that some political choices violate the grounds of collective self-governance rights, both Lincoln—as read by Jaffa—and Habermas conceive human rights not as trans-political principles but as (...) linking moral norms with the rule of law (or coordination through political power in general). The comparison shows that Habermas’s approach to the co-originality of civil liberties and democratic rights implies that legitimate secession, revolution, and primary constituent authority must be oriented toward creation of a just legal order. Unfortunately, when it comes to the mystery of the Ascension, Christians sometimes cannot help but gravitate toward the latter response. There are those nagging "why" questions, as we wonder if things would not (...) have been better off if Christ had stayed on earth. On top of that, there are the dumbfounded "where" questions by which we wonder where Christ went when he left the Apostles' sight and where he actually is right now, if anywhere. These are not new questions, of course, and the tradition of the Church offers a great deal of reflection to guide us, reflection which seems quite apt at answering the "why" questions, but which can appear inadequate to answer the "where" question.1Every Sunday, Catholics profess: "He ascended into heaven and is seated at the right hand of the Father." The Church has always been clear that the "right hand of the Father" should not be understood physically, for the [End Page 93] Father has no body, no physical hands; but does that mean we should understand everything about the Ascension in some non-physical sense, too?2 If Christ is "in heaven" only in a sort of spiritual sense, not a physical one, is he somehow non-physical too? If so, is he still human? If not, where is this body of his? It is hard—arguably impossible—to conceive of any physical body that is not in some place, let alone a living human body that is not in a place. What would it mean for a body to exist completely disconnected from any relation to other physical things? These would seem to be pressing questions for the mystery of the Ascension, but they are questions that, like the Ascension itself, are little talked about by theologians. A recent scholar has summed it up curtly by saying of the Ascension: "Once it was seen as the climax of the mystery of Christ.... Today it is something of an embarrassment."3Doubt and embarrassment about where Christ's glorified human body is breeds doubt and embarrassment about the present existence of Christ's human body, and there are a whole host of theological problems which arise if we deny the present existence of that body. In this paper I will first look at the theological importance of Christ's glorified body, from Scripture, the theological tradition, and particularly from the mystery of the Eucharist. Then, I will consider where ancient and medieval theologians thought Christ's glorified body was and point out the contemporary difficulties of their positions. Over the past few years, there has been a proliferation of artificial intelligence strategies, released by governments around the world, that seek to maximise the benefits of AI and minimise potential harms. This article provides a comparative analysis of the European Union and the United States’ AI strategies and considers the visions of a ‘Good AI Society’ that are forwarded in key policy documents and their opportunity costs, the extent to which the implementation of each vision is living up to (...) stated aims and the consequences that these differing visions of a ‘Good AI Society’ have for transatlantic cooperation. The article concludes by comparing the ethical desirability of each vision and identifies areas where the EU, and especially the US, need to improve in order to achieve ethical outcomes and deepen cooperation. In this paper I argue that resource allocation in publicly funded medical systems cannot be done using a purely substantive theory of justice, but must also involve procedural justice. I argue further that procedural justice requires institutions and that these must be “local” in a specific sense which I define. The argument rests on the informational constraints on any non-market method for allocating scarce resources among competing claims of need. However, I resist the identification of this normative account of local (...) justice with the actual approach to local decision-making taken within the UK National Health Service. I illustrate my argument with reference to the case of provision of In Vitro Fertilisation within the UK NHS. (shrink)

Orientalism and Religion offers us a timely discussion of the implications of contemporary post-colonial theory for the study of religion. Drawing on a variety of post-structuralist and post-colonial thinkers, including Foucault, Gadamer, Said, and Spivak, Richard King examines the way in which notions such as mysticism, religion, Hinduism and Buddhism are taken for granted, and shows us how religion needs to be redescribed along the lines of cultural studies.

The discussion of good and evil must not be confined to the sterile lecture halls of academics but related instead to ordinary human feelings, needs, and desires, says noted philosopher Richard Taylor. Efforts to understand morality by exploring human reason will always fail because we are creatures of desire as well. All morality arises from our intense and inescapable longing. Including important commentary on Joseph Fletcher's groundbreaking situation ethics, and Aristotle's virtues (e.g., magnanimity and pride), Taylor rounds out the book by developing a philosophy of aspiration--personal worth as an ethical ideal--to replace the morality of duty. This article outlines how the international push for inclusive education cannot be aligned with current education systems centred on neoliberal ideals of individualism, measurement, and competition. The way that these systems are organised means that a proportion of (usually marginalised) students are necessarily excluded. In order to meaningfully address the global education crisis, that sees millions of children and young people either out of school or unengaged with learning, this ontological misalignment must be acknowledged, and discourse and engagement around it (...) must be promoted. Drawing from the work of Donella Meadows, I argue that ‘high leverage points’ (information flows, rules, system goals, mindsets) are crucial places to intervene in education systems. Intervention at such points, while challenging, has the potential to lead to transformational and sustainable change; change that current ‘low leverage point’ initiatives fail to produce. I conclude with a call for further discourse and research into an examination of ‘high leverage points’ within education systems, how they interact, and how the development of an associated framework would be beneficial for researchers and development partners. In recent years, policymakers, academics, and practitioners have increasingly called for the development of global governance mechanisms for artificial intelligence (AI). This paper considers the prospects for these calls in light of two other geopolitical trends: digital sovereignty and digital expansionism. While calls for global AI governance promote the surrender of some state sovereignty over AI, digital sovereignty and expansionism seek to secure greater state control over digital technologies. To demystify the tensions between these trends and their potential consequences, we (...) undertake a case analysis of digital sovereignty and digital expansionism in China, the European Union, and the United States. We argue that the extraterritoriality embedded in these three actors’ policies and escalatory competitive narratives, particularly those from the US, will likely undermine substantive global AI governance cooperation. However, nascent areas of alignment or compromise, notably in data governance and technical standards, could prove fruitful starting points for building trust in multilateral fora, such as the G20 or United Nations. Ducklings were placed either singly or in pairs on a platform at two different heights. Both height and pairing influenced performance: More ducklings descended from the platform at low heights, and more single ducklings descended than paired ducklings. The social factor, pairing, made behavior more cautious and decreased the number of distress calls. A similar trend for pairing to influence performance was shown on the visual cliff. Without its peers, the duckling is a distressed animal. Conditionalization is one of the central norms of Bayesian epistemology. But there are a number of competing formulations, and a number of arguments that purport to establish it. In this paper, I explore which formulations of the norm are supported by which arguments. In their standard formulations, each of the arguments I consider here depends on the same assumption, which I call Deterministic Updating. I will investigate whether it is possible to amend these arguments so that they no longer depend (...) on it.
