This article takes the failure to grasp fully the paradigmatic case of European security after the Cold War as an example of how International Relations (IR) would benefit from reformulating not only its empirical research questions but also several of its central conceptual building blocks with the aid of Bourdieusian sociology. The separation between theory and practice and the overemphasis on military power and state actors blind IR from seeing the power struggles that reshaped European security. Instead, a Bourdieusian (...) reformulation adds new types of agency, focuses on the social production of forms of power, and stresses the processual rather than the substantive character of social reality. The book offers insights on whether international law can shape the politics of the Security Council and, conversely, the extent to which the latter contribute to the development of international law. By providing a systematic analysis of the quantity and quality of international legal instruments referred to in the text of resolutions, the book reconstructs patterns of the Security Council's behavioural regularities and assesses them against the provisions of the United Nations Charter, which establishes its mandate. How do we know when we are investing wisely in security? Answering this question requires investigating what things are worth securing (and why); what threatens them; how best to protect them; and how to think about it. Is it possible to protect them? How best go about protecting them? What trade-offs are involved in allocating resources to security problems? The United Nations is the world's most extensive international organization whose primary task is to create a new international security framework, the maintenance of international peace and security. United Nations not only to retain the World Health Organization, International Labour Organization, International Court of Justice and other international cooperation organizations, to promote throughout the world from Euro-centric changes to the global system, but also provides a world political center stage, but it has not succeeded (...) in expectations of its founders to establish the international security framework and the security of each country to obtain a new world order. The end of the Cold War can finally restore the UN's ability to successfully perform the duties assigned to it by the Charter, or whether the disappearance of confrontation between the superpowers but exposed the establishment of a global structure of international security barrier deep, although it seems after the were more likely, but will wait and see. The United Nations is the most general international organization in the world at present, the primary mission of which is to establish a new international security framework in order to maintain international peace and security. The UN not only preserved international cooperation organs like the World Health Organization , the International Labour Organization, and the International Court of Justice, and facilitated the transformation of the world from a Eurocentric to a global system; but also provided a focus for world politics. But it has not succeeded in creating an international security framework conceived by its fathers and a new world order from which every state gains a security shield. It remains to be seen whether the end of the Cold War will eventually restore the capacity of the UN to fulfil the role set in its Charter; or whether, as scents more likely, the disappearance of superpower confrontation will only reveal deeper systematic obstacles of the creation of an effective global structure of international security. Freedom and security are often portrayed as things that have to be traded off against one another, but this view does not capture the full complexity of the freedom-security relationship. Rather, there seem to be four different ways in which freedom and security connect to each other: freedom can come at the cost of security, security can come at the cost of freedom, freedom can work to the benefit of security, and security can work to the benefit of freedom. This (...) paper analyses each of these connections in turn. It shows that particular understandings of freedom can help us to see particular connections between freedom and security. The practical examples used to illustrate these connections are drawn from the context of the COVID-19 pandemic. It will be suggested that, in the face of challenges such as this one, taking into account all four connections between freedom and security can ultimately help decision-makers in upholding both. In this note I examine a case of teleological reasoning in international law and find it to be the fallacy of affirming the consequent.I then show that and how the basis of this fallacy is a manipulation (or juxtaposition) of ?necessary? and ?sufficient? conditions.I conclude by giving reasons for thinking that this kind of reasoning is a regular feature of international law.

Comparative political theory is at best an embryonic and marginalized endeavor. As practiced in most Western universities, the study of political theory generally involves a rehearsal of the canon of Western political thought from Plato to Marx. Only rarely are practitioners of political thought willing (and professionally encouraged) to transgress the canon and thereby the cultural boundaries of North America and Europe in the direction of genuine comparative investigation. Border Crossings presents an effort to remedy this situation, fully launching a (...) new era in political theory. Thirteen scholars from around the world examine the various political traditions of West, South, and East Asia and engage in a reflective cross-cultural discussion that belies the assumptions of an Asian "essence" and of an unbridgeable gulf between West and non-West. The denial of essential differences does not, however, amount to an endorsement of essential sameness. As viewed and as practiced by contributors to this ground-breaking volume, comparative political theorizing must steer a course between uniformity and radical separation--this is the path of "border crossings.". Many individuals domestically and internationally who strive for peace and justice are concerned about the new National Security Strategy issued by the George W. Bush Administration in September 2002. 1 William Galston, for example, writes in a recent issue of Philosophy and Public Policy Quarterly: A global strategy based on the new Bush doctrine of preemption means the end of the system of international institutions, laws and norms that we have worked to build for more than a half a (...) century. To his credit, Kissinger recognizes this; he labels Bush’s new approach “revolutionary” and declares, “Regime change as a goal for military intervention challenges the international system.” 2 Does the new Bush doctrine end the international legal system? Is the new Bush doctrine making policy declarations that are unprecedented in United States history? While I share many of the concerns critics are expressing about the new national security strategy, I contend that the more serious issue is not the ways in which this strategy represents a departure from those of prior United States presidential administrations but the actual practices of the Bush administration that appeal to this strategy. I will indicate how this new national security strategy does not represent much of a shift in policy, capability, or practice. Instead, this strategy Bush is using the strategy as an enabling device for a disturbing resurgence of United States global imperialism that serves interests that are actually opposed to the political rhetoric of the value of nations aiming for democracy and a market economy. I conclude by commenting on pursuing genuinely democratic values. I suggest that if the United States were truly committed to democratic values, then any military interventions would require the prior consent of the people. Otherwise what the United States refer to as “bringing democracy” to a people will be more like a militarily enforced authoritarianism that too closely resembles old-style exploitive imperialism. In Emanuel Adler's distinctive constructivist approach to international relations theory, international practices evolve in tandem with collective knowledge of the material and social worlds. This book - comprising a selection of his journal publications, a new introduction and three previously unpublished articles - points IR constructivism in a novel direction, characterized as 'communitarian'. Adler's synthesis does not herald the end of the nation-state; nor does it suggest that agency is unimportant in international life. Rather, it argues that (...) what mediates between individual and state agency and social structures are communities of practice, which are the wellspring and repositories of collective meanings and social practices. The concept of communities of practice casts new light on epistemic communities and security communities, helping to explain why certain ideas congeal into human practices and others do not, and which social mechanisms can facilitate the emergence of normatively better communities. Peirce’s anti-psychologism hinges on two main assumptions. First, logic and psychology belong to two separate disciplines – respectively, the normative sciences and the experimental sciences. Second, externalism must be understood as a crucial and inescapable epistemological criterion. The introspectionist illusion, according to which individuals have direct and epistemologically flawless access to their own internal states, should be dismissed. As Colapietro (2003) and Calcaterra (2006) observe, Peirce’s standpoint is far different from the Kantian classical account of anti-psychologism. This original take on (...) anti-psychologism leaves room for a functional distinction between logic and psychology, emerging from a semiotic and communicative continuity. This means that psychology, unlike logic as a formal doctrine of signs, will be epistemologically appropriate for dealing with internal psychological states, on the condition that this inquiry be focused on the communicative processes through which these internal states are expressed and conveyed. Such a Peircean account of anti-psychologism forms the epistemological background of this paper. My goal is to show how Peirce’s approach to communication and semiosis can be applied in order to discuss a specific psychological theory, in this case, attachment theory. Specifically, I propose employing Giovanni Maddalena’s Peircean distinction between complete and incomplete gestures (Maddalena 2015) to account for the distinction between secure, dismissing and preoccupied attachment patterns. To this end, I will be discussing three different measurements of attachment: the Adult Attachment Interview (AAI, George, Kaplan & Main 1985), the Adult Attachment Projection (AAP, George & West 2006), and the Patient Attachment Coding System (PACS, Talia, Miller-Bottome & Daniel 2015). Throughout this discussion, I will examine the connection between the semiotic and phenomenological category of completeness, and the psychological category of security. This connection involves an interesting normative import, which I briefly discuss in the conclusions. (shrink)

What does the open-carried gun tell us about the contemporary political structure of whiteness, and how do such objects operate to reinforce this structure? To work through these questions, this article brings together political theories of racialized democracy and political theoretical analyses of gun-rights debates with insights from interdisciplinary scholarship on guns to generate a political theoretical account of the relationship between guns and white democracy. To do so, we analyze two open-carry spectacles: recurring Second Amendment protests featuring the prominent (...) display of open-carried weapons, and open-carrying protestors in Michigan demonstrating against stay-at-home orders in response to COVID-19 in 2020. Our analysis of these two cases illuminates our central arguments about guns and white democracy. We argue that guns operate to politically align white bodies amid the ongoing constitution of political whiteness: open-carried firearms work to reinforce and reproduce white democracy. We further claim that the force of open-carried guns in sustaining white democracy works through two linked dynamics: first, guns extend, generate, and secure the wages of whiteness; second, they protect and assert white dominion. Taken together, these dynamics explain how guns uphold white democracy, but also illuminate, we argue, the contingency of that political power. It is that contingency which suggests that the open-carried firearm might also help contest it in turn, a point illustrated by turning to scholarship on the relation of firearms to the civil rights movement. Consider the following well‐attested observations: (1) Forty years of international development policies have increased rural poverty in a gender‐disproportionate manner. During the last twenty years, even as USAID policies mandated concern for women, “the number of rural women living in absolute poverty rose by about 50 per cent … as against an increase of about 30 per cent for rural men”. Against this, international justice would require that women's development be secured as a part of international development.

At a time of grave ethical failure in global security affairs, this is the first book to bring together emerging theoretical debates on ethics and ethical reasoning within security studies. The paper examines the connection between online security and the protection of civil rights from a legal viewpoint, that is, considering the different types of rights and interests that are at stake in national and international law and whether, and to what extent, they concern matters of balancing. Over the past years, the purpose of several laws, and legislative drafts such as ACTA, has been to impose “zero-sum games”. In light of current statutes, such as HADOPI in France, or (...) Digital Economy Act in UK, the paper intends to illustrate how more satisfactory solutions are feasible in the field of online security, such as the new “Police and Criminal Justice Data Protection Directive” that the European Commission presented in January 2012. At least in Western legal systems, it should be clear that either civil rights prevail over security (no balancing), or such balance has to satisfactorily protect individual rights (proportionality). This collection of papers focuses on Philosophy as Metanoetics, the seminal work of the celebrated Japanese philosopher Tanabe Hajime (1885-1962).

This book compares and contrasts publicly espoused security concepts in the Nordic region, and explores the notion of societal security. Outside observers often assume that Nordic countries take similar approaches to the security and safety of their citizens. This book challenges that assumption and traces the evolution of 'societal security', and its broadly equivalent concepts, in Sweden, Norway, Denmark and Finland. The notion of societal security is deconstructed and analysed in terms of its different meanings and implications for each country, (...) through both country- and issue-focused studies. Each chapter traces the evolution of key security concepts and related practices, allowing for a comparison of similarities and differences between these four countries. This short piece draws on political philosophy to show how social media interference operations can be used by hostile states to weaken the apparent legitimacy of democratic governments. Democratic societies are particularly vulnerable to this form of attack because democratic governments depend for their legitimacy on citizens' trust in one another. But when citizen see one another as complicit in the distribution of deceptive content, they lose confidence in the epistemic preconditions for democracy. This paper discusses how the general and abstract concept of legitimacy applies to international institutions, using the United Nations Security Council as an example. We argue that the evaluation of the Security Council’s legitimacy requires considering three significant and interrelated aspects: its purpose, competences, and procedural standards. We consider two possible interpretations of the Security Council’s purpose: on the one hand, maintaining peace and security, and, on the other, ensuring broader respect for human rights. Both of these purposes are (...) minimally morally acceptable for legitimacy. Second, we distinguish between three different competences of the UNSC: 1) the decision-making competence, 2) the quasi-legislative competence, and 3) the referral competence. On this basis, we argue that different procedural standards are required to legitimise these competences, which leads to a more differentiated understanding of the Security Council’s legitimacy. While maintaining that the membership structure of the Council is a severe problem for its legitimacy, we suggest other procedural standards that can help to improve its overall legitimacy, which include broad transparency, deliberation, and the revisability of the very terms of accountability themselves. The informational component of national security is considered. The institutional landscape of information security is described, which includes supranational international bodies and institutions and transnational corporations, (...) states and their governments, business entities and financial and industrial groups, political parties and civil society organizations, religious organizations, fundamentalist and terrorist groups, individual politicians and public figures, journalists and publicists, bloggers and other persons who collect, process, perceive, store, transform and distribute information through any of the available communication channels. The directions of ensuring information security in modern Ukraine are characterized. The role of information security in ensuring the integrity of the national information space of Ukraine is revealed. It has been proven that with the help of modern information security technologies, it becomes possible to minimize the impact of various threats and risks on the functioning of the information space at the global / regional, national / local levels. The article examines the problem of correlation between the “knowledge society” and “knowledge practice,” based on analysis of the phenomenon of security expertise as a part of political expertise. In the article, we consider the relationship between politics and security and demonstrate under what circumstances security becomes politics. It is noted that at present the concept of security has become very multifaceted and includes various spheres, from military-political to informational and humanitarian. We defines security expertise, list its key parameters, origin, (...) its institutionalization and practices. Special attention is paid to the characteristics of the main schools in the study of security expertise problems. Their general ideology and inherent problems are analyzed, including the correspondence of the quality of the expertise to recognized standards of scientific knowledge. We explain why security issues appeal to experts and result in numerous studies. We raise an issue of causes that may lead to possible deprofessionalization of security expertise. We identify a number of institutions with an expert status in the field of security and explain the global growth of analytical centers specializing in security expertise. A brief description of such analytical centers and their main features is given. We look into examples of practical impact of expertise on political decision-making, and possible mechanisms of expert support. It is concluded that expert analysis can exercise direct impact on political processes, and the experts become influential shadow participants. On the one hand, this may contribute to adopting more balanced decisions, but, on the other hand, it may result in deprofessionalization of experts who will try to adjust to the demands of politicians. Thus, in the sphere of security expertise, one of the results of the formation of a “knowledge society” is a decrease in the autonomy of the scientific sphere, which has a side effect in the form of deprofessionalization of knowledge. This paper discusses the relation between the human security paradigm and the cosmopolitan democracy scenario as models for humanizing and changing the current international system and transforming it in a global security and development system centered on the individual rather than on the nation state. This book is the first full length manuscript to draw on the the insights and techniques of deconstruction to analyse international relations. Influenced primarily by Derrida, it critiques the cornerstones of international relations such as modernity, the state, the subject, security and ethics and justice.

‘Semantic externalism’ is the view that the thought and speech of internally identical subjects can have different contents, depending on facts about their environments. ‘Semantic internalism’ is the negation of this view. The details of these two views depend on the definition of ‘internal identity’. Katalin Farkas has shown that the traditional definition of internal identity as physical identity is too permissive: it misclassifies certain bodily states as internal. She has proposed defining internal identity as phenomenal identity instead. In the (...) critical part of my paper, I argue that Farkas’s proposal fails for being too restrictive: it misclassifies non-conscious mental states, most notably dispositional belief, as external. I consider two interpretations of Farkas’s proposal but conclude that neither succeeds, because each requires internal features to influence the subject’s phenomenal life in a way in which dispositional belief does not. In the constructive part of my paper, I consider dispositional identity as an alternative definition of internal identity. I argue that the dispositional-identity definition avoids the phenomenal-identity definition’s shortcoming and retains its main attraction, viz., that of securing the subjective indistinguishability that obtains between Twin Earth duplicates. My argument that it does the latter, however, faces potentially decisive obstacles. Thus, I retreat to a disjunctive proposal: internal identity should be defined either as dispositional identity or as dispositional-plus-phenomenal identity. I conclude by defending my proposal against a different charge that may be levelled against it, viz., that of misclassifying Cartesian dualism as an externalist theory of the mind. (shrink)

This work examines concept of sincerity in politics and international relations in order to discuss what we should expect of politicians, within what parameters should they work, and how their decisions and actions could be made consistent with morality. The collection features an international cast of authors who specialize in the topic of sincerity in politics and international relations. Each chapter will be focused on a contemporary issue in politics and international relations, including corruption, public hypocrisy, (...) cynicism, trust, security, policy formulation and decision-making, political apology, public reason, denial and self-deception,and will argue against the background of a Kantian view of sincerity as unconditional. Focusing on sincerity bearing on political actions, practices, and institutions at national and international level, the collection will include an introduction by the editors that will serve to place the contributions in the context of ongoing contemporary debates on sincerity in politics and international theory. Offering a significant comprehensive outlook on the practical limits of sincerity in political affairs, this work will be of great interest to students and scholars alike. (shrink)
