Examines political philosophies of the classic theorists as a means to understand international dilemmas in the post-Cold War world.

The question of when or if a nation should intervene in another country’s affairs is one of the most important concerns in today’s volatile world. Taking John Stuart Mill’s famous 1859 essay “A Few Words on Non-Intervention” as his starting point, international relations scholar Michael W. Doyle addresses the thorny issue of when a state’s sovereignty should be respected and when it should be overridden or disregarded by other states in the name of humanitarian protection, national self-determination, or (...) national security. In this time of complex social and political interplay and increasingly sophisticated and deadly weaponry, Doyle reinvigorates Mill’s principles for a new era while assessing the new United Nations doctrine of responsibility to protect. In the twenty-first century, intervention can take many forms: military and economic, unilateral and multilateral. Doyle’s thought-provoking argument examines essential moral and legal questions underlying significant American foreign policy dilemmas of recent years, including Libya, Iraq, and Afghanistan. This paper focuses on the boundaries of political sovereignty, one key aspect of global political justice and an important background condition to the issues of global economic justice treated in the other papers of this volume. I first present an interpretive summary of the traditional arguments against and for intervention, stressing, to a greater extent than is usual, the consequentialist character of the ethics of intervention. It makes a difference whether we think that an intervention will do more good than (...) harm, and some of the factors that determine the outcome are matters of strategy and institutional choice. I then explore the significance of a key factor that makes for much of what is new in the new interventionism: the role of multilateral and particularly U.N. authorization and implementation. I argue that the more salient role of the United Nations should lead us to a more expansive tolerance of international intervention and that global standards of justice, both political and economic, can therefore be more widely enforced against claims to national autonomy. Comparing Mill's "Non-Intervention" and Walzer's "Just and Unjust Wars" links two classic statements on just wars of intervention. Doyle concludes that interventionist arguments should go beyond the three paradigmatic cases Walzer explores in "Just and Unjust Wars.".

In a widely cited and controversial speech, UN Secretary-General Kofi Annan highlighted the moral character of the boundaries of political sovereignty when he questioned whether respecting national sovereignty everywhere and always precluded the international protection of human rights. He argued that it did not and highlighted the importance of multilateral authorization. In this article, I explore the difference that multilateral authority, as opposed to unilateral national decision, should make in justifying armed intervention. Should the more salient role of the United (...) Nations lead us to a more expansive tolerance of international intervention? And, if multilateralism does make a difference—and many think its impartiality is key—are good intentions enough? Had the international community also discovered how to intervene more effectively, with a better prospect of self-sustaining self-determination, at an acceptable humanitarian cost? I will conclude that multilateralism should widen our acceptance of intervention, even though the intentions at play are not reliably superior to unilateral intentions. (shrink)

Machine learning algorithms pervade contemporary society. They are integral to social institutions, inform processes of governance, and animate the mundane technologies of daily life. Consistently, the outcomes of machine learning reflect, reproduce, and amplify structural inequalities. The field of fair machine learning has emerged in response, developing mathematical techniques that increase fairness based on anti-classification, classification parity, and calibration standards. In practice, these computational correctives invariably fall short, operating from an algorithmic idealism that does not, and cannot, address systemic, Intersectional (...) stratifications. Taking present fair machine learning methods as our point of departure, we suggest instead the notion and practice of algorithmic reparation. Rooted in theories of Intersectionality, reparative algorithms name, unmask, and undo allocative and representational harms as they materialize in sociotechnical form. We propose algorithmic reparation as a foundation for building, evaluating, adjusting, and when necessary, omitting and eradicating machine learning systems. (shrink)

In "Nature and Conscience in Butler's Ethics," Nicholas Sturgeon argues that Butler's account of the role of conscience in morality is fundamentally Incoherent. Butler's emphasis upon conscience as the most superior principle rendering acts natural or unnatural is inconsistent with his tacit commitment to the "Naturalistic Thesis" that conscience always uses naturalness and unnaturalness as grounds upon which it bases its approvals and disapprovals. I argue that Butler is not committed to the Naturalistic Thesis, and hence his views are saved (...) from incoherence. This Thesis is not entailed, as Sturgeon claims, by two of Butler's central doctrines, and there are reasonable interpretations of the passages Sturgeon cites that do not conurlt Butler to the Thesis. Butler's view is that the logically primary perception-approvals of acts as virtuous and perception-disapprovals of acts as vicious by themselves can render acts natural and unnatural, respectively, without the need for conscience to rely upon some other superior principle to first determine the naturalness or unnaturalness of acts. The laboratory animal environment: room for concern.

The Politics of the Texbook analyzes the factors that shape production, distribution and reception of school texts through original essays which emphasize the double-edged quality of textbooks. Textbooks are viewed as systems of moral regulation in the struggle of powerful groups to build political and cultural accord. They are also regarded as the site of popular resistance around discloding the interest underlying schoolknowledge and incorporating alternative traditions.

This paper examines the critical role that organizational leaders play in establishing a values based climate. We discuss seven mechanisms by which leaders convey the importance of ethical values to members, and establish the expectations regarding ethical conduct that become engrained in the organizations climate. We also suggest that leaders at different organizational levels rely on different mechanisms to transmit values and expectations. These mechanisms then influence members practices and expectations, further increase the salience of ethical values and result in (...) the shared perceptions that form the organizations climate. The paper is organized in three parts. Part onebegins with a brief discussion of climates regarding ethics and the critical role of values. Part two provides discussion on the mechanisms by which leaders and members transmit values and create climates related to ethics. Part three provides a discussion of these concepts with implications for theory, research, and practice. (shrink)

The method of reflective equilibrium (MRE) is a method of justification popularized by John Rawls and further developed by Norman Daniels, Michael DePaul, Folke Tersman, and Catherine Z. Elgin, among others. The basic idea is that epistemic agents have justified beliefs if they have succeeded in forming their beliefs into a harmonious system of beliefs which they reflectively judge to be the most plausible. Despite the common reference to MRE as a method, its mechanisms or rules are typically expressed (...) in a metaphorical or simplified manner and are therefore criticized as too vague. Recent efforts to counter this criticism have been directed towards the attempt to provide formal explications of MRE. This paper aims to supplement these efforts by providing an informal working definition of MRE. This approach challenges the view that MRE can adequately be characterized only in the negative as a set of anti-essentialisms. I argue that epistemic agents follow MRE iff they follow four interconnected rules, which are concerned with a minimalistic form of foundationalism, a minimalistic form of fallibilism, a moderate form of holism, and a minimalistic form of rationality. In the critical spirit of MRE, the corresponding working definition is, of course, provisional and revisable. In general, the aim is to contribute to a reflective equilibrium (RE) concerning MRE. If it is successful, this working definition provides a better grasp of the most basic elements of the method and thereby enhances our understanding of it. (shrink)

The just war tradition is an evolving body of tenets for determining when resorting to war is just and how war may be justly executed. Rethinking the Just War Tradition provides a timely exploration in light of new security threats that have emerged since the end of the Cold War, including ongoing conflicts in the Middle East, threats of terror attacks, and genocidal conflicts within states. The contributors are philosophers, political scientists, a U.S. Army officer, and a senior analyst at (...) the Center for Defense Information. Intended for courses in sensation and perception, this book covers the anatomy, physiology and phenomenology of the way humans sense and perceive the world. It is grounded in physiology to explain perceptual phenomena, on the theory that understanding sensation and perception is based in the physiology of the sensory organs and the brain.

In the life sciences, there is an ongoing discussion about a perceived ‘reproducibility crisis’. However, it remains unclear to which extent the perceived lack of reproducibility is the consequence of issues that can be tackled and to which extent it may be the consequence of unrealistic expectations of the technical level of reproducibility. Large-scale, multi-institutional experimental replication studies are very cost- and time-intensive. This Perspective suggests an alternative, complementary approach: meta-research using sociological and philosophical methodologies to examine researcher trust in (...) data. An improved understanding of the criteria used by researchers to judge data reliability will provide crucial, initial evidence on the actual scale of the reproducibility crisis and on measures to tackle it. Among the most important questions critical educators can ask today are the following: Can schools play a role in making a more just society possible? If not, why not? If so, what can they do? These questions provide the basis for this article by Michael Apple, as well as for the books under discussion here. The books by David Blacker, John Marsh, Mike Cole, and Pauline Lipman discussed in this essay are either Marxist, have been influenced by Marxist and (...) socialist ideas, or are published by presses that have a long history of publishing material with a Marxist and/or socialist orientation. In order to adequately deal with them, Apple devotes much of this essay to a set of arguments about the possibilities and limits of these ideas. After specifying those arguments, he discusses how they are developed in the books themselves. He grounds this discussion in a call for creating a broader “we” that is based on a more historically grounded understanding of the ways in which struggles over schooling actually can make a difference. _The State and the Politics of Knowledge_ extends the insightful arguments Michael Apple provided in _Educating_ _the "Right" Way_ in new and truly international directions. Arguing that schooling is, by definition, political, Apple and his co-authors move beyond a critical analysis to describe numerous ways of interrupting dominance and creating truly democratic and realistic alternatives to the ways markets, standards, testing, and a limited vision of religion are now being pressed into schools.

There is an ongoing perception that public accountability in modern-day governance is in 'crisis', caused by globalization and the increasing power of private economic interests. This volume contains essays by some of the leading scholars in the study of the Jewish religious ideas in the Second Temple period, that led up to the development of early forms of Rabbinic Judaism and Christianity. Close attention is paid to the cosmological ideas to be found in the Ancient Near East and in the Hebrew Bible and to the manner in which the translators of the Hebrew Bible into Greek reflected the creativity with which Judaism engaged Hellenistic ideas (...) about the cosmos and the creation. This first chapter locates crucial elements of James's notion of truth within James's 'The Will to Believe." James recognizes evidential criteria in the formation of belief, in contrast to a common claim that for him beliefs are generated in an evidential vacuum. Jamess view of evidence in "The Will to Believe" also stands as a pragmatic reappraisal of traditional epistemology, and such criteria are individualistic. But his treatment should not be taken as subjectivist, in the sense that personal whim or (...) desire always override evidential criteria in the formation of belief. Rather, James's view allows him to avoid both subjectivism and traditional evidentialism. The second chapter suggests that "The Will to Believe" also contains a notion of pluralism, which is intimately related to radical empiricism. James develops two levels of pluralism, individualistic and social. Whereas the first chapter concerns inquiry on an individual level, the second locates the individual within society. James's position on pluralism is also discussed briefly in relation to contemporary ethical theory. Perhaps James's most important notion is that of an "intellectual republic." Such a republic would emerge from a productive mediation between the two levels of pluralism outlined in the essay. In closing, it is suggested that the relationship between James and Josiah Royce illustrates James's ideal of such mediation. The third chapter develops notions of social inquiry hinted at by James within the more radically social philosophy of John Dewey. Following a brief discussion of Platonic assumptions regnant in contemporary discussions, Dewey's views are offered as an alternative to some unpalatable consequences of Platonism. A brief discussion of Dewey's metaphysics and epistemology follows; Dewey manages to avoid both Platonism and relativism, while maintaining the stable and precarious elements traditionally associated with either approach. In conclusion, it is suggested that Dewey's use of the stable and precarious constitute a basis for his notion of criticism, where inquiry is viewed not as a bid for ultimate clarity, but rather as a pattern of interrelationships between elements imbedded within context. Since escape from context is impossible, clarity is also contextual. (shrink)

The metaphysical language of impermeable surfaces and levels, and rigid hierarchies, is consonant in James's writing with the assumption of what Dewey calls an individual/society split. ;Chapter Two focuses upon the relational self from the Principles of Psychology. The central pair of terms is that of strength/fragility, in which a self is revealed that is both functionally efficacious through activities of emphasis, selection, and negation, and permeable (...) to context. ;Chapter Three discusses the "social organism" and the "intellectual republic" from The Will to Believe and Other Essays in Popular Philosophy. James uses more socially conscious metaphors, and discusses the public and the private; "inner" and "outer" tolerance; and the "personal contribution," "X," which must be added to the "world," "M." ;Chapter Four discusses the "nucleus" of relations from Essays in Radical Empiricism. The personal aspect of social experience falls within the realm of "co-conscious relations" and the public falls within the sphere of the "conterminous." The strong side of the self, from Chapter Two; the private, or personal; inner tolerance; and the personal contribution, "X," from Chapter Three, belong to the sphere of co-conscious relations, as discussed in Chapter Four, just as the fragile side, the public; outer tolerance; and the world, "M," all belong to the sphere of conterminous relations. ;Chapter Five discusses the metaphor of Papini's corridor from Pragmatism. The adjoining rooms can be seen to symbolize the sphere of co-conscious relations, and the corridor of conterminous ones. The metaphysics of background and foreground points to an instrumentalist interpretation of the self, which represents a complete departure from James's early individualism. (shrink)

Grounded in the canonical gospels and other New Testament passages, especially Philippians 2:1-11, this study offers an account of humility from a Christian perspective.

Clustered regularly interspaced short palindromic repeats genome editing has already reinvented the direction of genetic and stem cell research. For more complex diseases it allows scientists to simultaneously create multiple genetic changes to a single cell. Technologies for correcting multiple mutations in an in vivo system are already in development. On the surface, the advent and use of gene editing technologies is a powerful tool to reduce human suffering by eradicating complex disease that has a genetic etiology. Gene drives are (...) CRISPR mediated alterations to genes that allow them to be passed on to subsequent populations at rates that approach one hundred per cent transmission. Therefore, from an anticipatory biomedical ethics perspective, it is possible to conceive gene drive being used with CRISPR to permanently ameliorate aberrant genes from wild-type populations containing mutations. However, there are also a number of possible side effects that could develop as the result of combining gene editing and gene drive technologies in an effort to eradicate complex diseases. In this paper, we critically analyse the hypothesis that the combination of CRISPR and gene drive will have a deleterious effect on human populations from an ethical perspective by developing an anticipatory ethical analysis of the implications for the use of CRISPR together with gene drive in humans. The twentieth century evolved several ways of treating literary authorship in terms of an object rather than a subject. One tradition, derived more or less distantly from late nineteenth century symbolism, identifies the source of authorship with the medium, the tradition, or language itself. Exponents of this view include writers as different as T. S. Eliot, Martin Heidegger, and Paul De Man. A second tradition, associated most closely with Michel Foucault, understands authorship in terms of impersonal social structures. Both of (...) these traditions move the question of authorship from subject to object by bypassing the experience of the writer. I outline a third tradition, one that locates the movement from who to what within the experience of authorship itself. I enumerate key features of this model of authorship—which represents a revision of the classical concept of inspiration—through close readings of poems by Sylvia Plath and Jorie Graham. (shrink)
