The second part takes up decision in the realm of belief, i.e. deciding that such and such is so. This phenomenon raises two questions. Since we decide that as well as to, should we speak of a doxastic will? Secondly, should we regard ourselves as active in the formation of our judgements as in the formation of our intentions? In the subsequent pages, I want to develop a distinction between wanting and valuing which will enable the familiar view of freedom to make sense of the notion of an unfree action. The contention will be that, in the case of actions that are unfree, the agent is unable to get what he most wants, or values, and this inability is due to his own "motivational system." My concern in this paper will be to explore and develop a version of nonsocratic skepticism about weakness of will. In my view, socratism is incorrect, but like Socrates, I think that the common understanding of weakness of will raises serious problems. Contrary to socratism, it is possible for a person knowingly to act contrary to his or her better judgment. But this description does not exhaust the common view of weakness. Also implicit in this view is the belief that (...) actions which are contrary to one's better judgment are free in the sense that the agent could have done otherwise. To take seriously the possibility of acting contrary to one's better judgment is at the same time to raise problems about the distinction between weakness and compulsion. I argue that the common view, according to which the differentiating feature is that the weak are able to conform their behavior to their practical judgments, is unjustified. Instead, I have proposed that weakness of will involves the failure to develop certain normal capacities of self-control, whereas compulsion involves desires which even the possession of such capacities would not enable one to resist. The Iowa Nutrient Reduction Strategy aims to reduce nutrient loads in waterways from nonpoint sources such as farm fields. Farmers’ voluntary adoption of soil and water conservation practices is crucial for achieving NRS goals. Although the Iowa NRS has been active since 2013, farmer participation and net pollutant reductions have been insufficient. Therefore, continued efforts to understand the motivations and barriers that underlie farmers’ conservation actions in a comprehensive and integrated manner are needed to improve outreach strategies, and research examining (...) the relationships among factors such as farmers’ self-efficacy, motivations, perceived economic pressure, and soil and water conservation practices adoption in row crop production systems is needed to inform that outreach. This research employed social cognitive theory and previous research around the conceptual category of “motivations” to inform the study of relationships between the dynamic precursors and later modifiers of farmers’ adoption of in-field nutrient management Best Management Practices. Data are from the 2014–2016 Iowa Farm and Rural Life Poll. Self-efficacy, collective efficacy, stewardship motivation, crop insurance, perceived economic pressure, age, and crop acres were important predictors of adoption. This paper examines farmer intentions to adapt to global climate change by analyzing responses to a climate change scenario presented in a survey given to large-scale farmers across the US Corn Belt in 2012. Adaptive strategies are evaluated in the context of decision making and farmers’ intention to increase their use of three production practices promoted across the Corn Belt: no-till farming, cover crops, and tile drainage. This paper also provides a novel conceptual framework that bridges a typology of adaptation (...) with concepts that help predict intentionality in behavior change models. This conceptual framework was developed to facilitate examination of adaptive decision making in the context of agriculture. This research effort examines key factors that influence farmers’ intentions to increase their use of the practices evaluated given a climate change scenario. Twenty-two covariates are examined across three models developed for no-till farming, cover crops, and tile drainage. Findings highlight that farmers who believed they should adjust their practices to protect their farm from the negative impacts of increased weather variability were more likely to indicate that they would increase their use of each of the practices in response to climate change. Additionally, visiting with other farmers to observe their practices was positively associated with farmers’ intentions to increase their use of the adaptive strategies examined. Farmers who were currently using no-till farming, cover crops, and tile drainage were also more likely to plan to increase their use of these practices in response to increased weather variability associated with climate change. However, farmers who reported high levels of confidence in their current practices were less likely to plan on changing their use of these practices in response to climatic changes. (shrink)

Development of a vaccine for schistosomiasis, a parasitic disease currently affecting over 200 million people worldwide, has been targeted as a priority by the World Health Organisation. Research demonstrating the ability of humans to acquire natural immunity to schistosome infection, together with the successful use of attenuated vaccines in animals both under laboratory and field conditions, suggest that development of a human vaccine is feasible. Attenuated vaccines for schistosomiasis are considered neither safe nor practicable for human use, however, and therefore (...) other approaches must be considered. The goal of perceptual systems is to allow organisms to adaptively respond to ecologically relevant stimuli. Because all perceptual inputs are ambiguous, perception needs to rely on prior knowledge accumulated over evolutionary and developmental time to turn sensory energy into information useful for guiding behavior. It remains controversial whether the guidance of perception extends to cognitive states or is locked up in a “cognitively impenetrable” part of perception. I argue that expectations, knowledge, and task demands can shape perception at multiple (...) levels, leaving no part untouched. The position advocated here is broadly consistent with the notion that perceptual systems strive to minimize prediction error en route to globally optimal solutions :181–204, 2013). On this view, penetrability should be expected whenever constraining lower-level processes by higher level knowledge is minimizes global prediction error. Just as Fodor feared cognitive penetration of perception threatens theory-neutral observation and the distinction between observation and inference. However, because theories themselves are constrained by the task of minimizing prediction error, theory-laden observation turns out to be superior to theory-free observation in turning sensory energy into useful information. Yet since humour can be the most powerful method of communicating serious information in an appealing, relaxing and respectful manner, we must surely expect to find humour in the Scriptures. In fact, as this article explains, it is there in abundance. It is at the heart of our salvation history. The Bible 'revels in a profound laughter, a divine and human laughter that is endemic to the whole (...) narrative of creation, fall and salvation, and finally a laughter that results in a wondrous, all-encompassing comic vision'. Theories of language production propose that utterances are constructed by a mechanism that separates linguistic content from linguistic structure, Linguistic content is retrieved from the mental lexicon, and is then inserted into slots in linguistic structures or frames. Support for this kind of model at the phonological level comes from patterns of phonological speech errors. W present an alternative account of these patterns using a connectionist or parallel distributed proceesing (PDP) model that learns to produce sequences of phonological features. Theories of language production have long been expressed as connectionist models. We outline the issues and challenges that must be addressed by connectionist models of lexical access and grammatical encoding, and review three recent models. The models illustrate the value of an interactive activation approach to lexical access in production, the need for sequential output in both phonological and grammatical encoding, and the potential for accounting for structural effects on errors and structural priming from learning.

In his recent article Should Trees Have Standing? Revisited" Christopher D. Stone has effectively withdrawn his proposal that natural objects be granted legal rights, in response to criticism from the Feinberg/McCloskey camp. Stone now favors a weaker proposal that natural objects be granted what he calls legal "considerateness". I argue that Stone's retreat is both unnecessary and undesirable. I develop the notion of a "de facto" legal right and argue that species already have de facto legal rights as statutory beneficiaries (...) of the "Endangered Species Act of 1973." I conclude that granting certain nonhuman natural entities legal rights is both more important and less costly that Stone and his critics have realized, and that it is not Stone's original proposal which needs rethinking, but the concept of interests at work in the Feinberg/McCloskey position. Can what we know change what we see? Does language affect cognition and perception? The last few years have seen increased attention to these seemingly disparate questions, but with little theoretical advance. We argue that substantial clarity can be gained by considering these questions through the lens of predictive processing, a framework in which mental representations—from the perceptual to the cognitive—reflect an interplay between downward-flowing predictions and upward-flowing sensory signals. This framework provides a parsimonious account of how what we know (...) ought to change what we see and helps us understand how a putatively high-level trait such as language can impact putatively low-level processes such as perception. Within this framework, language begins to take on a surprisingly central role in cognition by providing a uniquely focused and flexible means of constructing predictions against which sensory signals can be evaluated. Predictive processing thus provides a plausible mechanism for many of the reported effects of language on perception, thought, and action, and new insights on how and when speakers of different languages construct the same “reality” in alternate ways.
