There are more philosophy teachers alive today than existed from Socrates until 1900, and this year alone there will be more "contact hours" in philosophical wisdom than in the two millenia before Descartes. One might legitimately wonder what is done with all that time and why the world is not immensely better for it. The first, if not the second, of these questions is addressed and answered in this serious, thorough and much-needed collection of essays. Eduard Fey, founder and (...) long the president of the International Society for Teachers of Philosophy, and a dozen coworkers have surveyed the historical background and present-day structure of philosophical instruction in every country of Western Europe—in sixteen essays, some as long as fifty pages, some as brief as five pages. The volume is thorough. One can learn, for example, exactly what a gymnasium senior in Luxembourg studies during his weekly three hours of philosophy. One can learn how Hans Richert tried to reform high school instruction in Germany in 1925, only to be opposed by the Catholic hierarchy’s insistence that metaphysical questions be treated only in religious instruction, or how the German Idealist Krause influenced Spanish pedagogy through his student Julian Sanz del Rio, and so on. Given the range and detail of the material, the lack of an index to the volume is keenly felt. (shrink)

In the context of «reassessing the relationship between explanation and phenomenology», the paper discusses the question in what ways Husserlian phenomenology as a descriptive science of consciousness has an explanatory potential in consciousness studies. It takes a very limited approach to the wide-ranging themes that may come to mind on this topic. At the center is an exploration of consciousness as an explanandum in its own right, building on Husserl's reflective-eidetic analyses of conscious experiences. It will concentrate on explicating acts (...) of intuitive representification ( anschauliche Vergegenwärtigungen) as intentional modifications of perception, making up higher, radical novel levels of intentionality. Acts of remembering, imagining, depicting something, as well as iterations and combinations of such acts, will serve as examples. A formal notation will be used with the intention to make the reflection-based theoretical language of phenomenology more precise and easier to survey. (shrink)

Given the lack of knowledge about safety and efficacy of many treatments for children, pediatric clinical trials are important, but recruitment for pediatric research is difficult. Little is known about children's perspective on participating in trials. The purpose of this study was to understand the experiences and motivations of young people who took part in clinical trials. This is a qualitative interview study of 25 young people aged 10–23 who were invited to take part in clinical trials. Interviews were audio (...) or video recorded and analyzed using framework analysis. Young peoples' motivations were both personal benefit and helping others. Both incentives appeared to be more complex than expected. We introduce the terms “network of exchange” and “intergenerational solidarity” to describe these motivations. To improve recruitment, professionals should be more open about research opportunities, provide better information, and give young people feedback after the trial has ended. (shrink)

Kirkham’s book is not a plain attempt of asking the questions like ‘What is truth?’ since it would, according to him, be one more mistake followed by confusion. The components of this four-dimensional confusion (vagueness, ambiguity, several ways of describing the same project, and one answer for two distinctly different questions about truth) find its original explanation in Kirkham’s book. Having stated that all of the previous theories of truth were just irrelevant to the question of “What is truth” because (...) when asking different questions about truth, he draws his non-trivial approach of assigning each theorist to the particular question (or ‘project’) he or she was trying to answer with his or her theory of truth. So, the main merit of Kirkham’s work is the clarification of this most urgent philosophical problem of truth on the way of metaphysics. (shrink)

In this position paper, we have used Alan Cooper’s persona technique to illustrate the utility of audio- and video-based AAL technologies. Therefore, two primary examples of potential audio- and video-based AAL users, Anna and Irakli, serve as reference points for describing salient ethical, legal and social challenges related to use of AAL. These challenges are presented on three levels: individual, societal, and regulatory. For each challenge, a set of policy recommendations is suggested.

Transparency is now a fundamental principle for data processing under the General Data Protection Regulation. We explore what this requirement entails for artificial intelligence and automated decision-making systems. We address the topic of transparency in artificial intelligence by integrating legal, social, and ethical aspects. We first investigate the ratio legis of the transparency requirement in the General Data Protection Regulation and its ethical underpinnings, showing its focus on the provision of information and explanation. We then discuss the pitfalls with respect (...) to this requirement by focusing on the significance of contextual and performative factors in the implementation of transparency. We show that human–computer interaction and human-robot interaction literature do not provide clear results with respect to the benefits of transparency for users of artificial intelligence technologies due to the impact of a wide range of contextual factors, including performative aspects. We conclude by integrating the information- and explanation-based approach to transparency with the critical contextual approach, proposing that transparency as required by the General Data Protection Regulation in itself may be insufficient to achieve the positive goals associated with transparency. Instead, we propose to understand transparency relationally, where information provision is conceptualized as communication between technology providers and users, and where assessments of trustworthiness based on contextual factors mediate the value of transparency communications. This relational concept of transparency points to future research directions for the study of transparency in artificial intelligence systems and should be taken into account in policymaking. Neuroenhancement involves the use of neurotechnologies to improve cognitive, affective or behavioural functioning, where these are not judged to be clinically impaired. Questions about enhancement have become one of the key topics of neuroethics over the past decade. The current study draws on in-depth public engagement activities in ten European countries giving a bottom-up perspective on the ethics and desirability of enhancement. This informed the design of an online contrastive vignette experiment that was administered to representative samples of 1000 respondents (...) in the ten countries and the United States. The experiment investigated how the gender of the protagonist, his or her level of performance, the efficacy of the enhancer and the mode of enhancement affected support for neuroenhancement in both educational and employment contexts. Of these, higher efficacy and lower performance were found to increase willingness to support enhancement. A series of commonly articulated claims about the individual and societal dimensions of neuroenhancement were derived from the public engagement activities. Underlying these claims, multivariate analysis identified two social values. The Societal/protective highlights counter normative consequences and opposes the use enhancers. The Individual/proactionary highlights opportunities and supports use. For most respondents these values are not mutually exclusive. This suggests that for many neuroenhancement is viewed simultaneously as a source of both promise and concern. (shrink)

When talking about decisionmaking for children with a life-threatening condition, the death of children with brain tumors deserves special attention. The last days of the lives of these children can be particularly harsh for bystanders, and raise questions about the suffering of these children themselves. In the Netherlands, these children are part of the group for whom a wide range of end-of-life decisions are discussed, and questions raised. What does the end-of-life for these children look like, and what motivates physicians (...) and parents to make decisions that may affect the life and death of these children? This article highlights the story of the parents of the sisters Roos and Noor. When both their daughters were diagnosed with a hereditary brain tumor, they had to make similar decisions twice. Their story sheds light on the suffering of children in the terminal phase, and how this suffering may motivate parents and physicians to make decisions that influence the end of life of these children’s lives.We argue that complete knowledge about suffering in the terminal phase of children with brain tumors is impossible. However, by collecting experiences like those of Roos and Noor, we can move toward an experienced-based understanding and better guide parents and physicians through these hardest of decisions. Ambient assisted living technologies are increasingly presented and sold as essential smart additions to daily life and home environments that will radically transform the healthcare and wellness markets of the future. An ethical approach and a thorough understanding of all ethics in surveillance/monitoring architectures are therefore pressing. AAL poses many ethical challenges raising questions that will affect immediate acceptance and long-term usage. Furthermore, ethical issues emerge from social inequalities and their potential exacerbation by AAL, accentuating the existing access gap between (...) high-income countries and low and middle-income countries. Legal aspects mainly refer to the adherence to existing legal frameworks and cover issues related to product safety, data protection, cybersecurity, intellectual property, and access to data by public, private, and government bodies. Successful privacy-friendly AAL applications are needed, as the pressure to bring Internet of Things devices and ones equipped with artificial intelligence quickly to market cannot overlook the fact that the environments in which AAL will operate are mostly private. The social issues focus on the impact of AAL technologies before and after their adoption. Future AAL technologies need to consider all aspects of equality such as gender, race, age and social disadvantages and avoid increasing loneliness and isolation among, e.g. older and frail people. Finally, the current power asymmetries between the target and general populations should not be underestimated nor should the discrepant needs and motivations of the target group and those developing and deploying AAL systems. Whilst AAL technologies provide promising solutions for the health and social care challenges, they are not exempt from ethical, legal and social issues. A set of ELSI guidelines is needed to integrate these factors at the research and development stage. (shrink)

The global Covid-19 pandemic has resulted in social and economic disruption unprecedented in the modern era. Many countries have introduced severe measures to contain the virus, including travel restrictions, public event bans, non-essential business closures and remote work policies. While digital technologies help governments and organizations to enforce protection measures, such as contact tracing, their rushed deployment and adoption also raises profound concerns about surveillance, privacy and data protection. This article presents two critical cases on digital surveillance technologies implemented during (...) the Covid-19 pandemic and delineates the privacy implications thereof. We explain the contextual nature of privacy trade-offs during a pandemic and explore how regulatory and technical responses are needed to protect privacy in such circumstances. By providing a multi-disciplinary conversation on the value of privacy and data protection during a global pandemic, this article reflects on the implications digital solutions have for the future and raises the question of whether there is a way to have expedited privacy assessments that could anticipate and help mitigate adverse privacy implications these may have on society. Computational models of meaning trained on naturally occurring text successfully model human performance on tasks involving simple similarity measures, but they characterize meaning in terms of undifferentiated bags of words or topical dimensions. This has led some to question their psychological plausibility (Murphy, 2002;Schunn, 1999). We present here a fully automatic method for extracting a structured and comprehensive set of concept descriptions directly from an English part‐of‐speech‐tagged corpus. Concepts are characterized by weighted properties, enriched with concept–property types that approximate classical (...) relations such as hypernymy and function. Our model outperforms comparable algorithms in cognitive tasks pertaining not only to concept‐internal structures (discovering properties of concepts, grouping properties by property type) but also to inter‐concept relations (clustering into superordinates), suggesting the empirical validity of the property‐based approach. Driven by the increasing availability and deployment of ubiquitous computing technologies across our private and professional lives, implementations of automatically processable regulation (APR) have evolved over the past decade from academic projects to real-world implementations by states and companies. There are now pressing issues that such encoded regulation brings about for citizens and society, and strategies to mitigate these issues are required. However, _comprehensive yet practically operationalizable_ frameworks to navigate the complex interactions and evaluate the risks of projects that implement (...) APR are not available today. In this paper, and based on related work as well as our own experiences, we propose a framework to support the conceptualization, implementation, and application of _responsible_ APR. Our contribution is twofold: we provide a holistic characterization of what responsible APR means; and we provide support to operationalize this in concrete projects, in the form of leading questions, examples, and mitigation strategies. We thereby provide a scientifically backed yet practically applicable way to guide researchers, sponsors, implementers, and regulators toward better outcomes of APR for users and society. (shrink)

Obwohl Ernst Kapp unbestritten als Begründer der modernen Technikphilosophie gilt, ist sein anthropologischer Ansatz bislang kaum systematisch rezipiert worden. Zwar wird sein Werk in Überblicken meist als wichtiger Ausgangspunkt für die Technikphilosophie des 20. Jahrhunderts genannt, sein heuristisches Theorem der Organprojektion (...) wird dabei jedoch oft falsch als Vorläufer der Prothesentheorie von Freud bis McLuhan eingeordnet und nicht als kulturhistorische Erkenntnistheorie verstanden. In this article, the object of research interest is the phenomenon of social control and the role of digital media in the process of digital surveillance. In the first part, the authors characterise the specifics of the panoptical and postpanoptical models of social control. The second part of the article explores the specifics of modern types of surveillance provided by digital media. It is shown that digital media extremely effectively modify communication systems, determine the main vectors of socio-cultural and personal (...) development, and are also one of the key elements of the digital control system.
