This book contains ten papers that were presented at the symposium about the realism debate, held at the Center for Logic, Philosophy of Science and Philosophy of Language of the Institute of Philosophy at the Katholieke Universiteit Leuven on 10 and 11 March 1995. The first group of papers are directly concerned with the realism/anti-realism debate in the general philosophy of science. This group includes the articles by Ernan McMullin, Diderik Batens/Joke Meheus, Igor Douven and Herman de Regt. The (...) papers of the second group concentrate on specific problems arising from the realism/anti-realism debate. Theo Kuipers' contribution discusses the problem of truth-approximation. Roger Vergauwen's article pertains to the issue of realism in the philosophy of mind and semantics. Jaap van Brakel's article focusses on the relation between everyday concepts and scientific concepts, and on the theory-dependence of observation. Paul Cortois investigates the relation between the question of realism and Kuhn's concept of incommensurability between scientific theories. The final group contains two papers on the realism/anti-realism debate in the special sciences. James Cushing discusses the problem of underdetermination in quantum mechanics and Jean Paul van bendegem addresses the question of the possiblity of an empiricist philosophy of mathematics. The Moral Habitat offers a new and systematic interpretation of Kant's moral and political philosophy. Herman introduces the idea of a moral habitat to examines the dynamic system of duties that exists between individuals and civic institutions.

This essay critically examines some classic philosophical and legal theories of privacy, organized into four categories: the nonintrusion, seclusion, limitation, and control theories of privacy. Although each theory includes one or more important insights regarding the concept of privacy, I argue that each falls short of providing an adequate account of privacy. I then examine and defend a theory of privacy that incorporates elements of the classic theories into one unified theory: the Restricted Access/Limited Control (RALC) theory of privacy. Using (...) an example involving data-mining technology on the Internet, I show how RALC can help us to frame an online privacy policy that is sufficiently comprehensive in scope to address a wide range of privacy concerns that arise in connection with computers and information technology. ”Meaningful human control” is a term invented in the political and legal debate on autonomous weapons system, but it is nowadays also used in many other contexts. It is supposed to specify conditions under which an artificial system is under the right kind of control to avoid responsibility gaps: that is, situations in which no moral agent is responsible. Santoni de Sio and Van den Hoven have recently suggested a framework that can be used by system designers to operationalize this (...) kind of control. It is the purpose of this paper to facilitate further operationalization of ”meaningful human control”. -/- This paper consists of two parts. In the first part I resolve an ambiguity that plagues current operationalizations of MHC. One of the design conditions says that the system should track the reasons of the relevant agents. This condition is ambiguous between the kind of reasons involved. On one interpretation it says that a system should track motivating reasons, while it is concerned with normative reasons on the other. Current participants in the debate interpret the framework as being concerned with (something in the vicinity of) motivating reasons. I argue against this interpretation by showing that meaningful human control requires that a system tracks normative reasons. Moreover, I maintain that an operationalization of meaningful human control that fails to track the right kind of reasons is morally problematic.When this is properly understood, it can be shown that the framework of MHC is committed to the agent-relativity of reasons. More precisely, I argue in the second part of this paper that if the tracking condition of MHC plays an important role in responsibility attribution (as the proponents of the view maintain), then the framework is incompatible with first-order normative theories that hold that normative reasons are agent-neutral (such as many versions of consequentialism). In the final section I present three ways forward for the proponent of MHC as reason-responsiveness. (shrink)

By focussing on the logical relations between scientific theories and religious beliefs in his book Where the Conflict Really Lies, Alvin Plantinga overlooks the real conflict between science and religion. This conflict exists whenever religious believers endorse positive factual claims to truth concerning the supernatural. They thereby violate an important rule of scientific method and of common sense, according to which factual claims should be endorsed as true only if they result from validated epistemic methods or sources.

This volume collects ten essays investigating some fundamental aspects of Kant's ethics, drawing wider conclusions for moral philosophy. Herman aims to undermine some received ideas about how Kantian ethics works and what it means in practice.

Are trust relationships involving humans and artificial agents possible? This controversial question has become a hotly debated topic in the emerging field of machine ethics. Employing a model of trust advanced by Buechner and Tavani :39–51, 2011), I argue that the “short answer” to this question is yes. However, I also argue that a more complete and nuanced answer will require us to articulate the various levels of trust that are also possible in environments comprising both human agents and AAs. In defending this view, I show how James Moor’s model for distinguishing four levels of ethical agents in the context of machine ethics :18–21, 2006) can help us to develop a framework that differentiates four levels of trust. Via a series of hypothetical scenarios, I illustrate each level of trust involved in HA–AA relationships. Finally, I argue that these levels of trust reflect three key factors or variables: the level of autonomy of the individual AAs involved, the degree of risk/vulnerability on the part of the HAs who place their trust in the AAs, and the kind of interactions that occur between the HAs and AAs in the trust environments. Privacy concerns involving data mining are examined in terms of four questions: What exactly is data mining? How does data mining raise concerns for personal privacy? How do privacy concerns raised by data mining differ from those concerns introduced by traditional information-retrieval techniques in computer databases? How do privacy concerns raised by mining personal data from the Internet differ from those concerns introduced by mining such data from data warehouses? It is argued that the practice of using data-mining techniques, whether (...) on the Internet or in data warehouses, to gain information about persons raises privacy concerns that go beyond concerns introduced in traditional information-retrieval techniques in computer databases and are not covered by present data-protection guidelines and privacy laws. Thomas Scanlon and Derek Parfit have recently defended a meta-ethical view that is supposed to satisfy realistic intuitions about morality, without the metaphysical implications that many find hard to accept in other realist views. Both philosophers argue that truths in the normative domain do not have ontological implications, while truths in the scientific domain presuppose a metaphysical reality. What distinguishes Scanlon and Parfit’s approach from other realistic meta-ethical theories is that they maintain that normative entities exist in a way that (...) is different from (some) non-normative entities. Moreover, they think that this view about the way normative entities exist helps to answer the metaphysical worries that are often thought to plague non-naturalism. To make sense of this idea, I develop their view as a version of alethic pluralism: the position that there is more than one truth property. I argue, however, that when their view is developed in this way it fails to satisfy realistic intuitions about morality. This shows that on a plausible and initially promising reading of what it takes for a normative entity to exist in a way that is different from non-normative entities, Parfit’s and Scanlon’s non-metaphysical moral realism fails to be more realistic than contemporary versions of anti-realism. This paper examines the question whether, and to what extent, John Locke’s classic theory of property can be applied to the current debate involving intellectual property rights (IPRs) and the information commons. Organized into four main sections, Section 1 includes a brief exposition of Locke’s arguments for the just appropriation of physical objects and tangible property. In Section 2, I consider some challenges involved in extending Locke’s labor theory of property to the debate about IPRs and digital information. In Section (...) 3, it is argued that even if the labor analogy breaks down, we should not necessarily infer that Locke’s theory has no relevance for the contemporary debate involving IPRs and the information commons. Alternatively, I argue that much of what Locke has to say about the kinds of considerations that ought to be accorded to the physical commons when appropriating objects from it – especially his proviso requiring that “enough and as good” be left for others – can also be applied to appropriations involving the information commons. Based on my reading of Locke’s proviso, I further argue that Locke would presume in favor of the information commons when competing interests (involving the rights of individual appropriators and the preservation of the commons) are at stake. In this sense, I believe that Locke offers us an adjudicative principle for evaluating the claims advanced by rival interests in the contemporary debate about IPRs and the information commons. In Section 4, I apply Locke’s proviso in my analysis of two recent copyright laws: the Copyright Term Extension Act (CTEA), and the Digital Millennium Copyright Act (DMCA). I then argue that both laws violate the spirit of Locke’s proviso because they unfairly restrict the access that ordinary individuals have previously had to resources that comprise the information commons. Noting that Locke would not altogether reject copyright protection for IPRs, I conclude that Locke’s classic property theory provides a useful mechanism for adjudicating between claims about how best to ensure that individuals will be able to continue to access information in digitized form, while at the same time also allowing for that information to enjoy some form of legal protection. Metasemantic inferentialismhas gained popularity in the last few decades. Traditionally, inferentialism is combined with a deflationary attitude towards semantic terms such as truth and reference, i.e., many inferentialists hold that when we use these semantic terms we do not purport to refer to substantive properties. This combination makes inferentialism attractive for philosophers who see themselves as antirealists. Although the attractions of combining inferentialism and deflationism are easy to see, deflationism is also a controversial position. For one, deflationists maintain that truth (...) is an insubstantive property, but it is not altogether clear what an insubstantive property is. Secondly, as deflationists maintain that truth does not play an explanatory role, it is incompatible with the position that truth can explain the normativity of truth talk. Given that deflationism faces these objections, it would be preferable if the success of inferentialism did not depend on the deflationist’s ability to respond to these objections. I argue that someone attracted to inferentialism for its ability to accommodate antirealist intuitions about a domain (e.g. morality) is not committed to deflationism about truth. More specifically, I will show that inferentialism combined with a straightforward account of inferentialist truth-conditions is compatible with a version of truth pluralism. I call this position Inferentialist Truth Pluralism. (shrink)

Heidegger denied that his enquiries were concerned with ethics. Heidegger and Ethics questions this self-understanding and reveals a form of ethics in Heidegger’s thinking that is central to his understanding of metaphysics and philosophy. In our technological age, metaphysics has, according to Heidegger, become real- ity; philosophy has come to an end. Joanna Hodge argues that there has been a concomitant transformation of ethics that Heidegger has failed to identify. Today, technological relationships form the ethical relations in which humans find (...) them- selves. As a result, ethics is cut loose from abstract universal moral standards, and the end of philosophy announced by Heidegger turns out to be an interminable interruption of the metaphysical will to completion. In order to realise the produc- tive potential of this interruption, the repressed ethical element in Heidegger’s think- ing must be retrieved. (shrink)

This essay examines issues involving personal privacy and informed consent that arise at the intersection of information and communication technology and population genomics research. I begin by briefly examining the ethical, legal, and social implications program requirements that were established to guide researchers working on the Human Genome Project. Next I consider a case illustration involving deCODE Genetics, a privately owned genetics company in Iceland, which raises some ethical concerns that are not clearly addressed in the current ELSI guidelines. The (...) deCODE case also illustrates some ways in which an ICT technique known as data mining has both aided and posed special challenges for researchers working in the field of population genomics. On the one hand, data-mining tools have greatly assisted researchers in mapping the human genome and in identifying certain “disease genes” common in specific populations. On the other hand, this technology has significantly threatened the privacy of research subjects participating in population genomics studies, who may, unwittingly, contribute to the construction of new groups that put those subjects at risk for discrimination and stigmatization. In the final section of this paper I examine some ways in which the use of data mining in the context of population genomics research poses a critical challenge for the principle of informed consent, which traditionally has played a central role in protecting the privacy interests of research subjects participating in epidemiological studies. The present study examines certain challenges that KDD (Knowledge Discovery in Databases) in general and data mining in particular pose for normative privacy and public policy. In an earlier work (see Tavani, 1999), I argued that certain applications of data-mining technology involving the manipulation of personal data raise special privacy concerns. Whereas the main purpose of the earlier essay was to show what those specific privacy concerns are and to describe how exactly those concerns have been introduced by the use (...) of certain KDD and data-mining techniques, the present study questions whether the use of those techniques necessarily violates the privacy of individuals. This question is considered vis-à-vis a recent theory of privacy advanced by James Moor (1997). The implications of that privacy theory for a data-mining policy are also considered. (shrink)

It is difficult to imagine that a Royal Institute of Physics would organize an annual lecture series on the theme ‘conceptions of physics’. Similarly, it is quite improbable that a Royal Institute of Astronomy would even contemplate inviting speakers for a lecture series called ‘conceptions of astronomy’. What, then, is so special about philosophy that the theme of this lecture series does not appear to be altogether outlandish? Is it, perhaps, that philosophy is the reflective discipline par excellence, so that (...) the very nature of philosophy is a topic that belongs to its domain of investigations? Or is there something more serious at issue? Let me first tell you how the question concerning the nature of philosophy arose for me as a young student, and how I tried to answer it, quite naively, by endorsing Edmund Husserl's programme of turning philosophy into a rigorous science. In a second section, I shall offer three diagnoses of the fact that all such attempts seem to have failed. Finally, I'd like to say a few words on my own research agenda in philosophy and on a public function of philosophers. (shrink)

Preliminary summaries of a few empirio?semantical investigations1 concerning such sentences as: can we say x, should we ever (ordinarily) say x, x is self?evident (tautological, contradictory, nonsensical), P does not know what be is talking about, x is voluntary (involuntary) and: that is no excuse.

In this paper an attempt is made to reconstruct the development of Husserl’s conception of intentionality from 1891 up to 1900/01. It is argued that Husserl’s concept of intentionality in the Logical Investigations took shape under the influence of problems originating in two different fields: the philosophy of perception and philosophical semantics. This multiple origin of the concept of intentionality of 1900/01 is then adduced as an explanation of tensions within the text of the Investigations, tensions whieh account for the (...) fact that various contradictory interpretations of Husserl’s concept of intentionality are supported by the texts.The paper starts with a brief and schematic interpretation of Brentano’s Psychology from an Empirical Standpoint. Next, the theory of perception of the ‘Psychological Studies for Elementary Logic’ is compared with that contained in the Investigation’s.On the basis of an analysis of Husserl’s early theory of reference to non-existing referents (‘Intentional Objects’, 1894) and of his criticism of Twardowski, it is concluded that his concept of int.entionality of 1900/01 is not free from ambiguities: Husserl wavers between a non-relational and a relational concept. Startingpoint of the investigation is the Humean idea that the notion and problem of personal identity (and a fortiori of personhood) is best understood not from an epistemological-ontological perspective‚ but in the context of an analysis of ‘the concern we take in ourselves’ as in pride. It turns out that an insight in pride requires an analysis of the paradoxical relation of identification. It is argued that this relation cannot be understood in terms of a conscious strategy from the part (...) of the individual. The analysis shows that identification involves a fundamental passivity of the subject‚ but at the same time requires a certain capacity of distantiation with respect to the object(s) of identification. Pride and the identification(s) going with it‚ involve value-judgments not only concerning the value of the self as identified with certain valuable objects‚ but also concerning the mode of identification. The question is asked by whom and how the criteria of these judgments are determined. An attempt is made to give a rationale for the absence of definitive criteria in this matter. In the last parts of the paper‚ the fundamental passivity of the self in its identification(s) is interpreted as a fundamental ‘vulnerability’ which must somehow be assumed to fully be a person. (It is suggested that the analysis of pride and self-esteem in terms of ‘vulnerability’ could profit from an analysis of gratitude). (shrink)

Scepticism and Animal Faith marks a turning point in Santayana’s philosophy leading to the development of his complete naturalism, and, if followed, leads to a decisive change in philosophical inquiry that was a century ahead of his time. Indeed, much of what Santayana explicates in this book is now central to inquiries in the social and biological sciences that attempt to understand human behavior. In short, he turns philosophy on its head. Before Santayana, philosophers often thought humans were distinct from (...) other animals because of their reasoning and their ability to act based on thinking through difficulties and then deciding to proceed in the most beneficial way. This approach was widely endorsed from Plato to American pragmatism. However, Santayana’s orientation is dramatically different focusing on animal faith and not human reason. He is a complete non-reductive naturalist.In this article, I examine the implications of Santayana turning to animal faith as a basis for understanding human action. To the surprise of his contemporaries, he no longer considered humans unique from other animals nor perhaps even more complicated in their interactions with their environment. Mental consciousness or spirit is a reflection, an after effect, of animals acting and responding in a physical environment. He suggests an analogy to the sound of music produced by an orchestra. Consciousness or spirit is not causal. For the most part it is momentary, lasting only so long as it is generated by our physical being, what he calls psyche. Hence, rather than being a philosopher who recognizes reason and mind as unique in causing human action, he notes that our actions, like that of all animals, are caused by our psyche’s physical interaction with its environment. Such a move abandons philosophy as a discipline focusing on reason as the basis for action. One might think this lessens the value of consciousness, but not for Santayana. Spirit is celebrational and to be cherished. Indeed, a principal goal of human life is to cultivate a spiritual life. Santayana’s naturalistic approach also leads to a distinct understanding of human cultures, their value, and the political structures involved in various human organizations. There is no hierarchy of best or better, only the reality of human societies serving their constituents in differing ways, much as we might describe the social structures of other animals. If the goal is to provide the greatest range of opportunities for the greatest number of people, one may find evidence that some societies enable more people to live well, but no one political structure is likely to accomplish that in all human environments. Even so, Santayana explores the natural values of charity and justice as central to human societies enabling individual humans to flourish. (shrink)

In gonad‐bearing animals gametogenesis can be divided into three main phases. During embryonic development the primordial gem cells move towards the gonadal primordia. A long, intra‐gonadal phase follows during which the germ cells grow and differentiate. Mature germ cells are finally released from the gonads and brought to the exterior. Thus, germ cells are successively motile, non‐motile and motile again. This complex life history is given here a simple evolutionary interpretation. The basic assumption is that primitive Metazoa already had germ (...) cells, but no gonads to harbour them. Higher animals acquired gonads, which sequestered the germ cells, thus creating the temporary confinement experienced by germ cells in most present‐day Metazoa. This evolutionalry scheme may explain why several steps of germ cell differentation are totally or partially independent of the gonads. These steps presumably existed in primitive, gonad‐free Metazoa, and conserved their autonomy in higher animals. (shrink)

Take the following version of scientific realism: we have good reason to believe that (some of the) current scientific theories tell us something specific about the underlying, i.e. unobservable, structures of the world, for instance that there are electrons with a certain electric charge, or that there are viruses that cause certain diseases. Popper, the rationalist, would not have adhered to the proposed formulation of scientific realism in terms of the rationality of existential beliefs concerning unobservables. Popper did not believe (...) in belief. According to Van Fraassen, the empiricist, one may yet have a rational existential belief concerning unobservables, given a liberal notion of rationality of belief. In this paper I will investigate to what extent a reassessment of both Popper’s rejection of the rationality of belief and Van Fraassen’s reformulation of the rationality of belief, points towards a new and pragmatist dissolution of the ‘problem of scientific realism’. Paul Churchland has become famous for holding three controversial and interrelated doctrines which he put forward in early papers and in his first book. Scientific Realism and the Plasticity of Mind (1979): eliminative materialism, the doctrine of the plasticity of perception, and a general network theory of language. In his latest book, The Engine of Reason, the Seat of the Soul (1995), Churchland aims to make some results of connectionist neuroscience available to the general public and explores the philosophical and (...) social consequences that neuroscience is likely to have. I argue that these results of neuroscience refute the three doctrines that Churchland advocated in his earlier works. Yet youthful dreams do not die easily and Churchland is reluctant to relinquish his early views. (shrink)

Continental philosophers such as Heidegger and Nicolai Hartmann and analytic philosophers such as Ryle, Strawson, and Jennifer Hornsby may be interpreted as using competing intellectual strategies within the framework of one and the same research programme, the programme of developing a natural conception of the world. They all argue that the Manifest Image of the world (to use Sellars's terminology) is compatible with, or even more fundamental than, the Scientific Image. A comparative examination of these strategies shows that Hartmann's strategy (...) of stratification is superior to those of Heidegger, Ryle, and Strawson. (shrink)
