The purpose of this article is to show how empirical research has revealed that effective policing often integrates and depends upon an amalgam of art, craft, and science. It focuses explicitly on the findings of the study of policing concerned with actions, practice, and the conduct of formal social control by both public and private actors. It provides a framework for understanding the reasons for policing being empirically studied. It represents the continuities and changes in the ideas that animate policing (...) policy and practice and charts the key trajectories of development. This article proceeds further by establishing a broad framework for mapping the key orientations of research on the policing function. It also explores three key dimensions of policing: order management, crime management, and security management. Finally, it concludes by identifying some emerging trends in the organization and conduct of police work as policing organizations seek to reconfigure their capacities and capabilities to meet new challenges. Under the parameters of this “turn”, the human subject occupies a position which should be reserved for God. As an antidote to this turn, Barth suggests an exchange of subjects: The role that the subject occupies under subjectivist parameters should be taken over by a Trinitarian notion of God. Martin Heidegger regnes som den mest innflytelsesrike filosofen i det 20. århundre. Det er også kjent at han hadde nazistiske sympatier og var medlem av NSDAP i perioden 1933-1945. Utgivelsen av Svarte hefter (Schwarze Hefte) - hans filosofiske dagbøker skrevet i perioden fra 1931-1975 - gir et mer detaljert bilde av Heideggers nazisme. Vi får en tydelig dokumentasjon ikke bare av hans dyrking av Hitler og nasjonalsosialismen, men også av et verdenssyn preget av antisemittisme. I heftene kan vi lese (...) flere konspiratoriske passasjer om en ±metafysisk jødedom?, der jødene er representanter for en verdensomspennende instrumentell rasjonalitet som har banet vei for materialisme og kapitalisme.I lys av dette må vi revurdere vårt forhold til Heidegger som filosof og stille oss følgende spørsmål: Skal vi lese alt Heidegger skrev, i lys av hans tid som nazist? Martin Heidegger’s 1942 lecture course interprets Friedrich Hölderlin’s hymn "The Ister" within the context of Hölderlin’s poetic and philosophical work, with particular emphasis on Hölderlin’s dialogue with Greek tragedy.

The International Bill of Human Rights (IBHR) enjoys universal acclaim as the source of the best standards and definition of human rights. This paper argues that the IBHR is inspired by liberalism and harbours ambiguities that open the door to a neoliberal seizure of the rights agenda; and that this effectively destabilises the focus on the IBHR on socio-economic and community rights, and therefore its stated ideal of the equal value of all human rights. I argue that Kwame Gyekye's moderate (...) communitarian political philosophy affords a viable philosophical basis for justification of a more balanced conception of human rights than the theoretical basis of the IBHR does. A political challenge facing constitutional democracies in Africa is the lack of adequate representation and participation of citizens in democratic processes and institutions. This challenge is manifest in the vesting of power solely in, and the exercise of this power by, a sectional group – the majority party – to the exclusion of others; as evinced in the liberal democratic systems extensively practised on the continent. Wiredu proposes as a solution to these challenges the adoption of consensual democracy; an indigenous, (...) non-party democratic system rooted in the traditional African humanist and communitarian conceptions of the individual and the community, in which political decisions are characteristically reached by consensus. In this article, I present a critical exposition of Wiredu’s consensual democracy and defend it against liberal democracy on the one hand, and criticisms levelled against it on the other hand. I also offer some modifications to Wiredu’s theory in a bid to render it more suitable for practice in Africa. (shrink)

This paper examines the question of whether human rights are related to ontology. It examines perspectives on this question from human rights theories in the Western and African traditions of philosophy and defends the thesis that a good account of human rights requires an explicit ontology of the human, and that taking this seriously engenders divergent conclusions about what rights are. It then proceeds to claim that the African Charter on Human and Peoples’ Rights adds substantive features to the International (...) Bill of Human Rights, and that the Charter expresses Kwame Gyekye’s ontology of the human being. (shrink)

Volume 18 of Martin Heidegger's collected works presents his important 1924 Marburg lectures which anticipate much of the revolutionary thinking that he subsequently articulated in Being and Time. Here are the seeds of the ideas that would become Heidegger's unique phenomenology. Heidegger interprets Aristotle's Rhetoric and looks closely at the Greek notion of pathos. These lectures offer special insight into the development of his concepts of care and concern, being-at-hand, being-in-the-world, and attunement, which were later elaborated in Being and (...) Time. Lighting upon Weber as a history student in the late 1950s led to all round engagement with his work to the present day, beginning with rationality and bureaucracy, passing through appreciation of his synoptic vision of modernity, and arguing for the continuing relevance of his rationalization thesis. This emphasis on Weber’s contribution to understanding the course of modernity led in the 1990s to pointing out that his approach to epochal shift provides the basis for understanding the global age. Psychologists and philosophers have assumed that psychological knowledge is knowledge about, and held by, the individual mind. _Psychological Knowledge_ challenges these views. It argues that bodies of psychological knowledge are social institutions like money or the monarchy, and that mental states are social artefacts like coins or crowns. Martin Kusch takes on arguments of alternative proposals, shows what is wrong with them, and demonstrates how his own social-philosophical approach constitutes an advance. Opposition to inducement payments for research subjects is an international orthodoxy amongst writers of ethics committee guidelines. We offer an argument in favour of these payments. We also critically evaluate the best arguments we can find or devise against such payments, and except in one very limited range of circumstances, we find these unconvincing.

The phenomenon of altruism extends from the biological realm to the human sociocultural realm. This article sketches a coherent outline of multiple types of altruism of progressively increasing scope that span these two realms and are grounded in an ever-expanding sense of “self.” Discussion of this framework notes difficulties associated with altruism at different levels. It links scientific ideas about the evolution of cooperation and about hierarchical order to perennial philosophical and religious concerns. Based on Moscovici’s classical study on the cultivation of psychoanalytic ideas in France in the 1950’s and our own research on modern biotechnology, we propose a paradigm for researching social representations. Following a consideration of the nature of representations and of the ‘iconoclastic suspicion’ that haunts them, we propose a model of the emergence of meaning relating three elements: subjects, objects, and projects. The basic unit of analysis is the elongated triangle of mediation : subject 1, object, project, and subject (...) 2, captured in the image of a ‘Toblerone’. Such social units cultivate, that is produce, circulate and receive representation which may be embodied in four modes–habitual behaviour, individual cognition, informal communication and formal communication–and in three mediums–words, visual images or non-linguistic sounds. We propose an operational definition of a ‘social representation’ as the comparison of four characteristics of communication systems: the content structures , the typified processes , and their functions , within the context of segmented social milieus. Seven implications for research on social representations are outlined: content and process; segmentation by social milieus rather than taxonomies; cultivation studies within social milieus; multi-method analysis; time structures and longitudinal data; the crossover of cultural projects and trajectories; the disinterested research attitude. This ideal type paradigm leads to an operational clarification to identify new research questions, and to guide the design and evaluation of studies on social representations. (shrink)

The patterns of ecological devastation that mark the present unexpectedly enable an ancient and many-storied question to resurface with renewed force: the question of the arts of living — that is, of learning how to live and die well with others on a precarious Earth. Modernity has all but forgotten this question, which has long been buried under the dreams of progress and infinite growth, colonial projects, and the enthroning of technoscience. But what might it mean to reclaim the question (...) of the arts of living today? In this article Martin Savransky reclaims the connection between pragmatism, education, and the arts of living by proposing both that (1) William James's pragmatist philosophy can be read as an ongoing and unfinished experiment in weaving a certain art of living, and (2) James's pragmatism might provide us with uniquely generative elements to begin to experiment with the profoundly educational and ecological challenge of learning to inhabit the Earth otherwise. Klasyczny rachunek zdań w ujęciu semantycznym, uważany niekiedy za idealizację opisowej części języka naturalnego czy też za teorię spójników zdaniowych, traktuje negację jako czystą funkcję prawdziwościową. Przyzwyczajeni do takiego ujęcia, uważamy je za adekwatne, ściśle oddające sens, jaki ma ten funktor w zdaniach opisowych. Tymczasem okazuje się, że w refleksji filozoficznej przypisywano negacji i inne, bardzo różnorodne role. Na przykładzie tego, co o negacji i zdaniach przeczących mówią: Parmenides, sofiści, Platon, Arystoteles, a z filozofów nowożytnych i współczesnych Kant, Hegel, Bergson, (...) fenomenologowie Reinach i Ingarden, Ludwig Wittgenstein, przedstawiciele brytyjskiej filozofii analitycznej J.L. Austin i A.J. Ayer czy wreszcie Martin Heidegger, można zauważyć zależność funkcji semantycznych przypisywanych negacji od takich czy innych rozstrzygnięć ontologicznych dokonywanych przez tych myślicieli. Pamiętając o tym, warto jednak wyróżnić interpretację negacji jako funkcji prawdziwościowej - nie dlatego, żeby była ona jedynie poprawna, lecz ze względu na to, że interpretacja taka jako najmniej zaangażowana ontologicznie daje się uzgodnić z większością innych tu wymienionych. W tym i tylko tym znaczeniu może ona być uważana za uprzywilejowaną w stosunku do innych. (shrink)

Hans-Georg Gadamer reads Georg Trakl’s “Ein Winterabend” (“A Winter Evening”) almost in the way Martin Heidegger does, but he alters Heidegger’s interpretation of a single image in the poem. Whereas Heidegger sees the image “Golden blooms the tree of grace” in terms of candlelight on a church altar, Gadamer sees it as the glow of a kerosene lantern, perhaps in a country inn. That one alteration, this essay argues, brings Gadamer closer to the Trakl-world than Heidegger ever manages to (...) be. (shrink)

This article re-evaluates the role of the manuscript tradition of the Historia Augusta in debates over the original contents and authorship of the text. Evidence for physical disruptions to the text before our oldest surviving manuscripts points to an earlier manuscript distributed across multiple codices. A multi-volume archetype eliminates critical arguments against the author's claims about lives missing before the Life of Hadrian as well as in the lacuna for the years a.d. 244–260. Other multi-volume codices of the eighth and (...) ninth centuries show that loss of an initial volume would have disrupted the textual tradition for the index, titles and authorial attributions. Comparison of our most complete early witness, Pal. lat. 899, to the independent branches of the textual tradition shows discrepancies between these paratextual elements as expected in a disrupted tradition. Ultimately, this article concludes that the current debates on authorship and the original scope of the Historia Augusta rest on paratextual elements from a single branch of the manuscript tradition, raising doubts about the centrality of these controversies to understanding the work. Ido Geiger's paper ‘What it is the Use of the Universal Law Formula of the Categorical Imperative?’ is part of a growing trend in Kant scholarship, which stresses the significance of the rational competence of ordinary human beings. I argue that this approach needs to take into account that the common agent is an active reasoner who has the means to find out what she ought to do. The purpose of my paper is to show how universality already figures in (...) the active reasoning of pre-theoretical agents in the form of a common universalization test. I present textual evidence for this test, and argue that this conception does not present pre-theoretical moral cognition in an overly intellectualistic or mechanistic way. Finally, I discuss how, on the pre-theoretical level, universalization relates to humanity or a rational agent's special status. Universalization is present to common agents in the form of procedures or questions that we ask ourselves, humanity as an awareness of certain particularly blatant violat.. (shrink)

El artículo analiza el problema de la expulsión de extranjeros sospechosos de ser delincuentes o anarquistas, tomando como marco temporal la acción de la policía de Buenos Aires durante la jefatura de Francisco Beazley (1896-1904). A partir del cruce de dos tradiciones historiográficas diferentes —aquella que toma como objeto a la institución policial y el mundo del delito y la que se ha preocupado por el surgimiento del anarquismo—, busca reflexionar sobre los mecanismos de deportación de inmigrantes antes y después (...) de la aprobación de la Ley de Residencia en 1902. Si bien el foco está puesto en el accionar de la policía de Buenos Aires, una de las ideasvertebradoras del análisis es que la comprensiónde la acción policial frente a la expulsión de extranjeros requiere un estudio detenido en los enlaces entre las ciudades portuarias del litoral atlántico sudamericano y europeo. De esta manera, el artículo se propone reconstruir una cartografía de la actuación transnacional de la policía,conectando a Buenos Aires con Rio de Janeiro, Montevideo y la costa española. Para ello, se ha consultado un heterogéneo conjunto de fuentes que van desde informes consulares y prensa policial, hasta periódicos de Brasil y Argentina, pasando por escritos anarquistas y socialistas. In ‘Single premise deduction and risk’ (2008) Maria Lasonen-Aarnio argues that there is a kind of epistemically threatening risk that can accumulate over the course of drawing single premise deductive inferences. As a result, we have a new reason for denying that knowledge is closed under single premise deduction—one that mirrors a familiar reason for denying that knowledge is closed under multiple premise deduction. This sentiment has more recently been echoed by others (see Schechter 2011). In this paper, I will (...) argue that, although there is a kind of risk that can accumulate over the course of drawing single premise deductive inferences, it is importantly different to the kind of risk that multiple premise deductive inferences can introduce. Having distinguished these two kinds of risk, I shall offer some reasons for thinking that the kind associated with single premise deductions is, in fact, epistemically benign—it poses no threat, in and of itself, to the knowledge status of a belief. If this is right, then Lasonen-Aarnio’s argument against single premise closure is unsuccessful. (shrink)

A referência a um conjunto de reportórios e catálogos publicados desde 1890 onde se reproduzem portadas de obras produzidas na Península Ibérica entre finais do século XV e inícios do XVI é o ponto de partida para, através de quatro dezenas de exemplos, propor uma metodologia para identificação, registo e classificação de marcas de impressores.

Les "Seconds analytiques" contiennent les concepts et méthodes de la science aristotélicienne qui se retrouvent en acte dans les écrits biologistes. Cette étude s'intéresse aux passages sur la définition de l'âme, où Aristote use de deux procédés, la division et la démonstration. Elle met en évidence le caractère méthodique de l'argumentation et propose des solutions aux difficultés du texte.

A close reading of the three Bhavanakramah texts, written by Kamalasila, reveals that their author was aware of two competing concepts of meditation prevalent in Tibet at the time of their composition. The two concepts of meditation,associated with the Sanskrit words bhavana and dhyana, can be related respectively to the Indian and Chinese sides of the well-known debates at bSam yas. The account of the Mahayana path outlined in these texts implies an acceptance of the precedence of bhavana over dhyana. (...) In this paper I argue that Kamalasila advocated bhavana – a conception of meditation which encompasses non-conceptual dhyana, but which also includes a discernment of reality that is conceptual in nature. Such conceptual discernment should not be understood simply as a process of ordinary rational understanding but rather as constituting a special kind of meditative wisdom. A failure to recognize the subtle differences between Kamalasila’s employment of the terms dhyana and bhavana, along with his advocacy of the latter, could easily lead to mistranslation and, with this, a basic misunderstanding of his position. In particular, it could lead to a conception of insight that is overly intellectual in nature. Given the historically important role that these texts played in the formation of Tibetan Buddhism, the implications of such a misconception could be far-reaching. This paper attempts to clarify the key meditation terminology found in the Bhavanakramas as well as demonstrate the rationale for using ‘meditation’ as the default translation for bhavana. (shrink)

Growing interest has been shown toward humanism in the 21st century after decades of critique and rejection. Posthumanism and transhumanism have redefined the topic primarily through developments in technology and by focusing on relations of interconnectedness between humans and the environment. A different concern with ‘being human’ can be found in the writings of Zygmunt Bauman and Ernst Bloch. The leitmotif of Bauman’s sociology and of Bloch’s utopian philosophy is their assertion that humans have the distinct capacity to transcend necessity (...) and inevitability. Their works share the concern for a good society that would ameliorate social fragmentation and disintegration. Following this, the article seeks to theorize the meaning of humanism in the contemporary era. Taking up Bauman’s notion of interregnum, the article will argue that the contemporary importance of humanism is social in the sense of redeeming the currently casualized human condition, i.e. diminished life-chances, inequality and alienation. Interregnum marks a historical epoch where the old order has decayed, but the new one is not yet present. In interregnum, or in what Bloch calls Mischzeit, humanism is about a human being-in-the-world which contains the possibility to do better. (shrink)

El objetivo de este trabajo es criticar un artículo de Michael B. McNulty publicado en 2015, a saber, “Rehabilitating the Regulative Use of Reason: Kant on Empirical and Chemical Laws”. En este artículo, McNulty examina la concepción kantiana de la necesidad de las leyes empíricas pertenecientes a lo que, en los Primeros principios metafísicos de la ciencia de la naturaleza, se denomina ciencia en un sentido “impropio”. McNulty considera la única ciencia en sentido impropio mencionada por Kant, a saber, la (...) química. En su artículo, McNulty presenta una interpretación original e interesante de esa concepción. Según esta interpretación, ciertas ideas de la razón, que el autor llama “elementos”, son el fundamento de la necesidad de las leyes químicas. Haremos tres críticas a esta interpretación. 1) La tesis de McNulty según la cual desde la perspectiva de la razón las leyes químicas son estrictamente necesarias es cognitivamente irrelevante para nosotros. 2) McNulty no menciona textos de Kant que muestren claramente que su interpretación del fundamento de la necesidad de las leyes químicas es correcta. 3) Nuestra interpretación de la necesidad regulativa de las leyes químicas es más cercana a la concepción kantiana de esas leyes que la lectura de McNulty. En diversos textos relacionados con la filosofía de la historia, Immanuel Kant presenta los conceptos de “naturaleza”, “destino” o “providencia” que dan sentido y finalidad a la historia de la humanidad en su conjunto. Estos textos fueron publicados durante las décadas de 1780 y 1790. El objetivo de este artículo es examinar las diferentes formas que adopta la teleología de la naturaleza en estos textos kantianos. Intentaremos mostrar las coincidencias y las diferencias entre las formas mencionadas.
