Power is often taken to be a central concept in social and political thought that can contribute to the explanation of many different social phenomena. This article argues that in order to play this role, a general theory of power is required to identify a stable causal capacity, one that does not depend on idiosyncratic social conditions and can thus exert its characteristic influence in a wide range of cases. It considers three promising strategies for such a theory, which ground (...) power in (1) the ability to use force, (2) access to resources, or (3) collective acceptance. It shows that these strategies fail to identify a stable causal capacity. The lack of an adequate general theory of power suggests that the concept lacks the necessary unity to play the broad explanatory role it is often accorded. (shrink)

The issue of political violence is mostly absent from current debates about power. Many conceptions of power treat violence as wholly distinct from or even antithetical to power, or see it as a mere instrument whose effects are obvious and not in need of political analysis. In this paper, I explore what kind of ontology of power is necessary to properly take account of the various roles that violence can play in creating and maintaining power structures. I pursue this question (...) by contrasting the views of Hannah Arendt and Michel Foucault. For Arendt, power is generated and maintained by communicative practices. She argues that power and violence are ‘opposites’ because violence can only destroy but not create these practices. In contrast, Foucault’s conception explicitly allows violence to play a constitutive role in generating power. I argue that while Arendt is right to insist that power and violence are not identical, it does not follow that violence cannot play any role in constituting power. Guided by Foucault’s approach, I formulate a non-dualist account of the relationship between power and violence that takes seriously the role that bodies, material things, and built infrastructures play in making social relations ‘more durable’ and constituting power. Self-determination is a central concept for political philosophers. For example, many have appealed to this concept to defend a right of states to restrict immigration. Because it is deeply embedded in our political structures, the principle possesses a kind of default authority and does not usually call for an elaborate defense. In this paper, I will argue that genealogical studies by Adom Getachew, Radhika Mongia, Nandita Sharma, and others help to challenge this default authority. Their counter-histories show that the principle (...) was used to justify, strengthen, and adapt imperial rule in the twentieth century. In particular, the idea that controlling a population's composition through regulating immigration is an essential aspect of self-determination emerged as a response to White anxieties about the migration of negatively racialized groups. Genealogies have not been adequately appreciated as a critical tool within the mainstream of political philosophy. I show that these genealogies have a critical role to play because they unsettle our uncritical attachment to the structures of the nation-state system and raise serious questions about the meaning and emancipatory force of the principle of self-determination. What kind of thing, as it were, is power and how does it fit into our understanding of the social world? I approach this question by exploring the pragmatic character of power ascriptions, arguing that they involve fictional expectations directed at an open future. When we take an agent to be powerful, we act as if that agent had a robust capacity to make a difference to the actions of others. While this pretense can never fully live up to a (...) social reality whose future is open, acting on such expectations helps constitute social order. Fictional expectations are thus built into the material practices that constitute power. This account, I argue, helps us make sense of some of the deep disagreements about the nature of power. I develop the account by drawing on Thomas Hobbes’s myth of an original institution of sovereign power before expanding it to other forms of power. (shrink)

What is the normative import of telling a genealogy of our present reason-giving practices? In this paper, I will focus on Michel Foucault’s materialist genealogies in Discipline and Punish and The History of Sexuality, Vol. 1, which attend to the social and material settings in which we act and give and ask for reasons. A number of influential critics have interpreted them as a critical evaluation of our reason-giving practices. But understood in this way, Foucault’s genealogical project faces significant philosophical (...) problems. I will sketch a different account, arguing that telling a genealogy can have an uncanny effect: It can disrupt our familiarity with the everyday world by revealing to us the embodied norms that structure our everyday activities. Once we recognize that our situation is structured by normative demands, we cannot simply let ourselves be carried along by found norms. Genealogies call on us to take responsibility for these norms and to practically transform the space in which we act. (shrink)

Collective self-determination is considered to be an important political value. Many liberal political philosophers appeal to it to defend the right of states to exclude would-be newcomers. In this paper, I challenge the value of collective self-determination in the case of countries like the US, former colonial powers with a history of white supremacist immigration and citizenship policies. I argue for my claim by way of an analogy: There is no value to white neighborhoods in the US, which are the (...) result of racist attitudes and state policies, determining autonomously who should become a neighbor. In light of this commitment, defenders of the US's right to exclude would need to explain why it should be of moral value that a community whose character and composition has been shaped by white supremacy be able to determine its membership on its own terms. State borders allocate access to basic goods, opportunities, rights, and protections along lines of nationality, race, and gender. However, the discriminatory effects of state borders rarely appear as an issue in the self-understanding of liberal-democratic societies and their political theorizing. In this paper, I explore how the category of nationality has been and continues to be used to exclude people who have been negatively racialized by European colonialism. I draw on a number of studies that reconstruct the colonial history of (...) states' claims to authority over people's movements and over the composition of their populations. The idea of territorial nationalities allowed nation-states, in particular those emerging from the settler colonies and metropoles of European empires, to continue practices of racial ordering without using explicit racial categories. With the help of these studies, I criticize liberal nationalists such as David Miller for appealing to the value of national identities to support a right of states to exclude would-be immigrants. I suggest that using genealogical and phenomenological methods allows us to undermine the default authority that is often accorded to the category of nationality. (shrink)

The recent global surge in large-scale foreign land acquisitions marks a radical transformation of the global economic and political landscape. Since land that attracts capital often becomes the site of expulsions and displacement, it also leads to new forms of migration. In this paper, I explore this connection from the perspective of a political philosopher. I argue that changes in global land governance unsettle the congruence of political community and bounded territory that we often take for granted. As a case (...) study, I discuss the European Union’s Renewable Energy Directive as a significant driver of foreign land acquisitions. Using its global power, the European Union (EU) is effectively governing land far outside of its international borders and with it the people who live on this land or are expelled from it. As a result, EU citizens ought to consider such people fellow members of their political community. This has implications for normative debates about immigration and, in particular, for arguments that appeal to collective self-determination to justify a right of political communities to exclude newcomers. The political community to which EU citizens belong reaches far beyond the EU’s official borders. (shrink)

What is the normative import of telling genealogies? Genealogies are historical accounts of our present reason-giving practices. They purport to show how certain reasons, forms of reasoning, norms, and concepts came to be authoritative for us, by looking at how these practices developed in concrete social and material settings. I argue in this dissertation that telling genealogies can challenge the legitimacy of found norms and thereby open up a space for normative transformation. To understand the central role that the concept (...) of power plays in genealogies, I develop a novel account of the ontology of power and the pragmatic effects of power attributions. I argue that power cannot play a useful role in social explanations; I show that a number of common strategies to account for power as an explanatorily useful social capacity fail. As an alternative, I develop a fictionalist account of power: When we attribute power to agents, we treat them as if they had social capacities, even if we are not strictly speaking entitled to do so. The resulting fiction of power is not simply an illusion, but is built into the structure of our material practices. Power attributions can play a constitutive role in the creation and maintenance of social order. On the basis of this view, I argue that power talk has an expressive function: Power attributions can make explicit the norms that are embodied in the social and material settings in which we act. I show that pragmatist accounts of reason-giving need such an expressive concept of power, because it allows us to raise questions about the default authority of found, embodied norms. This, I argue, is also the role that the concept plays in genealogies. For the genealogist, power is not a merely causal factor that distorts or undermines rational practices from the outside. Instead, she uses the concept to disrupt our familiarity with the everyday world by making explicit the embodied norms that structure it. As a result, a genealogy calls on us to take responsibility for these norms and practically transform the space in which we act. (shrink)

Political philosophy has long treated the nation-state as the starting point for normative inquiry, while paying little attention to the ongoing legacies of colonialism and imperialism. But given how most modern states emerged, normative discussions about migration, for example, need to engage with the colonial and imperial history of state immigration controls, citizenship practices, and the nation-state more generally. This article critically reviews three historical studies by Adom Getachew, Radhika Mongia, and Nandita Sharma that engage in depth with this history. (...) The studies historicize concepts that are central to discussions in political philosophy: the categories of citizen and migrant, the concept of ‘nationality,’ and the principle of self-determination. In recent years, a variety of philosophers have argued that the fundamental bearers of representational properties like truth are concrete particulars produced by cognitive agents—representational vehicles (“RVs”), as I will call them. This view apparently conflicts with other judgments that are part of our common sense understanding of truth. For instance, it is plausible that there are truths about the Milky Way that have and never will never be articulated by anyone. Whatever these truths are, it looks like they cannot (...) be RVs, because an RV is articulated just in case it exists. In this paper, I argue that it is consistent to hold that the fundamental truth-bearers are representational vehicles, while also acknowledging the existence of unarticulated truths. I argue that truth is a property that derivatively holds of kinds of RVs, that these provide the basis for our judgments that there are unarticulated truths, and I defend the view against putative counter-examples. When interests and preferences of researchers or their sponsors cause bias in experimental design, data interpretation or dissemination of research results, we normally think of it as an epistemic shortcoming. But as a result of the debate on science and values, the idea that all extra-scientific influences on research could be singled out and separated from pure science is now widely believed to be an illusion. I argue that nonetheless, there are cases in which research is rightfully regarded as epistemologically (...) deficient due to the influence of preferences on its outcomes. I present examples from biomedical research and offer an analysis in terms of social epistemology. (shrink)

Zusammenfassung Nach einem stetigen Wachstum der Sportartikelbranche in Deutschland ist in jüngster Zeit eine Stagnation bzw. ein leichter Umsatzrückgang zu verzeichnen. Damit stellt sich die Frage, ob sich darin eine allgemeine Konsumzurückhaltung widerspiegelt oder eher erste Auswirkungen der gesellschaftlichen Alterung. Um erste Antworten auf diese Frage zu prüfen, wird die Altersabhängigkeit der Sportartikelnachfrage in Deutschland überprüft. Auf Basis eines sozioökonomischen Ansatzes wird dazu das GfK-Universalpanel-NonFood mit bis zu N = 24 515 Fällen herangezogen. Es ist der einzige Datensatz, der verlässlich (...) Auskunft zur Sportartikelnachfrage in Deutschland geben kann. Die Ergebnisse zeigen, dass die Sportartikelnachfrage kaum altersabhängig ist. Somit ist die Stagnation des Sportartikelumsatzes in Deutschland eher auf eine allgemeine Konsumzurückhaltung zurückzuführen als auf erste Auswirkungen der gesellschaftlichen Alterung. (shrink)

This paper advocates for making epistemic interests a central object of philosophical analysis in epistemology and philosophy of science. It is argued that the importance of epistemic interests derives from their fundamental importance for the notion of objectivity. Epistemic interests are defined as individuated by a set of objectives, each of which represents a dimension of the search for truth. Among these dimensions, specificity, sensitivity, and productivity are discussed in detail. It is argued that the relevance of productivity is often (...) overlooked in debates about the ends and means of science. A definition of the objectivity of inquiry is proposed that takes the notion of epistemic interest as its starting point. (shrink)

This paper aims to give an insight into developments that contributed to the significance of the work of Jakob von Uexküll and stresses the importance of his occupation in Hamburg. A biographical survey pays tribute to the implication of the historical pretext and context. A scientific survey describes findings and ideas of Uexküll that proved important for the development of biology and the cognitive sciences. In addition, this paper sets out to reject the common notion that Uexküll’s concepts were ideas (...) of a purely theoretical and philosophical character. It confirms that in fact the central aims of his work were to sustain the empirical method in biology and to give biology a sound epistemological basis. Some examples show how historical and theoretical developments converged at Uexküll’s Institut für Umweltforschung in Hamburg and ignited a productive research activity. (shrink)

When confronted with the question of why it is appropriate to morally blame a person for some bad action, it may seem plausible to reply that she is morally responsible for it. Some authors, inspired by Peter Strawson's "Freedom and Resentment," argue, however, that thinking this way is backwards. They believe that a person is morally responsible for some bad action because it would be appropriate to blame her for it. As nation-states make greater efforts to regulate the flow of people on the move—refugees, economic migrants, and international travelers alike—advocates of DNA profiling technologies claim DNA testing provides a reliable and objective way of revealing a person’s true identity for immigration procedures. This article examines the use of DNA testing for family reunification in immigration cases in Finland, Germany, and the United States—the first transatlantic analysis of such cases—to explore the relationship between technology, the meaning of family, and immigration. Drawing (...) on our analyses of archival records, government documents, and interviews with immigration stakeholders, we argue that DNA testing is not conclusive about the meaning of family. While the technology may facilitate decision making for both would-be immigrants and state officials, our study shows hesitancy among the latter to let DNA testing make the final determination. We introduce the concept of social validity—whether the interpretation of test results matches social or political meanings in a given local context—in order to make sense of the complexities and challenges of DNA testing in practice. We show that DNA testing is not just a technology of belonging or a way to claim citizenship rights. It may also enable exclusion and denial of rights. (shrink)

ZusammenfassungAusgehend von erhöhten Dropout-Quoten, welche mit negativen Konsequenzen für Verbände, Vereine oder Mitglieder einhergehen können, steht die Analyse typischer Vereinskarrieren jugendlicher Fußballer unter besonderer Berücksichtigung des Dropouts im Fokus des Beitrags. Ergänzend zu bisherigen, meist querschnittlich angelegten Studien wird dabei eine lebenslaufbezogene Perspektive eingenommen. Jugendliche Fußballer (n=15) aus verschiedenen Vereinen (n=4) wurden mit Hilfe des biografischen Mappings befragt. Dabei zeigen sich typische Verläufe in Abhängigkeit von der subjektiven Relevanz des Vereinswechsels (Vereins-Dropout) sowie des Fußball-Dropouts: „Vereins-Dropouts mit stabiler Fußballmitgliedschaft“ (Typ 1), (...) „Plötzliche Fußball-Dropouts mit oder ohne vorherige Vereinswechsel“ (Typ 2), „Temporäre Fußball-Dropouts mit anschließendem Vereinswechsel“ (Typ 3) und „Instabile Fußballmitgliedschaftskarrieren“ (Typ 4). Arts-Based Research Methods for Educational Researchers is a book for early-career and established scholars who aim to use the arts to spark new ideas and empower participants in educational research. Epistemic trust is crucial for science. This article aims to identify the kinds of assumptions that are involved in epistemic trust as it is required for the successful operation of science as a collective epistemic enterprise. The relevant kind of reliance should involve working from the assumption that the epistemic endeavors of others are appropriately geared towards the truth, but the exact content of this assumption is more difficult to analyze than it might appear. The root of the problem is (...) that methodological decisions in science typically involve a complex trade-off between the reliability of positive results, the reliability of negative results, and the investigation's power. Which balance between these is the ‘correct’ one can only be determined in light of an evaluation of the consequences of all the different possible outcomes of the inquiry. What it means for the investigation to be ‘appropriately geared towards the truth’ thus depends on certain value judgments. This guest editorial opens with a brief overview of the transformations of medicine and mental health that can be observed since the second half of the twentieth century. New genetics and biotechnologies hold out the promise of overcoming presumed limitations in the field of mental health care, that is, the fact that diagnostic procedures in psychiatry and clinical psychology still largely rely on the narratives of patients and questionnaires, supposedly subjective assessments by physicians and psychologists. It is envisioned that innovative (...) genetic and proteomic tools, imaging technologies, and objective laboratory tests for blood biomarkers will enable better diagnosis and treatment of mental diseases. We argue that emerging biotechnologies do not revolutionize mental health, despite their promise to do so. Instead, we observe a pluralization of research and treatment approaches in the domain of mental health. The second part of this editorial discusses the contributions to this special issue on emerging biotechnologies and mental health and outlines how they address some of the gaps in social studies of psychiatry and mental health in the twenty-first century. Nominalism faces the task of explaining away the ontological commitments of applied mathematical statements. This paper reviews an argument from the philosophy of logic that focuses on this task and which has been used as an objection to certain specific formulations of nominalism. The argument as it is developed in this paper aims to show that nominalism in general does not have the epistemological advantages its defendants claim it has. I distinguish between two strategies that are available to the nominalist: (...) The Evaluation Programme, which tries to preserve the common truth‐values of mathematical statements even if there are no mathematical objects, and Fictionalism, which denies that mathematical sentences have significant truth‐values. It is argued that the tenability of both strategies depends on the nominalist’s ability to account for the notion of consequence. This is a problem because the usual meta‐logical explications of consequence do themselves quantify over mathematical entities. While nominalists of both varieties may try to appeal to a primitive notion of consequence, or, alternatively, to primitive notions of logical or structural possibilities, such measures are objectionable. Even if we are equipped with a notion of either consequence or possibility that is primitive in the relevant sense, it will not be strong enough to account for the consequence relation required in classical mathematics. These examinations are also useful in assessing the possible counter‐intuitive appeal of the argument from the philosophy of logic. (shrink)

The essay deals with the Protestant approach towards the issue of wealth. While biblical statements tend to take a very critical stance towards riches and the rich, the protestant tradition and classical and contemporary imagery take a more favorable approach. For that reason, a closer look seems necessary. Three steps are taken. First of all, the concept of ›wealth‹ bears closer scrutiny. Secondly, the classical Protestant doctrine on wealth is given a short survey. Finally, the role of wealth in a (...) Protestant concept of the good life is discussed. As a result, prosperity and capital are distinguished from wealth: While economic prosperity and capital may well be used as means in a Christian concept of the good life, wealth - understood as intentional use of prosperity as means towards social distinction or as overwhelming economic power - should not be one of its ends. Rather, Christians should advocate the spread of a basic prosperity and capital to everyone. (shrink)

In this paper on the integrative function of work the author challenges the popular claim that jobs are the main source of social integration. Rather it is argued that the claim that work entitles to recognition, participation, income and opens the way towards a meaningfullife should be treated as an ideal, established in the period of Enlightenment. >Social integration< is then defined as a normative concept concerning the capability to participate in the social systems and communities. In that view, social (...) integration implies more than the workplace has to offer. While gainful employment based on high standards of social security may further the cause of social integration, precarious jobs combined with harsh workfare regimes do endanger it. Concluding, a policy adhering to the capability approach towards social integration is proposed, measures intended to take pressure offthe welfare system include changes in the system of public education and the establishment of a basic income scheme. Goldstein and Gigerenzer (2002) [Models of ecological rationality: The recognition heuristic. Psychological Review, 109 (1), 75–90] found evidence for the use of the recognition heuristic. For example, if an individual recognizes only one of two cities, they tend to infer that the recognized city has a larger population. A prediction that follows is that of the less‐is‐more effect: Recognizing fewer cities leads, under certain conditions, to more accurate inferences than recognizing more cities. We extend the recognition heuristic to group decision‐making (...) by developing majority and lexicographic models of how recognition information is used by groups. We formally show when the less‐is‐more effect is predicted in groups and we present a study where three‐member groups performed the population comparison task. Several aspects of our data indicate that members who can use the recognition heuristic are, not in all but in most cases, more influential in the group decision process than members who cannot use the heuristic. We also observed the less‐is‐more effect and found that models assuming that members who can use the recognition heuristic are more influential better predict when the effect occurs. (shrink)

ZusammenfassungTrotz einer bereits vor der COVID-Krise erkennbar großen gesellschaftlichen Bedeutung und möglicher Potenziale der Digitalisierung für den organisierten Sport, liegen bislang nur wenige aussagekräftige Befunde darüber vor, welchen Stellenwert Sportvereine der Digitalisierungsthematik innerhalb der Vereinsarbeit beimessen. Vor diesem Hintergrund geht der Beitrag folgenden Fragen nach: (i) Welche Priorität messen Sportvereine dem Thema Digitalisierung bei? (ii) Welche vereinsspezifischen Faktoren beeinflussen die jeweilige Priorisierung des Themas Digitalisierung? Die Priorisierung der Digitalisierung wird dabei in Abhängigkeit von Vereinszielen, einstellungs- und organisationskulturbezogenen Faktoren sowie den (...) unterschiedlichen organisationalen Kapazitäten der Sportvereine modelliert. Für die Analyse konnte eine Stichprobe von n = 787 Sportvereinen generiert werden. Die Befunde zeigen, dass Digitalisierung für Vereine vor der COVID-Krise zwar ein wichtiges Thema, aber kein Thema von herausgehobener Priorität innerhalb der Vereinsarbeit darstellt. Die Ergebnisse des logistischen Regressionsmodells deuten darauf hin, dass die Unterschiede in der Priorisierung vor allem auf Differenzen in der Organisationskultur und der Organisationskapazität zurückzuführen sind. This paper discusses how to deal with research that threatens to cause harm to society—in particular, whether and in what cases bans and moratoria are appropriate. First, it asks what normative resources philosophy of science may draw on to answer such questions. In an effort to presuppose only resources acknowledgeable across different comprehensive worldviews, it is claimed that the aim of credibility provides a good basis for normative reflection. A close analysis reveals an inner tension inherent in the pursuit of (...) credibility, referred to as the paradox of credibility: Although the aim of credibility involves the goal of being trusted, the immediate pursuit of the goal of being trusted as much as possible can run counter to and undermine the pursuit of credibility. From this inner tension, considerations are derived on what it means to uncompromisingly strive for trustworthiness. When applied to the problem of harmful research, it becomes apparent that it is important to distinguish between different types of cases. Some cases allow science to prevent harm while relinquishing credibility in the associated research area. In contrast, other cases demand preserving subject-specific scientific credibility in order to manage potential harm. (shrink)
