Due to their symbolic and iconographic meanings, expressions of ‘collective memory’ constitute the mental topography of a society and make a powerful contribution to its cultural, political and social identity. In Japan, the subject of ‘memory’ has prompted a huge response in recent years.

abstract Even though much research has been devoted to studies of safety, the concept of safety is in itself under‐theorised, especially concerning its relation to epistemic uncertainty. In this paper we propose a conceptual analysis of safety. The paper explores the distinc‐tion between absolute and relative safety, as well as that between objective and subjective safety. Four potential dimensions of safety are discussed, viz. harm, probability, epistemic uncertainty, and control. The first three of these are used in the proposed definition (...) of safety, whereas it is argued that control should not be included in a reasonable definition of safety. It is shown that strictly speaking, an objective safety concept is not attainable. Instead, an intersubjective concept is proposed that brings us as close as possible to an objective concept. Empathy is an integral aspect of human existence. Without at least a basic ability to access others’ affective life, social interactions would be well-nigh impossible. Yet, recent studies seem to show that the means we have acquired to access others’ emotional life no longer function well in what has become our everyday business – technologically mediated interactions in digital spaces. If this is correct, there are two important questions: (1) What makes empathy for frequent internet users so difficult? and (2) (...) What can we do to alleviate the negative consequences? Correspondingly, the aim of this paper is twofold. First, we identify structural differences between offline and technologically mediated interactions that can explain why digital empathy is harder to achieve. Second, drawing on the literature on ‘situated affectivity,’ we consider the idea of modifying digital spaces in ways specifically designed to ‘scaffold’ empathy where our evolved mechanisms fail. Section 2 argues that empathy is requires interpreting the behavior of embodied subjects. Section 3 identifies three factors that are crucial for this interpretative endeavor: the empathizer’s affective repertoire, their perceptual input, and their background knowledge. Section 4 argues that technologically mediated interactions differ from face-to-face interactions with regard to these factors in ways which render our evolved empathy mechanisms less effective in the digital world. Section 5 introduces the idea that situational factors can serve as ‘empathic scaffolds,’ i.e., as ‘tools’ that can ‘shape’ people’s empathic reactions. Extended cognition theorists claim that the definition of cognition can be extended to include not only the brain, but also the body and environment. In a series of works, Mark Rowlands has envisioned a new science of mind that explores the externalism of consciousness and cognition. This paper connects Rowlands’ work with the phenomenology of Aron Gurwitsch. It shows how Gurwitsch’s field of consciousness, in particular his conception of the marginal halo, can provide a distinct, organized way of thinking about (...) extended cognition. A key question considered is from where do cognitive processes project and disclose meanings? By thinking of location as locus—a projecting pathway of points of intentional opportunity—organization in extended cognition becomes organization in a field of consciousness. The marginal halo in the field of consciousness is articulated as this locus of intentionality, what Rowlands calls “the noneliminable intentional core”. Problems of cognitive bloat and personal character are addressed in light of the findings. In addition to situating Gurwitsch’s work within the extended mind movement for the first time, this study highlights the importance of the marginal halo, largely neglected in previous Gurwitsch scholarship. Mainstream moral theories deal with situations in which the outcome of each possible action is well-determined and knowable. In order to make ethics relevant for problems of risk and uncertainty, moral theories have to be extended so that they cover actions whose outcomes are not determinable beforehand. One approach to this extension problem is to develop methods for appraising probabilistic combinations of outcomes. This approach is investigated and shown not to solve the problem. An alternative approach is then developed. Its (...) starting-point is that everyone has a prima facie moral right not to be exposed to risk. However, this right can be overridden if the risk-exposure is part of an equitable system for risk-taking that works to the advantage of the individual risk-exposed person. (shrink)

We argue that subjective Bayesians face a dilemma: they must offend against the spirit of their permissivism about rational credence or reject the principle that one should avoid accuracy dominance.

A definition of pseudoscience is proposed, according to which a statement is pseudoscientific if and only if it (1) pertains to an issue within the domains of science, (2) is not epistemically warranted, and (3) is part of a doctrine whose major proponents try to create the impression that it is epistemically warranted. This approach has the advantage of separating the definition of pseudoscience from the justification of the claim that science represents the most epistemically warranted statements. The definition is (...) used to explain why proponents of widely divergent criteria for the demarcation between science and pseudoscience tend to be in almost complete agreement on the particular demarcations that should presumably be based on these general criteria. A descriptor is a set of sentences that are truth-functional combinations of expressions of the form \ , where \ is a metalinguistic belief predicate and p a sentence in the object language in which beliefs are expressed. Descriptor revision ) is an operation of belief change that takes us from a belief set K to a new belief set \ where \ is a descriptor representing the success condition. Previously studied operations of belief change are special cases of descriptor (...) revision, hence sentential revision can be represented as \ , contraction as \ , multiple contraction as \ , replacement as \ , etc. General models of descriptor revision are constructed and axiomatically characterized. The common selection mechanisms of AGM style belief change cannot be used, but they can be replaced by choice functions operating directly on the set of potential outcomes . Five types of constructions are introduced for non-prioritized belief revision, i.e., belief revision in which the input sentence is not always accepted. These constructions include generalizations of entrenchment-based and sphere-based revision. Axiomatic characterizations are provided, and close interconnections are shown to hold between the different constructions.

An operator of contraction for a belief set (a theory) can be obtained by assigning to it a belief base and an operator of partial meet contraction for that base. It is argued that closure of the base under disjunction is an intuitively reasonable condition. Axiomatic characterizations are given of the contractions of belief sets that can be generated by (various types of) partial meet contraction on disjunctively closed bases. The corresponding revision operators are also characterized. Finally, some results are (...) reported on operations on bases that are closed under material implication. (shrink)

We prove that four theses commonly associated with coherentism are incompatible with the representation of a belief state as a logically closed set of sentences. The result is applied to the conventional coherence interpretation of the AGM theory of belief revision, which appears not to be tenable. Our argument also counts against the coherentistic acceptability of a certain form of propositional holism. We argue that the problems arise as an effect of ignoring the distinction between derived and non-derived beliefs, and (...) we suggest that the kind of coherence relevant to epistemic justification is the coherence of non-derived beliefs. A new possible world semantics for deontic logic is proposed. Its intuitive basis is that prohibitive predicates (such as "wrong" and "prohibited") have the property of negativity, i.e. that what is worse than something wrong is itself wrong. The logic of prohibitive predicates is built on this property and on preference logic. Prescriptive predicates are defined in terms of prohibitive predicates, according to the wellknown formula "ought" = "wrong that not". In this preference-based deontic logic (PDL), those theorems that give (...) rise to the paradoxes of standard deontic logic (SDL) are not obtained. (E.g., O(p & q) → Op & Oq and Op → O(p v q)) are theorems of SDL but not of PDL.) The more plausible theorems of SDL, however, can be derived in PDL. (shrink)

Available methods such as technology assessment and risk analysis have failed to predict the effects of technological choices. We need to give up the futile predictive ambitions of previous approaches and instead base decisions on systematic studies of alternative future developments. It will then be necessary to cope with mere possibility arguments, i.e., arguments in which a conclusion is drawn from a mere possibility that a course of action may have certain consequences. A five-step procedure is proposed for the assessment (...) of such arguments. It includes a search for mere possibility arguments pointing in different directions, a scientific evaluation that may lead to the specification or refutation of some of these arguments, two symmetry tests, evaluation of the seriousness of the arguments in terms of novelty, spatio-temporal unlimitedness and interference with complex systems, and hypothetical retrospection that aims at finding a course of action that will be defensible in retrospect. Eleven organic and two conventionalSwedish livestock farmers and two initiators(non-farmers who took part in shaping earlyorganic livestock production in Sweden) wereinterviewed, using a semi-structured method.Respondents were selected through purposive andheterogeneous sampling with regard toconversion year, type of production, and sizeof farm. Conversion of the animal husbandrytook place between 1974 and 2000. All but twohad positive attitudes towards organiclivestock production and saw it as a wayforward for Swedish livestock production,although especially the latecomers did notperceive it as the only alternative. There wasa (...) distinct difference in values between thepioneers, who converted their farms early, andthose converting later. Pioneer farmers sharedthe values of the initiators. They expressed amore ecocentric view emphasizing a systemicapproach, and displayed a more holisticapproach to questions, interpreting them inlarger frameworks. They also had a moreecocentric understanding of animal welfare. Thelater the conversion, the more important theeconomic reason for conversion appeared to be.Those converting later also tended to have amore superficial relationship to organicprinciples. However, the farmers also tended tobe more influenced by organic values the longerthey worked with organic farming. (shrink)

This text is a non-technical overview of modern decision theory. It is intended for university students with no previous acquaintance with the subject, and was primarily written for the participants of a course on risk analysis at Uppsala University in 1994.

In order to explore public views on nanobiotechnology (NBT), convergence seminars were held in four places in Europe; namely in Visby (Sweden), Sheffield (UK), Lublin (Poland), and Porto (Portugal). A convergence seminar is a new form of public participatory activity that can be used to deal systematically with the uncertainty associated for instance with the development of an emerging technology like nanobiotechnology. In its first phase, the participants are divided into three “scenario groups” that discuss different future scenarios. In the (...) second phase, the participants are regrouped into three “convergence groups”, each of which contains representatives from each of the three groups from the first phase. In the final third phase, all participants meet for a summary discussion. This pilot project had two aims: (1) to develop and assess the new methodology and (2) to gather advice and recommendations from the public that may be useful for future decisions on nanobiotechnology (NBT). Participants emphasized that they wanted the technology to focus on solutions to environmental and medical problems and to meet the needs of developing countries. The need for further public participation and deliberation on NBT issues seemed to be acknowledged by all participants. Many of them also raised equality concerns. Views on the means by which NBT should be steered into socially useful directions were more divided. In particular, different views were expressed on how much regulation of company activities is needed to curb unwanted developments. The participants’ responses in a questionnaire indicate that the methodology of the convergence seminars was successful for decision-making under uncertainty. In particular, the participants stated that their advice was influenced both by access to different possible future developments and by the points of view of their co-participants, which is what the method is specifically intended to achieve. The outcome set of a belief change operator is the set of outcomes that can be obtained with it. Axiomatic characterizations are reported for the outcome sets of the standard AGM contraction operators and eight types of base-generated contraction. These results throw new light on the properties of some of these operators.

Abstract: This article offers a perspective on the role of philosophy in relation to other academic disciplines and to society in general. Among the issues treated are the delimitation of philosophy, whether it is a science, its role in the community of knowledge disciplines, its losses of subject matter to other disciplines, how it is influenced by social changes and by progress in other disciplines, and its role in interdisciplinary work. It is concluded that philosophy has an important mission in (...) promoting clarity, precision, and open-mindedness in academic research and in society at large. (shrink)

A questionnaire study was performed among Swedish organic livestock farmers to determine their view of animal welfare and other ethical issues in animal production. The questionnaire was sent to 56.5% of the target group and the response rate was 75.6%. A principal components analysis (exploratory factor analysis) was performed to get a more manageable data set. A matrix of intercorrelations between all pairs of factors was computed. The factors were then entered into a series of multiple regression models to explain (...) five dependent variables. Respondents were well educated and had long experience of farming. 81% were full-time farmers. They generally had a very positive attitude towards organic animal husbandry. They considered allowing animals their natural behavior a central aim, which is in accordance with organic philosophy. Farmers tended to be less approving of concepts like animal rights, dignity, and intrinsic value. When analyzing correlations between the factors, two groups of farmers emerged that were only partially correlated, representing different attitudes and behavioral dispositions. These may be interpreted as two subpopulations of organic livestock farmers in Sweden: those who saw organic farming as a lifestyle (``pioneer attitude'''') and entrepreneurs, who considered making money and new challenges more important. Their view of animal welfare differed. While the pioneers considered natural behavior a key issue, this was less important to the entrepreneurs, who also had a more approving attitude towards invasive operations such as castration and were more critical of the organic standards. Although it has often been claimed that all the information contained in second-order probabilities can be contained in first-order probabilities, no practical recipe for the elimination of second-order probabilities without loss of information seems to have been presented. Here, such an elimination method is introduced for repeatable events. However, its application comes at the price of losses in cognitive realism. In spite of their technical eliminability, second-order probabilities are useful because they can provide models of important features of the world (...) that are cognitively more plausible than those that can be obtained with single-level probabilities. Generalizations of partial meet contraction are introduced that start out from the observation that only some of the logically closed subsets of the original belief set are at all viable as contraction outcomes. Belief contraction should proceed by selection among these viable options. Several contraction operators that are based on such selection mechanisms are introduced and then axiomatically characterized. These constructions are more general than the belief base approach. It is shown that partial meet contraction is exactly characterized by adding (...) to one of these constructions the condition that all logically closed subsets of the belief set can be obtained as the outcome of a single (multiple) contraction. Examples are provided showing the counter-intuitive consequences of that condition, thus confirming the credibility of the proposed generalization of the AGM framework. (shrink)

Research is subject to more stringent ethical requirements than most other human activities, and a procedure that is otherwise allowed may be forbidden in research. Hence, risk-taking is more restricted in scientific research than in most non-research contexts, and privacy is better protected in scientific questionnaires than in marketing surveys. Potential arguments for this difference are scrutinized. The case in its favour appears to be weak. A stronger case can be made in favour of a difference in the opposite direction: (...) If perilous or otherwise problematic activities have to be performed it is usually better to perform them in a research context where they are properly evaluated so that guidance is obtained for the future. However, retreating from current ethical demands on research is not a desirable direction to go. Instead, research ethics can serve to inspire the introduction of more stringent ethical principles in other social sectors. (shrink)

Some of the major problems in radiation protection are closely connected to issues that have a long, independent tradition in moral philosophy. This contribution focuses on two of these issues. One is the relationship between the protection of individuals and optimisation on the collective level, and the other is the relative valuation of future versus immediate damage. Some of the intellectual tools that have been developed by philosophers can be useful in radiation protection. On the other hand, philosophers have much (...) to learn from radiation protectors, not least when it comes to finding pragmatic solutions to problems that may be intractable in principle. (shrink)

Mainstream risk analysis deviates in at least two important respects from the rationality ideal of mainstream economics. First, expected utility maximization is not applied in a consistent way. It is applied to endodoxastic uncertainty, i.e. the uncertainty (or risk) expressed in a risk assessment, but in many cases not to metadoxastic uncertainty, i.e. uncertainty about which of several competing assessments is correct. Instead, a common approach to metadoxastic uncertainty is to only take the most plausible assessment into account. This will (...) typically lead to risk-prone deviations from risk-neutrality. Secondly, risks and benefits for different persons are added to form a total value of risk. Such calculations are used to support the view that one should accept being exposed to a risk if it brings greater benefits for others. This is in stark contrast to modern Paretian welfare economics, that refrains from interindividual comparisons and does not require people to accept a disadvantage because it brings a larger advantage for others. A model of coherentist belief contraction is constructed. The outcome of belief contraction is required to be one of the coherent subsets of the original belief set, and a set of plausible properties is proposed for this set of coherent subsets. The contraction operators obtained in this way are shown to coincide with well-known belief base operations. This connection between coherentist and "foundationalist" approaches to belief change has important implications for the philosophical interpretation of models of belief change.

The prescriptive has both an objective and a subjective interpretation. In the objective sense, what one ought to do depends on what is actually true. In the subjective sense it depends on what one believes to be true. Ordinary usage seems to vacillate between these two interpretations. An example (the indecisive terrorist) is used to show that a subjective ought statement can have a determinate truth-value in situations where the corresponding objective ought statement has no truth-value, not even an unknowable (...) one. Therefore the subjective ought is not definable in terms of the objective ought. However, definability in the other direction is not excluded by this argument. (shrink)
