En 2015, le Premier ministre finlandais commandait une étude préliminaire sur l’introduction d’un revenu de base. Cet article présente ses résultats provisoires. Il analyse les diverses options envisagées, les implications de l’introduction d’un revenu de base quant aux incitations ou désincitations à prendre un emploi, ainsi que les reconfigurations plus lointaines qu’une telle introduction entrainerait dans le fonctionnement des allocations sociales.

I will argue that Mill used the concepts tendency and intention as technical terms a proper understanding of which is vital in interpreting his moral philosophy. I examine two interpretations of tendency, offered by Brian Cupples and Fred Berger, and proceed to show weaknesses in both. I will also sketch an interpretation of my own in which tendencies have an important place in Mill's understanding of not only science but moral philosophy as well. I will then show how my interpretation (...) of tendency can help in understanding Mill's foreseeable consequences utilitarianism that relies heavily on Mill's unorthodox use of the notion of intention. Purpose – This paper aims to present an overview of the various ethical, societal and critical issues that micro- and nanotechnology-based small, energy self-sufficient sensor systems raise in different selected application fields. An ethical approach on the development of these technologies was taken in a very large international, multitechnological European project. The authors approach and methodology are presented in the paper and, based on this review, the authors propose general principles for this kind of work. Design/methodology/approach – The authors’ approach (...) is based on a great amount of experience working together in multi-disciplinary teams. Ethical issues have usually been handled in the authors’ work to some degree. In this project, the authors had the opportunity to emphasise the human view in technological development, utilise the authors’ experience from previous work and customise the authors’ approach to this particular case. In short, the authors created a wide set of application scenarios with technical and application field experts in the authors’ research project. The scenarios were evaluated with external application field experts, potential consumer users and ethics experts. Findings – Based on the authors’ experiences in this project and in previous work, the authors suggest a preliminary model for construction activity within technology development projects. The authors call this model the Human-Driven Design approach, and Ethics by Design as a more focussed sub-set of this approach. As all enabling technologies have both positive and negative usage possibilities, and so-called ethical assessment tends to focus on negative consequences, there are doubts from some stakeholders about including ethical perspectives in a technology development project. Research limitations/implications – The authors argue that the ethical perspective would be more influential if it were to provide a more positive and constructive contribution to the development of technology. The main findings related to the ethical challenges based on the actual work done in this project were the following: the main user concerns were in relation to access to information, digital division and the necessity of all the proposed measurements; the ethics experts highlighted the main ethical issues as privacy, autonomy, user control, freedom, medicalisation and human existence. Practical implications – Various technology assessment models and ethical approaches for technological development have been developed and performed for a long time, and recently, a new approach called Responsible Research and Innovation has been introduced. The authors’ intention is to give a concrete example for further development as a part of the development of this approach. Social implications – The authors’ study in this particular case covers various consumer application possibilities for small sensor systems. The application fields studied include health, well-being, safety, sustainability and empathic user interfaces. The authors believe that the ethical challenges identified are valuable to other researchers and practitioners who are studying and developing sensor-based solutions in similar fields. Most public discussion has focused on those effects of genetic research that are considered in some way unwanted or unpleasant. For example, there has been much debate concerning the risks and the ethical appropriateness of genetic screening, gene therapy, and agricultural applications based on genetic techniques. It often claimed that genetic research may cause new problems such as genetic discrimination, stigmatization, environmental risks, or mistreatment of animals. Genes and Morality: New Essays adopts a critical attitude toward genetic research, on both (...) a theoretical and a practical level. It presents some of the most important problems in the ethics of genetic engineering, including the questions of genetic health and disease, genetic testing, responsibility for health, patenting non-human and human life, and problems related to the disclosure of genetic information. The aim of the book is to focus on real ethical and conceptual issues. Consider, for instance, the concept of genetic disease. As one of the contributors, Ingmar Pörn, writes, fear of genetic disease, or anxiety, is not itself a disease any more than fear of becoming unemployed is a disease. Alleviating such emotions is not a medical task to be discharged by drug therapy. Freedom and time in Nicholas Berdyaev's philosophical thought.

Some have suggested that images can be arguments. Images can certainly bolster the acceptability of individual premises. We worry, though, that the static nature of images prevents them from ever playing a genuinely argumentative role. To show this, we call attention to a dilemma. The conclusion of a visual argument will either be explicit or implicit. If a visual argument includes its conclusion, then that conclusion must be demarcated from the premise or otherwise the argument will beg the question. If (...) a visual argument does not include its conclusion, then the premises on display must license that specific conclusion and not its opposite, in accordance with some demonstrable rationale. We show how major examples from the literature fail to escape this dilemma. Drawing inspiration from the graphical logic of C. S. Peirce, we suggest instead that images can be manipulated in a way that overcomes the dilemma. Diagrammatic reasoning can take one stepwise from an initial visual layout to a conclusion—thereby providing a principled rationale that bars opposite conclusions—and the visual inscription of this correct conclusion can come afterward in time—thereby distinguishing the conclusion from the premises. Even though this practical application of Peirce’s logical ideas to informal contexts requires that one make adjustments, we believe it points to a dynamic conception of visual argumentation that will prove more fertile in the long run. The article investigates the validity of two different versions of the slippery slope argument construed in relation to human gene therapy: the empirical and the conceptual argument. The empirical version holds that our accepting somatic cell therapy will eventually cause our accepting eugenic medical goals. The conceptual version holds that we are logically committed to accepting such goals once we have accepted somatic cell therapy. It is argued that neither the empirical nor the conceptual version of the argument can provide (...) a conclusive moral reason for banning somatic cell therapy. According to a third interpretation, referred to as the arbitrary result argument, the many apparent similarities between somatic cell therapy and eugenic-based human genetic engineering drive us to make principled choices concerning what differences and similarities between the two practices should be regarded as morally (ir)relevant. Decisions of this kind are likely to have unpredictable moral consequences. Thus formulated, the slippery slope argument has much plausibility. One objects to somatic cell therapy not so much because of what is at the bottom of the slope on which it lies, but because it is on a slope of which one does not know what is at the bottom. While the arbitrary result argument does not provide a conclusive reason for prohibiting human gene therapy, it reminds of a very important thing: when making bioethical decisions, we should be as specific and as consistent as possible about our basic moral and medical concepts. In the summer of 1998, the Wisconsin State legislature amended its child protection laws. Under new child abuse provisions, Wisconsin judges can confine pregnant women who abuse alcohol or drugs for the duration of their pregnancies. South Dakota enacted similar legislation almost simultaneously. The South Dakota statute requires mandatory drug and alcohol treatment for pregnant women who abuse those substances and classifies such activity as child abuse. In addition, the South Dakota legislation gives relatives the power to commit pregnant women (...) involuntarily for two days; a court order can place the pregnant women in custody for up to nine months. These recent legislative “successes” follow scores of failed attempts by legislators in other states to establish fetal protection laws aimed at women who use and abuse drugs and alcohol during pregnancy. New data-driven ideas of healthcare have increased pressures to reform existing data infrastructures. This article explores the role of data governing institutions during a reform of both secondary health data infrastructure and related legislation in Finland. The analysis elaborates on recent conceptual work on data journeys and data frictions, connecting them to institutional and regulatory issues. The study employs an interpretative approach, using interview and document data. The results show the stark contrast between the goals of open and Big Data (...) inspired reforms and the existing institutional realities. The multiple tensions that emerged during the process indicate how data frictions emanate to the institutional level, and how mundane data practices and institutional dynamics are intertwined. The article argues that in the Finnish case, public institutions acted as sage-guards of public interest, preventing more controversial parts from passing. Finally, it argues that initiating regulatory and infrastructural reforms simultaneously was beneficial for solving the tensions of the initiative and analysing either side separately would have produced misleading accounts of the overall initiative. The results highlight the benefits of analysing institutional dynamics and data practices as connected issues. (shrink)

Finland is internationally known as one of the leading centers of twentieth century analytic philosophy. This volume offers for the first time an overall survey of the Finnish analytic school. The rise of this trend is illustrated by original articles of Edward Westermarck, Eino Kaila, Georg Henrik von Wright, and Jaakko Hintikka. Modern explainable AI methods remain far from providing human-like answers to ‘why’ questions, let alone those that satisfactorily agree with human-level understanding. Instead, the results that such methods provide boil down to sets of causal attributions. Currently, the choice of accepted attributions rests largely, if not solely, on the explainee’s understanding of the quality of explanations. The paper argues that such decisions may be transferred from a human to an XAI agent, provided that its machine-learning algorithms perform genuinely abductive inferences. (...) The paper outlines the key predicament in the current inductive paradigm of ML and the associated XAI techniques, and sketches the desiderata for a truly participatory, second-generation XAI, which is endowed with abduction. The role of governments in business and society research has remained underexplored, and recent studies have called for further investigations of mechanisms of government intervention. In response to this call, this article studies how nation branding communication can govern businesses toward sustainability by providing qualifications for sustainable business, legitimizing these qualifications, and attaching national aspirations to business conduct that meets these qualifications. A comparative exploratory analysis of the nation branding materials of Denmark and Finland shows that while the two nations (...) qualify business sustainability in similar ways, differences exist in the legitimization of business sustainability and the national aspirations attached to sustainable business conduct. Both countries emphasize principles of efficiency and renewability in their sustainability qualifications. However, while Finland clearly seeks to attract firms to the local business environment to increase exports and improve the local economy, Denmark ascribes more heterogeneous value to sustainable business. In the present article, a general notion of modal system is considered together with a semantic framework provided by such a general notion of non-normal world. A systematic attempt to understand cognitive characteristics of translation by bringing its logical, pragmatic, and hermeneutic features together and examining a number of scientific, logical (philosophical and formal),and philosophical applications. The notion of translation investigated here is called explanatory since it is not a translation in the standard, meaning-saving sense but aims to provide an explanation for the meaning change in exact terms.

This article investigates Charles Peirce’s development of logical calculi for classical propositional logic in 1880–1896. Peirce’s 1880 work on the algebra of logic resulted in a successful calculus for Boolean algebra. This calculus, denoted byPC, is here presented as a sequent calculus and not as a natural deduction system. It is shown that Peirce’s aim was to presentPCas a sequent calculus. The law of distributivity, which Peirce states in 1880, is proved using Peirce’s Rule, which is a residuation, inPC. The (...) transitional systems of the algebra of the copula that Peirce develops since 1880 paved the way to the 1896 graphical system of the alpha graphs. It is shown how the rules of the alpha system reinterpret Boolean algebras, answering Peirce’s statement that logical graphs supply a new system of fundamental assumptions to logical algebra. A proof-theoretic analysis is given for the connection betweenPCand the alpha system. (shrink)

This is an interdisciplinary study of what is cognitively going on when we interpret, respresent, or evaluate cultural entities, works of art included. In addition, the role of interpretation in experience and in cultural objects is elucidated from a cognitive point of view. The book relies on theories of action, perception, possible worlds, modalities, intentionality. cognition, and brain research, and it contains anumber of case studies. The book ptovides some new insights into some much-discussed problems related to interpretation.

We describe Peirce’s 1903 system of modal gamma graphs, its transformation rules of inference, and the interpretation of the broken-cut modal operator. We show that Peirce proposed the normality rule in his gamma system. We then show how various normal modal logics arise from Peirce’s assumptions concerning the broken-cut notation. By developing an algebraic semantics we establish the completeness of fifteen modal logics of gamma graphs. We show that, besides logical necessity and possibility, Peirce proposed an epistemic interpretation of the (...) broken-cut modality, and that he was led to analyze constructions of knowledge in the style of epistemic logic. Charles Peirce’s alpha system \ is reformulated into a deep inference system where the rules are given in terms of deep graphical structures and each rule has its symmetrical rule in the system. The proof analysis of \ is given in terms of two embedding theorems: the system \ and Brünnler’s deep inference system for classical propositional logic can be embedded into each other; and the system \ and Gentzen sequent calculus \ can be embedded into each other.

A century ago, Charles S. Peirce proposed a logical approach to modalities that came close to possible-worlds semantics. This paper investigates his views on modalities through his diagrammatic logic of Existential Graphs. The contribution of the GAMMA part of EGs to the study of modalities is examined. Some ramifications of Peirce's remarks are presented and placed into a contemporary perspective. An appendix is included that provides a transcription with commentary of Peirce's unpublished manuscript on modality from 1901.

We present a dynamic approach to Peirce’s original construal of abductive logic as a logic of conjecture making, and provide a new decidable, contraction-free and cut-free proof system for the dynamic logic of abductive inferences with neighborhood semantics. Our formulation of the dynamic logic of abduction follows the philosophical and scientific track that led Peirce to his late, post-1903 characterization of abductive conclusions as investigands, namely invitations to investigate propositions conjectured at the level of pre-beliefs.

Abstraction and generalization are two processes of reasoning that have a special role in the construction of scientific theories and models. They have been important parts of the scientific method ever since the nineteenth century. A philosophical and historical analysis of scientific practices shows how abstraction and generalization found their way into the theory of the logic of science of the nineteenth-century philosopher Charles S. Peirce. Our case studies include the scientific practices of Francis Galton and John Herschel, who introduced (...) composite photographs and graphical methods, respectively, as technologies of generalization and thereby influenced Peirce’s logic of abstraction. Herschel’s account of generalization is further supported by William Whewell, who was very influential on Peirce. By connecting Herschel’s scientific technology of abstraction to Peirce’s logical technology of abstraction—namely, diagrams—we highlight the role of judgments in scientific observation by hypostatic abstractions. We also relate Herschel’s discovery-driven logic of science and Peirce’s open-ended diagrammatic logic to the use of models in science. Ultimately, Peirce’s theory of abstraction is a case of showing how logic applies to reality. (shrink)

Derrida’s recently published Life Death seminars have again highlighted the importance of values within the ongoing philosophical conversation about overcoming metaphysics. The seminars further indirectly raise a matter of great importance for constitutional theory. Values have become central to constitutional discourse since the mid-twentieth century despite critique due to their supposedly subjective nature, the potential conflict between them, and the legal uncertainty that they bring about. This essay enquires into the origin, logic, structure, and operation of (constitutional) values. It does (...) so through a close reading of the texts of Heidegger and Derrida in which Nietzsche’s call for a revaluation of values takes on a central role, along with a reflection on the relation between life and Being, as well as between life and death. A close reading of these texts in turn makes possible an unorthodox reading of Schmitt’s newly translated text on constitutional values in The Tyranny of Values, which finally opens the possibility of a move beyond such values and thus beyond metaphysics. Jacques Derrida: Law as Absolute Hospitalityãeepresents a comprehensive account and understanding of Derridaâe(tm)s approach to law and justice. Through a detailed reading of Derridaâe(tm)s texts, Jacques de Ville contends that it is only by way of Derrida's deconstruction of the metaphysics of presence, and specifically in relation to the texts of Husserl, Levinas, Freud and Heidegger - that the reasoning behind his elusive works on law and justice can be grasped. Through detailed readings of texts such as To speculate (...) âe" on Freud, Adieu, Declarations of Independence, Before the Law, Cogito and the history of madness, Given Time, Force of Law and Specters of Marx, De Ville contends that there is a continuity in Derridaâe(tm)s thinking, and rejects the idea of an âe~ethical turnâe(tm). Derrida is shown to be neither a postmodernist nor a political liberal, but a radical revolutionary. De Ville also controversially contends that justice in Derridaâe(tm)s thinking must be radically distinguished from Levinasâe(tm)s reflections on âe~the otherâe(tm). It is the notion of absolute hospitality - which Derrida derives from Levinas, but radically transforms - that provides the basis of this argument. Justice must on De Villeâe(tm)s reading be understood in terms of a demand of absolute hospitality which is imposed on both the individual and the collective subject. A much needed account of Derrida's influential approach to law,ãeeJacques Derrida: Law as Absolute Hospitalityãeewill be an invaluable resource for those with an interest in legal theory, and for those with an interest in the ethics and politics of deconstruction. This paper examines the contemporary philosophical and cognitive relevance of Charles Peirce's diagrammatic logic of existential graphs (EGs), the ‘moving pictures of thought’. The first part brings to the fore some hitherto unknown details about the reception of EGs in the early 1900s that took place amidst the emergence of modern conceptions of symbolic logic. In the second part, philosophical aspects of EGs and their contributions to contemporary logical theory are pointed out, including the relationship between iconic logic and images, (...) the problem of the meaning of logical constants, the cognitive economy of iconic logic, the failure of the Frege–Russell thesis, and the failure of the Language of Thought hypothesis.
