We would like to open some questions here about the institutional and cultural conditions of anything that might be called cultural studies or multiculturalism. By introducing cultural studies and multiculturalism many intellectuals aim at a more democratic culture. We share this aim. In this essay, however, we would like to argue that the projects of cultural studies and multiculturalism require: a more international model of cultural studies than the dominant Anglo-American versions; renewed attention to the (...) institutional environments of cultural studies; and a questioning of the relations between multiculturalism and identity politics. We seek less to “fix” these problems than to provide a critical analysis of the languages, the methods of criticism, and the assumptions about identity, culture, and politics that present the problems to us. Because the thickets entangling what our group calls cultural studies are so deeply rooted in Western academia, which to a large degree constitutes our own group, the counterexample of cultural criticism in other contexts can be more than usually instructive. We begin by considering the position of cultural studies in China, since our group includes a number of Chinese intellectuals, on whose experience the following section is largely based. The purported crisis and opportunity in liberal education may be approached via a reconsideration of the arts in liberal arts education. The advantage of such a view is that proponents of humanistic liberal education could speak in their own terms, while incorporating in a systematic way studies of ancient and modern liberal arts, addressing public questions of the value and substance of a liberal education. A plausible issue for consideration is whether the “arts” can address a crisis, its purported causes (...) and solutions, and the key role the humanities may have in building a renewed liberal arts education. At stake in the classroom is the realization of the possibilities, the intellectual freedom, which humans make for themselves in artistic making. This freedom differs from, but is complementary to, political freedom, the loadstone of standard liberal education defenses, because it is based in innovations and inventions of the arts and sciences, not in constitutions or politics of democracy. Today, for cultural institutions, in particular, for libraries, the issue of evaluating the effectiveness of their activities is particularly relevant. There is still no single assessment methodology that takes into account the interests of all stakeholders: outside experts, library managers and staff, investors and sponsors of library activities. The purpose of the study is to develop an integrated methodology for evaluating the effectiveness of state cultural institutions, taking into account the needs of all potential users. The (...) scientific novelty lies in the development, based on the results of an empirical study, of an indicator for measuring the effectiveness of the activities of state cultural institutions, as well as an integrated methodology for evaluating the effectiveness of the library, taking into account the economic and non-economic interest of the activity and providing a comprehensive application of financial and managerial, information and organizational, control and analytical measures, which together contribute to improving the effectiveness of the activity. Early practitioners of the social studies of science turned their attention away from questions of institutionalisation, which had tended to emphasize macrolevel explanations, and attended instead to microstudies of laboratory practice. The author is interested in re-investigating certain aspects of institution formation, notably the formation of scientific, medical, and engineering disciplines. He emphasises the manner in which science as cultural practice is imbricated with other forms of social, political, and even aesthetic practices. Focusing on new disciplines in 19th-century German universities, this book reexamines certain critical junctures in the traditional historical picture of the role of the scientist in modern Western society.

Much of the work in professional ethics sees ethical problems as resulting from ethical ignorance, ethical failure or evil intent. While this approach gets at real and valid concerns, it does not capture the whole story because it does not take into account the underlying professional or institutional culture in which moral decision making is imbedded. My argument in this paper is that this culture plays a powerful and sometimes determinant role in establishing the nature of the ethical debate; i.e., (...) it helps to define what are viable action options, what is the organization’s genuine mission, and what behaviors will be rewarded or criticized. Given these conclusions, I also argue that consulting ethicists need more than an understanding of ethics theory, concepts and principles; they also need a sufficiently rich understanding of organizational culture and a willingness and an ability to critique that culture. In recent work, Atran, Henrich, Norenzayan and colleagues developed an account of religion that reconciles insights from the ‘by-product’ accounts and the adaptive accounts. According to their synthesis, the process of cultural group selection driven by group competition has recruited our proclivity to adopt and spread religious beliefs and engage in religious practices to increase within group solidarity, harmony and cooperation. While their account has much merit, I believe it only tells us half the story of how institutional religions (...) have evolved. Their cultural evolutionary account of religion only looks at the cultural dynamics arising from competition between groups, not at the dynamics arising from within the group. Drawing from game-theoretic analyses of the emergence and cultural evolution of social institutions, I outline two sets of important ‘within-group’ dynamics that shape institutional religions. The first follow from the necessity to keep the interaction of the participants in an equilibrium state in order to maintain the social institution. The second arise from the competition of institutional features for traction within the group. Bringing these dynamics into account enables us to explain prominent features of institutional religions that cannot be satisfactorily explained by the current model of the cultural evolution of religions. We investigate the effect of national culture on women manager appointments. We argue that culture influences women manager appointments through their effects on managerial decision-making. Using firm-level data on 2,456 microfinance institutions (MFIs) across 61 countries, we document that fewer women managers are appointed in societies high on individualism and uncertainty avoidance. On the contrary, high power distance societies are positively associated with the appointment of women managers. We demonstrate that a greater number of women nonmanagers reduces (increases) the (...) appointment of women managers in high individualistic (uncertainty avoidance) cultures. Our findings challenge the “one-size-fit-all” approach adopted by policy makers around the world to increase women manager appointments. Our results are robust to endogeneity. (shrink)

Social institutions are the laws, informal rules, and conventions that give durable structure to social interactions within a population. Such institutions are typically not designed consciously, are heritable at the population level, are frequently but not always group benefi cial, and are often symbolically marked. Conceptualizing social institutions as one of multiple possible stable cultural equilibrium allows a straightforward explanation of their properties. The evolution of institutions is partly driven by both the deliberate and intuitive (...) decisions of individuals and collectivities. The innate components of human psychology coevolved in response to a culturally evolved, institutional environment and refl ect a prosocial tendency of choices we make about institutional forms. Since the transition to a constitutional order, in what respects have cultures in higher education institutions in South Africa become Africanised, and, going forward, how should they be? In this chapter I provide an overview of the major different forms that Africanisation of institutional culture could take, and I then indicate the respects in which South African universities have or have not taken them on board over the past 20 years. In addition, I provide the first comprehensive critical discussion (...) of the major reasons that have been given for Africanising. Specifically, I distinguish between five rationales for Africanising institutional culture, namely, those appealing to relativism, democracy, redress, civilisation and identity, bring out their different implications for the forms that Africanisation should take, and argue that some of these rationales are philosophically much more promising than others. I conclude that the rationales of redress, civilisation and identity together make a compelling case for a moderate form of Africanising the institutional culture of public universities, one that would be much more robust than what has appeared so far on the democratic landscape in South Africa. We argue that critiques of political process theory are beginning to coalesce into new approach to social movements--a "multi-institutional politics" approach. While the political process model assumes that domination is organized by and around one source of power, the alternative perspective views domination as organized around multiple sources of power, each of which is simultaneously material and symbolic. We examine the conceptions of social movements, politics, actors, goals, and strategies supported by each model, demonstrating that the view of society and (...) power underlying the political process model is too narrow to encompass the diversity of contemporary change efforts. Through empirical examples, we demonstrate that the alternative approach provides powerful analytical tools for the analysis of a wide variety of contemporary change efforts. (shrink)

Studying institutions as part of the research on cultural evolution prompts us to analyze one very important mechanism of cultural evolution: institutions do distribute cultural variants in the population. Also, it enables relating current research on cultural evolution to some more traditional social sciences: institutions, often seen as macro-social entities, are analyzed in terms of their constitutive micro-phenomena. Human–animal relations in post-industrial societies are characterized by a system of cultural categories that distinguishes between different types of animals based on their function in human society, such as “farm animals” or “pets.” The system of cultural categories, and the allocation of animal species within this cultural classification system can change. Options for change include re-categorizing a specific animal species within the categorical system. The paper argues that attempts by political actors to adapt the institutional system to (...) cultural change that calls for re-categorization of certain animal species can start a contradictory process that may lead to long-term survival of the respective institution despite the cultural change. It is common to explain the persistence of political institutions with institutional path dependency or policy preferences of the governing parties. This paper introduces a new institutional theoretical approach to the explanation, the approach of “rejecting changing a part for fear of undermining the whole.” This paper uses a case study of a series of failed political efforts to change the treatment of dogs in the framework of the agricultural human–animal policy in the Federal Republic of Germany in the second half of the twentieth century, to evaluate its theoretical argument, using analyses of historical political documents, mass media, and communication documents between civil society actors and policymakers. This paper makes an innovative contribution to the theory and research on institutional change, the sociology of agriculture and food, and the sociology of human–animal relations. (shrink)

Employing three methods of assessing meaning, this book demonstrates that the thousands of human identities in English coalesce into groups that are recognizable as role sets in the contemporary social institutions of economy, kinship, religion, polity, law, education, medicine, sport, and arts. After establishing a theoretical and a methodological framework for his empirical work, David Heise presents the results obtained when meanings are assessed via dictionary definitions, collocates, and word associations. A close comparison of the results reveals that similar (...) outcomes are obtained through each of these three different approaches of defining meaning. The final chapter summarizes the study, considers the benefits and limitations of studying society via language, and applies the results to describing how individuals operate social institutions via their daily social interactions. Over the last decade, scandals within the UK Financial Service sector have impacted their legitimacy and raised questions whether a compliance culture exists or not. Several institutional changes at the regulatory and normative levels have targeted stakeholders’ concerns regarding compliance culture and led to changes in the legitimation process. This paper attempts to address a gap in the literature by asking the following question: How is the UK financial institutions’ compliance culture shaped by the institutional environment and changing legitimacy (...) claims? Towards achieving this objective, the paper draws on the institutional theory and pays attention to the various configurations of the legitimacy notion :451–478; 2017). The paper utilises a longitudinal interpretive design and undertakes a qualitative content analysis of fines issued by the UK regulator and the communicated response of violating firms as well as non-sanctioned firms. Our findings indicate that there is a cyclical ‘evolutionary compliance’ rather than the more widely recognised state of ‘compliance culture’. This culture is fuelled by interchangeable isomorphic forces where the majority of violating firms are seen to issue similar responses to the regulators sanction to maintain their reputation and legitimacy in the market. Notably, legitimacy is now defined within an interactive process between the regulator and firms rather than being static and achieved by ticking the box. (shrink)

A retrospective look at the development of philosophy in Russia in the Soviet and post-Soviet periods through the prism of the author's own fifty-year experience with philosophical research and its organization within and beyond the institutional establishment. Recognizing the significance of the accumulated philosophical riches, the author advocates for not merely preserving and multiplying those riches, but also for making them available to the society and establishing active collaboration with researchers in other disciplines as well as with cultural and (...) religious leaders. The purpose of this study is to analyze the current characteristics of organizational culture and climate in Kazakhstani higher educational institutions during the COVID-19 crisis. Materials for the study were collected from interviews and online discussions published on the website of Al-Farabi Kazakh National University. In addition, results from the social monitoring systems of the university’s educational activities as well as an official survey have been used. The study offers details of how Kazakhstani universities dealt with the crisis by (...) presenting KazNU case study. The paper presents the responsible actions developed at the university as well as the problems faced by students and teachers. One important lesson to be learnt is that educational organization needs to be more comprehensive, caring for appropriate technical equipment, helping develop skills for staff and students, and include vulnerable groups of the population. ABSTRACTThis paper examines in detail the quality of the relationship the Catholic Church in its Sydney Archdiocese had with its lawyers in the John Ellis matter as revealed in the Royal Commission into Institutional Responses to Child Sexual Abuse inquiry. It identifies the particular moral perspective embedded in its lawyers' adversarial approach and asks whether a different approach involving explicit moral conversations might have better served the Church's avowed pastoral ethos.

The Congress for Cultural Freedom is remembered as a paramount example of the “cultural cold wars.” In this paper, I discuss the ways in which this powerful transnational organization sought to promote “science studies” as a distinct – and politically relevant – area of expertise, and part of the CCF broader agenda to offer a renewed framework for liberalism. By means of its Study Groups, international conferences and its periodicals, such as Minerva, the Congress developed into an influential (...) forum for examining the ways Big Science impacted the relations between science, society, and politics, thus constituting a semi-institutional niche for Science Studies before its professionalization within academia during the 1970s. I argue that the Congress contributed to the construction of public space in which the relations between science, society and politics were debated, and science was reconceptualized as a social activity. The vision of “science studies” the CCF-associated intellectuals promulgated was different from the science studies we know today. Yet, this alternative vision, in which the issues of science politics appeared inseparable from those of science policy, science organization, and science governance, constituted the “pre-history” of science studies today. Since Zygon: Journal of Religion and Science was founded 49 years ago and since one of its co-publishers, the Institute on Religion in an Age of Science (IRAS), was founded 60 years ago, there have been significant developments in their various cultural contexts—in science, in religion, in culture, in academia, and in the science and religion dialogue. This article is a personal remembrance and reflection that compares the context of IRAS in 1954 when it was first organized with the (...) context of IRAS and Zygon today. This study is an empirical approach to answering the question: are there any universal factors that account for the origin, diffusion and persistence of corruption in human societies? The paper enquires whether the perception of corruption in politics and economics can be tackled as a form of cultural adaptation, driven by exogenous and endogenous forces. These are respectively: freedom of access and management of economic resources, and the pressures towards human grouping. Following the analytical insights of cultural theory, (...) developed by Mary Douglas and later Aaron Wildavsky, variation is introduced through the ways in which corruption is perceived through the different behavioral and cultural biases that prevail in societies. This research introduces a cross-country comparative analysis of 57 countries attempting to test quantitatively whether institutional pressure and emphasis towards social grouping are correlated with corruption perception at country levels. Alexis Carrel’s and Keith Porter’s accomplishments at the Rockefeller Institute for Medical Research, 1910–1950, were fundamental to the creation of the field of tissue culture.

In this article, we explore the institutional negotiation of public engagement in matters of science and technology. We take the example of the Science in Society dialogue program initiated by the UK’s Royal Society, but set this case within the wider experience of the public engagement activities of a range of charities, corporations, governmental departments, and scientific institutions. The novelty of the analysis lies in the linking of an account of the dialogue event and its outcomes to the values, (...) practices, and imperatives—the institutional rationality—of the commissioning organization. We argue that the often tacit institutional construction of scientific citizenship is a critical, and relatively undeveloped, element of analysis—one that offers considerable insight into the practice and democratic implications of engaging publics in science and science policy. We also present evidence indicating that over time the expanding ‘‘capacities’’ associated with dialogue can act in subtle ways to enroll other elements of institutional architectures into more reflexive modes of thinking and acting. In the concluding section of the article, we consider the ways in which research and practice could engage more squarely with facets of institutional context and culture. (shrink)

In recent times, international comparative studies on managers’ beliefs regarding ethical/unethical leadership have increased in number. These studies focus on both Eastern and Western countries. However, although these previous studies focused on the effects of national culture, they did not pay sufficient attention to the effects of institutions. Moreover, these studies covered only a few countries. Despite Japan’s strong influence on the world economy, it has not been included in previous studies on ethical leadership. Thus, to reveal unexplored factors—particularly (...) cultural and institutional factors—and to determine the generalizability of previous findings, this study used a qualitative research method to examine Japanese business managers’ beliefs about ethical/unethical leadership. The data revealed the convergence and divergence in beliefs regarding ethical/unethical leadership between managers in Japan and in other countries. The analysis identified mostly the same themes of ethical/unethical leadership as found in other countries albeit with different distributions. In addition, We identified new themes that may be specific to Japan or that were neglected in previous studies. Moreover, this study suggests the necessity of considering each society’s history of business ethics and current ethics-related institutional contexts in ethical/unethical leadership studies. The famous 1959 Two Cultures essay by C. P. Snow has become a foil for decades of discussions over the relation between science and the humanities. The problem of the “two cultures” is often framed in terms of how the particular epistemological claims or general intellectual orientations of particular individuals on either side of this purported divide obstruct interdisciplinary dialogue or cooperation. Sustainability is increasingly a matter of concern in the corporate world. Many business scholars have analyzed the phenomenon from institutional and cultural perspectives, addressing the key questions of what drives the spread of sustainability principles, and also why sustainability adoption varies so widely among organizations and cultures. In this article, we propose that sustainability adoption can be better explained by integrating the insights from the institutional and cultural perspectives. This would break the current practice of choosing one approach (...) or the other, a trend that has estranged these fields despite their obvious overlap in questions, core constructs, and theoretic arguments. We therefore introduce a model that emphasizes a dual-effect of culture—namely, culture plays a role in "norming" the proliferation of sustainability-relevant institutions, while also influencing the "conforming" to pressures for sustainability emanating from these institutions. We offer theoretic insights not only for explaining sustainability adoption but also for addressing the recognized challenge of bringing culture back into institutional theory. (shrink)

Organisational culture is assumed to be a key factor in large-scale and avoidable institutional failures. Whilst models such as “ethical culture” and “safety culture” have been used to explain such failures, minimal research has investigated their ability to do so, and a single and unified model of the role of culture in institutional failures is lacking. To address this, we systematically identified case study articles investigating the relationship between culture and institutional failures relating to ethics and risk management. A content (...) analysis of the cultural factors leading to failures found 23 common factors and a common sequential pattern. First, culture is described as causing practices that develop into institutional failure. Second, and usually sequentially related to causal culture, culture is also used to describe the problems of correction: how people, in most cases, had the opportunity to correct a problem and avert failure, but did not take appropriate action. It was established that most of the cultural factors identified in the case studies were consistent with survey-based models of safety culture and ethical culture. Failures of safety and ethics also largely involve the same causal and corrective factors of culture, although some aspects of culture more frequently precede certain outcome types. We propose that the distinction between causal and corrective culture can form the basis of a unified and generalisable model of organisational failure. (shrink)

The main objective of this essay is to show that the process of transition from socialism to capitalism in Central and Eastern Europe is a cultural problem rather than a technical one. In pursuing that objective I analyze two interrelated issues. First, analysis shows why and how cultural differences in Central and Eastern Europe have, via transaction costs specific to the process of transition, specific and predictable effects on the results of institutional restructuring, and, consequently, on economic performance.
