This study examines the key historical stages of the sustainable rural education policy development, including the stage of Rural Education Restoration and Adjustment Period (1979–1985); the stage of Comprehensive Reform Period of Rural Education (1985–2003); the stage of Rural Education Coordinated Development Period (2003–2018); and the stage of Rural Education Revitalization and Development Period (2018 to present). Along with the analysis, the policy characteristics of sustainable development of rural education policy in China concentrates on adhering to the unified leadership (...) of the Party as the fundamental, adhering to the principle of comprehensive reform, adhering to the goal of serving rural development; adhere to promoting equity in education as the main task; and adhering to the construction of teachers as the key. Kant’s essay Idea for a universal history with a cosmopolitan purpose differs in deep ways from standard Enlightenment views of human history. Although he agrees with many contemporaries that unsocial sociability can drive human progress, he argues that we know too little about the trends of history to offer either metaphysical defence or empirical vindication of the perfectibility of man or the inevitability of progress. However, as freely acting beings we can contribute to a better future, so have grounds for (...) committing ourselves to human progress even if we cannot guarantee or know that it will continue indefinitely. The subject of the study is the consideration of modern trends in the study of fine art, in particular Russian portrait and narrative painting of the beginning of the XXI century. The object is scientific works related to various fields of the humanities, namely: art history, aesthetics, anthropology, sociology, philosophy, psychology, etc. Using their material, it is possible to show not only the difference in approaches to understanding the essence and role of the image of a modern person in the (...) art process, but also to demonstrate the specifics of the artistic interpretation of this figurative system in the context of art criticism, cultural and philosophical issues. Such a study allows us to systematize existing ideas about the peculiarities of the development of anthropological subjects in the mainstream of contemporary fine art in modern Russia, to identify the main directions. The main methodological basis of the study was a systematic approach that allowed us to consider contemporary Russian art as a single system. This helped to compare the approaches of modern researchers analyzing the place and role of the human image in it. Through the postmodern paradigm of perception and interpretation of anthropological topics, to identify the essential features of the ideas of Russian scientists. Methods of art historical analysis were also used. The starting point of the research is that at the moment in Russian science there is a body of art history and cultural studies devoted to the development of contemporary art in the country. However, there are no works summarizing the existing experience of scientists and defining the main directions of scientific thought. In light of this, the scientific novelty of the article lies in expanding the understanding of the methodological apparatus necessary for the analysis of the anthropological trend in the visual arts of our time, which is a promising path for future research in this area. The most demanded conceptual philosophical and historical-cultural foundations for the analysis and solution of practical problems in the field of contemporary art in relation to the representation of the human image are identified. The article considers the formation and development of philosophy in Belarus in the context of historical conditions and modern opportunities. Discussing the national context of the philosophical process, the author reveals the four aspects of the phenomenon of “national philosophy.” Firstly, there are national institutional and disciplinary structures, which are responsible for an organized scientific, methodological, research and educational activity, which at the level of the nation-state is formalized by certain institutions, system of professional education, norms of professional ethos, (...) standards of behavior within the community and in the wider social environment. Secondly, in the light of philosophical culture, national philosophy is interpreted as a set of value and cognitive orientations passed down from generation to generation. Thirdly, national philosophy can be viewed in the aspect of the tradition of studying the philosophical thought of the nation in the context of its historical development. Fourthly, national philosophy appears in the aspect of the philosophical foundations of the national idea and national-cultural identity. The author examines the main stages of the development of the Belarusian philosophical culture, it is shown that the features of this culture were formed under the condition of a complex combination of the worldview and values of Latin civilization, Christianity, modern European science, rationalism of social projects of the Enlightenment, ideological and worldview attitudes of Western Russian culture, formalized Soviet philosophical disciplines. The article reviews the circle of theoretical, ideological, and practical problems that the modern philosophical process in Belarus faces, the author emphasizes the unfading value of philosophical knowledge as a source of heuristic means for finding effective local answers to global problems of cultural and civilizational development. The author argues that there are two conditions that make national philosophy possible: this is, first of all, a connection with the history of thought in the area of national genesis and also the expression of thought in a national language. There exists a fundamental convergence between some major trends of modern epistemology—as outlined, for instance, by Filmer Northrop and Henry Margenau—and the theories actually developed within sciences of the human mind where two types of thought—one implicit and, the other, explicit—tend to refer to two different lines of development. Moreover, these theories can find in the psychology of Lev Vygotsky some seminal hypotheses of a major importance. In order to highlight this convergence, we parallel the role played by structured conceptual (...) systems in Vygotsky’s conception of intellectual development and Northrop’s epistemology. We show how these conceptual systems account for the notion of causality and can explain the success of scientific thought, i.e. its possible match with the real world, while this match falsely justified an overall biological model of intellectual development in Jean Piaget’s work. We conclude that dual process theorists should no longer neglect cognitive tools, and especially conceptual systems, which underpin the awareness and mastery of thought that are characteristic of type 2 processes. This whole analysis leads us to maintain that human psychology is not characterized in the first instance by a need to act, but a quest for meaning. (shrink)

It is well known that the historical texts composed under the Macedonian dynasty (Theophanes Continuatus, Genesios, but also Leo the Deacon, Manuel protospatharios, John Skylitzes or even Michael Psellos) display certain element, which can be seen as attempts to make a clean break with the past; the formalist style of unbroken historical narrative was largely rejected in favour of historical biography in which the influence of rhetorical methods is self-evident. It is not known which criteria tipped the (...) balance in favour of such a development, though we would do well to consider both the influence of Antiquity, and the close ties that bound biography to hagiography, which from the empire's very beginnings (Vita Constantini) also served as a uniquely Byzantine mode of promoting the image of the emperor. It may be legitimate to speak of a new type of historical writing which is specifically designed for the extremely beautified career of its subject and constitutes a contemporary movement which manifested itself in various cultural contexts. We recognize a paradox of power and promise in the context of legislative and organizational changes in nurse regulation which poses constraints on nursing's capacity to bring voice and influence to pressing matters of healthcare and public policy. The profession is at an important crossroads wherein leaders must be well informed in political, economic and legislative trends to harness the profession's power while also navigating forces that may put at risk its central mission to serve society. We present a critical (...) policy analysis of the impact of recent regulatory trends on what the International Council of Nurses considers nursing's three ‘pillars’ – the profession of nursing, socioeconomic welfare of nurses and nurse regulation. Themes surfacing from this analysis include regulatory discontinuity, a tightening of regulatory control, and an increasingly managerial governance culture. These themes illuminate insights and strategies required to renew and revitalize the social mandate of our profession amidst a climate of urgency in the questioning of nurse scholars with respect to the future of the profession. At this historic juncture, nurses must clearly understand the implications of legislative and organizational regulatory changes to ensure the profession contributes to full capacity in achieving health and health equity globally. Current local and national demographic trends have deepened the existing and formed new global demographic processes that have received a new historical reasoning that requires deep scientific research taking into account the influence of the multifactorial global dimension of the modern society development. The purpose of the article is to study the development of global demographic processes and to define the causes of their occurrence, manifestations, implications and prospects for implementation in the first half of the 21st century. The (...) authors have identified and characterized four global demographic processes, namely population growth, migration, increase of tourism, and change in population structure. It is projected that in the 30’s of the 21st century, the number and growth rates of the world population will reach the objective growth and these dynamics over the next two decades will begin to change in the direction of reducing the growth rates, which will lead to gradual stabilization, and eventually reduce the size of the world population. By the middle of the 21st century, one can observe the preservation of the growth rates of international and domestic migration, the growth of international migration flows from the South to the North and from the East to the West, the strengthening of new economically developed centers of gravity (Canada, Australia and New Zealand), the increase in migration of rural population to cities, as well as urbanization and activation of the metropolises development. The share of international tourists in comparison with the world population will be constantly increasing, and the annual growth rate of the number of international tourists will significantly depend on the world economy and may vary at the several percent level. Permanent change will occur in the age, religious-cultural and socio-economic structure of the population. (shrink)

During the twentieth century, the mechanistic worldview came under attack mainly because of the rise of quantum mechanics but some of its basic characteristics survived and are still evident within current science in some form or other. Many scholars have produced interesting studies of such significant mechanistic trends within current physics and biology but very few have bothered to explore the effects of this worldview on current chemistry. This paper makes a contribution to fill this gap. This article outlines the leading trends in contemporary English-language historiography of philosophy. It is shown that the anti-historicity, which was characteristic of analytic philosophy in its classical versions was only a moment in its development. A historical turn that began in English-language philosophical world as early as the 1960s, during the first decades of the 21st century has led to a true flourishing of the history of philosophy - both at the conceptual and institutional level. Contemporary English-speaking historians of (...) philosophy pay considerable attention to the methodologically important distinction between real historical process, i.e., facts that took place in the past (history of philosophy), and reflections concerning means, goals, and epistemological foundations for the understanding of these facts (historiography of philosophy). It is also shown that one of the main results of a careful study of history of philosophy is inclusiveness – drawing attention to those pages or aspects of the past that, for some reason, were marginalized or completely forgotten. Factors that were traditionally dismissed as external and unimportant, now acquire the same significance as those that were previously considered as exclusively internal and important. Due to this fact traditional history of philosophy, focused primarily on the study of the most prominent representatives of Western thought, usually men by gender, is replaced by a much broader historically-philosophical canon, which includes a much wider circle of thinkers, representatives of different cultures and types of philosophizing. It is regrettable that of all the wealth of available philosophical materials from the Spanish American area, publishers select for translation and diffusion in the U.S. only works of specialized interest. The change of the title of this book from the original Spanish one: Studies in the History of Mexican Philosophy, into the English Major Trends in Mexican Philosophy, is unjustified. This group of studies, which was given untranslated to the participants in the XIII International Congress of Philosophy at Mexico (...) City, constitutes a basic sample, by no means exhaustive, of what could be a collection of erudite sources for the study of Mexican philosophy. Because of the makeshift nature of a work thus conceived, the reader should not expect the periodization of historical trends to be adequate; it only reflects the specialized areas of the contributors. The study of pre-Colombian thought makes no use of modern methods of symbol interpretation and the parallel between thought structures and type of civilization. Also, research about post-scholastic logic, so intimately related to present logical work, is not reported. The best study deals with ideological trends of the independence period, and is a perfect illustration of the fecundity of historical states of collective puzzlement. In my book, A Hundred Years of British Philosophy , in connection with Cook Wilson and his Oxford followers I briefly mentioned a new line of ethical research that has made its mark within the last decade. Its representatives are differently labelled, as “Oxford Moralists,” “Intuitionists,” “Neo-Intuitionists,” “Objectivists,” and with other names as well. But I could not give more than a few very insufficient hints about the new school: a fuller treatment would have exceeded the compass of my book, (...) and, further, at the time the book was written, things were not settled enough to be made the subject of a historical review. Even now the time has hardly come for a final appreciation. Nevertheless, the discussion is so far advanced that it may be worth while to take stock of it in order to exhibit not only the new tendency itself, but also the various cross-currents which have been called forth by its appearance. Such an attempt is greatly furthered by the fact that some preliminary work has already been done in this direction by writers who have taken part in the discussion. (shrink)

Historically Wales has been regarded as a country with relatively low levels of school exclusion, particularly in comparison with England. This has been used as an indicator of Wales’ commitment to the UN Convention on the Rights of the Child, which foregrounds a rights-based agenda that would argue school exclusion is a consequence of broader socio-economic structures than individual actions. However, simple analyses may mask a different picture of school exclusions in Wales. In this article, we study more detailed information (...) on formal school exclusions by looking at ‘instances’ of school exclusion, which considers the frequency and length of formal school exclusions in Wales, and alongside recorded school absence. The article also demonstrates that the pupils ‘at risk’ of formal school exclusion varies by when they experience school exclusion during their educational lifecourse. The article concludes by highlighting that patterns of school exclusion are complex, and that interpretation of these patterns depends on what kind of measure of school exclusion is used. By publishing these results, the article hopes to persuade policymakers and practitioners to re-examine their processes of exclusion to ensure they are commensurate with the law and to prevent unnecessary school exclusions. Topicality of the research topic. As a result of the COVID-19 pandemic, there is an increase in the instability of the structure of ecosocial systems. Technological innovations have led to a sharp deterioration in natural social ecodynamics. The aim of the research is the conceptual modeling of the proliferation of biopolitics from the social sphere to the field of international relations with the subsequent transformation into a systemic factor of the global evolutionary process. Research methods and results. The model is (...) based on our previously proposed concept of a three-module stable evolutionary strategy of technogenic civilization. In relation to the triple spiral of anthropo-socio-technogenesis, i.e., the historical development of the cultural-ecological niche of Homo sapiens, constructed by him, this means the following. Periods of stable progressive growth of evolutionary and civilizational success are replaced by periods of various scales crisis, up to civilizational or even biological-evolutionary singularity. During the crisis, the importance of the political factor increases sharply, and over the past 50 years, this primarily relates to the field of biopolitics. The regional differentiation of the biopolitical sphere reconstruction during the fight against the pandemic will inevitably complicate international relations not only between regions that belong to different cultural and civilizational types. Probably less so, the same problems will affect the reconciliation of differences caused by geopolitical, interethnic, religious and even economic (competition) reasons. The first phase of the adaptive civilizational response is to reduce the degree of connection between the individual socio-cultural elements of modern civilization, i.e., slowing down the globalization process and intensifying interregional conflicts of various contents. In particular, such contradictions will be most acute in the post-Soviet geopolitical space, where the conditions of the civilizational rift are imposed on the conflicts of the transition period. Due to the specifics of modern high technologies, the process will enter the phase of global socio-techno-ecological self-developing systems reconstruction, which includes man as its element. And the obvious conclusion will be the transition of the development of biopolitical issues to a new, no longer international, but global-evolutionary level. In our understanding, transbiopolitics is a political issue related to the rationalization of the global evolutionary process. The latter will become a bearing element of the global process of evolution of the noosphere with the subsequent complication and increase of cohesion between separate sociocultural types which are a part of system of the modern globalizing civilization. From 1959 to 1969 the annual number of petitions for divorce in England and Wales increased by 133%, and the rate of divorce per 1000 married population increased by an estimated 100%. Traditional explanations for the historical increase in divorce, relying on such factors as increased legal and financial opportunity, wartime disturbances and demographic changes, seem inappropriate to deal with recent experience, and it is proposed that normative changes are involved. Cohort analysis suggests that the marriages of the 1960s (...) are more vulnerable to early divorce than those of the 1939/45 war, and that this vulnerability was increasing throughout the period. It seems likely that earlier divorce also implies higher proportions ultimately divorcing. (shrink)

In this paper, I engage in a critical discussion of Francophone African philosophy focusing on its history, the influences, and emerging trends. Beginning the historical account from the 1920s, I examine the colonial discourses on racialism, and the various reactions generated leading to the Négritude movement in Francophone African intellectual history. I explore the wider implications of the debate on Négritude as an integral component of ethnophilosophy in postcolonial Francophone African philosophy. Finally, I argue that in spite of the (...) apparent linguistic divides/boundaries between Francophone African philosophy and the philosophical traditions in Anglophone and Lusophone Africa, there are robust interactions and critical exchanges of ideas converging and reconnecting with other philosophical orientations outside Africa. During the last years, historic injustices have been on top of the public agenda revolving around the question of how to deal with difficult pasts. This applies togovernments but also to corporations. We aim at addressing this trend of historic corporate responsibility. We examine corporations as intergenerational moral agents, introduce the problem of historic complicity, and propose a concept of historic corporate responsibility.

Current trends in history education emphasize using disciplined inquiry to teach history. Scholars and teachers promote historical thinking as a classroom practice, arguing that teachers should help students “do history.” However, history textbooks, which are the most widely used instructional material in history classrooms, stand in sharp contrast to the emphasis on historical inquiry because of the use of an omniscient voice and a didactic tone that is characteristic of the genre. This study reconsiders the value of textbook (...) narratives as vehicles to promote and encourage historical thinking and suggests an innovative way of developing texts that would serve the instructional purpose of improving students’ historical thinking. Drawing from the scholarship on considerate and voiced texts, this study presents a new model for textbook narrative that embeds historians’ reasoning into the narrative, Explicit Reasoning Text (ERT). Based on interviews with 12 high school students, this study argues the effectiveness of the ERT to engage students in historical investigation. (shrink)

The aim of this paper is to discuss a key question in the history and philosophy of medicine, namely how scholars should treat the practices and experimental hypotheses of modern life science laboratories. The paper seeks to introduce some prominent historiographical methods and theoretical approaches associated with biomedical research. Although medical scientists need no convincing that experimentation has a significant function in their laboratory work, historians, philosophers, and sociologists long neglected its importance when examining changes in medical theories or progress (...) in scientific knowledge. The reason appears to have been the academic influence of the then dominant tradition in the history of ideas, but was also due to a misconception of what could usefully be termed the view on “historical ontology.” During the last two decades, there have been many books and research articles that have turned towards the subject, so that the study of experimental practice has become a major trend in the contemporary history and philosophy of medicine. A closer look at the issue of laboratory research shows that concepts in medicine and the life sciences cannot be understood as historically constant, free-standing ideas, but have to be regarded as dependent on local research settings. They often carry particular “social memories” with them and thus acquire important ethical implications. (shrink)

Consideration of long-term trends in economic, demographic, and energy history show just how peculiar, disruptive, liberating, and unsustainable modern times have been. The current era of ecological tumult derives its impetus from many sources, not least the near-stasis in ideas and politics. It is the big ideas, like nationalism, communism, or the premium placed on economic growth, rather than explicitly environmental ideas, that most affected (...) environmental policy and outcomes in the 20th century, and will likely continue to do so in the 21st. This article aims to serve as an introductory discussion of the European Continental tradition of pedagogics, specifically from a North American perspective. It begins with an overview of the Continental tradition and its main figures. Here, we find a philosophical and, thus, language-sensitive attitude toward the human, the child; and a specific pedagogical terminology, i.e., descriptions and interpretations about the reality of education, such as educational practices, goals, norms, and organizational forms of educational institutions. John Dewey's educational theories exemplify the (...) North American perspective on Continental pedagogics and its study of the fundamental nature of knowledge, reality, and existence. Dewey's writings diverge notably from this tradition, as he integrated into his work American pragmatism and an interest in the scientific method, an interest that plays a role in today's policy trends in the United States and elsewhere. Then again, Dewey took a critical stand toward instrumentalizing pedagogics for political aims. On this point, the German-born political philosopher Hannah Arendt agreed with him. As Arendt can be seen as an example of a Continental perspective on philosophy that includes a strong warning to separate politics and education, she relates to Dewey's argument against instrumentalization. Thus, this article also features some of her work. The overall intention is to contribute to a renewal of a language for pedagogics by delineating a historical-philosophical perspective on this specific field of professional practice. (shrink)

In recent years the age-old question “what is the human?” has acquired a new acuteness and novel dimensions. In introducing the special issue on “Historical Thinking and the Human”, this article argues that there are two main trends behind the contemporary “crisis of human”: ecological transformations, and technological ones. After discussing the respective anthropocenic and technoscientific redefinitions of the human, the paper theorizes three elements in an emerging new historicity of the human: first, the move from a fixed category (...) to a dynamic and indeterminate concept, considering the human as a lifeform in movement; second, the extent to which the human is conceived of in its relational dependence on various non-human agents, organic and non-organic; and third, the reconceptualization of the human not as one but as many, to comprehend that we cannot speak of human individuality in the classical biological sense. In the final part, the article addresses the consequences of the redefinition of the human for historical thinking. It makes the case for the need to elaborate a new notion of history – captured by the phrase “more-than-human history”, and attuned to an emerging planetary regime of historicity in which historical thinking becomes able to affirm multiple temporalities: digital, technoscientific, sociocultural, human, biological and anthropocenic. The article concludes by recognizing the necessity to venture into a new transdisciplinary knowledge economy, appropriate for making sense of the contemporary constellation of the entangled human, technological and natural worlds. In what is at the very least a tour de force, one of the most important contemporary Italian philosophers, Michele Sciacca, has given a critical exposition of literally hundreds of philosophical writers who share in common the tradition of Western philosophy from Kant and Hegel back through Descartes, on the one hand, and back through Augustine, Aristotle, and Plato, on the other. Treatment ranges from a paragraph or two to nineteen pages in the case of Kierkegaard. For those not sharing (...) Sciacca's preference for an integral Christian philosophy which can successfully incorporate all the positive values of humanism, his "criticisms" will frequently seem polemical and unsupported by the exposition he has provided. This is particularly the case in his treatment of scientifically oriented, analytical and linguistic philosophy which he discusses in a chapter with the somewhat unflattering title, "'Physicalism' and the New 'Scientific' Barbarity." But the book is obviously intended more as an act of philosophical reflection than as a history of contemporary philosophy, and is, in this respect, to be assessed more by the criterion of philosophical soundness used to judge, e.g., Aristotle's handling of his predecessors, and Hegel's reading of the history of philosophy, than by considerations of historical scholarship. An increasingly important role is played by new directions in historical research that study long-term dynamic processes and quantitative changes. This kind of history can hardly develop without the application (...) of mathematical methods. There is a tendency to study history as a system of various processes, within which one can detect waves and cycles of different lengths – from a few years to several centuries, or even millennia. The contributions to this yearbook present a qualitative and quantitative analysis of global historical, political, economic and demographic processes, as well as their mathematical models. This issue of the yearbook consists of three main sections: (I) Long-Term Trends in Nature and Society; (II) Cyclical Processes in Pre-industrial Societies; (III) Contemporary History and Processes. At the turn of the Millennium, the issue of education, especially higher education, its role in state formation and impact on the life of society acquired particular relevance and became a subject of research of not only teachers and historians but also economists, political analysts, psychologists, social scientists and, above all, philosophers (which gave rise to a variety of models and trends in the philosophy of education). In the meantime, there is some lack of fundamental integrative studies into comprehensive educational-managerial (...) and socio-historical, socio-economic and state-political experiences of some developed countries in the implementation of these philosophical and educational paradigms, trends, models and reforming/modernization concepts of higher education and science, to be examined with consideration for similar challenges faced by education and science in Ukraine. Nearly every developed country has wide experience in building up a system of higher education. Results of reviewing such experience may contribute to the development and enrichment of the domestic educational system, afford an opportunity to avoid repeating mistakes and offer new approaches to solving a range of problems in this field. Based on the above, we also believe that it is impossible to pretend to develop a strategy for educational and scientific modernization reforms that deal with challenges of educational and scientific institution of society in management of scientific and educational space (which applies to both a social component of the philosophy of education and the field of educational management) without analyzing the existing models, schools, trends and their classification in the modern philosophy of education. Recently, even at international art education conferences and similar venues, a wide range of dynamic presentations and speeches were heard representing Japan's unique (...) perspective. There is, however, a rather long and involved history leading up to this shift.In this essay, I present a general outline and an overview of art education in Japan, by looking back at the transitions this system of education has undergone. My hope is to increase understanding of the unique features of art education in Japan, examining the characteristics ofmodern art education, and determining the form that art education should take in the future. The Birth of Art Education: 1872-1910 Art education in Japan began in 1872 with the promulgation of the "Gakusei" as a formal system for school education. 1 It was in this same year that Germany introduced a similar system, an indication that Japan was more or less in step with advanced Western nations. Moreover, from the end of the Tokugawa shogunate through to the Meiji era (1868-1912), the seeds of Westernization had clearly taken root. Although the term "art education" is used, for many years the emphasis in art education was on drawing.The first curriculum was established at this time. In the context of art education, Kikagaku Keiga Taii [Introduction to Geometrical Line Drawing] (renamed Keiga the following month) was introduced as a compulsory subject in upper elementary grades (students 10 to 13 years of age) at ordinary elementary schools. Keiga referred to a method of copying pictures from a copybook using graph paper — a method that was extremely restrictive and emphasized practicality.By 1887, under the new government's policy, Westernization was being promoted in all aspects of society, including politics and culture. Art education was no exception, as Western style education began to focus on pencil drawings. During this period, a liberal system for issuing and selecting textbooks was in place, and a consequently a large number of art-related texts were issued. The aim of this paper is to discuss a key question in the history and philosophy of medicine, namely how scholars should treat the practices and experimental hypotheses of modern life science laboratories. The paper seeks to introduce some prominent historiographical methods and theoretical approaches associated with biomedical research. Although medical scientists need no convincing that experimentation has a significant function in their laboratory work, historians, philosophers, and sociologists long neglected its importance when examining changes in medical theories or progress (...) in scientific knowledge. The reason appears to have been the academic influence of the then dominant tradition in the history of ideas, but was also due to a misconception of what could usefully be termed the view on “historical ontology.” During the last two decades, there have been many books and research articles that have turned towards the subject, so that the study of experimental practice has become a major trend in the contemporary history and philosophy of medicine. A closer look at the issue of laboratory research shows that concepts in medicine and the life sciences cannot be understood as historically constant, free-standing ideas, but have to be regarded as dependent on local research settings. They often carry particular “social memories” with them and thus acquire important ethical implications. (shrink)

Some of Marx’s basic standpoints and views about civilization, including his basic theoretical propositions on the understanding of civilization itself, the goal of civilization, this historical (...) process and requirement of the development of civilization, the conditions and environment for the progress of civilization, the laws and roads of the development of civilization, and the exchanges between and spread of civilizations, are still of immense value today. The academic standing of the staff working in vocational higher education must be judged as unsatisfactory according to two possible criteria: the traditional criteria, which are derived from the universities operating within the previous unitary higher education system; and the criteria outlined by the bill of the Law of Higher Education Institutions. The latter derive from the same historical institutional pattern.There are many reasons to conclude that, academically, in most fields of study, the new institutions do not reach the (...) level of the old ones. However, the mission of the new sector—the second-rank academic institutions in the eyes of the traditional academic community—is at least debatable, if not mistaken. The public university sector appears to be in deep crisis, with academics so attached to the Humboldtian university that they ignore the claims for social relevance in education.8 This is further complicated by deepening financial hardship.Using traditional criteria, it is possible that Estonia will be left with two socially irrelevant higher education sectors, instead of one functioning sector. It is also possible that the second sector, which does not fit these criteria, will be eliminated. However, the fault does not lie wholly with the dominance of traditional university attitudes. It also lies in a lack of vision on the part of the new institutions. As children of the proletariat society, they fail to recognise their vocational orientation as a benefit, and instead try to hide it. They are developing theoretically overloaded four- to five-year study programmes. None of these institutions has solved the problem of balancing the requirement of employing 50 per cent faculty full time and maintaining a satisfactory academic level. The need to demonstrate that part-time employees may actually benefit the vocational sector has not yet been understood.9As long as the sector continues to accept the rules forced upon it by the old universities, it probably has no useful role in Estonia. Its institutions, especially the public institutions, cannot compete with the traditional universities in academic fields. The universities, on the other hand, are beginning to understand that the policy they proclaimed some years ago, which was based on the clear distinction between two sectors on the German pattern, does not work in a small country with very limited resources, and an inheritance from the previous regime of a large university sector with an enrolment rate of more than 20 per cent of the age group. The universities have agreed to offer their own non-degree courses at diploma level, and now seriously threaten the small new institutions. From the financial point of view, the universities' expressed desire to swallow the small vocational institutions is beneficial since the small institutions have no clearly distinct role of their own.The private vocational higher education institutions do not conceal the fact that, according to their own vision, they have little place in the vocational sector. Some of them would like an official status equal to that of the universities, the right to offer graduate and postgraduate courses as well as diploma courses, and the registration of their diplomas and certificates on an equal basis with the public universities in the Register of Diplomas and Certificates at the Ministry of Culture and Education. In other words, they are interested in becoming fully accredited universities. This increases competition for students and—given the Estonian mechanism of public financing of higher education based on the number of students admitted provided by the Ministry of Culture and Education10—there will be less money for public universities. Here lies the origin of the principle that the universities are established by parliament and the vocational higher education institutions by executive action by the government.The existence of the new sector is seriously threatened. The current pattern of postgraduate studies has blocked the preparation of a sufficient number of research-degree holders, even at master's level.11 The new institutions cannot train their own faculty. The recent experience of Concordia International University—which depends greatly on staff with bachelor's and master's degrees from the United States, who form some 80 per cent of the faculty—demonstrates that the participation of first- or even second-rank Western academics in Estonian higher education can never be very high. If the system cannot accept experienced local staff for legal appointments in the vocational sector, unless they have a research degree, these institutions will not survive for long. Society will be back to the position where there are a large number of underpaid or unemployed academics, but a shortage of qualified individuals who could be self-employed and capable of running small and medium-size enterprises. Although the literature on the logic of historical enquiry is already vast and still growing, it continues to polarise overwhelmingly around a single disputed point—whether historical explanations have their own logic, or whether every successful explanation must conform to the same deductive model. Recent discussion, moreover, has shown an increasing element of agreement—there has been a marked trend away from accepting any strictly positivist view of the matter. It will be argued here that both the traditional polarity (...) and the recent trend in this debate have tended to be misleading. The positiviste have been damagingly criticised. But their opponents have produced no satisfying alternative. They have tended instead to accept as proper historical explanations whatever has been offered by the historians themselves in the course of trying to explain the past. But a further type of analysis must be required if some account is to be given of the status, and not merely the function, of the language in which these explanations are offered. Such an analysis, moreover has implications of some importance in considering the appropriate strategy for historical enquiries. (shrink)

Although it is given various names, such as "Islamic fundamentalism", "militant Islam", "political Islam", all this is due to the fact that a certain trend in Islamic movement is gaining more influence in politics and security in the global scale. The article describes the creative heritage of the great Turkish philosopher and sociologist Hilmi Ziya Ulken (1901–1974). His work includes fundamental works on both theory and the history of philosophy. Ulken’s works devoted to the history of philosophy broadly reflect the interrelationship of Eastern Muslim and Western philosophy, as well as the influence of Eastern philosophy on Western thought. Hilmi Ziya Ulken considered both religious and philosophical trends, such as Sufism, Fiqh, Kalam, and scientific philosophical teachings – Eastern peripatetism, Ishraqism. (...) The object of Ulken’s study was also the history of Turkish thought as part of Eastern philosophy. In his work, an important place is occupied by the study of the stages of the history of Turkic thinking from antiquity to the present. The article summarizes Hilmi Ziya Ulken’s views on the scientific and cultural environment and philosophy of Russia in the 20th century. (shrink)

The present Yearbook (which is the fourth in the series) is subtitled Trends & Cycles. Already ancient historians (see, e.g., the second Chapter of Book VI of Polybius' Histories) described rather well the cyclical component of historical dynamics, whereas new interesting analyses of such dynamics also appeared in the Medieval and Early Modern periods (see, e.g., Ibn Khaldūn 1958 [1377], or Machiavelli 1996 [1531] 1). This is not surprising as the cyclical dynamics was dominant in the agrarian social systems. (...) With modernization, the trend dynamics became much more pronounced and these are trends to which the students of modern societies pay more attention. Note that the term trend – as regards its contents and application – is tightly connected with a formal mathematical analysis. Trends may be described by various equations – linear, exponential, power-law, etc. On the other hand, the cliodynamic research has demonstrated that the cyclical historical dynamics can be also modeled mathematically in a rather effective way (see, e.g., Usher 1989; Chu and Lee 1994; Turchin 2003, 2005a, 2005b; Turchin and Korotayev 2006; Turchin and Nefedov 2009; Nefedov 2004; Korotayev and Komarova 2004; Korotayev, Malkov, and Khaltourina 2006; Korotayev and Khaltourina 2006; Korotayev 2007; Grinin 2007), whereas the trend and cycle components of historical dynamics turn out to be of equal importance.
