The British Government has recently agreed proposals for a National Numeracy Strategy which claims to be based on evidence concerning 'what works'. This article reviews the literature in each key area in which recommendations are made, and makes a judgement of whether the claim is justified. In some areas (e.g. calculators) the recommendations run counter to the evidence.

A virtuous person has a distinctive grasp of what is important in the light of which she chooses what to do. In what does this grasp consist? According to the intellectual tradition, moral virtue requires you always to be able to have an explicit, conscious grasp of the reasons why your action is right. Recently, this view has been defended by Julia Annas. I do not think that her argument establishes her conclusion, and I provide further defense of intellectualism, finishing (...) with some conclusions about the importance of moral philosophy. The supplemented edition of this important reader includes a substantive new introduction by the author on the changing nature of feminist methodology. Rather than being concerned with particular techniques of inquiry, the interdisciplinary readings in this book address broad questions of research methodology. They are designed to help researchers think critically and constructively about the epistemological and ethical implications of various approaches to research selection and research design, evidence-gathering techniques, and publication of results.A key theme running through the readings is the complex interrelationship between social power and inequality on the one hand and the production of knowledge on the other. This essay discusses the yoked history of witnessing in science and the law and examines the history of attempts, over the past century, to use science to improve the surety of witness testimony. It examines some of these projects, particularly in the 1960s and 1970s. The essay argues that modern psychology offers a particularly problematic form of expertise because its focus is a task central to the jury’s mandate, the evaluation of a witness and his or her testimony. It concludes (...) that a key feature of modern disputes over the legal relevance of psychological techniques is not the quality or character of the expertise being offered to the court but, rather, the question of whether expertise is needed at all and under what circumstances it should impinge on the jury’s decision making. BackgroundMost end-of-life decisions are made by family members. Current ethical guidelines for family decision making are based on a hierarchical model that emphasizes the patient’s wishes over his or her best interests. Evidence suggests that the model poorly reflects the strategies and priorities of many families.MethodsResearchers observed and recorded 26 decision-making meetings between hospital staff and family members. Semi-structured follow-up interviews were conducted. Transcriptions were analyzed using qualitative techniques.ResultsFor both staff and families, consideration of a patient’s best interests generally took (...) priority over the patient’s wishes. Staff generally introduced discussion of the patient’s wishes for rhetorical purposes, such as persuasion. Competing moral frameworks, which de-emphasized the salience of patients’ autonomy and “right to choose,” played a role in family decision making.ConclusionsThe priority given to the patients’ wishes in the hierarchical model does not reflect the priorities of staff and families in making decisions about end-of-life care. The present issue of Philosophical Topics is devoted to global gender justice. In this introduction to the volume, I sketch the emergence of global gender justice as a field of philosophical inquiry and identify some of the philosophical challenges that its emergence raises. The easiest way to explain the distinctiveness of this field is to situate it in the context of earlier philosophical inquiries into justice.

Alternative food movements work to create more environmentally and economically sustainable food systems, but vary widely in their advocacy for social, racial and environmental justice. However, even those food justice activists explicitly dedicated to equity must respond to the unintended consequences of their work. This paper analyzes the work of activists in Oakland, CA, who have increasingly realized that their gardens, health food stores and farm-to-table restaurants play a role in what scholars have called green gentrification, the upscaling of neighborhoods (...) through the creation of environmental amenities. Gentrification has had grave consequences for the low-income communities of color that food justice activists seek to serve. Activists are reflexive about this dynamic, and have developed strategies to push back against displacement. Most commonly, non-profit organizations and individual social entrepreneurs found businesses that seek to raise the profile of people of color in the trendy Oakland food scene while employing long-term residents in well-paying, green jobs. However, while these efforts are an essential component of a broader agenda to create both food justice and development without displacement, even these relatively high paying “good food jobs” cannot keep up with escalating rents. For this reason, we also highlight the direct action and policy-oriented strategies engaged by a smaller number of food justice activists, and argue that these are necessary compliments to a market-based approach. Subjective feelings of familiarity associated with a stimulus tend to be strongest when specific information about the previous encounter with the stimulus is difficult to retrieve . When a stimulus has been encountered previously and the circumstances of the encounter cannot be recollected, additional cognitive resources may be directed toward recollection processes; this resource allocation is accompanied by autonomic arousal [Dawson, M. E., Filion, D. L., & Schell, A. M. . (...) Is elicitation of the autonomic orienting response associated with allocation of processing resources?. Psychophysiology, 26, 560–572]. One easily measurable index of autonomic arousal is the skin conductance response . In the present study, participants studied lists of words and then gave recognition ratings to briefly displayed and masked studied and nonstudied test words while their SCRs were monitored. Results revealed a relationship between recognition ratings and the temporal characteristics of the SCR, supporting the idea that feelings of familiarity are indeed “feelings” in that they stem from autonomic arousal associated with cognitive resource allocation. There is a persistent tradition of reading Propertius 1.10, according to which the Gallus addressed by the poem is the elegiac poet, and the poem itself is a description, not, or not only, of Gallus and his girl in bed but of Propertius reading Gallus’ love elegy.1 In CQ 39 , 561–2, James O'Hara suggests that the phrase ‘in alternis vocibus’ in Prop. 1.10.10 is a hint at amoebean verse, and as such may refer to the amoebean elegiac experiments by (...) Gallus which Fairweather argues are represented by the Qasr Ibrim papyrus. This may well be right. I suggest, however, that the primary metaphorical meaning of ‘in alternis vocibus’ is ‘in your elegiac verse’. Oblique hints at such a reading can be found in Ross , who describes 9f as ‘an extremely suggestive couplet’, and Hinds, in his discussion of alternus as a programmatic term in Ovid, Fasti 4.484. This article is about the recognition of personhood when death occurs in early life. Drawing from anthropological perspectives on personhood at the beginnings and ends of life, it examines the implications of competing religious and customary definitions of personhood for a small sample of young British Pakistani Muslim women who experienced miscarriage and stillbirth. It suggests that these women's concerns about the lack of recognition given to the personhood of their fetus or baby constitute a challenge to customary practices surrounding (...) burial as a Muslim. The article suggests that these women's concerns cannot be adequately glossed as a clash of Islamic belief versus Western medicine. Rather, they represent a renegotiation of Islamic opinion and customary practices within the broader context of changes in the medical and social norms surrounding pregnancy loss and infant death in multi-ethnic British society. This paper reviews the relatively small body of work in computer ethics which looks at the question of whether gender makes any difference to ethical decisions. There are two strands of writing on gender and computer ethics. The first focuses on problems of women's access to computer technology; the second concentrates on whether there are differences between men and women's ethical decision making in relation to information and computing technologies. I criticize the latter area, arguing that such studies survey student (...) audiences, that they emphasize the result of an ethical decision over the process of arriving at the decision, that they are problematic in relation to research methodology and that they are undertheorized. Given that traditional ethical theories largely ignore gender, I offer a gender based ethics in terms of feminist ethics as the best place to look for theoretical substance. The paper concludes by considering how feminist ethics can be combined with empirical studies that emphasize observation and interviewing in order to move gender and computer ethics onward from statistical studies of men's and women's ethical decisions toward more substantially theorized studies of areas in computer ethics which have gender implications, such as privacy and power. In this comment I defend my account of moral understanding and its role in morally worthy action and claim that a fully virtuous person would have moral understanding. This means that deference to moral experts is not always appropriate. But there is still room for a social moral epistemology, whereby moral experts pass on moral understanding.

This paper considers the piloting of an online learning component of a final-year social work degree ethics module at an inner-city English university. An Action Research approach was used to evaluate this pilot project and the paper illustrates how students were involved in developing and designing the teaching programme as part of the Action Research cycle. The paper explores theoretical aspects of e-learning pedagogy through an analysis of issues emerging during the planning and delivery of this pilot project. The cognitive (...) and affective impact of both face-to-face and electronic learning is discussed. It is suggested that some students may experience e-learning as a safe space for thinking about ethical dilemmas. The challenges for teachers and learners are highlighted and the author argues that in order to support student learning, online teaching needs to be carefully designed and appropriately resourced. In the course of the sixteenth and seventeenth centuries the military engineers of Europe developed a cohesive professional structure. Using Malta as an example, this article looks at the growing specialisation of the engineers in this period. It also considers the attitudes of the rulers of Malta, the knights of the Order of St. John, towards the engineers whom they employed and the status, both social and professional, of the various categories of engineers used.

Public disclosure of industry payments to physicians is one way to address financial conflicts of interest in medicine. As part of the Patient Protection and Affordable Care Act, the Physician Payment Sunshine Act requires pharmaceutical, medical device, and biologics manufacturers who have at least one product reimbursed by Medicare or Medicaid to disclose payments to physicians and teaching hospitals on a public website starting in 2014. The physician payment data will contain individual physician names, monetary values, and specific products connected (...) to payments.According to the Final Regulations issued by the Centers for Medicare and Medicaid Services in February 2013, the law will make transparent the extent and nature of relationships between physicians, teaching hospitals, and manufacturers. In this brief comment I will explain the usefulness of Iris Young’s conception of political responsibility and then point out how it exemplifies the contributions of Young’s exceptional body of work.

This paper originated in a conference presentation with my colleague Michael Tooley, at which we were both asked to re-evaluate articles about abortion that each of us had written over twenty years earlier. While Tooley and I both contended that abortion should be legally unrestricted, there were striking differences in the style and content of our respective arguments. Contemplating these differences has reinforced my own belief in the importance of emphasizing the centrality of gender when discussing abortion. Since gender as (...) we know it is a system of dominance as well as difference , I take this to mean that contemporary discussions of abortion must address the relationship between abortion access and the social status of women. My early article addressed this relationship to some extent, but the present paper will raise a number of additional gender issues that the early article did not mention. (shrink)

Traditional conceptions of citizenship have privileged individuals’ relationships to the state. However, recent emphasis on civil society as a terrain of democratic empowerment suggests a shift in our ideas about what citizens properly do and the arenas in which they do it. Jaggar argues that it would be a mistake to privilege activism in civil society over traditional state-centered political activity and she contends that democratic citizenship may—and must—be performed in multiple arenas. For example, some non-governmental organizations have come to (...) depend on governmental support. And governments in affluent nations may be better providers than civil organizations of the critical social services, such as nutrition, healthcare, and education, on which many women and children depend. Feminists need enriched understandings of citizenship that recognize the indispensability of both national and transnational civil society but still maintain a strong focus on the state. (shrink)

Reviewed Work: Multiculturalism and "The Politics of Recognition" by Charles Taylor, Amy Gutmann, Steven C. Rockefeller, Michael Walzer, Susan Wolf.

In this paper, I want to discuss the recent attempts by Professor John R. Searle to cast doubt on the traditional empiricist distinction between fact and value. Searle's first attack on this distinction was made in 1964 in his now classic article, “How to derive ‘ought’ from ‘is’.” In that paper, he presented what he claimed to be a counter-example to the thesis that statements of fact may not entail statements of value. Searle's argument aroused much controversy and inspired many (...) attempted refutations, but Searle apparently found none of these convincing, for a few years later he published a revised version of his paper as the last chapter of his book, Speech Acts. The new version includes his replies to many of the objections which had been made to his thesis up to that time. It also includes, in the main body of the book, a theory of language which is supposed to provide the theoretical underpinning explaining why his original paper presents a genuine counter-example to the position he is attacking. It is the Speech Acts version of Searle's thesis which I want to consider here. (shrink)
