Risk governance of GM plants and GMfood products is presently subject to heatedscientific and public controversies. Scientistsand representatives of the biotechnologyindustry have dominated debates concerningsafety issues. The public is suspicious withregard to the motives of scientists, companies,and political institutions involved. Thedilemmas posed are nested, embracing valuequestions, scientific uncertainty, andcontextual issues. The obvious lack of data andinsufficient information concerning ecologicaleffects call for application of thePrecautionary Principle (PP). There are,however, divergent opinions among scientistsabout the relevance of putative hazards,definition of potential ``adverse effects,'' (...) andwhether actions should be taken to preventharm. The reliance on the concept ofsubstantial equivalence in safety evaluation ofGM food is equally controversial. Consequently,value assumptions embedded in a scientificframework may be a barrier for employment ofthe PP. One of our major conclusions is thatprecautionary GMP usage requires riskassessment criteria yet undeveloped, as well asbroader and more long-term conceptions of risk,uncertainty, and ignorance. Conflicts ofinterest and public participation are otherissues that need to be taken intoconsideration. GMP governance regimes that arejustifiable from a precautionary and ethicalpoint of view must transcend traditionalscientific boundaries to include alternativescientific perspectives as well as publicinvolvement. Nietzsche proclaims the second essay of the Genealogy of Morality to be the “long history of the origins of responsibility,” but the immediate context in which this claim is made, coupled with GM II's broader aims and themes, makes interpreting this claim immensely difficult. Not only does Nietzsche endorse an ideal of responsibility in relation to the sovereign individual, while the rest of the essay is concerned with other topics, but also, and more problematically, this ideal appears to be (...) inconsistent with his denial of free will and moral responsibility in other works. Here, I propose a Strawsonian reading of GM II, contending that GM II analyzes the idea of “responsibility” naturalistically in terms of the practice of holding oneself and others responsible, as constituted by what Nietzsche calls the “reactive affects,” namely guilt. A consequence of this interpretation is that libertarian free will is not a condition of responsible agency. (shrink)

This paper examines the economic impact of implementing Corporate Social Responsibility in the supply chain operations of multinational corporations. Because they have global supply chains in emerging markets, MNCs face certain operational challenges. For example, unethical operations often result in a huge loss to MNCs in the long run, even though their initial cost seems to be low. In this paper, we extend the Bullwhip Effect theory in supply chain management to the ethical operations context, and define and evaluate (...) a special Bullwhip Effect due to Unethical Operations. Using economic data from various sources including Ford, Toyota, and GM in the auto industry, we first estimate the indices of BEUO for the three companies and demonstrate the economic necessity for MNCs to incorporate CSR with supply chain operations. We then propose a coherent approach, blending what we term the bottom-up and proactive methods, to achieve such an outcome. The bottom-up approach requires MNCs to switch their focus on stakeholders, shifting from shareholders to consumers and workers, and on decision levels from public relationships to supply chain operations. The proactive approach recommends initializing specific CSR operations to mitigate the negative impact of BEUO. Both theoretical analysis and case studies are conducted to evaluate our developed propositions that MNCs adopting the proposed CSR operations will in the long run achieve better economic performance. Recommended actions for implementation, based on best practices, are also presented. (shrink)

Three interpretations of theprecautionary principle are identified, namely``soft,'' ``hard,'' and outright rejection. The ECCommunication of February 2000 is largely aresponse to the latter, to provide alegitimation in trade-related WTO disputes.This context leads to an over stress onscientific closure. This is critiqued asidealistic in respect of resolving long termuncertainties inherent in the GM food issue.While offering some useful guidelines in riskmanagement, the EC report seriously fails totake into account the ethical and societaldimension of risk. These are crucial both indetermining when (...) precautionary principle isinvoked and the action to be taken. The EC viewleans too much to a scientific rationalist riskperspective. However, the ``Green''interpretation of the precautionary principleas a reversal of the burden of proof is alsocriticized as inconsistent both with the natureof technology and with the nature of reality asseen in a Christian perspective. Biblicalinsights on risk reveal a balance ofintervention and conservation in a world whererisk is inherent. The notion of risk as asocial contract reveals that ethical andsocietal issues have a crucial role to play inapplying the precautionary principle. (shrink)

Many neuroanatomical alterations have been detected in patients with tinnitus in previous studies. However, little is known about the morphological and structural covariance network changes before and after long-term sound therapy. This study aimed to explore alterations in brain anatomical and SCN changes in patients with idiopathic tinnitus using voxel-based morphometry analysis 24 weeks before and after sound therapy. Thirty-three tinnitus patients underwent magnetic resonance imaging scans at baseline and after 24 weeks of sound therapy. Twenty-six age- and sex-matched (...) healthy control individuals also underwent two scans over a 24-week interval; 3.0T MRI and high-resolution 3D structural images were acquired with a 3D-BRAVO pulse sequence. Structural image data preprocessing was performed using the VBM8 toolbox. The Tinnitus Handicap Inventory score was assessed for the severity of tinnitus before and after treatment. Two-way mixed model analysis of variance and post hoc analyses were performed to determine differences between the two groups and between the two scans. Student-Newman-Keuls tests were used in the post hoc analysis. Interaction effects between the two groups and the two scans demonstrated significantly different gray matter volume in the right parahippocampus gyrus, right caudate, left superior temporal gyrus, left cuneus gyrus, and right calcarine gyrus; we found significantly decreased GM volume in the above five brain regions among the tinnitus patients before sound therapy compared to that in the HC group. The 24-week sound therapy group demonstrated significantly greater brain volume compared with the baseline group among these brain regions. We did not find significant differences in brain regions between the 24-week sound therapy and HC groups. The SCN results showed that the left superior temporal gyrus and left rolandic operculum were significantly different in nodal efficiency, nodal degree centrality, and nodal betweenness centrality after FDR correction. This study characterized the effect of sound therapy on brain GM volume, especially in the left superior temporal lobe. Notably, sound therapy had a normalizing effect on tinnitus patients. (shrink)

“‘[C]onscience,’” Nietzsche suggests early in Essay Two of On the Genealogy of Morals, “has a long history and variety of forms behind it” (II.3). Glossing over the explicit equivocity and irony of such statements, most commentators presume that the primary ambition of GM is to reconstruct the emergence and in so doing denaturalize and denounce the reign of conscience, which is treated as equivalent to both bad conscience and slave morality. Such presumption has obscured the central claims, operations, and (...) stakes of the text, indeed of Nietzsche’s late work generally. Although they are intertwined, Nietzsche’s genealogy of conscience is textually, substantively, and strategically distinct from his genealogy of bad conscience, which in turn is involved in but distinct from his genealogy of slave morality. Textually, it is not until Essay Two, section four of On the Genealogy of Morals that Nietzsche begins to ask after the emergence and psychosocial (“physiological”) consequences of bad conscience, while the genealogy of conscience proceeds from the first essay. Substantively, the three genealogies are concerned with manifestly disparate objects. Strategically, the addressees of the three genealogies are diverse, thus are their modes of address: genealogy cannot be reduced to a uniform method. (shrink)

The potential for genetically modified (GM) crops to threaten biodiversity conservation and sustainable agriculture is substantial. Megadiverse countries and centers of origin and/or diversity of crop species are particularly vulnerable regions. The future of sustainable agriculture may be irreversibly jeopardized by contamination of in situ preserved genetic resources threatening a strategic resource for the world—s food security. Because GM crops are truly biological novelties, their release into the environment poses concerns about the unpredictable ecological and evolutionary responses that GM species (...) themselves and the interacting biota may express in the medium and long term. One of the consequences of these processes may be a generalized contamination of natural flora by GM traits and a degradation and erosion of the commonly owned genetic resources available today for agricultural development. GM plants carrying pharmaceutical and industrial traits will pose even more dangerous risks if released in the environment. (shrink)

Solving the 4-d Einstein equations as evolution in time requires solving equations of two types: the four elliptic initial data (constraint) equations, followed by the six second-order evolution equations. Analytically the constraint equations remain solved under the action of the evolution, and one approach is to simply monitor them (unconstrained evolution). The problem of the 3-d computational simulation of even a single isolated vacuum black hole has proven to be remarkably difficult. Recently, we have become aware of two publications that (...) describe very long term evolution, at least for single isolated black holes. An essential feature in each of these results is constraint subtraction. Additionally, each of these approaches is based on what we call “modern,” hyperbolic formulations of the Einstein equations. It is generally assumed, based on computational experience, that the use of such modern formulations is essential for long-term black hole stability. We report here on comparable lifetime results based on the much simpler (“traditional”) ${\dot g} - {\dot K}$ formulation. With specific subtraction of constraints, with a simple analytic gauge, with very simple boundary conditions, and for moderately large domains with moderately fine resolution, we find computational evolutions of isolated non-spinning black holes for times exceeding 1000 GM/c2. We have also carried out a series of constrained 3-d evolutions of single isolated black holes. We find that constraint solution can produce substantially stabilized long-term single hole evolutions. However, we have found that for large domains, neither constraint-subtracted nor constrained ${\dot g} - {\dot K}$ evolutions carried out in Cartesian coordinates admit arbitrarily long-lived simulations. The failure appears to arise from features at the inner excision boundary; the behavior does generally improve with resolution. (shrink)

Technological advancement has an ambivalent character concerning the impact on biodiversity. It accounts for major detrimental environmental impacts and aggravates threads to biodiversity. On the other hand, from an application perspective of environmental science, there are technical advancements, which increase the potential of analysis, detection and monitoring of environmental changes and open a wider spectrum of sustainable use strategies.The concept of biodiversity emerged in the last two decades as a political issue to protect the structural and functional basis of earthbound (...) life. In this respect, it represents a great challenge for science, in particular for ecology, which is the scientific discipline mainly involved in contributing to understand biodiversity issues.In this paper, we state a strong necessity for ecologists to work in close connection with other disciplines and within their own discipline across the different organisation levels. Each level has some specific properties to which ecological terminology has been adapted, and joint views are necessary to understand complex networks. In this context, ecological theory provides the background to analyse biological complexity and the relationship of structure and dynamics on different integration levels and provides the interface to mediate social and political issues.Important features of new technologies for advances in ecological theory refer to an increase in information processing capacities, more efficient automatic data acquisition and device operation, and an increase in resolution.One crucial consideration we analyse is the trend that a quantitative development in one particular discipline may open a new potential for qualitative advancement in other disciplines when the quantitative advancement is applied in a new disciplinary context.We illustrate these qualitative developments that are based on technological advancements and which helped to advance ecological theory qualitatively with two examples: The underlying mechanisms causing regularly oscillating rodent populations are subject to a decade long discussion in ecology. Using the possibilities of modern information processing, it is possible to represent the discussed hypotheses in an integrative object oriented model and analyse how the underlying causal net works. The second example originates from biosafety research dealing with the environmental impact of genetically modified organisms. The project GenEERA develops a complex up-scaling procedure from below field-level information to the landscape scale in order to investigate spread and persistence of GM oil seed rape under different scenarios. The approach gives an example, how ecological modelling can be used to combine different information levels to derive conclusions on a higher spatial scale.In an overall conclusion we relate the described approaches to a wider system analytical context in which we interpret theory developments and biodiversity issues with a system theoretical description of growth processes. We obtain the view that in self-organising systems there is a tendency for autonomous development which tends to be dominating far away from capacity limitations. However, while approaching capacity limitations, a tendency towards closer coupling of internal and external cause-effect networks emerges. We also find that the relation of biodiversity, ecosystem services, and social dynamics can be interpreted in this framework. In this context, the demand for closer interdisciplinary cooperation to solve existing problems appears as an indication of emerging capacity limitations both, in the theoretical as well as in the physical domain. Risk analysis as a regulatory driver has now become firmly entrenched in public health and environmental protection. Risk analysis at any level essentially has to accommodate two gut feelings of the constituency: whether society should be risk-prone or risk averse, and whether government and its institutions can be trusted to make the necessary decisions with a high or a low degree of discretion. The precautionary principle (or rejection thereof) arguably is the ultimate reflection of the promotion of risk to a (...) societal value. There is no doubt that especially amongst the representatives of the Member States (as opposed to the officials at the European Commission), public (pre)caution with respect to the long-term environmental and public health implications of gene technology influenced the reluctance to allow marketing of GM foods and feeds until a strict regulatory regime had been rolled out. Industry would argue that the delay in regulation, as well as the eventual regime was of such a nature as to stifle the technology. This contribution reviews a number of features of standard EU risk analysis decisions, so as to assess its current propensity towards smothering rather than smoothing the introduction of new technology. The current development of a regulatory framework for nanotechnology serves as a case study. (shrink)

Paul Lodge’s excellent new contribution to the Yale Leibniz series collects together the entirety of the Leibniz-De Volder correspondence, totaling some thirty-three letters, together with a generous selection of relevant excerpts from Leibniz’s concurrent correspondence with Johann Bernoulli, which Lodge has helpfully interspersed throughout. As with previous volumes in the series, the texts appear in the original language, in this case Latin, together with an English translation on opposing pages. Lodge’s transcriptions reflect his careful study of all the available manuscripts (...) and represent a significant improvement over the existing versions in GP II (Leibniz-De Volder) and GM III (Leibniz-Bernoulli). Rounding out the volume are a long introduction (79 pp.), itself a valuable contribution to Leibniz scholarship, together with extensive notes on the texts, a bibliography, and indexes for names and subjects. It's surprising that contemporary moral philosophers have not thought more about food. The rapidly expanding industrialized landscape of modern western agribusiness raises moral concerns about large-scale livestock production, the increased usage of genetically modified crops, and the effects these now common practices may have on long-term environmental and human health. Here Pence argues that biotechnology is more helpful than harmful, on the ground that it will abate world hunger. Positioning himself as an "impartialbioethicist" he sets about the task of (...) sorting through the extremism he thinks drives all environ- mental movements' opposition to genetically modified (GM) crops. His argu- ment is simple: the claim that GM foods are unsafe is the product of alarmism, not sound reason. Discarding what environmentalists have called the Precau- tionary Principle, he argues that GM foods are safe because they have not been proven unsafe. David Hume, Adam Smith, Jeremy Bentham and John Stuart Mill are often viewed as contributors to or participants in a common tradition of thought roughly characterized as ‘the liberal tradition’ or the tradition of ‘bourgeois ideology’. This view, however useful it may be for polemical or proselytizing purposes, is in some important respects historiographically unsound. This is not to deny the importance of asking what twentieth-century liberals or conservatives might find in the works of, say, David Hume to support their (...) respective ideological persuasions. It is only to insist that attempts to use selected arguments, or parts of arguments, from great eighteenth-century thinkers to shore up twentieth-century programmatic political positions must be categorically distinguished from attempts to understand what Hume, Smith, Bentham or Mill actually meant, or could imaginably have meant, to say. In the ethical texts, Aristotle claims that all instances of choice (prohairesis) must be preceded by deliberation, but it is not clear why he believes this. This paper offers an explanation of that commitment, drawing heavily from the De Anima and showing that the account emerging from there complements that of the ethical texts. The view is that the deliberative faculty has the capacity to manipulate reasons combinatorially, while the perceptual/desiderative faculty does not, and choice requires the combinatorial manipulation of (...) reasons. When Paul Hirst and Wilfred Carr squared up to each other a few years ago on the issue of the role of philosophical theory in educational practice, it became clear that theory itself had become a troubled term. The very fact that Wilfred Carr could argue for the end of educational theory recalls Paul Feyerabend's fiery argument for the end of theory in natural science and simply deepened the attack that had already appeared in Carr and Kemmis's book, Becoming Critical (...) (1986). In response, Hirst insisted that theory, and particularly the philosophical theory of education, should be defined as a discrete area of study in itself, governed and structured by the axioms of logic. In this way, he argued, the philosophy of education would be no different from philosophy in general (at least in its analytic formulation). Carr, on the other hand, preferred to consider educational theory as a flexible event that took its shape from the landscape explored, and hence precisely not the kind of study that Hirst supported, but one based in action research and reflective practitioner experience. This debate is as yet unresolved. In this piece I begin by making several remarks about the current context for raising the question Hirst and Carr address, and I go on to consider other possible understandings of theoria in a Greek sense before developing this idea through a reading of Aristotle. I eventually conclude that each of the protagonists in the debate has taken a step too far. (shrink)

There is a tendency among contemporary epistemologists to call every social or existential theory of knowledge pragmatism or neopragmatism. In this paper, I hope to show that this tendency is an error. In the first section, I will explore and attempt to define epistemic pragmatism. In the second section, I will explicate an existential alternative to pragmatism, epistemic contextualism, and differentiate it from pragmatism. In conclusion, I will apply my definition of pragmatism and the pragmatism-contextualism distinction in an attempt to (...) codify the theories of knowledge of some of the popular so-called neopragmatists. Epistemic Pragmatism The term "pragmatism" (and indeed, the term "contextualism") refers to much more than simply a theory of knowledge. Pragmatism can rightly be described as a complete philosophical Weltanschauung, a plenary and exhaustive view of the world and the human animal's relationship to it. Furthermore, pragmatism is a holistic, organic system in which every part and parcel coheres with and relies upon every other. Thus, it may be in some way inappropriate or illegitimate to partition off pragmatism's epistemology or metaphysics or... (shrink)

This book investigates the interplay between two new and influential subdisciplines in the philosophy of science and philosophy: contemporary scientific metaphysics and the philosophy of information. Scientific metaphysics embodies various scientific realisms and has a partial intellectual heritage in some forms of neo-positivism, but is far more attuned than the latter to statistical science, theory defeasibility, scale variability, and pluralist ontological and explanatory commitments, and is averse to a-priori conceptual analysis. The philosophy of information is the combination of what has (...) been called the informational turn in philosophy and ontology, with the informational turn in logic. The book explores the intersecting theoretical commitments and metaphysical basis of both. It applies scientific metaphysics to the philosophy of information, and also correspondingly proposes a new informational interpretation of scientific metaphysics. These are applied to numerous outstanding ontological, philosophical, and theoretical problems in the philosophy of information, scientific realism, cognitive science, theories of semantic information, and informational logic. This essay articulates the differences and suggests the similarities between the practices of Socratic political speaking and those of Platonic political writing. The essay delineates Socratic speaking and Platonic writing as both erotically oriented toward ideals capable of transforming the lives of individuals and their relationships with one another. Besides it shows that in the Protagoras the practices of Socratic political speaking are concerned less with Protagoras than with the individual young man, Hippocrates. In the Phaedo, this ideal of a (...) Socrates is amplified in such a way that Platonic writing itself emerges as capable of doing with readers what Socratic speaking did with those he encountered. Socrates is the Platonic political ideal. The result is a picture of the transformative political power of Socratic speaking and Platonic writing both. El ensayo articula diferencias y sugiere similitudes entre las prácticas del diálogo político de Sócrates y aquellas de la escritura política de Platón. Propone, además, que tanto el diálogo socrático como la escritura platónica se orientan eróticamente hacia ideales capaces de transformar las vidas de los individuos y sus relaciones. Demuestra que en el Protágoras las prácticas del diálogo socrático se ocupan menos de Protágoras que del joven Hipócrates. En el Fedón, este ideal de Sócrates se amplía de tal manera que la misma escritura platónica aparece como capaz de hacer con los lectores lo que el diálogo de Sócrates hacía con sus interlocutores.
