Linguistic studies have shown that the traditional idea that the expansion of the Inca Empire was the driving force behind the spread of all Quechua cannot be correct. Across much of its distribution, Quechua has far greater time-depth than can be accounted for by the short-lived Inca Empire. Linguistics likewise suggests that Aymara spread not from the south into Cuzco in the late Pre-Inca period, but also from an origin to the north. Alternative explanations must be sought for the expansion (...) of these language families in the culture history of the Andes. Archaeological studies over the past two decades now provide a broad, generally agreed-upon outline of the cultural history of the Cuzco region. This chapter applies those findings to examine alternative possibilities for the driving forces that spread Quechua and Aymara, offering a clearer cross-disciplinary view of Andean prehistory. In a recent review article, Jeff Popke (2006, p. 510) calls for a ‘more direct engagement with theories of ethics and responsibility’ on the part of human geographers, and for a reinscription of the social as a site of ethics and responsibility. This requires that we also continue to develop ways of thinking through our responsibilities toward unseen others—both unseen neighbours and distant others—and to cultivate a renewed sense of social interconnectedness. Popke suggests that a feminist-inspired ethic of care might (...) be instrumental in developing this expanded, relational and collective vision of the social, which is particularly prescient given the contemporary economic downturn throughout the globe. Thus, as the ‘moral turn’ in geography continues to evolve, this special issue seeks to bring together geographers working within feminist or feminist-inspired frameworks, and with a shared interest in the changing geographies of ethics, responsibility and care. The collection of papers has its origins in conference sessions on Care-full Geographies, organised by the Guest Editors at the Annual Meeting of the Association of American Geographers in 2007. In this editorial we seek to position the papers within broader debates about care, responsibility and ethics that have emerged in geography and the wider social sciences in recent years, and to highlight the key issues that have framed these debates. In this paper we show how a realistic normative democratic theory can work within the constraints set by the most pessimistic empirical results about voting behaviour and elite capture of the policy process. After setting out the empirical evidence and discussing some extant responses by political theorists, we argue that the evidence produces a two-pronged challenge for democracy: an epistemic challenge concerning the quality and focus of decision-making and an oligarchic challenge concerning power concentration. To address the challenges we then (...) put forward three main normative claims, each of which is compatible with the evidence. We start with a critique of the epistocratic position commonly thought to be supported by the evidence. We then introduce a qualified critique of referenda and other forms of plebiscite, and an outline of a tribune-based system of popular control over oligarchic influence on the policy process. Our discussion points towards a renewal of democracy in a plebeian but not plebiscitarian direction: Attention to the relative power of social classes matters more than formal dispersal of power through voting. We close with some methodological reflections about the compatibility between our normative claims and the realist program in political philosophy. (shrink)

ABSTRACT This essay is a critical study of Jason Brennan's Against Democracy. We make three main points. First, we argue that Brennan's proposal of a right to competent government only works if one considers the absence of government a viable proposition, something most of his opponents are not prepared to do. Second, we suggest that Brennan's account of competent decision-making is blind to forms of oligarchic power that work against the very ideals of justice and epistemic virtue that competence is (...) meant to safeguard. Third, we muster empirical evidence to argue that, in the real world, democracy is not just about making decisions and selecting policies, in which case Brennan's argument misses its mark. (shrink)

How has philosophical reflection contributed to the ways that we think about teaching? In this paper I explore two forms of narrative reflection on teaching—genealogies and portraits. Genealogies tell a story about the origins of teaching; portraits find expression in myths and other narrative forms. I explore two genealogies of teaching—one deriving from the sophist, Protagoras, in which teaching is viewed as a technical skill employing methods of instruction; the other, deriving from Plato, in which teaching is seen fundamentally in (...) terms of a special relationship between teacher and pupil. The Platonic account of the origins of teaching that finds expression in the myth, recounted in the dialogue Phaedrus, gives rise to a tradition of pedagogic portraiture that views the teacher/pupil relationship as foundational and presents the teacher as a wounded healer. This paper explores the grounds of this image and suggests that a tradition of portraiture in which the teacher is represented as a wounded healer can be traced back from Plato to the myth of Chiron and forward to St Augustine, Rousseau, and Nietzsche. Four years after the Panama Papers scandal, tax avoidance remains an urgent moral-political problem. Moving beyond both the academic and policy mainstream, I advocate the “democratization of tax enforcement,” by which I mean systematic efforts to make tax avoiders accountable to the judgment of ordinary citizens. Both individual oligarchs and multinational corporations have access to sophisticated tax avoidance strategies that impose significant fiscal costs on democracies and exacerbate preexisting distributive and political inequalities. Yet much contemporary tax sheltering occurs within the (...) letter of the law, rendering criminal sanctions ineffective. In response, I argue for the creation of Citizen Tax Juries, deliberative minipublics empowered to scrutinize tax avoiders, demand accountability, and facilitate concrete reforms. This proposal thus responds to the wider aspiration, within contemporary democratic theory, to secure more popular control over essential economic processes. (shrink)

This essay identifies ‘oligarchic harm’ as a dire threat confronting contemporary democracies. I provide a formal standard for classifying oligarchs: those who use personal access to concentrated wealth to pursue harmful forms of discretionary influence. I then use Aristotle to think through both the moral and the epistemic dilemmas of oligarchic harm, highlighting Aristotle’s concerns about the difficulties of using wealth as a ‘proxy’ for virtue. While Aristotle’s thought provides great resources for diagnosing oligarchic threats, it proves less useful as (...) a guide to democratic institutional design. Aristotle raises a deep-seated objection to democratic forms of ‘rule by the poor.’ A successful response to oligarchy must move beyond Aristotle’s objection and affirm the demos’ tripartite status as many, free, and poor. I briefly outline the terms of this ‘new’ mixed regime: one that seeks to tame oligarchy through a mixture of aggregative, deliberative, and plebeian institutions. (shrink)

Genocide in Rwanda, multiple murder at Denver or Dunblane, the gruesome activities of serial killers - what makes these great evils, and why do they occur? In addressing such questions this book, unusually, interconnects contemporary moral philosophy with recent work in New Testament scholarship. The conclusions to emerge are surprising. Gordon Graham argues that the inability of modernist thought to account satisfactorily for evil and its occurrence should not lead us to embrace an eclectic postmodernism, but to take seriously (...) some unfashionable pre-modern conceptions - Satan, demonic possession, spiritual powers, cosmic battles. Precisely because it strives to observe the high standards of clarity and rigour that are the hallmarks of philosophy in the analytical tradition, the book makes a powerful case for the rejection of humanism and naturalism, and for explaining the moral obligation to struggle against evil by reference to the New Testament's cosmic narrative. This article tackles the issue of offshore tax sheltering from the perspective of normative political realism. Tax sheltering is a pressing contemporary policy challenge, with hundreds of billions in private assets protected in offshore trusts and shell companies. Indeed, tax sheltering produces a variety of empirical dilemmas that render it a distinctive challenge for global governance. Therefore, it is crucial for normative political theorists to confront this problem. A realist approach offers three distinct advantages, elaborated in the three subsequent sections (...) of the article. First, it relaxes the theoretical burden by starting from the real practice of tax evasion rather than from an abstract theory of equality or justice. Second, this approach recognizes that sheltering is a political harm: a threat to the very maintenance of order, not just a problem of inequality or injustice. If politicians fail at such polity maintenance, realism's ethic of responsibility provides clear political reasons why they should be held accountable. Third, realism's focus on power and its acceptance of coercion open up new strategies for addressing the problem that would not be allowed by theories with a stronger emphasis on consensus. (shrink)

Under so-called primitive ontology approaches, in fully describing the history of a quantum system, one thereby attributes interesting properties to regions of spacetime. Primitive ontology approaches, which include some varieties of Bohmian mechanics and spontaneous collapse theories, are interesting in part because they hold out the hope that it should not be too difficult to make a connection between models of quantum mechanics and descriptions of histories of ordinary macroscopic bodies. But such approaches are dualistic, positing a quantum state as (...) well as ordinary material degrees of freedom. The Gamer’s Dilemma challenges us to justify the moral difference between enacting virtual murder and virtual child molestation in video games. The Dilemma relies for its argumentative force on the claim that there is an intuitive moral difference between these acts, with the former intuited as morally acceptable and the latter as morally unacceptable. However, there has been no empirical investigation of these claims. To explore these issues, we developed an experimental survey study in which participants were asked to reflect (...) on imaginary video game scenarios as part of a 2 (undertake virtual murder or molestation) X 2 (against an adult or child) X 2 (in a high or low realism virtual environment) factorial design. We found that there was a significant difference between people’s views about virtual murder and virtual molestation. Whether the virtual act was performed against an adult or child was non-significant in most conditions, whereas whether it was performed in a high or low realism virtual environment was significant in most conditions. Gender did not impact these results, whereas perceived gaming experience, hours of video game play per week, and integrity did. These results provide an empirical grounding for future discussions of the Gamer's Dilemma. (shrink)

An analytic cognitive style denotes a propensity to set aside highly salient intuitions when engaging in problem solving. We assess the hypothesis that an analytic cognitive style is associated with a history of questioning, altering, and rejecting supernatural claims, both religious and paranormal. In two studies, we examined associations of God beliefs, religious engagement, conventional religious beliefs and paranormal beliefs with performance measures of cognitive ability and analytic cognitive style. An analytic cognitive style negatively predicted both religious and paranormal beliefs (...) when controlling for cognitive ability as well as religious engagement, sex, age, political ideology, and education. Participants more willing to engage in analytic reasoning were less likely to endorse supernatural beliefs. Further, an association between analytic cognitive style and religious engagement was mediated by religious beliefs, suggesting that an analytic cognitive style negatively affects religious engagement via lower acceptance of conventional religious beliefs. Results for types of God belief indicate that the association between an analytic cognitive style and God beliefs is more nuanced than mere acceptance and rejection, but also includes adopting less conventional God beliefs, such as Pantheism or Deism. Our data are consistent with the idea that two people who share the same cognitive ability, education, political ideology, sex, age and level of religious engagement can acquire very different sets of beliefs about the world if they differ in their propensity to think analytically. Perspectives on the difficult topic of the evolution of language can be differentiated to a large extent based on how much relevant continuity or discontinuity they see between humans and nonhuman animals. In general, biologists and psychologists tend to have a broad definition of “language” that highlights significant continuities, whereas linguists tend to define “language” more narrowly, in accord with their emphasis on the uniqueness of human capacities. This article examines the value of Whitehead's innovative theory of language, which is (...) grounded in his account of the fundamental symbolic element in basic perceptual processes, mainly for understanding the continuities between animal and human perceptual and symbolic activity but also for accommodating the discontinuity, or at least the pivotal difference, evident in the full flowering of human language. It will focus particularly on applying Whitehead's approach to gain a new understanding of the emergence, with the rise of amphibians, of the first vocalization in the history of life. (shrink)

Despite a long history in eastern and western culture of defining leadership in terms of virtues and character, their significance for guiding leader behavior has largely been confined to the ethics literature. As such, agreement concerning the defining elements of virtuous leadership and their measurement is lacking. Drawing on both Confucian and Aristotelian concepts, we define virtuous leadership and distinguish it conceptually from several related perspectives, including virtues-based leadership in the Positive organizational behavior literature, and from ethical and value-laden leadership. (...) Then, two empirical studies are presented that develop and validate the Virtuous Leadership Questionnaire, an 18-item behaviorally based assessment of the construct. Among other findings, we show that the VLQ accounts for variance in several outcome variables, even after self-assessed leader virtue and subordinate-rated social and personalized leader charisma are controlled. A piece of folklore enjoys some currency among philosophical Bayesians, according to which Bayesian agents that, intuitively speaking, spread their credence over the entire space of available hypotheses are certain to converge to the truth. The goals of the present discussion are to show that kernel of truth in this folklore is in some ways fairly small and to argue that Bayesian convergence-to-the-truth results are a liability for Bayesianism as an account of rationality, since they render a certain sort of (...) arrogance rationally mandatory. Barrett and others have used Lewis-style evolutionary games to argue that we ought not to trust our scientific languages to inform us about ontology. More specifically, Barrett has shown that in some simple evolutionary contexts the best descriptive languages need not cut nature at its joints, that they may guide action as successfully as possible while simultaneously being deeply conventional. The present article expands upon Barrett’s argument, exploring the space for conventionalism in more metaphysically robust causal evolutionary models. By using (...) evolutionary prediction games, the present article examines the range of metaphysical facts in these models and shows how Barrett’s sceptical argument may be both challenged and expanded to cover these systems, resulting in a more thoroughgoing scepticism about what metaphysical conclusions may be drawn from linguistic and theoretical structure. It is often said that the Aharonov-Bohm effect shows that the vector potential enjoys more ontological significance than we previously realized. But how can a quantum-mechanical effect teach us something about the interpretation of Maxwell's theory—let alone about the ontological structure of the world—when both theories are false? I present a rational reconstruction of the interpretative repercussions of the Aharonov-Bohm effect, and suggest some morals for our conception of the interpretative enterprise.

Intuitively, a classical field theory is background-in- dependent if the structure required to make sense of its equations is itself subject to dynamical evolution, rather than being imposed ab initio. The aim of this paper is to provide an explication of this intuitive notion. Background-independence is not a not formal property of theories: the question whether a theory is background-independent depends upon how the theory is interpreted.
