In contrast to current approaches to the history of science, which highlight cultural relativity, genetic epistemology, which is conceived by Jean Piaget as a science of the acquisition of (...) knowledge, emphasises cross-cultural universality. Using the multidimensionality of phenomena and different styles of inquiry, I will argue that there is no inherent contradiction in the different approaches to the history of science. However, the amicable co-existence of both approaches has been undermined by Peter Damerow, who criticised the applicability of genetic epistemology to the historical development of knowledge on historical and theoretical grounds. In this paper, I will review Damerow’s theoretical critique, and, in formulating a response, I will argue that genetic epistemology cannot be dismissed as one of many legitimate styles of inquiry into the history of science on the basis of this critique. Recent philosophical attention to climate models has highlighted their weaknesses and uncertainties. Here I address the ways that models gain support through observational data. I review examples of model fit, variety of evidence, and independent support for aspects of the models, contrasting my analysis with that of other philosophers. I also investigate model robustness, which often emerges when comparing climate models simulating the same time period or set of conditions. Starting from Michael Weisberg’s analysis of robustness, I conclude that his (...) approach involves a version of reasoning from variety of evidence, enabling this robustness to be a confirmatory virtue.. Today's climate models are supported in a couple of ways that receive little attention from philosophers or climate scientists. In addition to standard 'model fit', wherein a model's simulation is compared to observational data, there is an additional type of confirmation available through the variety of instances of model fit. When a model performs well at fitting first one variable and then another, the probability of the model under some standard confirmation function, say, likelihood, goes up more than under each (...) individual case of fit alone. Thus, two instances of fit of distinct variables of a global climate model using distinct data sets considered collectively will provide stronger evidence for a model than either one of the instances considered individually. This has consequences for model robustness. Sets of models that produce robust results will, if their assumptions vary enough and they each are observationally sound, provide reasons to endorse common structures found in those models. Finally, independent empirical support for aspects and assumptions of the model provides an additional confirmational virtue for climate models, contrary to what is implied by some current philosophical writing on this topic. It is a commonly-held belief that ignorance excuses. But what of moral ignorance? Is a person blameless who acts from “false” moral principles? In this paper I shall try to show that such a person is blameworthy. I shall produce an argument that connects the acceptance of moral principles with character, character with moral responsibility, and moral responsibility with the justifiability of blame.

The ethic of care provides not only a basis for understanding relationships of care at the micro level but also a potent form of political ethics, relevant to the development of welfare services. Williams (2001), for example, argues that the concept of care has the capacity to be a central referent in social policy?a point at which social and cultural transformations meet with the changing relations of welfare (Williams 2001, p. 470). English social care services are currently in another period (...) of change precipitated by the ?personalisation agenda?. This agenda is seen as having the potential to revolutionise social care, to create the conditions needed to tailor services to individual needs, and to give service users greater choice and control, including, where possible, control over their own service budgets or direct possession and management of care funds. These developments are inextricably linked to broader economic and social trends, key amongst which are the ageing of the population and changing economic conditions affecting both the labour market and the market for care services. This article applies the feminist ethic of care to an analysis of the personalisation agenda in the context of care for dependent older people. It highlights fundamental political questions posed concerning the nature and extent of older people's need for care, responsibility for meeting these needs and the associated costs. It questions whether the personalisation agenda could potentially offer a more responsive form of care, by placing more power and control in older people's hands. Key points considered are the individualisation of care and the ways in which control is conceptualised. The article concludes with an assessment of the feminist ethic of care as a basis for policy evaluation. (shrink)

This paper assembles examples and considerations bearing on such questions as the following. Are statements to the effect that someone is too young (for instance) or that someone is old enough always to be understood in terms of someone's being too young or too old for such-and-such-for example, for them to join a particular organization? And when a 'such-and-such' has been specified, is it always at least tacitly modal in force-in the case just given, too young or old enough to (...) be able to join the organization? These questions are explored by means of a critical examination of the (affirmative) answers given to them by Eric Nelson in a 1980 paper on the subject, with part of the intention being to rescue Nelson's thoughtful discussion from the oblivion into which it appears to have fallen, judging by more recent contributions on the subject by semanticists. Within child and adolescent psychiatry, there are a number of potential dilemmas pertaining to diagnosis, treatment, the protection of the child, as well as the child's own developing intelligence and moral judgement. Diagnostic Dilemmas in Child and Adolescent Psychiatry is the first in the IPPP series to explore this highly complex topic.

We sley Salmon, in his influential and detailed book, Four Decades of Scientific Explanation, argues that the pragmatic approach to scientific explanation, “construed as the claim that scientific explanation can be explicated entirely in pragmatic terms” (1989, 185) is inadequate. The specific inadequacy ascribed to a pragmatic account is that objective relevance relations cannot be incorporated into such an account. Salmon relies on the arguments given in Kitcher and Salmon (1987) to ground this objection. He also suggests that Peter Railton’s (...) concepts of the ideal explanatory text and explanatory information (Railton 1981) can provide what the pragmatic approach lacks. This suggestion is not a conclusion of course; we read it as the promotion of part of a research program aimed at forging a greater consensus on scientific explanation-an admirable goal. However, we do not see the pragmatic approach as inadequate. We will show that a synthetic account inspired by Salmon’s adaptation of Railton would be equivalent to van Fraassen’s pragmatic account in three respects: accepting or rejecting requests for explanation; the practice of giving scientific explanations; and the evaluation of the goodness of explanations. We include all three under the general rubric of explanatory “practice.” Admittedly these are not the only three features by which an account of explanation might be evaluated. Roughly, we mean to show that a synthetic account cannot do a better job of accounting for the scientific practices which are of importance to the constructive empiricist, and therefore no argument can be presented to the constructive empiricist to convince her that by her own standards the synthetic account is superior. Much debate in contemporary metaphysics of time has centred on whether or not tense is essential to the understanding of a temporal reality. The rival positions in this debate are associated with two very different pictures of the relationship between time and existence. Those who argue for the dispensability of tense see the phenomenon of tense as an epistemological accretion which infects our perception of the world but is in no way essential to a complete description of reality. With respect (...) to existence, things past and future are supposed to be on an equal footing with things present. Thus the Quinean ‘time slice’ ontology, which sees the world as a four-dimensional entity in space-time, repudiates any ontological significance to the differences between past, present and future. For the Quinean, what differences we see between past, present and future existents pertain to our limited mode of access to reality. In a perception which grasped the world as it really is tense differences would have no place. In this respect the Quinean position resembles Spinoza's claim in the Ethics that in so far as the mind conceives a thing under the dictates of reason it is affected equally, whether the idea be of a thing future, past or present. As a lifelong Lutheran who resisted numerous attempts by Catholic acquaintances to convert him, one might reasonably expect Leibniz to have followedthe orthodox Lutheran line on disputed doctrinal issues, and thus held amongst other things that the doctrine of purgatory was false. Yet there is strong evidencethat Leibniz personally accepted the doctrine of purgatory. After examining this evidence, I determine how Leibniz sought to justify his endorsement of purgatory and explain how his endorsement sits alongside his frequent rehearsal of familiar (...) Protestant arguments against the doctrine. I then examine some of Leibniz’s other theological and philosophical commitments, including those on the afterlife, in order to tentatively tease out further details of the form of purgatory that wonhis approval. In considering these issues, I aim to make clear the extent to which Leibniz’s philosophical thinking underpins and shapes his theological beliefs. (shrink)

The question that I address in this paper is whether there is a right to privacy. It is not the question whether in the United States there is a legal right to privacy or, more particularly, a constitutional right to privacy. There are any number of ordinary legal rights and specific constitutional rights that might be so described, and the U.S. Supreme Court has referred also to a generic “right to privacy” that is implicit in the U.S. Constitution. Nor is (...) the question that I address whether persons have a moral claim to privacy that others ought to respect. I assume that in many circumstances, respecting a person's claim to privacy is productive of the good and, if so, that the claim ought to be respected. Rather, my question is whether persons have a right to privacy not dependent on positive law, such that it ought ordinarily to be respected without regard to the consequences, good or bad, simply because it is right. Troades has often been thought to lack any coherent structure, and this has been variously attributed to its being the last play of the trilogy and to Euripides' overriding concern to impress the horrors of war upon his fellow Athenians. More recently, however, attention has been drawn to how the constant presence of Hecuba gives unity to the play and to how it is articulated by the striking entries of Cassandra, Andromache, and Helen. Cassandra and Andromache enter in mock triumph, (...) Cassandra waving torches in her ironical wedding song and Andromache on a waggon, while Helen is dragged out by force and her scene marked off by Menelaus' second prologue. All three women emerge from the tent, argue with Hecuba but fail to convince her, and depart for marriage in Greece. Andromache's ideal marriage to Hector contrasts with Cassandra's perverted ‘marriage’ to Agamemnon and with Helen's destructive marriage to Paris. The departure of the Trojan women for marriage in Greece balances Helen's earlier departure from Greece for marriage in Troy. (shrink)

Our passion for this work arose in very different histories of living, but these histories converged some years ago around the writings of Humberto Maturana1. There were other reasons for us getting together, but it was the ideas of Maturana which inspired us both to take another look at the way we were doing things in our research and education, respectively. One of us (Lloyd) was grappling with basic biological questions which arose from research on the physiology of stress. (...) Maturana's ideas provided a new way of thinking about the relationship between living things and their environment. David, in psychology and education, sought from Maturana a more solid scientific grounding for the extraordinary richness of the experiential learning environment in which he worked. (shrink)

Purpose The digital divide has persisted in California and the USA as a whole at approximately the same level for the past decade. This is despite multiple programs being created and billions of dollars being spent to close it. This paper examines why the efforts to date have been ineffective and to offers policy alternatives that might be more successful. Design/methodology/approach Using data from three, variable constrained projects in California, this paper examines the effectiveness of information-based outreach efforts at closing (...) the digital divide. The projects tested various outreach and enrollment methods to see which, if any, could increase broadband adoption in low-income households. Findings This project found that providing low-income households’ information about low-cost broadband offerings was ineffective at closing the digital divide. The findings in this paper were similar to those of two other works that examined the federal Broadband Technology Opportunities Program grants under the American Recovery and Reinvestment Act. Practical implications The findings of this paper along with the works cited that evaluated the BTOP program should be enough to change public policy. For the past ten years, efforts to close the digital divide have focused on providing information to low-income households. However, two independent surveys show broadband adoption has remained virtually flat during that period. Social implications The digital divide brings concomitant economic and education harms and challenges that plague those unable to access information, services, educational and employment opportunities with the same ease, speed and sufficiency as their connected peers and neighbors. Those harms exacerbate the already existing education and income divides. This paper shows that without a change in strategy, those harms will persist. Originality/value This paper breaks new ground and addresses one of the weaknesses identified in existing research. To the best of author’s knowledge, this is the first paper of its type to use programs designed to generate data that can be empirically evaluated for effectiveness. Prior studies attempted to assess program effectiveness by using data generated from fully implemented government programs. However, those programs contained a vast number of unidentified variables and insufficient data collection. They were not designed to facilitate academic evaluation, and as such made a true effectiveness evaluation challenging. (shrink)
