This article draws on results from a long-term research program carried out by the Science Centre Berlin for Social Research (WZB) and the Swedish Collegium of Advanced Study in the Social Sciences (SCASSS) on the history and sociology of the social sciences. The transformations of the discourses on society is outlined in the three major periods of transformations that have occurred in the age of modernity in Europe since the late 18th century. These three transformations have all involved a fundamental (...) restructuring of the key political, economic and discursive institutions. The article outlines these institutional transformation and their mutual linkages and social embeddedness with special reference to problems of societal knowledge, technology and identity. (shrink)

This book, which represents probably the most comprehensive discussion of the emergence of modem social science yet produced, is of far more than merely historical interest. The contributors set out to rewrite the history of the social sciences and to show the limitations of conventional conceptions of their development. These tasks they accomplish with great success and much distinction. Yet in so doing they contribute in a direct way to our understanding of the relation between social analysis and the nature (...) of human societies today. The brilliant and distinctive perspective of the papers in this collection is to demonstrate, with many specific examples, that social science and modem institutions have helped shape each other in mutual interplay. Modem systems are in some part con stituted through the reflexive incorporation of developing social science knowledge; on the other hand, the social sciences organise themselves in terms of a continuing reflection upon the evolution of those systems. Such a perspective, as Wagner and Wittrock in particular make clear, does not in any way either impugn the status of knowledge claims made within social science or destroy the independent reality of social institutions. The book questions the notion that the institutionalising of the social sciences can be understood as a process of their increasing autonomy from extemal social connections. 'Autonomy' forms a mode of legitima tion and a basis of power rather than a distinctive phenomenon as such. (shrink)

In the course of their disciplinary consolidation during the 19th and 20th centuries, the social sciences came increasingly to be less historically orientated. Analogously, global history became increasingly a marginal concern for professional historical scholarship. At the present juncture, however, there is a coincidence of a rethinking of the formation of modernity in cultural terms and the need to locate European modernity in a global context. Social theory must be able to provide an account of global historical developments that is (...) less constrained and biased than modernization theory, even in the new garb of globalization studies, but significantly more elaborate in conceptual terms than current contributions to global history. A rethinking of the formation of modernity has already contributed to a greater appreciation of processes of cultural and ideational transformations. It has also suggested new ways of studying institutional change. It must, however, also be able to locate the specific European trajectory in a global context. The core element in such a research programme is the analysis of three major periods of global cultural crystallization, namely the Axial Age, the ecumenical renaissance, and the formation of modernity. The rationale and the contours of this research programme are outlined. (shrink)

In the first millennium CE trade and kinship networks linked Western Europe and Central Asia via Scandinavia and the Russian rivers. These networks broke down when the early states began to emerge in Scandinavia during the 11th and 12th centuries, concurrent with the Christianization of the far North. Two cultural fault-lines mark Nordic history – between Western and Eastern Christendom and between feudal and non-feudal societies – and make this region distinct from Russia and Germany. The Swedish state, with Finland (...) as an integral part of the realm until the 19th century, was neither a composite monarchy, nor a feudal or despotic state. Sweden was one of the largest but also least populated countries in Europe. Its relative lack of resources led to unusual but efficient techniques of state-making demonstrated in two periods when Sweden was prominent in an all-European perspective: first as a Great Power (1620–1720) when it developed characteristics that did not appear elsewhere in Europe until the 20th century, and then during the rapid modernization that began around 1870. In this latter period there were five key junctures in the transition from the constitutional limbo and social democratic breakthroughs of the interwar period to the antinomies of present-day Sweden. A growing focus on pleasure in human rights discourse has been used to address patterns of sexual exclusion, often when addressing the problems of people with disabilities (PWD). As convincingly argued by Liberman, however, not all PWD suffer from sexual exclusion, and not all who suffer from sexual exclusion are PWD. Danaher and Liberman have thus argued in various ways for a broader range of measures, addressing sexual exclusion. This article builds on previous research and offers a conceptual framework for (...) addressing sexual pleasure and exclusion in terms of human rights. It argues that human rights aim to safeguard autonomy, which is interpreted as multidimensional. It, thus, divides autonomy into the four dimensions of liberty (freedom from threat and coercion), opportunity (options to choose between), capacity (what an agent is capable of doing) and authenticity (the extent to which choices are genuine). Furthermore, it distinguishes between distinct egalitarian strategies, which offer different problems and possibilities, and may be combined. Thus, there is direct egalitarian distribution, indirect egalitarian distribution, baseline or threshold strategies and general promotion strategies. By way of conclusion, the importance of sexual authenticity as the ultimate aim of sexual rights is emphasised. (shrink)

Summary In two articles Friedrich Rapp argues that there is a methodological symmetry between falsification and verification in contradistinction to the logical asymmetry that obtains between them. (The Methodological Symmetry between Verification and Falsification,Ztschr. f. Allg. Wissth., Band VI/1 (1975), pp 139–144; A Helpful Argument — Reply to K. Eichner,Ztschr. f. Allg. Wissth., Band VII/1 (1976), pp. 121–123). Rapp puts forward the thesis that methodological falsification of a theory T implies the acceptance of an inference from ~ (x) Tx to (...) (x) ~ Tx. However, this thesis does not have to be accepted even if the premises of Rapp's argument were accepted. Furthermore, Rapp has not shown that the falsification of a theory T implies that T will not be retained. Neither has Rapp formulated assumptions that are sufficient to guarantee that the outcome of an intended test of a theory T can be considered as an outcome of an actual test of T. (shrink)

Background Ethical challenges constitute an inseparable part of daily decision-making processes in all areas of healthcare. Ethical challenges are associated with moral distress that can lead to burnout. Clinical ethics support has proven useful to address and manage such challenges. This paper explores how prehospital emergency personnel manage ethical challenges. The study is part of a larger action research project to develop and test an approach to clinical ethics support that is sensitive to the context of emergency medicine. Methods We (...) explored ethical challenges and management strategies in three focus groups, with 15 participants in total, each attended by emergency medical technicians, paramedics, and prehospital anaesthesiologists. Focus groups were audio-recorded and transcribed verbatim. The approach to data analysis was systematic text condensation approach. Results We stratified the management of ethical challenges into actions before, during, and after incidents. Before incidents, participants stressed the importance of mutual understandings, shared worldviews, and a supportive approach to managing emotions. During an incident, the participants employed moral perception, moral judgments, and moral actions. After an incident, the participants described sharing ethical challenges only to a limited extent as sharing was emotionally challenging, and not actively supported by workplace culture, or organisational procedures. The participants primarily managed ethical challenges informally, often using humour to cope. Conclusion Our analysis supports and clarifies that confidence, trust, and safety in relation to colleagues, management, and the wider organisation are essential for prehospital emergency personnel to share ethical challenges and preventing moral distress turning into burnout. For researchers who study technology designs, the application and execution of so-called design-oriented research projects are a common way of funding their research. Against this background, we propose a new methodical approach with which VSD can easily be implemented in such projects and which we call “value declaration”. We share our experience with this method which we gained in two design-oriented research projects.

How can the relative inability of social theory to shed light on the horrors of the late twentieth century be reconciled with the fact that both history and social science earlier devoted themselves to arriving at an understanding of war and violence in the modern world? An answer is provided in five steps. First, the disciplinary evolution of the social science disciplines tends to make them oblivious of important parts of their own heritage and opens up a chasm between the (...) social and the historical sciences. Second, the contribution of military experiences to the formation of the policy orientation of modern social sciences renders them less rather than more capable of reflecting upon war as a societal and historical phenomenon. Third, rational choice theory and historical sociology are relatively unable to arrive at an understanding of the cultural constitution of modernity and share a naturalistic conception of war and violence. Fourth, at least five features of war in the late twentieth century transcend the experiences of modernity. Fifth, in order to grasp these features conceptually, social theory has to acknowledge different varieties of modernity seriously, to elaborate a historical phenomenology of the experiences of war and violence, and to arrive at an actionbased explanation of wars in their societal and historical context. Since antiquity, theories of knowledge have had fundamental impacts on understanding the design of the conditions of learning and teaching. As represented in this special issue, these theories may be divided into structural, functional, and biofunctional. Structural models have contributed to knowledge about the organization of information stored in memory. Functional models have contributed to our understanding of how learning occurs and how it can be facilitated. Functional and biofunctional approaches have much in common but differ in their assumptions about (...) the nature of the role of biology in learning. All three types of theories complement one another. This paper focuses on the potential contributions of functional models, including the biofunctional model, to the design of the conditions of learning and teaching. (shrink)

In its early modern form, philosophy gave a decisive impetus to the science and technology that have transformed the planet and brought on the so-called Anthropocene. Can philosophy now help us understand this new age and act within it? The contributors to this volume take a broad historical view as they reflect on the responsibilities and possibilities for philosophy today.

This volume offers one of the first systematic analyses of the rise of modern social science. Contrary to the standard accounts of various social science disciplines, the essays in this volume demonstrate that modern social science actually emerged during the critical period between 1750 and 1850. It is shown that the social sciences were a crucial element in the conceptual and epistemic revolution, which parallelled and partly underpinned the political and economic transformations of the modern world. From a consistently comparative (...) perspective, a group of internationally leading scholars takes up fundamental issues such as the role of the Enlightenment and the French Revolution in the shaping of the social sciences, the changing relationships between political theory and moral discourse, the profound transformation of philosophy, and the constitution of political economy and statistics. The Ontology for Biomedical Investigations (OBI) is an ontology that provides terms with precisely defined meanings to describe all aspects of how investigations in the biological and medical domains are conducted. OBI re-uses ontologies that provide a representation of biomedical knowledge from the Open Biological and Biomedical Ontologies (OBO) project and adds the ability to describe how this knowledge was derived. We here describe the state of OBI and several applications that are using it, such as adding semantic expressivity to (...) existing databases, building data entry forms, and enabling interoperability between knowledge resources. OBI covers all phases of the investigation process, such as planning, execution and reporting. It represents information and material entities that participate in these processes, as well as roles and functions. Prior to OBI, it was not possible to use a single internally consistent resource that could be applied to multiple types of experiments for these applications. OBI has made this possible by creating terms for entities involved in biological and medical investigations and by importing parts of other biomedical ontologies such as GO, Chemical Entities of Biological Interest (ChEBI) and Phenotype Attribute and Trait Ontology (PATO) without altering their meaning. OBI is being used in a wide range of projects covering genomics, multi-omics, immunology, and catalogs of services. OBI has also spawned other ontologies (Information Artifact Ontology) and methods for importing parts of ontologies (Minimum information to reference an external ontology term (MIREOT)). The OBI project is an open cross-disciplinary collaborative effort, encompassing multiple research communities from around the globe. To date, OBI has created 2366 classes and 40 relations along with textual and formal definitions. The OBI Consortium maintains a web resource providing details on the people, policies, and issues being addressed in association with OBI. (shrink)

Biological ontologies are used to organize, curate, and interpret the vast quantities of data arising from biological experiments. While this works well when using a single ontology, integrating multiple ontologies can be problematic, as they are developed independently, which can lead to incompatibilities. The Open Biological and Biomedical Ontologies Foundry was created to address this by facilitating the development, harmonization, application, and sharing of ontologies, guided by a set of overarching principles. One challenge in reaching these goals was that the (...) OBO principles were not originally encoded in a precise fashion, and interpretation was subjective. Here we show how we have addressed this by formally encoding the OBO principles as operational rules and implementing a suite of automated validation checks and a dashboard for objectively evaluating each ontology’s compliance with each principle. This entailed a substantial effort to curate metadata across all ontologies and to coordinate with individual stakeholders. We have applied these checks across the full OBO suite of ontologies, revealing areas where individual ontologies require changes to conform to our principles. Our work demonstrates how a sizable federated community can be organized and evaluated on objective criteria that help improve overall quality and interoperability, which is vital for the sustenance of the OBO project and towards the overall goals of making data FAIR. Vaccine research, as well as the development, testing, clinical trials, and commercial uses of vaccines involve complex processes with various biological data that include gene and protein expression, analysis of molecular and cellular interactions, study of tissue and whole body responses, and extensive epidemiological modeling. Although many data resources are available to meet different aspects of vaccine needs, it remains a challenge how we are to standardize vaccine annotation, integrate data about varied vaccine types and resources, and support advanced vaccine (...) data analysis and inference. To address these problems, the community-based Vaccine Ontology (VO) has been developed through collaboration with vaccine researchers and many national and international centers and programs, including the National Center for Biomedical Ontology (NCBO), the Infectious Disease Ontology (IDO) Initiative, and the Ontology for Biomedical Investigations (OBI). VO utilizes the Basic Formal Ontology (BFO) as the top ontology and the Relation Ontology (RO) for definition of term relationships. VO is represented in the Web Ontology Language (OWL) and edited using the Protégé-OWL. Currently VO contains more than 2000 terms and relationships. VO emphasizes on classification of vaccines and vaccine components, vaccine quality and phenotypes, and host immune response to vaccines. These reflect different aspects of vaccine composition and biology and can thus be used to model individual vaccines. More than 200 licensed vaccines and many vaccine candidates in research or clinical trials have been modeled in VO. VO is being used for vaccine literature mining through collaboration with the National Center for Integrative Biomedical Informatics (NCIBI). Multiple VO applications will be presented. (shrink)

Distractibility is one of the key features of attention deficit hyperactivity disorder and has been associated with alterations in the neural orienting and alerting networks. Task-irrelevant stimuli are thus expected to have detrimental effects on the performance of patients with ADHD. However, task-irrelevant presentation of novel sounds seems to have the opposite effect and improve subsequent attentional performance particularly in patients with ADHD. Here, we aimed to understand the neural modulations of the attention networks underlying these improvements. Fifty boys participated (...) in a functional magnetic resonance imaging study in which unique or repeatedly presented sounds were placed before a visual flanker task in 2/3 of the trials. We found that presenting any sound improved task performance in all participants, but the underlying neural mechanisms differed for the type of sound. Familiar sounds led to a stronger increase in activity in the left posterior insula in patients with ADHD compared to typically developing peers. Novel sounds led to activations of the fronto-temporoparietal ventral attention network, likewise in ADHD and TD. These changes in signaling by novelty in the right inferior frontal gyrus were directly related to improved response speed showing that neural orienting network activity following novel sounds facilitated subsequent attentional performance. This mechanism of behavioral enhancement by short distractions could potentially be useful for cognitive trainings or homework situations. (shrink)

The 10th International Conference on Biomedical Ontology (ICBO 2019), was held at the Jacobs School of Medicine and Biomedical Sciences of the University at Buffalo, in Buffalo, NY, USA. It was the 10-year anniversary of the ICBO series, and the return of the conference to Buffalo after the first two ICBO conferences were held in Buffalo in 2009 and 2011. ICBO 2019 was well attended, with 115 registered attendees and additional walk-ins from the local academic community. The program included excellent (...) keynote talks by Barry Smith, “International Standard Ontology,” and Bjoern Peters, “Putting principles into practice: OBO ontologies and applications in immunology,” as well as 23 oral presentations, 26 posters, and one software presentation. There were 53 papers and abstracts submitted for peer-review to ICBO 2019. Each submission was reviewed by three members chosen from the Program Committee. Of these submissions, 43 were accepted for this volume: 19 full papers, 23 poster abstracts, and 1 software demonstration extended abstract. We thank our program committee for their thoughtful reviews. There were also three workshops and four tutorials (listed below) held in conjunction with the main ICBO 2019 meeting. (shrink)

The relationship between political judgment and science-based expertise is a troubled one. In the media three cliché images compete. The business-as-usual political story is that, in spite of appearances to the contrary, politics is safely ‘on top’ and experts are still ‘on tap’. The story told by scientists is that power-less but inventive scholars only ‘speak truth to power’. But there is plenty of room for a more cynical interpretation. It sees scientific advisers as following their own interests, unless better (...) paid by other interests, and politicians as asking for advice only to support and legitimize their pre-formed political decisions. To the extent this cynical perspective gains ascendancy, politics and science lose credibility. If we think the three clichés cloak a more complex reality, we should embark upon a quest for other, possibly better models of the science/politics nexus. That is exactly the purpose of this article. Its claim is that a mutual transgression of the knowledge utilization strand of research in policy studies and the study of science, technology and society will provide us with more sophisticated images of science/politics boundary arrangements. Building upon Habermas’ well-known distinctions and Wittrock’s historical-institutional approach in the construction of a property space, eight models are presented. We should try to discover the conditions under which some of these models may claim greater verisimilitude. This may allow us to rethink the role of scientific expertise in policymaking and generate a model that guides experts and policymakers in their day-to-day boundary work. (shrink)

This article reports on considerable variety and diversity among discourses on their own jobs of boundary workers of several major Dutch institutes for science-based policy advice. Except for enlightenment, all types of boundary arrangements/work in the Wittrock -typology Social sciences and modern states: national experiences and theoretical crossroads. Cambridge University Press, Cambridge, 1991) do occur. ‘Divergers’ experience a gap between science and politics/policymaking; and it is their self-evident task to act as a bridge. They spread over four discourses: ‘rational (...) facilitators’, ‘knowledge brokers’, ‘megapolicy strategists’, and ‘policy analysts’. Others aspire to ‘convergence’; they believe science and politics ought to be natural allies in preparing collective decisions. But ‘policy advisors’ excepted, ‘postnormalists’ and ‘deliberative proceduralists’ find this very hard to achieve. (shrink)

Can it be better or worse for a person to be than not to be, that is, can it be better or worse to exist than not to exist at all? This old 'existential question' has been raised anew in contemporary moral philosophy. There are roughly two reasons for this renewed interest. Firstly, traditional so-called “impersonal” ethical theories, such as utilitarianism, have counter-intuitive implications in regard to questions concerning procreation and our moral duties to future, not yet existing people. Secondly, (...) it has seemed evident to many that an outcome can only be better than another if it is better for someone, and that only moral theories that are in this sense “person affecting” can be correct. The implications of this Person Affecting Restriction will differ radically, however, depending on which answer one gives to the existential question. Melinda Roberts (2003) and Matthew Adler (2009) have defended an affirmative answer to the existential question using an assumption that one can asribe a zero level of wellbeing to a person in a world in which that person doesn't exist. Contrariwise, Derek Parfit (1984), John Broome (1999), and others have worried that if we take a person’s life to be better for her than non-existence, then we would have to conclude that it would have been worse for her if she did not exist, which is absurd: Nothing would have been worse or better for a person if she had not existed. The paper suggests that an affirmative answer to the existential question can avoid such absurdities: One can claim that, say, it is better for a person to exist than not to exist, without implying that it would have been worse for a person if she had not existed or that her level of wellbeing would then have been lower.
