Four models are outlined for describing and analysing the role of teachers in the formulation of educational policy and the resulting processes of change. The model of teachers as partners in education policy making draws on a pluralist view of political processes and an assumption of a degree of autonomy for teachers and schools. A model of teachers as implementers of change draws a sharp distinction between the processes of policy making and policy execution and excludes teachers from an involvement (...) in the former. A model of teachers as resisting change has been put forward both by those most opposed to and those most supportive of current educational policy developments. Finally, a model of teachers as policy makers in practice is proposed to describe the way in which the reality of teaching situations can lead to the independent actions of individual teachers having systematic policy effects. The applicability of these models is considered in the context of contemporary educational changes drawing on empirical research evidence, in particular that of the PACE study of the implementation of the National Curriculum at KS1 and KS2. This volume, the first part of Paul Ricoeur's Philosophy of the Will, is an eidetics, carried out within carefully imposed phenomenological brackets. It seeks to deal with the essential structure of man's being in the world, and so it suspends the distorting dimensions of existence, the bondage of passion, and the vision of innocence, to which Ricoeur returns in his later writings. The importance of applying game theory to the evolution of information in the presence of noise has recently become widely recognized. This Special Issue addresses the theme of spontaneously emergent order in both classical and quantum systems subject to external noise, and includes papers directly related to game theory or the development of supporting techniques. Frequentist inference typically is described in terms of hypothetical repeated sampling but there are advantages to an interpretation that uses a single random sample. Contemporary examples are given that indicate probabilities for random phenomena are interpreted as classical probabilities, and this interpretation of equally likely chance outcomes is applied to statistical inference using urn models. These are used to address Bayesian criticisms of frequentist methods. Recent descriptions of p-values, confidence intervals, and power are viewed through the lens of classical probability (...) based on a single random sample from the population. (shrink)

New communication technologies such as the microcomputer, videotex/teletext systems, the videocassette recorder, and satellite receiving dishes have been available to farmers since the early 1980s. This longitudinal study examines ethical issues associated with the impact that differential patterns of adoption and use of these technologies have had on inequalities among farmers from 1982 to 1989. The results demonstrate a strong adoption and use bias toward larger scale farmers who already have well-developed skills for handling information. This bias is especially strong (...) for microcomputer and videotex/teletext systems, and it isincreasing over time. Although the same farmers are not adopting all communication innovations, there is a strong tendency toward the already information-rich making the most use of the innovations they adopt. The article concludes with several recommendations that would help minimize some of these information inequalities. (shrink)

The ethical issues in conducting research on preventing HIV infection are among the most complex of any area of human subjects research. This article is an update of a 1987 article that addressed potential conflicts between research design and ethics with respect to AIDS prevention among injecting drug users. The present article reviews current ethical issues that arise in the design and conduct of HIV/AIDS prevention research focused on injecting drug users.

Bayesians take “definite” or “single-case” probabilities to be basic. Definite probabilities attach to closed formulas or propositions. We write them here using small caps: PROB(P) and PROB(P/Q). Most objective probability theories begin instead with “indefinite” or “general” probabilities (sometimes called “statistical probabilities”). Indefinite probabilities attach to open formulas or propositions. We write indefinite probabilities using lower case “prob” and free variables: prob(Bx/Ax). The indefinite probability of an A being a B is not about any particular A, but rather about the (...) property of being an A. In this respect, its logical form is the same as that of relative frequencies. For instance, we might talk about the probability of a human baby being female. That probability is about human babies in general — not about individuals. If we examine a baby and determine conclusively that she is female, then the definite probability of her being female is 1, but that does not alter the indefinite probability of human babies in general being female. Most objective approaches to probability tie probabilities to relative frequencies in some way, and the resulting probabilities have the same logical form as the relative frequencies. That is, they are indefinite probabilities. The simplest theories identify indefinite probabilities with relative frequencies.3 It is often objected that such “finite frequency theories” are inadequate because our probability judgments often diverge from relative frequencies. For example, we can talk about a coin being fair (and so the indefinite probability of a flip landing heads is 0.5) even when it is flipped only once and then destroyed (in which case the relative frequency is either 1 or 0). For understanding such indefinite probabilities, it has been suggested that we need a notion of probability that talks about possible instances of properties as well as actual instances.. (shrink)

According to the traditional philosophical definition, you lie if and only if you assert what you believe to be false with the intent to deceive. However, several philosophers (e.g., Carson 2006, Sorensen 2007, Fallis 2009) have pointed out that there are lies that are not intended to deceive and, thus, that the traditional definition fails. In 2009, I suggested an alternative definition: you lie if and only if you say what you believe to be false when you believe that one (...) of Paul Grice's conversational norms (“Do not say what you believe to be false”) is in effect. Faulkner (forthcoming), Stokke (forthcoming), and Pruss (2012) have subsequently argued that my 2009 definition fails as well because it counts some statements that are clearly not lies as being lies. In this paper, I identify some additional counter-examples of this sort. But I argue that my 2009 definition can easily be revised to deal with such counter-examples once we clarify that the relevant norm is really against communicating something false rather than against merely saying it. Nevertheless, I show that even this revised version of my 2009 definition fails because it counts some statements that are lies as not being lies. Lies told by young children – which uncontroversially count as lies on the traditional philosophical definition – suggest that lying (as well as asserting in general) does not require believing that such a norm is in effect. Even so, I claim that, since all liars intend to do something that would violate this norm if it were in effect, there is a successful definition of lying that is at least in the spirit of my 2009 definition. In this article, I critically respond to Herbert Gintis's criticisms of the behavioral-economic foundations of Ken Binmore 's game-theoretic theory of justice. Gintis, I argue, fails to take full account of the normative requirements Binmore sets for his account, and also ignores what I call the ‘scale-relativity’ considerations built into Binmore 's approach to modeling human evolution. Paul Seabright's criticism of Binmore, I note, repeats these oversights. In the course of answering Gintis's and Seabright's objections, I clarify and extend (...) Binmore 's theory in a number of respects, integrating it with Kim Sterelny's and Don Ross's recent work on the evolution of people as cultural entities. The account also yields a novel basis for choosing between socialism and what Binmore calls ‘whiggery’ as normative political programs. Modern computing is generally taken to consist primarily of symbol manipulation. But symbols are abstract, and computers are physical. How can a physical device manipulate abstract symbols? Neither Church nor Turing considered this question. My answer is that the bit, as a hardware-implemented abstract data type, serves as a bridge between materiality and abstraction. Computing also relies on three other primitive—but more straightforward—abstractions: Sequentiality, State, and Transition. These physically-implemented abstractions define the borderline between hardware and software and between physicality and (...) abstraction. At a deeper level, asking how a physical device can interact with abstract symbols is the wrong question. The relationship between symbols and physical devices begins with the realization that human beings already know what it means to manipulate symbols. We build and program computers to do what we understand to be symbol manipulation. To understand what that means, consider a light switch. A light switch doesn’t turn a light on or off. Those are abstractions. Light switches don’t operate with abstractions. We build light switches, so that when flipped, the world is changed in such a way that we understand the light to be on or off. Similarly, we build computers to perform operations that we understand as manipulating symbols. (shrink)

In “How to Collaborate,” Paul Thagard tries to explain why there is so much collaboration in science, and so little collaboration in philosophy, by giving an epistemic cost-benefit analysis. In this paper, I argue that an adequate explanation requires a more fully developed epistemic value theory than Thagard utilizes. In addition, I offer an alternative to Thagard’s explanation of the lack of collaboration in philosophy. He appeals to its lack of a tradition of collaboration and to the a priori (...) nature of much philosophical research. I claim that philosophers rarely collaborate simply because they can usually get the benefits without paying the costs of actually collaborating. (shrink)

Echoing Richard Rorty’s earlier Consequences of Pragmatism, this collection begins with an essay on “Phenomenology in America: 1964-1984,” and concludes with a “Response to Rorty, or Is Phenomenology Edifying?” In between, the differences in the philosophical habits and practice of Anglo-American and Euro-American philosophers are examined and a reformulated, non-foundational phenomenology is sketched as a new direction responsive to the current situation in American philosophy. Abstract. A possible consequence of the dialogue between science and religion is a revived religious humanism—a firmer grasp of the historical and phenomenological meanings of the great world religions correlated with the more accurate explanations of the rhythms of nature that natural science can provide. The first great expressions of religious humanism in the West emerged when Jewish, Christian, and Islamic scholars sat in the same libraries in Spain and Sicily, studying and translating the lost manuscripts of Aristotle in the (...) ninth and tenth centuries to understand his ethics, epistemology, and psychobiology. In our day, the science-religion dialogue—exemplified by interaction among psychology, spirituality, and psychotherapy—will best support such a revival if guided by the philosophical resources of critical hermeneutics (sometimes called hermeneutical realism) supplemented by William James's brand of phenomenology and pragmatism. Here, I develop primarily the contributions of Paul Ricoeur to hermeneutic realism and his unique ability to find a place for the natural sciences within hermeneutic phenomenology in his formula of understanding-explanation-understanding. Is there a universal biolinguistic disposition for the development of "basic" colour words? This question has been a subject of debate since Brent Berlin and Paul Kay's BASIC COLOR TERMS: THEIR UNIVERSALITY AND EVOLUTION was published in 1969. NAMING THE RAINBOW is the first extended study of this debate. The author describes and criticizes empirically and conceptually unified models of colour naming that relate basic colour terms directly to perceptual and ultimately to physiological facts, arguing that this strategy has (...) overlooked the cognitive dimension of colour naming. He proposes a psychosemantics for basic colour terms which is sensitive to cultural difference and to the nature and structure of non-linguistic experience. Contemporary colour naming research is radically interdisciplinary and NAMING THE RAINBOW will be of interest to philosophers, psychologists, anthropologists, and cognitive scientists concerned with: biological constraints on cognition and categorization; problems inherent in cross-cultural and in interdisciplinary science; the nature and extent of cultural relativism.
