The ancient, interlinked questions about the role of chance in the living world and the origins of life, gained new relevance with the development of molecular biology in the twentieth century. In 1970, French molecular biologist Jacques Monod, joint winner of the 1965 Nobel Prize in Physiology or Medicine, devoted a popular book on modern biology and its philosophical implications to these questions, which was quickly translated into English as _Chance and Necessity_. Nine years later, Belgian thermodynamicist Ilya Prigogine, 1977 (...) winner of the Nobel Prize in Chemistry, published a popular book on the history and philosophy of natural sciences with Belgian philosopher Isabelle Stengers. Translated into English under the title _Order out of Chaos_ and widely discussed, the whole book can be seen as a response to Monod on these biological and philosophical questions. This study will trace this intellectual controversy between two Nobel Prize winners defending two opposing scientific and philosophical visions of the living world, rooted in two different scientific disciplines. This paper describes the French initiative in materials research against both a national and an international background, in an attempt to disentangle the local circumstances, which prompted this governmental initiative, and to characterize the specific profile of materials research in France. In presenting a biography of the interdisciplinary program in materials research (PIRMAT), we argue that: i) the PIRMAT denotes a failure of the French science policy in materials research; ii) the leadership of the CNRS led to a specific style (...) of research, quite different from the engineering approach of Materials Science and Engineering, and characteristic of a French style in materials research. To understand the endogenous components of the event-related brain potential (ERP), we must use data about the components' antecedent conditions to form hypotheses about the information-processing function of the underlying brain activity. These hypotheses, in turn, generate testable predictions about the consequences of the component. We review the application of this approach to the analysis of the P300 component. The amplitude of the P300 is controlled multiplicatively by the subjective probability and the task relevance of the eliciting events, whereas its (...) latency depends on the duration of stimulus evaluation. These and other factors suggest that the P300 is a manifestation of activity occurring whenever one's model of the environment must be revised. Tests of three predictions based on this “context updating” model are reviewed. In this article, we propose the Fair Priority Model for COVID-19 vaccine distribution, and emphasize three fundamental values we believe should be considered when distributing a COVID-19 vaccine among countries: Benefiting people and limiting harm, prioritizing the disadvantaged, and equal moral concern for all individuals. The Priority Model addresses these values by focusing on mitigating three types of harms caused by COVID-19: death and permanent organ damage, indirect health consequences, such as health care system strain and stress, as well as (...) economic destruction. It proposes proceeding in three phases: the first addresses premature death, the second long-term health issues and economic harms, and the third aims to contain viral transmission fully and restore pre-pandemic activity. -/- To those who may deem an ethical framework irrelevant because of the belief that many countries will pursue "vaccine nationalism," we argue such a framework still has broad relevance. Reasonable national partiality would permit countries to focus on vaccine distribution within their borders up until the rate of transmission is below 1, at which point there would not be sufficient vaccine-preventable harm to justify retaining a vaccine. When a government reaches the limit of national partiality, it should release vaccines for other countries. -/- We also argue against two other recent proposals. Distributing a vaccine proportional to a country's population mistakenly assumes that equality requires treating differently situated countries identically. Prioritizing countries according to the number of front-line health care workers, the proportion of the population over 65, and the number of people with comorbidities within each country may exacerbate disadvantage and end up giving the vaccine in large part to wealthy nations. Global health is at a crossroads. The 2030 Agenda for Sustainable Development has come with ambitious targets for health and health services worldwide. To reach these targets, many more billions of dollars need to be spent on health. However, development assistance for health has plateaued and domestic funding on health in most countries is growing at rates too low to close the financing gap. National and international decision-makers face tough choices about how scarce health care resources should be spent. Con ello, intentaremos determinar las características esenciales de dicho concepto según las propuestas del insigne rector salmantino que, inspirado en las “primitivas comunidades cristianas”, miró de reojo la “fe racional” y “dogmática” de matriz escolástica. En nuestros análisis del concepto unamuniano de fe prestaremos especial atención a sus nociones de “virilidad” y “feminidad de la fe”, con (...) vistas a destacar el “pesimismo metafísico” en que cayó el último Unamuno, incapaz de creer en la trascendencia a partir de su propia concepción de la creencia religiosa, que empezó a definir en el año de 1900 con la publicación de su ensayo “La fe”.: Our proposal here is to analyse the concept of “faith” as it arises in Unamuno’s writings throughout his extensive intellectual work. In doing so, we shall attempt to determine the essential characteristics of that concept according to the proposals of the famous Rector of Salamanca, who, inspired by the “primitive Christian communities”, looked askance at the “rational” and “dogmatic” faith built in the mould of scholasticism. In our analyses of Unamuno’s conception of faith, we pay particular attention to the notions of “virility” and “femininity” of faith. Doing so we try to highlight the “metaphysical pessimism” into which he fell towards the end of his life, when he became incapable of believing in transcendence based on his own conception of religious belief, which he had begun to define in 1900 with the publication of his essay “Faith”. Modern generative AI systems have shown the capacity to produce remarkably fluent language, prompting debates both about their semantic understanding and, less prominently, about whether they can perform speech acts. This paper addresses the latter question, focusing on assertion. We argue that to be capable of assertion, an entity must meet two requirements: it must produce outputs with descriptive functions, and it must be capable of being sanctioned by agents with which it interacts. The second requirement arises from the nature (...) of assertion as a norm-governed social practice. Pre-trained large language models that have not been subject to fine-tuning fail to meet the first requirement. Language models that have been fine-tuned for ‘groundedness’ or ‘correctness’ may meet the first requirement, but fail the second. We also consider the significance of the point that AI systems can be used to generate proxy assertions on behalf of human agents. (shrink)

This article aims to explore two different but interrelated problems. The first objective, the more abstract one, is to discuss the plausibility of fusionism as a theoretical project of bridging the philosophical gap between libertarianism and free-market conservatism. Our thesis is that while fusionism could succeed, as a strategic alliance, in promoting specific policies, the differences between libertarianism and conservatism are irreconcilable at the level of fundamental intellectual assumptions. More precisely, starting from Hayek’s objections to conservatism, we argue that the (...) crucial divide is that between two conceptions about the prerequisites for social order. The second objective is to show how the differences between the policy prescriptions endorsed by conservatives and libertarians within the Tea Party (mainly with regard to religion-related issues) are illustrative for the theoretical point defended in the first sections.
