Cluster consensus in multi-agent networks with mutual information exchange.Ö Feyza Erkan & Mehmet Akar - 2018 - AI and Society 33 (2):197-205.
The emergence of new technologies such as the Internet of things and the Cloud transforms the way we interact. Whether it be human to human interaction or human to machine interaction, the size of the networks keeps growing. As the networks get more complex nowadays with many interconnected components, it is necessary to develop distributed scalable algorithms so as to minimize the computation required in decision making in such large-scale systems. In this paper, we consider a setup where each agent (...)

Modeling context with situations.Mehmet Surav & Varol Akman - 1995 - In P. Brezillon & S. Abu-Hakima (eds.), IJCAI-95 Workshop on Modeling Context in Knowledge Representation and Reasoning (Research Report 95/11). Paris: LAFORIA. pp. 145-156.
The issue of context arises in assorted areas of Artificial Intelligence. Although its importance is realized by various researchers, there is not much work towards a useful formalization. In this paper, we will present a preliminary model (based on Situation Theory) and give examples to show the use of context in various fields, and the advantages gained by the acceptance of our proposal.

The Prospects for Political Liberalism in Non‐Western Societies.Mehmet Fevzi Bilgin - 2007 - Critical Review of International Social and Political Philosophy 10 (3):359-376.
This article assesses the prospects for the adoption of Rawls’s political liberalism in non‐Western contexts. The argument centers on the religious resurgence in non‐Western societies and presents an evaluation of the viability and acceptability of political liberal principles in the face of the normative, theoretical and practical challenges posed by this development. Political liberalism emerges as a significant theoretical and normative resource; nevertheless, the socio‐political conditions in non‐Western societies may fall short of satisfying the sociological requirements of political liberalism. A (...)

An Analysis of Prospective Teachers’ Digital Citizenship Behaviour Norms.Mehmet Sincar - 2011 - International Journal of Cyber Ethics in Education 1 (2):25-40.
This study analyzes prospective teachers’ digital citizenship behaviour norms. The sample consists of the seventeen prospective teachers who studied at the University Of Gaziantep Faculty Of Education in the academic year 2009-2010. Qualitative methods were utilized in the collection and the analysis of data. The results indicated the teachers adequately demonstrated behaviour norms regarding digital communication and digital literacy, yet only few showed behaviour norms concerning digital access, digital etiquette, digital commerce, digital rights and responsibilities, digital law, digital health and (...)

A New Similarity Measure Based on Falsity Value between Single Valued Neutrosophic Sets Based on the Centroid Points of Transformed Single Valued Neutrosophic Values with Applications to Pattern Recognition.Mehmet Sahin, Necati Olgun, Vakkas Ulucay, Abdullah Kargin & Florentin Smarandache - 2017 - Neutrosophic Sets and Systems 15:31-48.
In this paper, we propose some transfor mations based on the centroid points between single valued neutrosophic numbers. We introduce these trans formations according to truth, indeterminacy and falsity value of single valued neutrosophic numbers. We propose a new similarity measure based on falsity value between single valued neutrosophic sets. Then we prove some properties on new similarity measure based on falsity value between falsity value between single valued neutrosophic sets. Furthermore, we propose similarity measure based on falsity value between (...)

Democratic values and the Qur’an as a source of Islam.Mehmet Paçacı - 2013 - Philosophy and Social Criticism 39 (4-5):361-371.
It would be an anachronism to search for modern democracy in the Qur’an that is the first among the other sources of Islam, i.e. Sunnah, ijma and the qiyas. To deduce the definition of Islam merely on the basis of the primary and secondary textual sources rather than the application of them as Muslim praxis would be an incomplete hermeneutic process in understanding it. We can see that the state and the religious society, which was represented by ulama, were separated (...)

Why blame?Mehmet Gurdal, Joshua B. Miller & Aldo Rustichini - unknown
We provide experimental evidence that subjects blame others based on events they are not responsible for. In our experiment an agent chooses between a lottery and a safe asset; payment from the chosen option goes to a principal who then decides how much to allocate between the agent and a third party. We observe widespread blame: regardless of their choice, agents are blamed by principals for the outcome of the lottery, an event they are not responsible for. We provide an (...)

To determine the ethical aspects of the thoughts and expectations of patients, an open-ended question was asked on the web page of the Turkish Armed Forces (TAF) Health Care Command, which is accessible to the users of the TAF intranet system (the internet system used within TAF institutions). In this study, Qāḍī Abd al-Jābbār’s views on knowing Allah (ma‘rifatullah) and following issues have been analysed. In this context, either the divine message has reached to a person or not, it is examined whether ma‘rifatullah is obligatory (wajib) upon him. Subsequently, it is discussed whether this obligation is ensured by reasoning (‘aql) or revelation (naql). Furthermore, while keeping in mind the role of intellect (nazar) and argumentation (istidlāl), we have established and evaluated religious state and source of nazar and (...)

    Cartwright on explanation and idealization.Mehmet Elgin & Elliott Sober - 2002 - Erkenntnis 57 (3):441 - 450.
Nancy Cartwright (1983, 1999) argues that (1) the fundamental laws of physics are true when and only when appropriate ceteris paribus modifiers are attached and that (2) ceteris paribus modifiers describe conditions that are almost never satisfied. She concludes that when the fundamental laws of physics are true, they don't apply in the real world, but only in highly idealized counterfactual situations. In this paper, we argue that (1) and (2) together with an assumption about contraposition entail the opposite conclusion (...)

In this paper, I will try to make clear that aspect of wisdom which relates to the practical application of revealed commands through prophetic practices and traditions of the other founders of religions. Here, I also refer to the wisdom in the Qur’an and the Old and New Testaments of the Bible as examples of the use of this concept in religion. Although both philosophy and religion require using the form of wisdom within a holistic approach, in the course of (...)

The Rule of Law and Human Virtue.Mehmet Tevfik Ozcan - 2008 - Proceedings of the Xxii World Congress of Philosophy 40:91-105.
The rule of law is politico-legal realm of the modern society that it balances human gratifications, self-respect and prerequisites of legal order, after dissolution of the traditional society. Apart from our criticisms on the capitalist society there had been an expanding development of civic virtue of the human individual since early beginning of capitalism up to the 1980’ies when idea of self respect and the legal order relatively balanced. But, after neo-liberalism, the development is retrieving to the unbridled individualism, detrimental (...)

  22. Causal, A Priori True, and Explanatory: A Reply to Lange and Rosenberg.Mehmet Elgin & Elliott Sober - 2015 - Australasian Journal of Philosophy 93 (1):167-171.
Sober [2011] argues that some causal statements are a priori true and that a priori causal truths are central to explanations in the theory of natural selection. Lange and Rosenberg [2011] criticize Sober's argument. They concede that there are a priori causal truths, but maintain that those truths are only ‘minimally causal’. They also argue that explanations that are built around a priori causal truths are not causal explanations, properly speaking. Here we criticize both of Lange and Rosenberg's claims.

There may be strict empirical laws in biology, after all.Mehmet Elgin - 2006 - Biology and Philosophy 21 (1):119-134.
This paper consists of four parts. Part 1 is an introduction. Part 2 evaluates arguments for the claim that there are no strict empirical laws in biology. I argue that there are two types of arguments for this claim and they are as follows: (1) Biological properties are multiply realized and they require complex processes. For this reason, it is almost impossible to formulate strict empirical laws in biology. (2) Generalizations in biology hold contingently but laws go beyond describing contingencies, (...)

Historically, those who defend the idea that there is a progress in science have been the ones who defend the view that science is a rational and objective activity. For those who do not think that science is an objective activity it is not meaningful to talk about theoretical and conceptual progress in science. What is meant by a “theoretical and conceptual progress”? If the succeeding theory performs better than the previous theory in explanations and predictions, then we can say (...)

Beşir Fuad and His Opponents: The Form of a Debate over Literature and Truth in Nineteenth-Century Istanbul.Mehmet Karabela - 2011 - Journal of Turkish Literature 8 (1):96-106.
One and a half months after Victor Hugo died in 1885, Beşir Fuad published a biography of him, in which Fuad defended Emile Zola’s naturalism and realism against Hugo’s romanticism. This resulted in the most important dispute in nineteenth-century Turkish literary history, the hakikiyyûn and hayâliyyûn debate, with the former represented by Beşir Fuad and the latter represented by Menemenlizâde Mehmet Tahir. This article focuses on the form of this debate rather than its content, and this focus reveals how (...)

Ethics Teaching in Higher Education for Principled Reasoning: A Gateway for Reconciling Scientific Practice with Ethical Deliberation.Mehmet Aközer & Emel Aközer - 2017 - Science and Engineering Ethics 23 (3):825-860.
This paper proposes laying the groundwork for principled moral reasoning as a seminal goal of ethics interventions in higher education, and on this basis, makes a case for educating future specialists and professionals with a foundation in philosophical ethics. Identification of such a seminal goal is warranted by the progressive dissociation of scientific practice and ethical deliberation since the onset of a problematic relationship between science and ethics around the mid-19th century, and the extensive mistrust of integrating ethics in science (...)

One of the important aspects of the classical kalām is that the philosophical topics related to physics and cosmology, namely daqīq or laṭīf al-kalām, have an important place in it. The reason for the involvement of the kalām scholars (mutakallimūn) in these kinds of issues is commonly regarded as an effort to defend Islamic beliefs against other religions and thought systems. However, when their studies are examined closely, the complexity of their concepts and theories, as well as the fact that (...)

PREFACE WORD The Tanzimat period, which was the starting point of reform movements in many areas such as social, political, economic, military, etc., in which steps were taken towards Westernization, is considered to be an important milestone in drawing the fate of the Ottoman Empire. In this longest century of the empire, when many things were rushed, education partially received its share of change and reform. However, since the field of education was under the control of religious institutions such as (...)

ABSTRACT Philosophy of Enlightenment and Political Conservatism This study aims at giving an explanatory understanding of conservativism in regard to the philosophy of politics, and at discussing its place and future within our historical period. This study asserts that conservative philosophy of politics came about as a reaction against continental enlightenment, and became a political stance within French Revolution. This artical mainly considers the formation of conservative theory, and the relation between conservativism and the philosophy of enlightenment. Moreover, reactions to (...)

    Biology and a priori laws.Mehmet Elgin - 2003 - Philosophy of Science 70 (5):1380--1389.
In this paper, I investigate the nature of a priori biological laws in connection with the idea that laws must be empirical. I argue that the epistemic functions of a priori biological laws in biology are the same as those of empirical laws in physics. Thus, the requirement that laws be empirical is idle in connection with how laws operate in science. This result presents a choice between sticking with an unmotivated philosophical requirement and taking the functional equivalence of laws (...)

Did Raûf Yekt' Bey Get The 24-Sound System of Turkish Music From al-Ris'lah al-Shih'biyah?Mehmet Öncel & Turgut Yahşi̇ - 2023 - Cumhuriyet İlahiyat Dergisi 27 (2):459-479.
The theoretical system of Ottoman music was developed through the works of Safi al-Din al-Urmawī (d. 693/1294) and ʿAbd al-Qādir Marāgī (d. 838/1435). Considering the first period, although the 24-tone sound system was not developed in theory, it is clear that it was used in practice. However, in a theoretical sense, the 17 sound system initiated by al-Urmawī continued to be used until the 20th century. In this century, the Turkish theoretical musical system evolved into a different point with the (...)
