By the 1940s, the Municipal Council of Nairobi had enacted a host of By-Laws to control the presence of Africans, especially women, and had set up several agencies to implement them. Consequently, women street vendors were not only denied access to legal trade, but remained unwanted in the town except under very special circumstances. Nonetheless, pushed by their adversity, a number of them resorted to illegal hawking and demonstrated their resilience against the odds. However, as the hawkers’ earnings subsidised the (...) colonial low wage migrant labour system, it became difficult for the colonial administration in Nairobi to resolutely stamp out their activities, especially in Eastlands. Besides, by the end of the 1940s, the Council’s fight against hawking had slackened owing to unsustainable expenses. This paper examines the effect of colonial repression of African women street traders in Nairobi’s Eastlands area in the 1940s. Using the Gender and Development perspective along with data mainly from libraries, archives and oral sources, it interrogates the women’s attractions to Nairobi and the logic behind their street trading activities. It also examines the colonial dynamics that exploited the attitudes and beliefs of African male elders to validate the colonial government’s gender marginalisation policies against women, particularly the hawkers. The paper concludes that the gender-based constraints against African women traders notwithstanding, propelled by need, the women irrepressibly struggled to find space in the prosperous economy of Nairobi in the 1940s. This article investigates African women commuter trading activities in Nairobi in the first decade after World War One. Its findings derive mainly from a research project carried out in 1989-1996. The major source of data for the study was oral interviews with the women who traded in Nairobi during the years under study, as well as with eyewitnesses to their trading activities. Sampling of such respondents employed the purposive technique because of its ability to deal with the problem of an (...) incomplete population frame by conveniently drawing the required study sample from available resources. The research drew other data from library and archival sources, especially to corroborate the oral evidence. However, this article utilises additional archival and library data to achieve greater comprehensiveness than was attained in the earlier version. The article therefore makes an important intellectual contribution to the ongoing debate on the social, political and economic role and impact of African women’s economic activities such as commodity trade in African towns. The authors study the impact of institutional corporate social responsibility —defined as CSR targeted at a borrowing firm’s secondary stakeholders—on bank loans. Findings suggest that higher levels of institutional CSR are associated with lower levels of interest rates and loan spreads. In addition, institutional CSR also tempers the positive impact of loan maturity and firm leverage on interest rates and loan spread. These effects were strongest among firms that demonstrated sustained performance, rather than among firms that showed mixed performance in (...) terms of their secondary stakeholder-related activities. This study indicates institutional CSR is valued by stakeholders for its risk mitigating and transaction cost reducing effects independent of technical CSR, defined as CSR targeted at primary stakeholders. This article re-examines the theoretical basis for environmental and heritage interpretation in tourist settings in the light of hermeneutic philosophy. It notes that the pioneering vision of heritage interpretation formulated by Freeman Tilden envisaged a broadly educational, ethically informed and transformative art. By contrast, current cognitive psychological attempts to reduce interpretation to the monological transmission of information, targeting universal but individuated cognitive structures, are found to be wanting. Despite growing signs of diversity, this information processing approach to interpretation remains dominant. (...) The article then presents the alternative paradigm of hermeneutics through the works of Schleiermacher, Dilthey, Heidegger and Gadamer, to provide a broader interpretation of interpretation. This not only captures the essence of Tilden’s definition but construes heritage interpretation as a more inclusive, culturally situated, critically reflexive and dialogical practice. (shrink)

It is almost universally accepted that traditional provider-patient relationships should be governed, at least in part, by the ethical principles set forth by Beauchamp and Childress. These principles include autonomy, beneficence, non-maleficence and justice. Recently, however, the nature of medial practice has changed. The pervasive presence of computer technology in medicine raises interesting ethical questions. In this paper we argue that some software designers should be considered health care providers and thus be subject the ethical principles incumbent upon “traditional” providers. (...) When a woman or girl finds herself pregnant, is it morally permissible for her to end that pregnancy? One dominant tradition says “no”; its close cousin says “rarely” - exceptions may be made where the burdens on the individual girl or woman are exceptionally dire, or, for some, when the pregnancy results from rape. On both views, though, there is an enormous presumption against aborting, for abortion involves the destruction of something we have no right to destroy. Those who reject (...) this claim, it is said, do so by denying the dignity of early human life - and imperiling their own. I think these views are deeply flawed. They are, I believe, based on a problematic conception of how we should value early human life; more than that, they are based on a profoundly misleading view of gestation and a deontically crude picture of morality. I believe that early abortion is fully permissible, widely decent, and, indeed, can be honorable. This is not, though, because I regard burgeoning human life as “mere tissue”: on the contrary, I think it has a value worthy of special respect. It is, rather, because I believe that the right way to value early human life, and the right way to value what is involved in and at stake with its development, lead to a view that regards abortion as both morally sober and morally permissible. Abortion at later stages of pregnancy becomes, for reasons I shall outline, multiply more complicated; but it is early abortions - say, abortions in the first half of pregnancy - that are most at stake for women. Multisensory integration allows us to link sensory cues from multiple sources and plays a crucial role in speech development. However, it is not clear whether humans have an innate ability or whether repeated sensory input while the brain is maturing leads to efficient integration of sensory information in speech. We investigated the integration of auditory and somatosensory information in speech processing in a bimodal perceptual task in 15 young adults (age 19 to 30) and 14 children (age 5 to 6). (...) The participants were asked to identify if the perceived target was the sound /e/ or /ø/. Half of the stimuli were presented under a unimodal condition with only auditory input. The other stimuli were presented under a bimodal condition with both auditory input and somatosensory input consisting of facial skin stretches provided by a robotic device, which mimics the articulation of the vowel /e/. The results indicate that the effect of somatosensory information on sound categorization was larger in adults than in children. This suggests that integration of auditory and somatosensory information evolves throughout the course of development. (shrink)

The aims of the study were to investigate whether the style of pupils with behaviour problems was different from that of children with no reported problems, and also to consider how pupils of different style manifested their problem behaviours. The sample comprised 83 male pupils aged 10?18 years from two residential special schools. The sample were (...) given the Cognitive Styles Analysis to assess their positions on the Wholist?Analytic and Verbal?Imagery style dimensions. The pupil records of the special school pupils who were at the extreme of the style dimensions were also examined. When their style characteristics were contrasted with a Comparison Sample of 413 12?16?year?old males attending 10 secondary schools, the special school pupils had a significantly higher proportion of both Wholists and Verbalisers, than the Comparison Group. Further, the inspection of the records indicated that the types of social behaviour and behaviour problems exhibited varied with style, and particularly on the Wholist?Analytic dimension. The results were considered to have implications for the origins and treatment of problem behaviour. (shrink)

Employers must determine the types of health care plans to offer and also set employee premiums for each plan provided. Depending on the structure of the employee share of premiums across different health insurance plans, the incentives to choose one plan over another are altered. If employees know premiums do not fully reflect the risk differences among workers, such pricing can give rise to a so-called “death spiral” due to adverse selection. This paper uses longitudinal information from a natural experiment (...) in the management of health benefits for a large employer to explore the impact of moving from a fixed-dollar contribution policy to a partially risk-adjusted employer contribution policy. Our results show that implementing a significant risk adjustment had no discernable effect on adverse selection against the most generous indemnity insurance policy. This stands in stark contrast to previous studies, which have tended to estimate large impacts attributed to selection when employers move to a fixed-dollar policy from one with some risk adjustment. Further analysis suggests that previous studies, which appeared to detect plans in the throes of a death spiral, may instead have been reflecting an inexorable movement away from a non-preferred product, one that would have been inefficient for nearly all workers even in the absence of adverse selection. Zusammenfassung Der Beitrag behandelt strukturelle und kontextuelle Spezifika von selbstorganisierten Migrantensportvereinen auf statistischer Grundlage. Er beruht auf einer Sonderauswertung des für den Sportentwicklungsbericht 2009/2010 durch eine Befragung von Sportvereinen in ganz Deutschland gewonnenen Datensatzes (N=19.345). Durch univariate Varianzanalysen abgesicherte Mittelwertvergleiche zwischen den anhand ihrer Mitglieder- und Vorstandszusammensetzung als solche kategorisierten Migrantensportvereinen und den restlichen Vereinen der Stichprobe werden ergänzt durch eine Matched-Pairs- Analyse und eine Regressionsanalyse. Die dafür herangezogenen Vergleichsvariablen liegen in den Bereichen Mitgliederstruktur, Vereinstätigkeit, Standort und Problembelastung. It is odd that something that Wittgenstein says is clear should have been so puzzling to English-speaking philosophers. 5.542 begins:— ‘Es ist aber klar, dass “A glaubt, dass p”, “A denkt p”, “A sagt p” von der Form, “p ‘sagt p” sind.’ I would like to suggest that one reason for the difficulties that have been felt with this lies in a misleading translation, particularly of, “p ‘sagt p”. For this both English translations have “p” says p’. But since German (...) has a single present tense where English has two, ‘sagt’ may be rendered either ‘says’, or ‘is saying’, and I want to argue that ‘“p” is saying p’ is preferable. (shrink)

The Arabic translation of the De Gen. Anim., made at the beginning of the ninth century by Yahyā ibn al-Bitrīq from a Syriac version, contains seven long omissions, noted by Drossaart Lulofs in his edition. Six of these represent approximately 110 letters or a multiple thereof in the Greek: 728b33–729a2 , 761a9–25 , 762a6–8 , 762b34–763a2 , 768a18–20 and 781a7–12 . The seventh omission is too long to be useful, as the scope for accidental errors is too great.

The past ten years have seen an upsurge of interest in Plato's Parmenides among those who study philosophy, and all agree that it is Plato's most riddling dialogue. Chief among the reasons for this enigmatic quality is the exercise which Parmenides calls the "laborious game". And the sorry truth of the matter is that most of the commentaries on the dialogue, some ancient but more modern, are incredibly wearying to read, more than the dialogue itself. As if aware of this, (...) commentators themselves use words like "tedious," "disagreeable," "singularly unappealing" to characterise the game, and simultaneously to apologize for what is to come: much more of the same in their interpretations. But lest there be any misunderstanding, the charge against most modern commentators is not that they make the student of the dialogue work, but simply that they have failed to keep together the two aspects of Parmenides' "game that looks like work", that is to say, the playful and the serious. Background:Nursing as an ethical practice requires courage to be moral, taking tough stands for what is right, and living by one’s moral values. Nurses need moral courage in all areas and at all levels of nursing. Along with new interest in virtue ethics in healthcare, interest in moral courage as a virtue and a valued element of human morality has increased. Nevertheless, what the concept of moral courage means in nursing contexts remains ambiguous.Objective:This article is an analysis of the concept (...) of moral courage in nursing.Design:Rodgers’ evolutionary method of concept analysis provided the framework to conduct the analysis.Data sources:The literature search was carried out in September 2015 in six databases: PubMed, CINAHL, Scopus, Web of Science, PsycINFO, and The Philosopher’s Index. The following key words were used: “moral” OR “ethical” AND “courage” OR “strength” AND “nurs*” with no time limit. After applying inclusion and exclusion criteria, 31 studies were included in the final analysis.Ethical considerations:This study was conducted according to good scientific guidelines.Results:Seven core attributes of moral courage were identified: true presence, moral integrity, responsibility, honesty, advocacy, commitment and perseverance, and personal risk. Antecedents were ethical sensitivity, conscience, and experience. Consequences included personal and professional development and empowerment.Discussion and conclusion:This preliminary clarification warrants further exploring through theoretical and philosophical literature, expert opinions, and empirical research to gain validity and reliability for its application in nursing practice. I hope to show that, although belief is subject to two quite robust forms of agency, "believing at will" is impossible; one cannot believe in the way one ordinarily acts. Further, the same is true of intention: although intention is subject to two quite robust forms of agency, the features of belief that render believing less than voluntary are present for intention, as well. It turns out, perhaps surprisingly, that you can no more intend at will than believe at will.

Are extremists (incels, neo-nazis, and the like) characteristically answerable for their moral and political convictions? Is it necessary to offer them reasoned arguments against their views, or is it instead appropriate to bypass that kind of engagement? Discussion of these questions has centered around the putative epistemic autonomy of extremists. The parties to this discussion have assumed that epistemic autonomy is solely (or at least primarily) a matter of epistemic independence, of believing based on epistemic reasons one has assessed for (...) oneself. Here, though, I make the case for shifting the terms of the debate. Epistemic independence is not sufficient to make one answerable for one’s beliefs. Epistemic autonomy, in the sense that matters for answerability, is also a matter of what I call epistemic receptivity. Extremists may be fiercely epistemic independent, but that commitment is characteristically paired with severe deficiencies in empathic orientation. Severe deficiencies in empathic orientation undermine extremists’ ability to adequately engage with competing evaluative perspectives, and thus compromise extremists’ epistemic autonomy. I consider how this conclusion should inform our thinking about what we owe to extremists. (shrink)

In the context of the changes and challenges of the 21st century, the main focus of education, especially religious education, is to prepare students to live purposeful and meaningful lives with well-developed analytic, emotional and spiritual abilities to assist them in achieving a life perspective that allows them to face the larger world with greater self-confidence and self-awareness. Therefore, the main objectives of the study are: to bring forward the concepts of religious education, emotional intelligence and spiritual intelligence; to discuss (...) the importance of emotional and spiritual literacy in children’s education; and to discuss the main strategies to enhance the educational process through emotional and spiritual intelligence. This article is a conceptual framework based on a theoretical review. The author reviews literature from books, scientific journals and research reports to develop relevant concepts. Contribution: This study provides information about two important intelligence in Christian Orthodox religious education. Recognising emotional and spiritual intelligence has allowed teachers to engage with students and help them perform at their best. Emotional intelligence and spiritual intelligence promote self-efficacy, self-awareness, self-regulation, motivation, empathy and social skills, which help students perform management tasks in their future occupations but also help them to improve relationships with parents, colleagues and God. Empathy is a form of emotionally charged imaginative perspective‐taking. It is also the unique source of a particular form of understanding, which I will call humane understanding. Humane understanding consists in the direct apprehension of the intelligibility of others’ emotions. This apprehension is an epistemic good whose ethical significance is multifarious. In this paper, I focus on elaborating the sense in which humane understanding of others is non‐instrumentally valuable to its recipients. People have a complex but profound need to be (...) humanely understood. Because we respond to others’ very real need when we pursue this sort of understanding of their emotions, empathy is best understood as itself a way of caring, rather than just a means to promote other caring behavior. In Wittgenstein on Rules and Private Language, Saul Kripke articulates a form of scepticism about meaning. Even though there is considerable disagreement among critics about the reasoning in which the sceptic engages, there is little doubt that he seeks to offer constraints for an adequate account of the facts that constitute the meaningfulness of expressions. Many of the sceptic's remarks concern the nature of the guidance involved in a speaker's meaningful uses of expressions. I propose that we understand those remarks (...) as seeking to give shape to the idea that to use an expression under the guidance of one's understanding is to have a reason for that use, which one's understanding allows one to discern and act on. Any philosophical elucidation of meaning must adequately capture the rational nature of our linguistic acts. (shrink)

Controlled Human Infection Model (CHIM) research involves the infection of otherwise healthy participants with disease often for the sake of vaccine development. The COVID-19 pandemic has emphasised the urgency of enhancing CHIM research capability and the importance of having clear ethical guidance for their conduct. The payment of CHIM participants is a controversial issue involving stakeholders across ethics, medicine and policymaking with allegations circulating suggesting exploitation, coercion and other violations of ethical principles. There are multiple approaches to payment: reimbursement, wage (...) payment and unlimited payment. We introduce a new Payment for Risk Model, which involves paying for time, pain and inconvenience and for risk associated with participation. We give philosophical arguments based on utility, fairness and avoidance of exploitation to support this. We also examine a cross-section of the UK public and CHIM experts. We found that CHIM participants are currently paid variable amounts. A representative sample of the UK public believes CHIM participants should be paid approximately triple the UK minimum wage and should be paid for the risk they endure throughout participation. CHIM experts believe CHIM participants should be paid more than double the UK minimum wage but are divided on the payment for risk. The Payment for Risk Model allows risk and pain to be accounted for in payment and could be used to determine ethically justifiable payment for CHIM participants.Although many research guidelines warn against paying large amounts or paying for risk, our empirical findings provide empirical support to the growing number of ethical arguments challenging this status quo. We close by suggesting two ways (value of statistical life or consistency with risk in other employment) by which payment for risk could be calculated. (shrink)

In this article, the authors assess the still limited literature on domestic violence among immigrant women in major receiving countries so as to begin delineating a framework to explain how immigrant-specific factors exacerbate the already vulnerable position—as dictated by class, gender, and race—of immigrant women in domestic violence situations. First, a review of this scholarship shows that the incidence of domestic violence is not higher than it is in the native population but rather that the experiences of immigrant women in (...) domestic violence situations are often exacerbated by their specific position as immigrants, such as limited host-language skills, isolation from and contact with family and community, lack of access to dignified jobs, uncertain legal statuses, and experiences with authorities in their origin countries. This paper examines Hannah Ginsborg's attempt to address the challenge raised by Saul Kripke's meaning sceptic. I start by identifying the two constraints that the sceptic claims must be met by a satisfactory answer. Then I try to show that Ginsborg's proposal faces a dilemma. In the first instance, I argue that it is able to meet the second constraint, but not the first. I then amend the proposal in order to make room for the first constraint.
