It was a good time for me to reflect on how best I could contribute. In 2002 Ekjut, a registered development organization, was set up by (...) myself and other like-minded colleagues. Ekjut, which means "togetherness," was the outcome of a longstanding desire to do something on our own, something that was close to my heart—doing something for and with the people I had grown up with. An invisible cord kept me attached to this region of India and after stints with a few development organizations within and outside the state, my wife, Nirmala, and I decided to relocate to a village near my hometown, Chakradharpur.Chakradharpur is a small railway township in South Bihar where I spent all my childhood and days of schooling. Beyond the periphery of this township and its satellite market place, live indigenous people, the Adivasi, in villages and hamlets. Even as children we could appreciate the government policy that protected them in the sense that their ancestral lands could not be acquired by Dikus, the non-tribal people living in the towns and cities. The un-spoilt bounties of nature protected and preserved by the original inhabitants of the land—the Adivasi people—was there for all of us to see and enjoy.A rumor that a doctor couple was building a nursing home led to a regular flow of men, women and children to our unfinished home with all kinds of ailments, including medical emergencies. It was becoming increasingly difficult to cope with the workload of constructing the house and at the same time—overwhelming to see children dying in our home, which was never meant to be the hospital that the villagers thought it to be. They were reluctant to visit the government hospitals, which were primarily meant to serve poor people and their attitude could be summarized in just one word—fatalism. We wanted this to change—they somehow needed to understand their rights and entitlements. The public health care system had to be strengthened and Nitmala and I wondered how our work could make this happen.The Adivasi people were soon to become partnering communities with Ekjut. It did not take us long to realize how unprotected they were. We had a vague idea that we wanted to build healthier communities. Providing full-time curative care was not an option; it was also beyond our means. Knowing that strengthening the health system would take time, we hoped that our community-based work would strengthen the demand side, since even the minimum services that were available were grossly under-utilized.India is home to about 10 million tribal people. We had seen and also knew that their health status was poor and that tribal people have the disproportionate burden of child mortality, malnutrition, malaria and death in childbirth. But we could not find a reliable existing data base that could guide our work. The health status of women and children soon became Ekjut's main concern.We wanted our work to generate knowledge that would be relevant in a wider context. Adivasis are not a monolithic entity and our evidence needed to grow from working with several different tribal groups. We needed to build our research capabilities and willingness to work with several different indigenous groups, as well as, the poor people living alongside them in different districts. A collaboration with University College of London was soon to follow. Professor Anthony Costello who was my teacher more than a decade back, invited me to partner with his department and jointly bid for a grant. This grant was likely to come at the confluence of several interesting developments. First, the self-help group movement in India had made a substantial jump and such groups existed in almost every village. India is home to 243 million adolescents. Two million of them belong to Scheduled Tribes living in underserved, rural areas. Few studies have examined the health of tribal adolescents. We conducted a cross-sectional survey to assess the health, nutrition and wellbeing of adolescent girls in rural Jharkhand, eastern India, a state where 26% of the population is from Scheduled Tribes. We aimed to identify priorities for community interventions to serve adolescents and their families. Between June 2016 and January 2017, interviewers (...) visited all households in 50 purposively sampled villages of West Singhbhum district, Jharkhand. They aimed to interview all girls aged 10–19. Interviewers conducted face-to-face interviews with girls to administer a survey about physical and mental health, disability, nutrition, sexual and reproductive health, gender norms, decision-making, education and violence. Interviewers also measured girls’ height, weight, and Mid-Upper Arm Circumference. Interviewers collected data from 3324 of an estimated 4068 girls residing in the study area. Their mean age was 14.3. 82% were from Scheduled Tribes. 89% of younger girls aged 10–14 and 46% of older girls aged 15–19 were in school or college. Girls dropped out of school because they were required for household work or work on the family farm or business. Over a third reported symptoms of anaemia in the past month, but less than a fifth had a blood test. The prevalence of thinness was 14% for younger girls and 6% for older girls. 45% of girls were stunted. 40% reported emotional violence in the past year, 14% physical violence, and 0.7% sexual violence. 12% had problems associated with depression or anxiety. 30% aged 15–19 had heard of contraception. Among married girls and their husbands, only 10% had ever used methods to prevent or delay pregnancy. Our study identified several priorities to improve adolescent girls’ health, nutrition and wellbeing in largely tribal areas of Jharkhand: reducing violence, early marriage and undernutrition, as well as improving mental health, knowledge about contraception and school retention. FoxThe voices that speak from the pages of these testimonial narratives are those of physicians who are engaged in medical humanitarian work. The preponderance of them are based in U.S. academic medical centers where they have clinical, teaching, and research responsibilities from which they regularly "commute" to care for patients in what the euphemistic language of "global (...) health" terms "resource-limited," rather than "poor" countries." This "hybrid life," as one of the physicians (Robert Riviello) refers to it, has transported them periodically to numerous African societies (to Algeria, Ethiopia, Gabon, Morocco, Rwanda, Sudan, Tanzania, and Uganda), to Haiti, to India and Nepal, and to Guatemala and Mexico. Three of the "stories" are written by physicians at work in the countries where they were born (Prasanta Tripathy in Eastern India, Sridevi Seetharam and colleagues in Southern India, and Paul Pierre, in Haiti).Only one group of physician-coauthors (Maricruz Merino, Jonathan Iralu, and Sonya Shin) write about their experiences in practicing medicine among poor and socially disadvantaged patients on the American mainland—in the setting of the Navajo Indian reservation in Gallup, New Mexico.All these physicians describe their involvement in humanitarian medicine as emanating from their commitment to "social justice," to "saving lives," and to "caring for the poor"; to their universalistic convictions about "human solidarity," and the non- otherness of others; to their indignation about the inequities and injustices of the world, particularly with regard to access to health care (in the words of Jeffrey Deal, "[They] deserve better. They all do"); and to their "passionate" desire, not just their "sense of duty," to help rectify these wrongs (Richard Keiden). I was struck by the fact that none of them uses the word "suffering" to describe the plight of the persons whom they feel they have been called to medically assist.Three of the physicians express the wellsprings of their motivation in religious terms. Richard Keiden refers to a "guiding principle of Judaism" on which his medical humanitarian work has been founded—"tzedakah"—which "translates as charity but actually means righteousness," is based on a "concept of social justice," and is "an obligation, not a choice." Robert Riveillo says that at the time of his graduation from high school he envisioned his "life's work as a long-term missionary surgeon"; he invokes "loving mercy," as well as justice, "in this work of solidarity" that he has undertaken; and he poignantly admits that "most days I still long to pack my things, my family, and our efforts and move to Africa for a life of direct service." What Jeffrey Deal writes is the most explicitly and ardently religious of all. He identifies his work as a physician in Sudan with Jesus's "desire for us to care [End Page 115] for the poor and downtrodden in His stead." He is haunted by his "failure" to deliver alive a "partially born" baby girl who for him incarnated "the least of the least" of whom Jesus "spoke passionately." And in touching "ever so briefly... [that] one, tiny being [he] encountered... [on ] that hot morning in Sudan," he attests, he "touched Jesus."Jeffrey Deal is not the only one who was so stricken by the death of a baby or a child. For a number of these physicians (Sadath Sayeed, Maneesh Batra, and for Sridevi Seetharam, Lisa Adams and their colleagues), it was a tragedy that they found hard to bear with "detached enlightenment" (Sayeed), or to accept. The most demonstrably heartbroken and morally outraged among them is Sadath Sayeed, who "wept uncontrollably" over the death of a baby boy, born "at home" in Haiti, "probably in one of the hundreds of make-shift tent cities." The baby was not breathing continuously, and was "handed" to him to care for. In this paper we propose and analyze a prey-predator type dynamical system for pest control where prey population is treated as the pest. We consider two classes for the pest namely susceptible pest and infected pest and the predator population is the natural enemy of the pest. We also consider average delay for both the predation rate i.e. predation to the susceptible pest and infected pest. Considering a subsystem of original system in the absence of infection, we analyze the existence (...) of all possible non-negative equilibria and their stability criteria for both the subsystem as well as the original system. We present the conditions for transcritical bifurcation and Hopf bifurcation in the disease free system. The theoretical evaluations are demonstrated through numerical simulations. (shrink)

This article tries to explore the shifts in contemporary urban Bengali cinema and map and historicize the main trends in relation to changes in the political fortunes of the city. In this context, the article tentatively wishes to accomplish two things: one, to show the main trends in urban Bengali film-making, post-1990s; and two, to read closely two recent Bengali films, in a search for ways of mapping this newness. The article first identifies three new possibilities in Bengali cinema: first, (...) the inward-looking, often apolitical sketches that celebrate liberal development and psychosomatic indulgences, second, the sentimental, community-based films that sometimes take political changes on board as well, and attempt to bridge the rural-urban divide; third, cult-ish films of a newer pedigree that show impatience with old Left and progressive values, and are also technically experimental and avant-garde. The second objective of the article is to discuss specifically two contemporary filmmakers – Moinak Biswas and Suman Mukhopadhay – and place their films within this ferment. (shrink)

There are three questions associated with Simpson’s Paradox (SP): (i) Why is SP paradoxical? (ii) What conditions generate SP?, and (iii) What should be done about SP? By developing a logic-based account of SP, it is argued that (i) and (ii) must be divorced from (iii). This account shows that (i) and (ii) have nothing to do with causality, which plays a role only in addressing (iii). A counterexample is also presented against the causal account. Finally, the causal and logic-based (...) approaches are compared by means of an experiment to show that SP is not basically causal. (shrink)

The classical theory of rational choice is built on several important internal consistency conditions. In recent years, the reasonableness of those internal consistency conditions has been questioned and criticized, and several responses to accommodate such criticisms have been proposed in the literature. This paper develops a general framework to accommodate the issues raised by the criticisms of classical rational choice theory, and examines the broad impact of these criticisms from both normative and positive points of view.

We address the need for a model by considering two competing theories regarding the origin of life: (i) the Metabolism First theory, and (ii) the RNA World theory. We discuss two interrelated points, namely: (i) Models are valuable tools for understanding both the processes and intricacies of origin-of-life issues, and (ii) Insights from models also help us to evaluate the core objection to origin-of-life theories, called “the inefficiency objection”, which is commonly raised by proponents of both the Metabolism First theory (...) and the RNA World theory against each other. We use Simpson’s Paradox (SP) as a tool for challenging this objection. We will use models in various senses, ranging from taking them as representations of reality to treating them as theories/accounts that provide heuristics for probing reality. In this paper, we will frequently use models and theories interchangeably. Additionally, we investigate Conway’s Game of Life and contrast it with our SP-based approach to emergence-of-life issues. Finally, we discuss some of the consequences of our view. A scientific model is testable in three senses: (i) a logical sense, (ii) a nomological sense, and (iii) a current technological sense. The SP-based model is testable in the first two senses but it is not feasible to test it using current technology. (shrink)

After discussing several possible intuitive approaches to the problem, we explore an approach based on the notion of preference orderings that a reasonable person may possibly have. Using different sets of axioms, we characterize the rules for ranking opportunity sets in terms of freedom. We also show that certain axioms for ranking opportunity sets are incompatible.

In the curve fitting problem two conflicting desiderata, simplicity and goodness-of-fit pull in opposite directions. To solve this problem, two proposals, the first one based on Bayes's theorem criterion (BTC) and the second one advocated by Forster and Sober based on Akaike's Information Criterion (AIC) are discussed. We show that AIC, which is frequentist in spirit, is logically equivalent to BTC, provided that a suitable choice of priors is made. We evaluate the charges against Bayesianism and contend that AIC approach (...) has shortcomings. We also discuss the relationship between Schwarz's Bayesian Information Criterion and BTC. (shrink)

I advance a decision principle called the "weak dominance principle" (WDP) based on the interval notion of probability to deal with the Ellsberg type paradox (ETP). Given ETP, I explain three things: (i) Why WDP is a better principle than many principles e.g. Kyburg's principle and Gardenfors and Sahlin's principle, (ii) Why one should not, contrary to many principles, expect a unique solution in ETP, and (iii) What is the relationship between WDP and the principles mentioned above. I prove also (...) that WDP induces a strict partial ordering on the intervals to which it is applied. (shrink)

I begin chapter I by discussing two key distinctions that constitute the core of van Fraassen's constructive empiricism: a distinction between observables and unobservables and a distinction between acceptance and belief with regard to a theory. To support constructive empiricism, van Fraassen also deploys two epistemological principles: only actual observations are to be taken as evidence and possible evidence is all that can be rationally inferred from the actual evidence. I reject both principle and van Fraassen's construal of observation. As (...) does van Fraassen, I make the distinction between acceptance and belief in chapter II. I contend that one does not need to be an antirealist to espouse this distinction between acceptance and belief. ;In the remaining chapters, I develop a quasi-Bayesian account of acceptance as an alternative to van Fraassen's. In chapter III, I consider three views of acceptance: van Fraassen's, Bayesian views, and the epistemic view. I argue that both van Fraassen's account and the epistemic account are open to Bayesian objections. However, Bayesianism assumes a controversial principle called "maximization of expected utility" , which might mitigate the impact of the Bayesian objections. ;In the final chapter, I consider different decision principles, e.g. Kyburg's decision principle, and Gardenfors and Sahlin's decision principle. I formulate a decision principle called the "weak-dominance-decision principle " based on Kyburg's theory . The interval-based probability yields, as a limiting case, the point-valued probability when we have complete information about the event in question. In this case, my decision principle reduces to MEU. Therefore, the same Bayesian objections against both van Fraassen's theory of acceptance and the epistemic theory of acceptance could be made from the perspective of my decision principle while escaping the perils of strict Bayesianism. My theory of acceptance is quasi-Bayesian, because WDP rests on interval-based probability. (shrink)

The aim of this chapter is to describe a type of law governing involuntary treatment that is based on decision-making capability and not on risk of harm to self or others. It is consistent with the legal and ethical principles followed in general medicine, and non-discriminatory against people with a mental illness. The rationale behind the proposal is outlined, as well as its principles and main features. It is argued that this type of law could be adapted to the needs (...) of low and middle-income countries without sacrificing its underlying principles, and that it lends itself to such adaptation much better than traditional mental health legislation. The notion of a severe test has played an important methodological role in the history of science. But it has not until recently been analyzed in any detail. We develop a generally Bayesian analysis of the notion, compare it with Deborah Mayo’s error-statistical approach by way of sample diagnostic tests in the medical sciences, and consider various objections to both. At the core of our analysis is a distinction between evidence and confirmation or belief. These notions must be kept separate (...) if mistakes are to be avoided; combined in the right way, they provide an adequate understanding of severity. Those who think that the weight of the evidence always enables you to choose between hypotheses “ignore one of the factors (the prior probability) altogether, and treat the other (the likelihood) as though it ...meant something other than it actually does. This is the same mistake as is made by someone who has scruples about measuring the arms of a balance (having only a tape measure at his disposal ...), but is willing to assert that the heavier load will always tilt the balance (thereby implicitly assuming, although without admitting it, that the arms are of equal length!). We introduce a distinction, unnoticed in the literature, between four varieties of objective Bayesianism. What we call ' strong objective Bayesianism' is characterized by two claims, that all scientific inference is 'logical' and that, given the same background information two agents will ascribe a unique probability to their priors. We think that neither of these claims can be sustained; in this sense, they are 'dogmatic'. The first fails to recognize that some scientific inference, in particular that concerning evidential relations, is (...) not (in the appropriate sense) logical, the second fails to provide a non-question-begging account of 'same background information'. We urge that a suitably objective Bayesian account of scientific inference does not require either of the claims. Finally, we argue that Bayesianism needs to be fine-grained in the same way that Bayesians fine-grain their beliefs. (shrink)

The underdetermination thesis poses a threat to rational choice of scientific theories. We discuss two arguments for the thesis. One draws its strength from deductivism together with the existence thesis, and the other is defended on the basis of the failure of a reliable inductive method. We adopt a partially subjective/objective pragmatic Bayesian epistemology of science framework, and reject both arguments for the thesis. Thus, in science we are able to reinstate rational choice called into question by the underdetermination thesis.

In decision-making involving multiple criteria or attributes, a decision maker first identifies all relevant evaluative attributes in making decisions. Then, a dominance principle is often invoked whenever applicable: whenever an option x is better than an option y in terms of some attribute and no worse than y in terms of any other attributes, x is judged to be better than y. If, however, this dominance principle is not applicable, then the decision maker determines the relative importance between the identified (...) evaluative attributes, consults with contextual features of the options under consideration, and makes a decision. It is shown that the combination of these principles runs into problems in the presence of rationality properties, such as transitivity, and a weak continuity requirement on decisions. In vitro fertilization (IVF) and surrogacy have enabled many to achieve their dreams of parenthood. With a turnover of $500 million, reproductive tourism in India has helped transform the country into a “global baby factory.” However, as the surrogacy industry grew, so did concerns of women’s exploitation, commodification of motherhood, and human rights violations. In an effort to prevent women from being exploited, the Indian government had taken successive administrative measures to regulate surrogacy. The Surrogacy (Regulation) Bill, 2016 and Assisted (...) Reproductive Technologies Bill 2008 were introduced in the Parliament to regulate various aspects of surrogacy arrangements. Yet, it was not until 25 January 2022, that the Surrogacy (Regulation) Act, 2021 went into effect. The Act does, however, leave certain important points unaddressed. The article claims that the legislation’s purposeful exclusion of the LGBTQ population and emphasis on “familial altruism” stinks of inequity and moral conservatism. It also delineates the mechanics of altruistic surrogacy by examining documents that illustrate how the connections between money and morality are framed via the framing of altruism. The article therefore demands that a comprehensive dialogue must be held considering the socio-economic realities of Indian society, or else India risks enacting yet another law that cannot be implemented or that society dislikes. I show that van Fraassen's empiricism leads to mutually incompatible claims with regard to empirical theories. He is committed to the claim that reasons for accepting a theory and believing it are always identical, insofar as the theory in question is an empirical theory. He also makes a general claim that reasons for accepting a theory are not always reasons for believing it irrespective of whether the theory is an empirical theory.

Elliott Sober is both an empiricist and an instrumentalist. His empiricism rests on a principle called actualism, whereas his instrumentalism violates this. This violation generates a tension in his work. We argue that Sober is committed to a conflicting methodological imperative because of this tension. Our argument illuminates the contemporary debate between realism and empiricism which is increasingly focused on the application of scientific inference to testing scientific theories. Sober’s position illustrates how the principle of actualism drives a wedge between (...) two conceptions of scientific inference and at the same time brings to the surface a deep conflict between empiricism and instrumentalism. Literary renditions of cities have always gravitated towards the spatial imagination and its ethical counterpart outside the textual space. This paper explores the multicultural geography of the North Indian city Allahabad observed through Neelum Saran Gour’s postcolonial narratives Allahabad Aria and Invisible Ink, projecting the narrative alignment of spatial aesthetics and cultural ethics. Interrogating the spatial dimensions of a “narrative world” within narrative theory and its interdisciplinary crossover with cultural geography, the article seeks to examine Gour’s literary city not simply (...) as an objective homogeneous representation, but as a “kshetra” of spatio-cultural cosmos of lived traditions, memories, experiences and collective attitudes of its people, in the context of E. V. Ramakrishnan’s theoretical reflections. The article proposes new possibilities of adapting the Indian concept “kshetra” to spatial literary studies; its aim is also to suggest a new source of knowledge about the city of Allahabad through a community introspection of “doing culture” in the texts, bringing into view people’s shared experiences, beliefs, religious practices and traditions as offshoots of the postcolonial ethos. The article aims to re-contextualize the city’s longstanding multicultural ethics in the contemporary times of crisis, which may affect a shift in the city’s relevance: from regional concern to large-scale significance within ethnically diverse South Asian countries and beyond.
