ABSTRACT As bioethics emerged in the 1960s and 1970s and began to have enormous impacts on the practice of medicine and research – fuelled, by broad socio‐political changes that gave rise to the struggle of women, African Americans, gay men and lesbians, and the antiauthoritarian impulse that characterised the New Left in democratic capitalist societies – little attention was given to the question of the ethics of public health. This was all the more striking since the core values and practices (...) of public health, often entailing the subordination of the individual for the common good, seemed opposed to the ideological impulses of bioethics. Of what relevance is autonomy‐focused bioethics for public health, with its mix of justifications including those that are either implicitly or explicitly paternalistic or that seek to impose strictures on individuals and communities in the name of collective welfare? To examine the deep divide between the central commitments of bioethics and the values that animate the practice of public health, we focus on a series of controversies implicating the concepts of privacy, liberty, and paternalism. Recognising the role of moral values in decision‐making was a signal contribution of bioethics in its formative period. Over the past three decades a broad array of perspectives emerged under the rubric of bioethics but individualism remains central. As we commence the process of shaping an ethics of public health, it is clear that bioethics is the wrong place to start when thinking about the balances required in defence of the public's health. Husserl has finally begun to be recognized as the precursor of current interest in intentionality — the first to have a general theory of the role of mental representations in the philosophy of language and mind. As the first thinker to put directedness of mental representations at the center of his philosophy, he is also beginning to emerge as the father of current research in cognitive psychology and artificial intelligence.

In this paper, we sketch the development of two important themes of modern set theory, both of which can be regarded as growing out of work of Kurt Gödel. We begin with a review of some basic concepts and conventions of set theory.§0. The ordinal numbers were Georg Cantor's deepest contribution to mathematics. After the natural numbers 0, 1, …, n, … comes the first infinite ordinal number ω, followed by ω + 1, ω + 2, …, ω + ω, (...) … and so forth. ω is the first limit ordinal as it is neither 0 nor a successor ordinal. We follow the von Neumann convention, according to which each ordinal number α is identified with the set {ν ∣ ν α} of its predecessors. The ∈ relation on ordinals thus coincides with <. We have 0 = ∅ and α + 1 = α ∪ {α}. According to the usual set-theoretic conventions, ω is identified with the first infinite cardinal ℵ0, similarly for the first uncountable ordinal number ω1 and the first uncountable cardinal number ℵ1, etc. We thus arrive at the following picture:The von Neumann hierarchy divides the class V of all sets into a hierarchy of sets Vα indexed by the ordinal numbers. There are two strategies for engineering species for conservation purposes, de-extinction and gene drives. Engineering species for conservation purposes is not in principle wrong, and on common criteria for assessing conservation interventions there may well be cases in which de-extinction and gene drives are evaluated positively in comparison to other possible strategies. De-extinction is not as transformative a conservation technique as it initially appears. It is largely dependent, as a conservation activity, upon traditional conservation practices, such as captive breeding programs, (...) species reintroductions, and habitat improvement and protection. In contrast, gene drives have the potential to significantly restructure how conservation problems are framed and approached. Gene drives are therefore a much more disruptive technology for conservation philosophy and practice. (shrink)

: There is a concern that genetic engineering will exacerbate existing social divisions and inequalities, especially if only the wealthy can afford genetic enhancements. Accordingly, many argue that justice requires the imposition of constraints on genetic engineering. However, it would be unwise to decide at this time what limits should be imposed in the future. Decision makers currently lack both the theoretical tools and the factual foundation for making sound judgments about the requirements of justice in a genetically transformed society. (...) Moreover, focusing on the uncertain inequities of the future may result in failure to give priority to more pressing inequities of the present. Especially in a country that recently has enacted tax legislation that will widen existing wealth disparities, concern about the distant threat of a genetic aristocracy appears misplaced. (shrink)

Civil Religion offers philosophical commentaries on more than twenty thinkers stretching from the sixteenth to the twentieth century. The book examines four important traditions within the history of modern political philosophy and delves into how each of them addresses the problem of religion. Two of these traditions pursue projects of domesticating religion. The civil religion tradition, principally defined by Machiavelli, Hobbes, and Rousseau, seeks to domesticate religion by putting it solidly in the service of politics. The liberal tradition pursues an (...) alternative strategy of domestication by seeking to put as much distance as possible between religion and politics. Modern theocracy is a militant reaction against liberalism, and it reverses the relationship of subordination asserted by civil religion: it puts politics directly in the service of religion. Finally, a fourth tradition is defined by Nietzsche and Heidegger. Aspects of their thought are not just modern, but hyper-modern, yet they manifest an often-hysterical reaction against liberalism that is fundamentally shared with the theocratic tradition. Together, these four traditions compose a vital dialogue that carries us to the heart of political philosophy itself. (shrink)

In this article we analyze the claim that a probabilistic interpretation of the infinite epistemic regress problem leads to a unique solution, the so called “completion” of the regress. This claim is implicitly based on the assumption that the standard Kolmogorov axioms of probability theory are suitable for describing epistemic probability. This assumption, however, has been challenged in the literature, by various authors. One of the alternatives that have been suggested to replace the Kolmogorov axioms in case of an epistemic (...) interpretation of probability, are belief functions, introduced by Shafer in 1976. We show that when one uses belief functions to describe the infinite epistemic regress problem, it is no longer the case that the solution is unique. Can global justice simply be seen as social justice writ large? According to Miller it cannot. Seen from the viewpoint of justice there are fundamental differences between the national and international sphere. Just like Nagel he strongly rejects monism. Yet unlike Nagel, Miller does not confine duties of justice to sovereign states. Different forms of human association require different principles of justice. Strangely enough, however, Miller does not replace Nagel’s dualism with a multi‐level ethical position, but with a split‐level one. (...) In this article we argue that – contrary to Miller’s own claims – his contextualist view of justice contains the necessary tools for accepting the importance of multiple contexts of justice beyond the nation‐state. Even if one is committed to seeing nation‐states as the privileged sites of social justice, there is no reason not to recognize substantial amounts of social justice above the nation‐state level. Does democracy or popular sovereignty imply exclusion and drawing borders? And if so, what type of exclusion and borders, and what kind of justification can we give for them? Moreover, if democracy really requires some kind of exclusion, is global democracy then a paradoxical union of two contradictory ideals? Can we create a demos on the global level? The focus of this collection of essays is on this potential conflict and its underlying values.

Business ethics serves the important social function of integrating business and society, by promoting the legitimacy ofbusiness operations, through critical reflection. Although the social function of business ethics is impliCit in leading business ethicsfoundation theories, it has never been presented in a systematic way. This article sets out to fill this theoretical lacuna, and to explore the theoretical potentials of a functional approach to business ethics. Key concepts from Parsonian functionalistic SOCiology are applied to establish the social integrative function of (...) business ethics. This produces a theoretical framework for business ethics that provides strong theoretical arguments against often-heard criticisms of business ethics. Many of these criticisms are ideological in nature, in that they systematically play down the importance of integrative functions in the bUSiness-society relationship, on the grounds of unrealistic assumptions about the performance of economic and bureaucratic institutions. However, business ethics itself can alsobecome ideological, if it forgets that the conditions for the application of ethics to business are not always ideal as well. (shrink)

Hannah Arendt develops an immensely attractive account of `judgment', both as a supremely important human mental capacity and with respect to its place in political life, and this account rightly draws attention from a broad array of political theorists. Her essay `Truth and Politics' is one of the texts in which she first articulates this account of judgment. However, the account of truth offered in that essay is full of both puzzles and problems — notably, the puzzle of why Arendt, (...) committed as she is to elevating the dignity of political life, thinks she needs to drive a wedge between politics and truth to the extent that she does in her account of the relation between them. The question pursued in this article is: why does Arendt think that, in order to give judgment and opinion the dignity that are appropriate to them, she needs, as it were, to slander truth as `coercive', `tyrannical', and so on? This brief essay explores how understanding the treatment of expert evidence requires engaging with its legal and political contexts, and not just focusing on its epistemological aspects. Although the law of evidence and thus its treatment of experts is significantly informed by epistemological considerations, it is also informed by concerns over the organization of trials, larger issues of intelligent governance, social concerns, and enforcement issues. These five aspects to the law of evidence give rise to principles to guide the explicit (...) structuring of the law of evidence that are identified here as well. This complexity helps to explain why the central issue of expert testimony is not the epistemological one of knowledge and belief but instead the conflict between educational and deferential modes of trial. The probabilistic account of juridical proof meets insurmountable problems. A better explanation of juridical proof is that it is a form of inference to the best explanation that involves the comparative plausibility of the parties’ stories. In addition, discrete evidentiary matters such as relevance and probative value are also best understood as involving inference to the best explanation rather than being probabilistic.

The principles and practices of research peer review are described. While the principles are fundamentally generic and apply to peer review across the full spectrum of performing institutions as well as to manuscript/proposal/program peer review, the focus of this paper is peer review of proposed and ongoing programs in federal agencies. The paper describes desireable characteristics and important intangible factors in successful peer review. Also presented is a heuristic protocol for the conduct of successful peer review research evaluations and impact (...) assessments. Problems with peer review are then outlined, followed by examples of peer review of proposed and existing programs in selected federal agencies. Some peer review variants, such as the Science Court, are described, and then research requirements to improve peer review are discussed. (shrink)

St. Augustine is the bridge that links ancient philosophy and early Christian theology to the thought patterns of the Middle Ages. But the influence of Augustine's philosophy in general and his epistemology in particular extends far beyond medieval philosophy. Such modern philosophers as Descartes and Malebranche carry the stamp of Augustinism upon their philosophies. What is not so well known is that even some of the most original ideas of Berkeley and Kant can be found anticipated in Augustine.

Somewhere along the course of evolution, and at some time in any one of us on the way from zygote to adult, some forms of detection became beliefs, and some tropisms turned into deliberate desires. Two transitions are involved: from functional responses to intentional ones, and from non-conscious processes to conscious ones that presuppose language and are powered by neocortical re- sources. Unconscious and functional mental processes remain and constitute an 'intuitive' system that collaborates uneasily with the conscious intentionality of (...) the 'analytic' system. Emotions bridge these divides: in particular, specifc feelings affect inference, cognition and metacognition. In what follows, after a brief reminder of the crucial role of emotions to rational thought and action in general, I first look at how fear affects belief. I then narrow my focus to some examples of what I shall refer to as epistemic feelings. These include specialized variants of fear and greed; and feelings of doubt, certainty, knowing and familiarity. I shall also describe some surprising recent findings about the influence of oxytocin on trust and about the direct influence of social conformity on perception and belief. (shrink)
