Surveillance in public health is the means by which people who are responsible for preventing or controlling threats to health get the timely, ongoing, and reliable information they need about the occurrence, antecedents, time course, geographic spread, consequences, and nature of these threats among the populations they serve. “Policy surveillance” is the ongoing, systematic collection, analysis, and dissemination of information about laws and other policies of health importance.

Looking back on it, it seems almost incredible that so many equally educated, equally sincere compatriots and contemporaries, all drawing from the same limited stock of evidence, should have reached so many totally different conclusions---and always with complete certainty.

The Elephant and the Blind is a book about why we need a new culture of consciousness, and how to get it. A culture of consciousness (or Bewusstseinskultur) is a culture that values and cultivates the mental states of its members in an ethical and evidence-based way.

The first aim of this paper is to prove a topological completeness theorem for a weak version of Stalnaker’s logic KB of knowledge and belief. The weak version of KB is characterized by the assumption that the axioms and rules of KB have to be satisfied with the exception of the axiom (NI) of negative introspection. The proof of a topological completeness theorem for weak KB is based on the fact that nuclei (as defined in the framework of point-free topology) (...) give rise to a profusion of topological belief operators that are compatible with the familiar topological knowledge operator. Thereby a canonical topological model for weak KB can be constructed. For this canonical model a truth lemma for the K and B holds such that a completeness theorem for KB can be proved in the familiar way. The second aim of this paper is to show that the topological interpretation of knowledge K comes along with a complete Heyting algebra of belief operators B that all fit the knowledge operator K in the sense that the pairs (K, B) satisfy all axioms of weak KB. This amounts to a pluralistic relation between knowledge and belief: Knowledge does not fully determine belief, rather it designs a conceptual space for belief operators where different (competing) belief operators coexist. The term robustness is ubiquitous in modern Machine Learning (ML). However, its meaning varies depending on context and community. Researchers either focus on narrow technical definitions, such as adversarial robustness, natural distribution shifts, and performativity, or they simply leave open what exactly they mean by robustness. In this paper, we provide a conceptual analysis of the term robustness, with the aim to develop a common language, that allows us to weave together different strands of robustness research. We define robustness as (...) the relative stability of a robustness target with respect to specific interventions on a modifier. Our account captures the various sub-types of robustness that are discussed in the research literature, including robustness to distribution shifts, prediction robustness, or the robustness of algorithmic explanations. Finally, we delineate robustness from adjacent key concepts in ML, such as extrapolation, generalization, and uncertainty, and establish it as an independent epistemic concept. (shrink)

Artificial Intelligence research and regulation seek to balance the benefits of innovation against any potential harms and disruption. However, one unintended consequence of the recent surge in AI research is the potential re-orientation of AI technologies to facilitate criminal acts, term in this chapter AI-Crime. AIC is theoretically feasible thanks to published experiments in automating fraud targeted at social media users, as well as demonstrations of AI-driven manipulation of simulated markets. However, because AIC is still a relatively young and inherently (...) interdisciplinary area—spanning socio-legal studies to formal science—there is little certainty of what an AIC future might look like. This chapter offers the first systematic, interdisciplinary literature analysis of the foreseeable threats of AIC, providing ethicists, policy-makers, and law enforcement organisations with a synthesis of the current problems, and a possible solution space. This paper develops an account of how the implementation of ML models into healthcare settings requires revising the methodological apparatus of philosophical bioethics. On this account, ML models are cognitive interventions that provide decision-support to physicians and patients. Due to reliability issues, opaque reasoning processes, and information asymmetries, ML models pose inferential problems for them. These inferential problems lay the grounds for many ethical problems that currently claim centre-stage in the bioethical debate. Accordingly, this paper argues that the best way (...) to make progress in remedying these ethical problems is to distil their epistemic core and to identify appropriate epistemic norms as guardrails. The viability of this approach will be highlighted based on four key issues: trust, responsibility, paternalism, and fairness. In that respect, the paper also contributes to a more pronounced view of the specific methodological challenges for ethical theorizing, when the point of reference are complex statistical models that make predictions, rather than individual agents, acting for reasons. I defend a novel way of working out the Balancing View of Ought, that is, the view that whether one ought to take some action depends on nothing but the balance of the reasons for the action and those against it or for its alternatives. I show that the Balancing View needs to be complemented by certain principles of reason transmission, at least one of which might seem rather surprising. The result is an attractive theoretical package that allows for compelling (...) explanations of noteworthy normative phenomena, including ones that the Balancing View has been claimed to be at odds with. The work of Thomas White represents a systematic attempt to combine the best of the new science of the seventeenth century with the best of Aristotelian tradition. This attempt earned him the criticism of Hobbes and the praise of Leibniz, but today, most of his attempts to navigate between traditions remain to be explored in detail. This paper does so for his ontology of accidents. It argues that his criticism of accidents in the category of location as entities over (...) and above substances was likely aimed at Francisco Suárez, and shows how White’s worries about the analysis of location were linked with his broader cosmological views. White rejects real qualities, but holds that the quantity of a substance is somehow distinct from its bearer. This reveals a common ground with some of his scholastic interlocutors, but lays bare a deep disagreement with thinkers like Descartes on the nature of matter. (shrink)

Naturalism is the current orthodoxy in analytic philosophy. Naturalism is the conjunction of the (ontological) claim that all that truly exists are the entities countenanced by the natural sciences and the (epistemological) claim that the only true knowledge is natural-scientific knowledge. Drawing on some recent work in Critical Theory, this article argues that naturalism qualifies as an ideology. This is the case because naturalism meets three key aspects shared by paradigmatic cases of ideology: (i) naturalism has practical consequences and implications (...) of a specific kind, (ii) those endorsing naturalism fall prey to a dual deception: having false meta-level beliefs about naturalism as being without alternative, and (iii) naturalism has a tendency towards self-immunisation. The article ends by suggesting we pull naturalism out of our collective cognitive backgrounds onto the main stage of critical discourse, making it a proper topic for philosophical critique again. Theron Pummer's impressive new book The Rules of Rescue seeks to defend effective altruism without taking on the controversial moral theoretical commitments. Through an exploration of the framework of requiring reasons and permitting reasons that is the backbone of his argument, this article raises some doubts about how successful Pummer's strategy of avoidance can be.

In this chapter, I consider the unity of self-consciousness and objectivity. Starting from the notion that the objective character and the self-conscious character of thought seem in tension, I discuss Sebastian Rödl’s Self-Consciousness and Objectivity and his thesis that this tension is merely apparent. This resolution suggests an immediate route to absolute idealism. I recall two Hegelian objections against such an immediate route. Against this background, it transpires that the dissolution of the apparent opposition of objectivity and self-consciousness can only (...) be a preliminary step, opening our eyes to an actual opposition animating the pursuit of knowledge: the opposition of knowledge of nature and self-knowledge. This actual opposition cannot be removed as merely apparent and instead has to be sublated through articulation of its speculative unity. I consider two paradigms for the exposition of such a speculative unity: Kant’s account of judgments of beauty, and Hegel’s account of the speculative unity of life and self-consciousness. I close by contrasting these two approaches with Rödl’s characterization, which strikes me as one-sided. Absolute idealism, properly understood, requires us to develop the speculative unity of knowledge of nature and self-knowledge from both sides, showing us that knowledge of nature is self-knowledge, but equally: that self-knowledge requires knowledge of ourselves as nature. Art has long been said to open up a different relationship to nature for the subject than ordinary theoretical or practical knowledge allows. Instead of making nature the distanced object of our contemplation or the mere material and means of our practical constructions, art discloses to us an intelligibility of nature that reaches further than our concepts and a naturalness of ourselves that connects us with what we usually relate to as our other. Against this backdrop, it does not seem (...) surprising that the discussions about the problematic relationship to nature that have characterised the Anthropocene repeatedly turn to art and highlight its ability to overcome the problematic modern opposition of subject and object, spirit and nature, which has got us in this mess. In what follows, I want to argue, however, that art and aesthetic experience can only help here if it leads beyond the classical aesthetic paradigms of the beautiful and the sublime. The beautiful dwells in a dream of a harmonic fit between subject and nature that is precisely in question in the Anthropocene, and the sublime presents the superior power of nature only to bring out a different kind of power in the intelligent subject that remains untouched by natural might. These classical figures of aesthetic experience thus obscure how profoundly we need to revise our relation to nature in order to respond to the Anthropocene. -/- In order to see this, it is helpful to first take a look at how (I) modern aesthetics around 1800 fundamentally conceived of art as a second or other nature. Against this background, we can understand more precisely (II) in which sense the figures of natural beauty and the sublime conceive of the relationship to nature. In view of the Anthropocene, these figures threaten to become part of an aesthetic ideology. We therefore need (III) other aesthetic strategies which I will point to in the third part. (shrink)

After a wave of breakthroughs in image‐based medical diagnostics and risk prediction models, machine learning (ML) has turned into a normal science. However, prominent researchers are claiming that another paradigm shift in medical ML is imminent—due to most recent staggering successes of large language models—from single‐purpose applications toward generalist models, driven by natural language. This article investigates the implications of this paradigm shift for the ethical debate. Focusing on issues like trust, transparency, threats of patient autonomy, responsibility issues in the (...) collaboration of clinicians and ML models, fairness, and privacy, it will be argued that the main problems will be continuous with the current debate. However, due to functioning of large language models, the complexity of all these problems increases. In addition, the article discusses some profound challenges for the clinical evaluation of large language models and threats to the reproducibility and replicability of studies about large language models in medicine due to corporate interests. Social scientific reasoning (SSR) is essential to social science education and to a democratic society as a whole. Students are challenged to analyze and reason about social problems such as social inequality, crime, and poverty. However, students experience difficulties with SSR. This study addresses the research question: Which design principles can guide teachers in designing lessons that promote social scientific reasoning? In this design-based research, four social science teachers employed a conceptualization of SSR and its levels together with three initial (...) design principles to develop curriculum materials and activities. These design principles and curriculum materials were piloted in two secondary education classes (9th and 10th grades) and evaluated by four social science teachers, four social science teacher educators and 90 students. The study produced six design principles that can promote students’ SSR. In combination with the curriculum materials, those design principles can help develop teachers’ pedagogical content knowledge and guide the design of tasks and units that develop SSR. (shrink)

Detection theory has been applied to a host of varied problems (for example, measuring the accuracy of diagnostic systems or reliability of lie detection tests) and extends far beyond the detection of signals. This book is a primer on the subject.

Kant speaks repeatedly about the relations between ends or aims and scientific research, but the topic has mostly been ignored. What is the role of ends, especially (though not exclusively) practical ones, in his views on science? I will show that while Kant leaves ample space for recognizing a function of ends both in the definition and the pursuit of inquiry, and in the further practical application of scientific cognition, he does not claim that science is simply an instrument for (...) achieving practical ends. I explain his complex conception, pointing out that Kant argues (1) that the sciences require ends for their very definition, (2) that ends come in fundamentally different kinds, (3) that the relation between science and ends requires the rational determination and hierarchization of all our ends, with “wisdom” as the highest, and (4) that this determination and hierarchization – which ought to be done by metaphysics – has itself to be carried out in a “scientific way”. I show further that (5) Kant gives sui generis weight to the epistemic aims and standards of science and to the autonomy of science from our practical lives. This places his position between separatism and anti-separatism with regard to the relation between science and our ends or values. (shrink)

There is an unresolved stand-off between ontological naturalism and phenomenological thought regarding the question whether normativity can be reduced to physical entities. While the ontological naturalist line of thought is well established in analytic philosophy, the phenomenological reasoning for the irreducibility of normativity has been largely left ignored by proponents of naturalism. Drawing on the work of Husserl, Heidegger, Schütz, Stein and others, I reconstruct a phenomenological argument according to which natural science (as the foundation of naturalization projects) is itself (...) a part of the essentially normative life-world to the effect that ontological naturalism faces a bootstrapping problem. I aim to demonstrate that this stand-off is grounded in a deep disagreement about the possibility of reduction. I close by arguing that this deep disagreement turns on the question which conception about the nature of (natural) science is true. This result pits a perfectionist model of science (implied by ontological naturalism) against a pragmatist conception of science (in favour of the phenomenological argument). The motivation is that transforming the disagreement about the controversial principle into a disagreement about conceptions of science may help to offer a foundation for different attempts at solving the stand-off. The conception of property at the basis of Hegel’s conception of abstract right seems committed to a problematic form of “possessive individualism.” It seems to conceive of right as the expression of human mastery over nature and as based upon an irreducible opposition of person and nature, rightful will, and rightless thing. However, this chapter argues that Hegel starts with a form of possessive individualism only to show that it undermines itself. This is evident in the way Hegel unfolds the (...) nature of property as it applies to external things as well as in the way he explains our self-ownership of our own bodies and lives. Hegel develops the idea of property to a point where it reaches a critical limit and encounters the “true right” that life possesses against the “formal” and “abstract right” of property. Ultimately, Hegel’s account suggests that nature should precisely not be treated as a rightless object at our arbitrary disposal but acknowledged as the inorganic body of right. (shrink)

First, why is it important to ask whether there is, was, or even ever (...) will be something legitimately considered a Tokyo School? Second, how do the Japanese think in terms of schools, and what words might specifically designate a school of philosophy? I will try to answer these questions, not in an abstract or general way, but one that uses the Japanese cultural context for its point of departure.Japanese Regionalism and Japanese PhilosophyLet us start with the first issue: why ask whether there is a Tokyo School? One possibility, of course, is regional bragging rights between Kansai and Kantō as we find in, for example, sumō rivalries. In this version, for example, Kumazawa Banzan 熊沢蕃山 is the ōzeki and Ogyū Sorai 荻生徂徠 the sekiwake of the East, while the equivalents in the West are Arai Hakuseki 新井白石 and Itō Jinsai 伊藤仁斎.Such artifacts confirm a long history of East–West philosophical rivalries within Japan, but that hardly justifies our quest for a Tokyo School. Still, let us not too quickly dismiss the banzuke as simply an idiosyncratic curiosity; it has something more to teach us. If nothing else, it shows that at least in the Edo period, some intellectuals assumed a correlation between geographical location and philosophical perspective. That brings to light two common [End Page 6] present-day misconceptions, one about Japanese culture and one about philosophy.The first misconception is that Japanese culture is monolithic, or if it is not, that the Japanese like to think of their identity in that way. That mistaken view overlooks a potent force shaping Japanese identity: regionalism. The Japanese delight in celebrating the distinctive foods, crafts, scenery, dialects, festivals, and social customs of the different locales within the country. Even today, weeklong regional themes play out on morning TV shows as they broadcast on site from different locales throughout Japan. Undoubtedly a marketing ploy to encourage tourism, the shows also reinforce the Japanese sense of regional differences within their country. Grocery or department stores join in with weeklong “matsuri” campaigns dedicated to particular Japanese regions, highlighting sales of specialties in foods and crafts. If you go on a trip within Japan, your family and coworkers expect you to bring back omiyage as gifts—souvenirs or edibles distinctive to the place you visited. As a convenience for the harried traveler, train stations sell the omiyage associated with the specific locale.The recognition of regional differences within a single national identity traces back at least to the Nara period when the newly established central government began regularly compiling Fudoki 風土記 for each of the provinces. Those almanacs or gazetteers included details about the local demography, climate, agriculture, topography, dialects, local customs, festivals, folklore, and so forth. The East vs. West, Kantō vs. Kansai, or Tokyo (Edo) vs. Kyoto-Osaka contrast that interests us here became most prominent in the Edo period as Tokyo vied with Kyoto for prominence as the cultural center of Japan.4Centuries before anyone identified a “Kyoto School” of philosophy, the banzuke suggests that at least some intellectuals assumed that philosophizing in Kyoto-Osaka differed in some respects from philosophizing in Edo. Two principal questions lie at the heart of the philosophy of colour perception. First: how do colour experiences represent the world? Second: do colour representations veridically represent the world? This collection of papers closely examines the various ways in which colour experience may represent the world, and the possibilities regarding the veridicality of these representations. As it turns out, close attention to the above two questions illuminates novel ways of approaching the metaphysics of colour and colour experience. Paper one distinguishes (...) different ways in which colour experience can be veridical or erroneous, and uses these distinctions to motivate realist error theories: a new class of theory regarding the perception of colour. Realist error theories say that colour experience is erroneous regarding the location and/or metaphysics of colour, but is generally veridical regarding the instantiation of colour. I argue that realist error theories provide a new approach to certain tensions between our motivated metaphysics for colour and how experience represents the colours. Paper two falls into two parts. In the first part, I argue that extant subject-dependent theories of colour fail to delineate veridical colour experiences from erroneous colour experiences. In part two, I develop novel subject-dependent theories which successfully delineate veridical colour experiences from erroneous colour experiences. I advocate for mono-minimalism: a view which says that colours are subject-dependent properties which range over at least one standard perceiver in at least one standard condition. Paper three focuses on the distinction between steady and unsteady colours. Extant proposals involve positing that steady colours are subject-independent and unsteady colours are subject-dependent. I argue that the subject-dependent theorist can explain the metaphysical difference between steady and unsteady colours in wholly subject-dependent terms. We can say that steady and unsteady colours are both subject-dependent properties, but steady colours range over a broader range of perceptual conditions compared to unsteady colours. I argue that this bifurcation in the scope of the colours is consistent with the mono-minimalist theory of colour proposed in paper two. (shrink)

It presents modern ethics from Nietzsche, Adorno, and Habermas to Kohlberg's stages of moral development.

The prevalent rule-based perspective on diversity management renders most diversity initiatives more or less uniform, and it therefore also renders the individual in charge of these initiatives replaceable. Against this background, this article argues that an ethical realignment towards a virtue-based perspective, focusing on the diversity manager him- or herself, could help rethink diversity management, and to refashion it into a more impactful shape. The virtue in question is the Aristotelian notion of the virtue of practical wisdom. Making their practical (...) wisdom a selection criterion for the recruitment process is a first step in the direction of upgrading the concept of diversity management. However, it is also important to adjust their working conditions, the design of their role, as well as their autonomy and performance evaluations in a way that allows them to develop, maintain, and practice this phrónēsis. This paper develops an account of the opacity problem in medical machine learning (ML). Guided by pragmatist assumptions, I argue that opacity in ML models is problematic insofar as it potentially undermines the achievement of two key purposes: ensuring generalizability and optimizing clinician–machine decision-making. Three opacity amelioration strategies are examined, with explainable artificial intelligence (XAI) as the predominant approach, challenged by two revisionary strategies in the form of reliabilism and the interpretability by design. Comparing the three strategies, I argue that (...) interpretability by design is most promising to overcome opacity in medical ML. Looking beyond the individual opacity amelioration strategies, the paper also contributes to a deeper understanding of the problem space and the solution space regarding opacity in medical ML. Open peer commentary on the article “The World of Screen Creatures” by Bin Liu. Abstract: I examine the premise that Liu’s screen creatures duplicate the images of a first-person shooter. I raise questions about the first-person perspective of screen creatures and their use of language.

This article constitutes a substantial introduction to the thematic issue “Matters.” After introducing briefly the scattered constellation described by some as “new materialism” or “the material turn,” as well as its main concepts and methods, I offer a deconstructive reflection on “the turn” by challenging a series of theoretical gestures meant to coalesce the turn to materiality in contemporary continental philosophy—starting with the exclusion of the much maligned “linguistic turn” and the opposition to an “old” concept of matter presented as (...) passive, inert, and mechanistic. I analyze how these two exclusions—precarious as they may be—allow for a relative coalescence of the new “scene” while betraying its essential heterogeneity and self-inadequacy. I thus interrogate the conditions that make the position of a “new” materialism possible, giving it force and necessity, while questioning what the production of this so-called novelty potentially obfuscates. After raising a series of questions related to new materialism’s conceptuality, I introduce the contributions that make up the thematic issue. I also provide a substantial bibliography to help the reader navigate the material turn as well as its various critiques from the perspectives of philosophical history, object-oriented ontology, social and ethico-political theory, deconstruction, critical race studies, or other perspectives on materialist theory. This book analyzes iconic British children's literature through the lens of formal educational theory, policy, and practice. Examining themes like growth mindset and project-based learning alongside educational philosophers like Plato, Rousseau, and Dewey, the author sheds new light on children’s classics from Alice in Wonderland to Harry Potter.

Recent work on mood choice considers fine-grained semantic differences among desire predicates (notably, ‘want’ and ‘hope’) and their consequences for the distribution of indicative and subjunctive complement clauses. In that vein, this paper takes a close look at ‘intend’. I show that cross-linguistically, ‘intend’ accepts nonfinite and subjunctive complements and rejects indicative complements. This fact poses difficulties for recent approaches to mood choice. Toward a solution, a broad aim of this paper is to argue that—while ‘intend’ is loosely in the (...) family of desire predicates—it differs from ‘want’ and ‘hope’ in that it has a causative component, and this is relevant to its mood choice behavior, given that causative predicates also systematically reject indicative complements. More concretely, my analysis has three ingredients: (i) following related proposals in philosophy, intention reports have causally self-referential content; (ii) encoding causal self-reference requires abstraction over the complement clause’s eventuality argument; and (iii) nonfinite and subjunctive clauses enable such abstraction but indicative clauses do not. Aside from causative predicates, independent support for the proposal comes from the syntax of belief-/intention-hybrid attitude predicates like ‘decide’ and ‘convince’, anankastic conditional antecedents, aspectual predicates, and memory and perception reports. Synthesizing this result with that of previous literature, the emergent generalization is that subjunctive mood occurs in attitude reports that involve either comparison or eventuality abstraction. Toward a unified theory of mood choice, I suggest that both comparison and eventuality abstraction represent departures from the clausal semantics of unembedded assertions and consequently that subjunctive mood signals such a departure. I argue that colleges should include philosophy courses as general-education requirements. I begin by explaining the prima facie case against general-education requirements and the need for philosophers to defend their courses’ place in the general-education curriculum. Next, I present two arguments for philosophy as a general-education requirement. The first is the Argument from Content: that philosophy courses’ content tends to match the intended nature and purposes of general-education courses. There is a distinction between two different ways in which people’s interests might figure as inputs into the reasoning that determines verdicts of moral permissibility and impermissibility. Their interests may receive a certain priority in that reasoning, as for example the interests of the people whose lives are at stake in the famous Bystander example should. Or they may not, as for example the interests in spectacle that people watching on the sidelines might have should not. A theory of rights (...) needs to make sense of this distinction. One of the chief attractions of Alec Walen’s theory of rights in The Mechanics of Claims and Permissible Killing in War is that it promises to do so, thanks to the concept of a claim that it introduces and the structural role this concept plays in the theory. However, I argue here that the substantive content of the mechanics of claims – in particular, a principle Walen calls the ‘welfare principle’ – privileges welfare interests to a degree that threatens to undermine the theory’s advantages. I consider and reject some ways of modifying the welfare principle so as to avoid this implication, suggesting that their failure raises much deeper questions of moral theory that must be confronted if the mechanics of claims is to make good on its promise. Cephalos and Kant. A conversation on duties Socrates’s first conversational partner in Plato’s Politeia is Cephalos, the host of the dialogue. But the conversation between Cephalos and Socrates does not appear to be very fruitful. It merely seems to function as the setting of the stage. Nonetheless, what Cephalos has to say about life and old age, about justice and doing one’s duty is far from uninteresting. Indeed, if Cephalos had presented his views to Immanuel Kant, they would have been (...) well received. Kant would have agreed with Cephalos’s emphasis on duties: the duty to speak truthfully; the duty of returning what one has borrowed from another and the duty of gratitude for what one has been given. Kant’s fictional conversation with Cephalos even presents us with some unexpected vistas. (shrink)

In this paper, I will interpret a short passage from Hegel’s Doctrine of Essence on the relation between causality and life. In this passage, Hegel rejects using causal language to analyze phenomena of the living. This rejection is puzzling though, if one takes Hegel’s account of causality into account. By discussing the passage, I hope to shed some light on Hegel’s understanding of life and its relation to causality. After presenting my reading of the causality chapter (2.), the passage itself (...) will be interpreted (3.). Afterwards, I pose some interpretative problems concerning the passage and discuss it critically (4.). Finally, I will use passages from the Encyclopedia and the Logic of the Concept to further clarify Hegel’s main claim in the passage by contrasting it to his concept of life (5.).
