Reserve systems are a tool to allocate scarce resources when stakeholders do not have a single objective. This paper introduces some basic concepts about reserve systems for pandemic medical resource allocation. At the onset of the Covid-19 pandemic, we proposed that reserve systems can help practitioners arrive at compromises between competing stakeholders. More than a dozen states and local jurisdictions adopted reserve systems in initial phases of vaccine distribution. We highlight several design (...) issues arising in some of these implementations. We also offer suggestions about ways practitioners can take advantage of the flexibility offered by reserve systems. (shrink)

Hastings became a center for field biology on the West Coast, and by 1960 it was serving as a model for the creation of additional U.C. reserves. Today, the U.C. Natural Reserve System is the largest and most diverse network of university-based biological field stations in the world, with 36 sites covering more than 135,000 acres. This essay examines the founding of (...) the Hastings Reservation, and asks how it managed to grow and develop, in the 1940s and 1950s, during a time of declining support for natural history research. It shows how faculty and staff courted the support of key institutional allies, presented themselves as the guardians of a venerable tradition in nature study, and emphasized the station’s capacity to document ecological change and inform environmental policy and management. In the years since, Hastings and other U.C. reserves have played crucial roles in California environmental politics. Biological field stations in the post-war era deserve more attention not only from historians of biology, but also from environmental historians and other scholars interested in the role of science in society. In May 1973 a new collaboration between NASA, the Indian Health Service, and the Lockheed Missiles and Space Company promised to transform the way members of the Papago (now Tohono O’odham) Tribe of southern Arizona accessed modern medicine. Through a system of state-of-the-art microwave relays, slow-scan television links, and Mobile Health Units, the residents of the third-largest American Indian reservation began to access physicians remotely via telemedical encounters instead of traveling to distant hospitals. Examining the history of the STARPAHC (Space (...) Technology Applied to Rural Papago Advanced Health Care) project from the perspective of NASA and its contractors, from the perspective of the Indian Health Service, and from the perspective of O’odham engineers and health professionals offers a new focus, emphasizing the American Indian reservation as a site of medical research and technological development in the late twentieth century, with specific attention to the promise of information technology to address health disparities and the role of American Indians as actors in the late twentieth-century history of science, technology, and medicine. Synthetic biology, an emerging field of science and technology, intends to make of the natural world a substrate for engineering practice. Drawing inspiration from conventional engineering disciplines, practitioners of synthetic biology hope to make biological systems standardized, calculable, modular, and predictably functional. This essay develops a Heideggerian reading of synthetic biology as a useful perspective with which to identify and explore key facets of this field, its knowledge, its practices, and its products. After overviews of synthetic biology and Heidegger’s (...) account of technology, I discuss calculability, utility, function, setting-upon, and ordering, with the aim of discussing the manner in which synthetic biology works to render the biological world intelligible as something to be used, rather than something that is in and of itself. Having developed this Heideggerian reading, I proffer a number of corrections to his account that enable a more accurate, nuanced understanding of synthetic biology. Specifically, I discuss the notion of Ge-stell and submit that multiple systems of “enframing” may help to make Heidegger’s argument more robust. I suggest that synthetic biology may work to reveal the natural world as a standing-reserve of function. (shrink)

The two most popular approaches to Carnap's 1928 Aufbau are the empiricist reading of Quine and the neo-Kantian readings of Michael Friedman and Alan Richardson. This paper presents a third "reserved" interpretation that emphasizes Carnap's opposition to traditional philosophy and consequent naturalism. The main consideration presented in favor of the reserved reading is Carnap's work on a physical construction system. I argue that Carnap's construction theory was an empirical scientific discipline and that the basic relations of its construction systems (...) need not be eliminated. (shrink)

The coronavirus disease 2019 (COVID-19) pandemic has motivated medical ethicists and several task forces to revisit or issue new guidelines on allocating scarce medical resources. Such guidelines are relevant for the allocation of scarce therapeutics and vaccines and for allocation of ICU beds, ventilators, and other life-sustaining treatments or potentially scarce interventions. Principles underlying these guidelines, like saving the most lives, mitigating disparities, reciprocity to those who assume additional risk (eg, essential workers and clinical trial participants), and equal access may (...) compete with one another. We propose the use of a “categorized priority system” (also known as a “reserve system”) as an improvement over existing allocation methods, particularly because it may be able to achieve disparity mitigation better than other methods. By philosophy of reservation system, we mean philosophical examination of the issues arising as a result of introduction, implementation with its acceptance and denial of the process of reservation system. My main intention is to analyze the problems and discuss prospects in connection with the philosophy of reservation system introduced in India. B.R. Ambedkar always tried to uplift the backward and lower sections of our society. He says that Hindus have an innate and inveterate conservatism and they have a religion (...) incompatible with liberty, equality and fraternity. My point is that if we are going to initiate and incorporate the Ambedkarite thought of reservation for the betterment and upliftment of the weaker people of our society then those weaker people must be included in and have the benefit of reservation system irrespective of any caste and creed. But in practice it appears unreal and unjust to those weaker people of higher classes. (shrink)

As hospitals in the US and elsewhere fill again with patients with covid-19, discussions about how to fairly allocate scarce medical resources have come to the fore once again. One frequently voiced concern is that non-covid-19 patients with urgent health needs are facing indefinitely postponed surgeries, long-distance hospital transfers, or even are unable to access medical treatment. In our view, a reserve or categorised priority system could help. It could be used to fairly distribute scarce medical capacity—such as staffing, (...) physical space, and medical treatments—between covid-19 and non-covid-19 patients, just as it has been used or proposed to allocate covid-19 therapeutics and vaccines. Ethical objections to the use of mass media and the internet help explain why the Plain People of North America avoid new communication technologies. Each subgroup of plain folk-including Amish, Mennonites, and Brethren adopt differing amounts of new technology, and the use variesfrom region to region or even,from community to community. Old media such as the radio and telephone and newer media such as television and the internet introduce diferent and unwelcome moral values into plain communities, although the telephone is (...) often a borderline case. The ethical systems of the Old Order groups provide a unique and pragmatic critique of the widespread acceptance of mass media and the internet in the larger social world. (shrink)

In this article we consider an argument put forth by Selgin in support of the claim that there exists a mechanism for limiting coordinated expansions of fiduciary media under a system of fractional reserve free banking. Selgin argues that such banks hold risk-adjusted reserves against expected losses, and even if the expectation of reserve losses remains zero, the variance of such losses increases under an in-concert expansion . It is this increased variability that is claimed to act as (...) a brake on the expansion. We take issue with this argument on the basis of the fact that such a characterization of observed clearings would require that characteristics of the underlying data-generating process be obtainable from pathwise realizations of that process. In other words, there is an implicit assumption of stationarity in Selgin’s argument, and this assumption is at odds with well-known empirical facts of non-stationarity associated with most economic time series. We also point out ways in which techniques of risk management commonly found in the modern financial industry are unlikely to be effective in addressing this problem. (shrink)

The necessity for a government “lender of last resort” has been advanced as a justification for central banking. In this paper, I compare lending practices under central banking with those that would be likely to exist under a system of fractional-reserve free banking (FRFB). To do this I examine the underlying nature of banks as warehousing and credit-granting institutions and consider how redemption runs can arise as a consequence of fractional reserves in this system. Following the work of Thornton (...) and Bagehot, I describe principles of prudent lending that can be used to stem a redemption run when it arises. I examine the market incentives that apply under FRFB and how these incentives are perverted under a system of central banking. I find that a government central bank is not well-placed to lend according to prudent standards, and in fact is likely to use its power to pursue political goals that are at odds with prudent lending. I examine the US financial crisis and the actions of the Federal Reserve System to illustrate this view. (shrink)

Purpose. Institutionalism is gaining strength as a dominant point of view on the world. Its philosophical basis is the postulate of the uncertainty of the development, which comes to replace the neoclassical certainty characteristic of industrial society. The postulate of uncertainty is closely connected with the idea of subjectivization and individualization of post-industrial society. All these were very important components of the new paradigm, although they do not exhaust the problem. In the heart of postmodernism is a mass identity as (...) a spiritual substance, while the more recently mass of people to realize themselves as natural and social beings. Person has absolute freedom in the acceptance and rejection of culture and civilization; it is pluralistic in their actions and in their consciousness. It is the subject of history and it should be creative, fluent mastering all the achievements of culture. Methodology. The dialogue system of the Postmodern, which is the basis of human communication with another person, human with society is a model of convergent formation of the world community and world economy. The same model of rationalism and adequate industrial society is a monologue, which is easily builds a bridge to violence, even if it is carried out in the name of the man behind him and the pathos of the exaltation of man as the bearer of unlimited creation possibilities. However, it is very important not just to modify rationalism, and to understand the origins of civilization. Scientific novelty. The postmodern era begins is not easy. Modern defending, using all their reserves: public thirst for justice, the priority of rationality, monologist public agencies and politicians in contrast to the dialogic postmodern imperative modality in the spiritual existence of man instead the freedom. Finally, the world of the story is set a trap – the anthropological paradigm of the globalization ideology formation. In this paradigm, people see materialistic rational measure of space and society building, i.e. the natural and social being, not a spiritual person. All this was evident in the course of transformation in Ukraine. Its main weakness is obvious. This narrows the field of mass participation in the market or by the adopted symbolism, the field of subjectivity. The population is invited to wait and endure, i.e. plays the role of the object of political and economic manipulation. Even more unacceptable monopolization of subjectivity government, for which everything is regarded as a subject of state regulation. Conclusions. For civilization of cardinal feature is the treatment of the person as the subject of history. The need for the development of civilization to increase the degree of subjectivity in an economy where people can express themselves freely and responsibly through a system of private property relations: economic entity is the subject of property. Policy enhancing the role of human rights and the development of the principle of subjectivity means deepening the democratic foundations of the state structure. In the social sphere the subjectivity is expressed in the individualization of the social existence of man and the personification of public relations and it is implemented through the mechanisms of liberal institutions. It seems that the civilizational unity of the economy, democratic state and liberal society has the value of a scientific paradigm. Whatever the great cultural peaks of the postmodern, the main processes of a new society formed at its foot: in the area of formation of public consciousness and public preferences with the mass participation of the individual in the economy, in the field of state-building and the formation of social institutions on the principles of Amateur participation. Essay is based on life-world and in consequence is a experimental philosophy opposed to the rationalist system. This philosophy is a philosophy of finitude, anti-absolutist, that defends the philosophical relevance of the concrete and real subject. Finally, the essay understands critical reflection as a method of freedom. Among many important claims, Allen Wood in Kant's Ethical ought proposes that Kant's philosophy of history can be grasped as a "naturalist" approach, grounding human nature in biology. I suggest some reservations. First, I question Kant's conception of biology as (a still emergent) science. Second, I question Kant's extension of his notion of "natural predisposition" to reason and freedom. Third, I question the naturalism of Kant's philosophy of history by suggesting the excessive role providence must play in Kant's account. The (...) upshot is to find Kant's philosophy of history one of the less persuasive elements in his system of thought, despite Wood's energetic effort at a contemporary reconstruction. (shrink)

There is also a simple, apparently powerful argument—the “easy rescue requirement”—for believing that many people have strong moral reason to provide such life-extending support to others, thus bolstering the case for implementing optout systems. Here I consider two broad types of (...) feminist reservations about opt-out arrangements, one concerning the motivating argument, the other concerning ways in which opt-out practices might disproportionately burden women. This notion of a fundamentally relational subject is one that the reader is invited to explore and to test against other, more traditional, ways of constructing being. It is (...) a proposition entertained and evaluated in terms of its implications but it is not presented as the real, true, or most factual account of human experience. Throughout the text, Gergen attempts to replace the individual or monological expositional style with a more dialogical, plural kind of textual negotiation. The book is constantly questioning and coming to terms with itself, its critics, and its limitations. The book is, as Bakhtin might have it, multivocal. Gergen invokes his own authorial voice, but also his voice as an embedded, historical being. Each chapter is peppered with anecdotes and personal reflections woven into the overall narrative as concrete counterpoint to the abstractions of theoretical argument. In the process, Gergen is surprisingly intimate, personal, and generous with his private life and history. The book also becomes something more human, narrative, and funny than is usual in theoretical exegesis. This style is quite inviting, partly because it is rooted in everyday life but also because it explicitly invites, and even voices, the critic, the question, and the doubt. Ultimately, what is compelling in the pages of Relational Being is what is fundamentally compelling about relationalism itself—namely, the way that it displaces abstract system as the core of meaning and replaces it with embodied relation. This displacement has the potential to redress some of the essential distortions at the heart of Enlightenment reason—particularly that venerable tradition of riding one’s chosen theoretical hobby horse into the face of concrete, lived experience . Relational practice moves us away from the distortions that inevitably come when we make everything we encounter instrumental to some idea that we cherish . In this paper we extend an argument originally developed in Hülsmann to analyze changes to the structure of production that occur when the demand for money changes. In particular, we show that Hülsmann’s argument, which contrasted such changes under commodity and fiat systems, applies as well to the case of 100% reserve systems contrasted with fractional reserve free banking systems . Specifically, we argue that under a 100% reserve system, the structure of production will (...) change in response to a change in demand for money, and that it will not under FR/FB. In fact, such changes are beneficial. Since one of the central arguments in defense of FR/FB is precisely the fact that it avoids such changes to the structure of production , we conclude that this argument amounts to comparing different mechanisms for attaining different equilibrium states, and hence is invalid as a defense of that mechanism as such. Open peer commentary on the article “The Circular Conditions of Second-order Science Sporadically Illustrated with Agent-based Experiments at the Roots of Observation” by Manfred Füllsack. Upshot: I follow the general tenor of Füllsack’s target article but I have some basic reservations as to the utilization of the thermodynamics involved.

In this paper I provide an exposition and critique of Johnson and Noorman’s (2014) three conceptualizations of the agential roles artificial systems can play. I argue that two of these conceptions are unproblematic: that of causally efficacious agency and “acting for” or surrogate agency. Their third conception, that of “autonomous agency,” however, is one I have reservations about. The authors point out that there are two ways in which the term “autonomy” can be used: there is, firstly, the engineering (...) sense of the term, which simply refers to the ability of some system to act independently of substantive human control. Secondly, there is the moral sense of the term, which has traditionally grounded many notions of human mor-al responsibility. I argue that the continued usage of “autonomy” in discussions of artificial agency complicates matters unnecessarily. This occurs in two ways: firstly, the condition of autonomy, even in its engineering sense, fails to accurately describe the way “autonomous” systems are developed in practice. Secondly, the continued usage of autonomy in the moral sense introduces unnecessary meta-physical baggage form the free will debate into discussions about moral agency. In order to understand the debate surrounding autonomy, we would therefore first need to settle many seemingly intractable metaphysical questions regarding the existence of free will in human beings. The system reachability set is calculated by covering all possible behaviours of the system through a finite number of simulation steps to ensure that the system trajectory stays within a set safety region. In this paper, the theory of the game method is applied to the design of the controller, a very small controller is designed, and good control results are obtained by simulation. The system gradually shows a divergent trend and cannot achieve stable control. A multihop channel reservation Medium (...) Access Control protocol based on a parallel mechanism is proposed. The multihop channel reservation mechanism is proposed based on periodic node sleep, and the node uses the reservation frame to make the reservation of the channel and transmits the data according to the reservation information; the parallel mechanism is used to make the reservation information and data transmission simultaneously. Summary The Copernican system was condemned as heretical by a decree of the Roman Inquisition in 1633. This decree was effectively, though not officially, withdrawn in 1757, after which date Catholic astronomers felt themselves free to accept and propagate the system without reserve. Between these dates their attitudes varied greatly. In France the decree was never promulgated and was legally unenforceable. Astronomers could be Copernican without any fear of consequences and most of them were, though some, out of respect (...) for the Church, refrained from declaring themselves publicly. In Italy the possible risks were greater, but a few Copernican or near-Copernican works were published without hostile reactions. The ecclesiastical authorities were tolerant and made little positive effort to enforce conformity. By 1744, the system was being freely propagated in Rome itself. (shrink)

Chaos is often explained in terms of random behaviour; and having positive Kolmogorov–Sinai entropy (KSE) is taken to be indicative of randomness. Although seemly plausible, the association of positive KSE with random behaviour needs justification since the definition of the KSE does not make reference to any notion that is connected to randomness. A common way of justifying this use of the KSE is to draw parallels between the KSE and ShannonÕs information theoretic entropy. However, as it stands this no (...) more than a heuristic point, because no rigorous connection between the KSE and ShannonÕs entropy has been established yet. This paper fills this gap by proving that the KSE of a Hamiltonian dynamical system is equivalent to a generalized version of ShannonÕs information theoretic entropy under certain plausible assumptions. In this article, we introduce a lightweight dynamic epistemic logical framework for automated planning under initial uncertainty. We generalize the standard conformant planning problem in AI in two crucial aspects: first, the planning goal can be any formula expressed in an epistemic propositional dynamic logic ; second, procedural constraints of the desired plan specified by regular expressions can be imposed. We then reduce the problem of generalized conformant planning (...) to the model checking problem of our logic. Although our conformant planning problem is much more general than the standard one with Boolean goals and no procedural constraints, the complexity is still PSPACE-complete which is equally hard as standard conformant planning over explicit transition systems. How and why did the notion of philosophy as a system evolve in Germany at the turn of the 16th and 17th centuries? Otto Casmann’s Modesta Assertio provides new answers to this question. Casmann, Clemens Timpler’s predecessor as professor in Steinfurt refers to other ‘like-minded philosophers’ who believe that philosophy is a ‘structured system of the liberal arts’. Casmann himself states that philosophy is a ‘structured unity of erudite wisdom’. The text is part of the debate between Daniel Hoffmann and (...) the Reformed philosophers about the relation between philosophy and theology. It can be made plausible that Hoffmann himself was Casmann’s target. The paper shows that a ‘structured unity of erudite wisdom’ presupposes harmony between theological insights and the findings of philosophy. Thus the earliest discussions of philosophy as a system were meant to immunise Reformed philosophy against Hoffmann’s attempt to revive Lutheran anti-philosophy. © 2018, Academy of Sciences of the Czech Republic. With the stricter environmental regulations and diminishing fossil-fuel reserves, there is now higher emphasis on exploiting various renewable sources of energy. These alternative sources of energy are usually environmentally friendly and emit no pollutants. However, the capital investments for those renewable sources of energy are normally high, and there are also maintenance cost differences to be considered. Furthermore, due to the intermittency of some of these power sources, reliability issues should be addressed when integrating different power sources. In this article, (...) as an example, the design of hybrid generating systems comprising wind turbine generators, photovoltaic panels, and storage batteries is discussed based on multidisciplinary optimization. However, whereas the emergence of order and pattern in physical or biological systems is typically explained by means of self-organization and field dynamics, the emergence of order and pattern in psychological systems is typically explained by means of mediating endogenous entities or mechanisms . I review a self-organization and field-based approach to understanding order and patterns in a variety of physical and biological systems. I then provide a sketch of (...) recent research that has applied such an approach to understanding order and pattern in psychological phenomena . Like other sciences, biosemiotics also has its time-honoured archive, consisting of writings by those who have been invented and revered as ancestors of the discipline. One such example is Jakob von Uexküll. As to the people who ‘invented’ him, they are either, to paraphrase a French cliché, ‘agents du cosmopolitisme sémiotique’ like Thomas Sebeok, or de jure and de facto progenitor like Thure von Uexküll. In the archive is the special issue of Semiotica 42. 1 (1982) edited by the late (...) Sebeok and introduced by Thure von Uexküll. It is in the opening essay that Thure von UexküIl tries to restore Jakob von Uexküll’s role as a precursor of semiotics by negotiating the Elder with Saussure and the linguistics-oriented ‘semiology’ in his wake. However, semiotic mapping, in the strictly ‘disciplinary’ sense, of Jakob von Uexküll is no easy task because he ‘knew neither Peirce nor Saussure and did not use their terminology’ (Thure von Uexküll 1982,2). Because Thure prefers to call the Elder’s science ‘general semiotics’ (Thure von Uexküll 1982), this paper begins by assessing Thure von Uexküll’s semiotic configuration of Jakob, probe into the force and limits of the linguistic analogy, revisit the already time-honoured debate on the primary and secondary modelling systems, which was made famous by the Moscow-Tartu semioticians in the early 1970s, but severely criticized by Sebeok and his followers. The paper engages Sebeok from several fronts, directed first at his relegation of the Saussurian linguistic model, then at his critique of the Primary Modelling System, and finally at his reservation about evolutionism in light of the current debate on gene/meme co-evolution. The train has stopped in the night. It is the end of winter, 1920; it is very cold, about 25 degress below zero, some hundred kilometers west of Irkutsk. Along the train soldiers mount guard; ahead, a party of the detachment is clearing the track. Many of the soldiers have makeshift bandages around their wrists and feet: the Siberian frost has taken its toll. There is no question, however, of withdrawing the guard or stopping the work. This train is the (...) most precious treasure of the Soviet. Republic, transporting the greater part of the State gold reserves: 355 m. tons. Previously housed in the vaults of the Kazan Bank in Tartary by the Tsarist government, it was removed in 1918 by admiral Kolchak; the greatest coup in history! Not that it brought the admiral any good luck: in Siberia, at the height of the civil war, the richest man in the world was only able to get a few shipments of gold through to Vladivostok, to pay his debts to the Americans and buy arms from them. Reviews the special issue of The Journal of Mind and Behavior, Challenging the therapeutic state: Critical perspectives on psychiatry and the mental health system, edited by D. Cohen . This special issue serves as an update on the critique of the medical model in psychiatry. In editing this volume, Cohen has assembled a collection of work from authors in many disciplines—including some laypersons—who are concerned with what they see as the frightening power of the "Therapeutic State." While the work of (...) Thomas Szasz is a guiding light for several of these authors, they certainly are not all associated with his work. In fact, some of them explicitly disavow what they see as Szasz's overly simple stance toward madness. Moreover, the ideas in this volume expand the critique of the medical model far beyond the range of Szasz's work. Disagreements among authors are for the most part confined to a few footnotes in this volume. The book's purpose is to expose the problem before exploring solutions to it. When the volume is at its best, the papers are united by their contention that the medical model in psychiatry is disastrous both for individuals who are victimized by its institutions and practices, and for the society that embraces its disempowering philosophy. There is little, if any, brand new material in this book. Virtually all of the articles contain research and ideas tat the authors have already published elsewhere. The virtue of the book is in bringing together a diversity of work across disciplines that would not ordinarily appear between the same two covers. The common element running through all of these articles is one that the authors almost never state in so many words, but it gives a cumulative force to their very different treatments of psychiatry's problems. Each of these papers, in its own way, reveals aspects of the irrationality implicit in psychiatric orthodoxy. Psychiatry stands at the fringe of medical science, and the fringe of any science is where the inadequacies of its paradigm are most obvious.
