The overwhelming consensus amongst epistemologists is that there is no salient epistemological difference between the addressees of a speaker’s testimony and non-addressees. I argue that this overwhelming consensus is mistaken. Addressees of a speaker’s testimony are entitled to pass the epistemic buck or defer justificatory responsibility for their beliefs back to the testimonial speaker, while non-addressees are not. I then develop a provisional account of address that is in a position to mark this epistemic distinction between addressees and non-addressees.

I examine ways in which belief can and cannot be coerced. Belief simply cannot be coerced in a way analogous to central cases of coerced action, for it cannot be coerced by threats which serve as genuine reasons for belief. But there are two other ways in which the concept of coercion can apply to belief. Belief can be indirectly coerced by threats which serve as reasons for acting in ways designed to bring about a belief, and it can be (...) coercively compelled by threats which non-rationally cause belief. The former is often a necessary and epistemically acceptable feature of compulsory education, but the latter produces beliefs which even if true are epistemically problematic. (shrink)

In this paper I argue that even if one accepts non-cognitivism about trust, the view that trust is not a species of and does not require belief, one should reject voluntarism about trust, the view that we can trust directly at will. There is good reason to think that we cannot trust directly at will, in the way that we can act, and this is so regardless of whether trust requires belief.

Epistemologists have recently started appealing to the moral philosophy literature on interpersonal trust in order to help explain the epistemology of testimony. We argue that epistemologists who have given trust a significant role in their accounts of the epistemology of testimony have appealed to very different conceptions of the nature of trust, which have inevitably influenced the shape of their epistemological theorizing. Some have employed accounts of the nature of interpersonal trust according to which trust is a practical phenomenon subject (...) to the will and to practical reasoning. Such accounts face the task of showing how the practical phenomenon that is interpersonal trust has epistemic implications for testimonial belief. Other theorists have employed accounts of the nature of interpersonal trust according to which trust is at least partly a cognitive phenomenon, itself subject to epistemic norms. Such accounts do not face the task of showing how practical rationality has implications for theoretical reason. Instead, they face the rather different tasks of showing how it is that cognitive trusting bears genuinely interpersonal features, and of how theoretical rationality can share features with practical rationality. In believing or acting on authority, an agent appears to believe or act without making up her own mind about what is the case or what to do. How is this possible? How can an agent make up her mind about a theoretical or practical question, and so believe or act intentionally, without doing so for herself? This paper argues that the standard account available in the literature of how it is that an agent can make up her mind without (...) doing so for herself, an account framed in terms of Joseph Raz’s notion of preemptive reasons, fails to adequately distinguish our rational dependence on other agents from reliance on ordinary instruments. It then offers an alternative account of what it is to make up one’s mind without doing so for oneself, one that focuses on the way in which the kind of rational responsibility that accrues to instances of settling a theoretical or practical question can be interpersonally distributed between agents and authorities. Participants on both sides of the contemporary debate between reductionism and anti-reductionism about testimony commonly describe testimonial knowledge as knowledge acquired at second hand. I argue that fully appreciating the distinctive sense in which testimonial knowledge is secondhand supports anti-reductionism over reductionism but also that it supports a particular kind of anti-reductionism very different from that typically offered in the literature. Testimonial knowledge is secondhand in the demanding sense of being justified by the authority of a speaker where this requires (...) that epistemic responsibility for meeting challenges to the audience's testimonial knowledge is shared between speaker and audience. I argue that there is a mutually illuminating parallel between the concept of obedience and the concept of believing a person. Just as both believing what a person says and believing what a person says for the reason that the person says it are insufficient for believing the person, so acting as a person demands and acting as a person demands for the reason that the person demands it are insufficient for obeying the person. Unlike the concept of believing a (...) person, however, the concept of obedience has two distinct senses, one applying to coerced action and one applying to non-coerced action based on authoritative directives. While the former sense of obedience has no theoretical analogue, the latter sense of obedience can be understood as the practical analogue of the theoretical case of believing a person, making room for a deep parallel between believing and acting on authority. According to so-called “credit views of knowledge,” knowledge is an achievement of an epistemic agent, something for which an agent is creditable or responsible. One influential criticism of the credit view of knowledge holds that the credit view has difficulty making sense of knowledge acquired from testimony. As Jennifer Lackey has argued, in many ordinary cases of the acquisition of testimonial knowledge, if anyone deserves credit for the truth of the audience’s belief it is the testimonial speaker rather than the (...) audience, and so it isn’t clear that testimonial knowers are appropriately creditable for the truth of their beliefs. I argue that the credit view of knowledge can be saved from Lackey’s objection by focusing on the way in which testimonial knowledge is the result of an essentially social epistemic ability. While there is indeed a sense in which a testimonial knower is only partially epistemically responsible for her testimonial belief, this is consistent with the truth of her belief being creditable to her in another sense. The truth of her belief is most saliently explained by, and hence is fully creditable to, an essentially social epistemic ability, an ability that is only partially seated in the knowing subject. Requests belong to a family of forms of social influence on action that appear problematic when employed in the attempt to directly influence belief. Explaining why this is so is more difficult than it might at first appear. The fact that belief is not directly subject to the will can only be part of the explanation. It must also be the case that requests are incapable of providing epistemic reasons in a way that parallels that in which they provide practical (...) reasons. In recent years several philosophers have argued that there is an irreducibly interpersonal dimension to the epistemology of testimony. I here revisit the account of testimony that I offered in Testimony, Trust, and Authority and explore some of its broader ethical and political implications. On the account that I propose, there is a deep parallel between the way in which the testimony of epistemic authorities impacts on the agency that we exercise in settling theoretical questions and the way in which (...) the directives of practical authorities impact on the agency that we exercise in settling practical questions. This sheds light both on the way in which the testimony of victims of violence, oppression, and discrimination can have a reparative power that outstrips its probative value and on the anxiety that victims can feel about the very possibility of being believed. To be believed is to be granted the power to settle theoretical questions for others, a power that can restore a sense of agency that was damaged by violence or oppression. But in the wake of the dehumanizing effects of such oppression, this is a power that victims can feel unable to exercise, especially when their testimony concerns events that are difficult for their addressees to face or comprehend. In such cases, even non-culpable lack of comprehension from addressees can render victims unable to exercise a basic form of human agency. (shrink)

Much recent empirical work in the developmental sciences has emphasized the importance of cultural knowledge transmission for the processes of human evolution and development. This body of empirical work provides indirect support for the “knowledge economy framework” developed by John Greco in his book The Transmission of Knowledge. In doing so, however, it also raises questions concerning the scope or generality of Greco’s framework. Whereas Greco contends that testimonial knowledge transmission is paradigmatic of the process of knowledge transmission generally, this (...) empirical literature recognizes a variety of non-testimonial forms of knowledge transmission, many of which function in ways that are importantly different from outright testimony. This leaves us with some decisions to make concerning the extent to which we wish to tie the concept of knowledge transmission to the topic of testimony and concerning how to characterize the various non-testimonial ways in which knowledge gets around within epistemic communities. A speaker’s retraction of her own previous testimony serves to defeat the reason for belief provided by her testimony in a distinctive way. In telling an addressee that p, the speaker purports to settle for the addressee the question whether p. In retracting her testimony, the speaker then revokes her settling of this question for the addressee, cancelling the addressee’s entitlement to pass the epistemic buck back to her should the content of her belief be challenged, and this entitlement is (...) cancelled even if the addressee has good reason to believe that the speaker’s retraction is misguided or mistaken. Deferentially believing a speaker and allowing them to settle a theoretical question thus has a distinctive temporal and interpersonal character, requiring the addressee to assume that both she herself and the speaker will continue to do their part in the joint activity that is the addressee’s holding p true. Philosophical anarchists hold that there is no such thing as genuine practical authority. Most epistemologists seem to at least tacitly accept an analogous position with respect to theoretical authority, that there is no such thing as a kind of authority over belief that is robustly analogous to genuine practical authority. I argue that appreciating this has an important consequence. Absent reason to think that there is a relevant difference between the practical and theoretical cases, anarchism about practical and theoretical authority (...) should either stand or fall together. Within the growing developmental literature on children's testimonial learning, the emphasis placed on children's evaluations of testimonial evidence has shielded from view some of the more collaborative dimensions of testimonial learning. Drawing on recent philosophical work on testimony and interpersonal trust, we argue for an alternative way of conceptualizing the social nature of testimonial learning. On this alternative, some testimonial learning is the result of a jointly collaborative epistemic activity, an activity that aims at the epistemic goal of true belief, (...) but that does so by means of an irreducibly social process. Given that as much as half of human thought arises in a stimulus independent fashion, it would seem unlikely that such thoughts would play no functional role in our lives. However, evidence linking the mind-wandering state to performance decrement has led to the notion that mind-wandering primarily represents a form of cognitive failure. Based on previous work showing a prospective bias to mind-wandering, the current study explores the hypothesis that one potential function of spontaneous thought is to plan and anticipate (...) personally relevant future goals, a process referred to as autobiographical planning. The results confirm that the content of mind-wandering is predominantly future-focused, demonstrate that individuals with high working memory capacity are more likely to engage in prospective mind-wandering, and show that prospective mind-wandering frequently involves autobiographical planning. Together this evidence suggests that mind-wandering can enable prospective cognitive operations that are likely to be useful to the individual as they navigate through their daily lives. (shrink)

The current research investigates the interaction between thought suppression and individuals’ explicit awareness of their thoughts. Participants in three experiments attempted to suppress thoughts of a prior romantic relationship and their success at doing so was measured using a combination of self-catching and experience-sampling. In addition to thoughts that individuals spontaneously noticed, individuals were frequently caught engaging in thoughts of their previous partner at experience-sampling probes. Furthermore, probe-caught thoughts were: associated with stronger decoupling of attention from the environment, more likely (...) to occur under cognitive load, more frequent for individuals with a desire to reconcile, and associated with individual differences in the tendency to suppress thoughts. Together, these data suggest that individuals can lack meta-awareness that they have begun to think about a topic they are attempting to suppress, providing novel insight into the cognitive processes that are involved in attempting to control undesired mental states. It is often thought that traditional recidivism prediction tools used in criminal sentencing, though biased in many ways, can straightforwardly avoid one particularly pernicious type of bias: direct racial discrimination. They can avoid this by excluding race from the list of variables employed to predict recidivism. A similar approach could be taken to the design of newer, machine learning-based (ML) tools for predicting recidivism: information about race could be withheld from the ML tool during its training phase, ensuring that the (...) resulting predictive model does not use race as an explicit predictor. However, if race is correlated with measured recidivism in the training data, the ML tool may ‘learn’ a perfect proxy for race. If such a proxy is found, the exclusion of race would do nothing to weaken the correlation between risk (mis)classifications and race. Is this a problem? We argue that, on some explanations of the wrongness of discrimination, it is. On these explanations, the use of an ML tool that perfectly proxies race would (likely) be more wrong than the use of a traditional tool that imperfectly proxies race. Indeed, on some views, use of a perfect proxy for race is plausibly as wrong as explicit racial profiling. We end by drawing out four implications of our arguments. (shrink)

The texts included in this volume are widely regarded as one of the classic formulations of modern liberal doctrine.

The 2013 Ebola virus outbreak in West Africa, as of writing, is declining in reported human cases and mortalities. The resulting devastation caused highlights how health systems, in particular in West Africa, and in terms of global pandemic planning, are ill prepared to react to zoonotic pathogens. In this paper we propose One Health as a strategy to prevent zoonotic outbreaks as a shared goal: that human and Great Ape vaccine trials could benefit both species. Only recently have two phase (...) 2/3 Ebola human vaccine trials been started in West Africa. This paper argues for a conceptual change in pandemic preparedness. We first discuss the ethics of One Health. Next, we focus on the current Ebola outbreak and defines its victims. Third, we present the notion of a ‘shared benefit’ approach, grounded in One Health, and argue for the vaccination of wild apes in order to protect both apes and humans. We believe that a creation of such inter-species immunity is an exemplar of One Health, and that it is worth pursuing as a coextensive public health approach. (shrink)

I defend a deontological social contract justification of punishment for philosophers who deny free will and moral responsibility (FW/MR). Even if nobody has FW/MR, a criminal justice system is fair to the people it targets if we would consent to it in a version of original position deliberation where we assumed that we would be targeted by the justice system when the veil is raised. Even if we assumed we would be convicted of a crime, we would consent to the (...) imprisonment of violent criminals if prison conditions were better than the state of nature but deterring enough to prevent the state of nature. Both traditional and naturalistic epistemologists have long assumed that the examination of human psychology has no relevance to the prescriptive goal of traditional epistemology, that of providing first-person guidance in determining the truth. Contrary to both, I apply insights about the psychology of human perception and concept-formation to a very traditional epistemological project: the foundationalist approach to the epistemic regress problem. I argue that direct realism about perception can help solve the regress problem and support a foundationalist account of justification, (...) but only if it is supplemented by an abstractionist theory of concept-formation, the view that it is possible to abstract concepts directly from the empirically given. Critics of direct realism like Laurence BonJour are correct that an account of direct perception by itself does not provide an adequate account of justification. However a direct realist account of perception can inform the needed theory of concept-formation, and leading critics of abstractionism like McDowell and Sellars, direct realists about perception themselves, fail to appreciate the ways in which their own views about perception help fill gaps in earlier accounts of abstractionism. Recognizing this undercuts both their objections to abstractionism and (therefore) their objections to foundationalism. (shrink)

Benjamin Barber is one of America's preeminent political theorists. He has been a significant voice in the continuing debate about the nature and role of democracy in the contemporary world. A Passion for Democracy collects twenty of his most important writings on American democracy. Together they refine his distinctive position in democratic theory. Barber's conception of "strong democracy" contrasts with traditional concepts of "liberal democracy," especially in its emphasis on citizen participation in central issues of public debate. These essays (...) critique the "thin representation" of liberal democracy and buttress the arguments presented in Barber's twelve books, most recently in his well-received Jihad vs. McWorld: How Globalism and Tribalism Are Re-shaping the World. A Passion for Democracy is divided into four sections. In the first, "American Theory: Democracy, Liberalism, and Rights," Barber addresses issues of ongoing relevance to today's debates about the roots of participatory democracy, including individualism vs. community, the importance of consent, and the irrelevance of Marxism. Essays in the second section, "American Practice: Leadership, Citizenship, and Censorship" provide a "strong democracy" critique of American democratic practice. "Education for Democracy: Civic Education, Service, and Citizenship" applies Barber's theories to three related topics and includes his much-discussed essay "America Skips School." The final section, "Democracy and Technology: Endless Frontier or End of Democracy?" provides glimpses into a future that technology alone cannot secure for democracy. In his preface, Barber writes: "In these essays... I have been hard on my country. During the 2020 COVID-19 pandemic, open science has become central to experimental, public health, and clinical responses across the globe. Open science is described as an open commons, in which a right to science renders all possible scientific data for everyone to access and use. In this common space, capitalist platforms now provide many essential services and are taking the lead in public health activities. These neoliberal businesses, however, have a problematic role in the capture of public goods. This paper (...) argues that the open commons is a community of rights, consisting of people and institutions whose interests mutually support the public good. If OS is a cornerstone of public health, then reaffirming the public good is its overriding purpose, and unethical platforms ought to be excluded from the commons and its benefits. (shrink)

Worship is a topic that is rarely considered by philosophers of religion. In a recent paper, Tim Bayne and Yujin Nagasawa challenge this trend by offering an analysis of worship and by considering some difficulties attendant on the claim that worship is obligatory. I argue that their case for there being these difficulties is insufficiently supported. I offer two reasons that a theist might provide for the claim that worship is obligatory: a divine command, and the demands of justice with (...) respect to God's redemption of humanity. I also challenge the soundness of some of the analogies they employ in their argument. (shrink)
