This book collects case studies and theoretical papers on expertise, focusing on four major themes: legitimation, the aggregation of knowledge, the distribution of knowledge and the distribution of power. It focuses on the institutional means by which the distribution of knowledge and the distribution of power are connected, and how the problems of aggregating knowledge and legitimating it are solved by these structures. The radical novelty of this approach is that it places the traditional discussion of expertise in (...) democracy into a much larger framework of knowledge and power relations, and in addition begins to raise the questions of epistemology that a serious account of these problems requires. A timely interrogation of the concept of 'expertise' in cultural work, exploring the characteristics of aesthetic expertise in the digital age, and its relation to inequalities in the cultural sector.

The standard issues with experts are about the nature of scientifi c expertise; problems of legitimacy and problems having to do with the limits of expertise; problems having to do with the place of experts in democratic politics and bureaucracies; as well as more general problems about the knowledge that experts possess: what the role of tacit knowledge and knowledge embodied in things and routines is, and to what extent expertise can be replaced or augmented by (...) expert systems and technical means. The chapters collected in this volume will be concerned with all of these issues, with the exception of tacit knowledge and technological “expert systems,” which will be the subject of a separate volume, Understanding the Tacit. ‘Scientific advice to politics’, the ‘nature of expertise’, and the ‘relation between experts, policy makers, and the public’ are variations of a topic that currently attracts the attention of social scientists, philosophers of science as well as practitioners in the public sphere and the media. This renewed interest in a persistent theme is initiated by the call for a democratization of expertise that has become the order of the day in the legitimation of research funding. The new (...) significance of ‘participation’ and ‘accountability’ has motivated scholars to take a new look at the science – politics interface and to probe questions such as "What is new in the arrangement of scientific expertise and political decision-making?", "How can reliable knowledge be made useful for politics and society at large, and how can epistemically and ethically sound decisions be achieved without losing democratic legitimacy?", "How can the objective of democratization of expertise be achieved without compromising the quality and reliability of knowledge?" Scientific knowledge and the ‘experts’ that represent it no longer command the unquestioned authority and public trust that was once bestowed upon them, and yet, policy makers are more dependent on them than ever before. This collection of essays explores the relations between science and politics with the instruments of the social studies of science, thereby providing new insights into their re-alignment under a new régime of governance. The Politics of Feminist Knowledge Transfer draws together analytical work on gender training and gender expertise. Its chapters critically reflect on the politics of feminist knowledge transfer, understood as an inherently political, dynamic and contested process, the overall aim of which is to transform gendered power relations in pursuit of more equal societies, workplaces, and policies. Littoz-Monnet provides a fresh analysis of the enmeshment of expert knowledge with politics in global governance, through a unique investigation of bioethical expertise, an intriguing form of 'expert knowledge' which claims authority in the ethical analysis of issues that arise in relation to biomedicine, the life sciences and new fields of technological innovation. She makes the case that the mobilisation of ethics experts does not always arise from a motivation to rationalise governance. Instead, mobilising ethics experts - who (...) are endowed with a unique double-edged authority, both 'democratic' and 'epistemic' - can help policy-makers manoeuvre policy conflicts on scientific and technological innovations and make their pro-science and innovation agendas possible. Bioethical expertise is indeed shaped in a political and iterative space between experts and those who do policy. In this article, the author examines an exemplary part of the Soviet media discussion following the Chernobyl disaster. She traces transformations in this discourse affecting the concepts of risk and uncertainty and indicates their relevance for the reconfiguration of the relationships between the state, scientific experts, and the public. Chernobyl occurred during a period of unprecedented potential for change: in the wake of Gorbachev’s perestroika, newly emerging environmental groups gradually managed to gain access to a previously closed forum, the national (...) print media. During the ensuing public debates between environmentalists and energy officials, nuclear risks or uncertainties were used as powerful, yet flexible, rhetorical tools for articulating political positions, for assigning or denying authority and legitimacy, and for reconceptualizing “the public.” The shorthand “Chernobyl” came to be deployed strategically to solicit change, to challenge old practices, and to legitimize the continuation and extension of these practices. Ethicists widely accept the notion that scientists have moral responsibilities to benefit society at large. The dissemination of scientific information to the public and its political representatives is central to many of the ways in which scientists serve society. Unfortunately, the task of providing information can often give rise to moral quandaries when scientific experts participate in politically charged debates over issues that are fraught with uncertainty. This paper develops a theoretical framework for an “ethics of expertise” (EOE) based (...) on the notion that scientists have responsibilities to provide information in a way that promotes autonomous decision-making on the part of the public and its representatives. Moreover, insofar as the principle of informed consent has developed in biomedical ethics as a way for physicians to promote autonomous decision-making on the part of their patients, this paper suggests that the informed-consent concept may suggest a set of criteria and guidelines that can help scientists to fulfill their similar ethical responsibilities to the public. In order to illustrate how the resulting EOE could provide practical guidance for scientific experts, the paper examines a case study involving the dissemination of information about the low-dose biological effects of toxic chemicals and carcinogens. I present a definition of expertise that involves both epistemic and political authority. I argue that these two forms of authority require different treatments and defend a political epistemology that articulates a division of cognitive labor between political and epistemic authority.

In 1902, the Calabrian brigand Giuseppe Musolino was tried on several counts of murder and many crimes of lesser magnitude. While the tale of the brigand’s 1898 false conviction, imprisonment, escape and then revenge sparked a national debate about the political and cultural meaning of brigandage, the trial came to focus on Musolino’s emotional state at the time of his crimes. Was he a cold-blooded and calculating killer who manipulated southerners into believing he was a folk hero? Or was he (...) an angry, passionate and insane murderer victimized by his own feelings? Both jurists and scientists weighed in to determine his culpability. By turning a political question of banditry or brigandage into a psychological question of morbid or criminal emotions, the trial politicized the criminal character. This article examines the perspectives on emotions that shaped Musolino’s trial, and how psychiatric knowledge came to challenge legal notions of insanity and culpability. It argues that the determination of emotions as motives served to de-legitimize the rationale and political motives of the defendant, in turn politicizing his emotions and character. At the same time, the cause of Musolino’s crime and his culpability represented the failures of national unification and the ongoing tensions between the North and South of Italy. The introduction of psychiatric expertise into the criminal court pushed judgement and punishment to examine increasingly who a person was as opposed to what that person had done. The court’s definition of who a person ‘was’, was a matter of how that person felt. (shrink)

This article is based on a case study of a long-term public controversy over the construction of a highway bypass. Two principal variants of the bypass were proposed. One of them began gradually to appear preferable, increasingly attractive for experts, but remaining only on paper. In the meantime, however, the other variant became more realistic, pushed through mainly by local politicians and actually constructed. This article shows how purification of science from politics played a key role in the development (...) and ending of the case. Initial expertization of the case switched to its sharp politicization, when people got frustrated from protraction and indecisive evidence of accumulated expertise. This turned to be fatal for those who consistently staked everything on “pure facts.” This article concludes by outlining some general consequences of such a development for both democratic decision making and the political relevance of expertise. I wish here to advance the still unfashionable thesis that there can be ‘political experts’ not just in the sense that some people are better than others at practical politics , nor that there are experts who can tell us the best means to achieve our ends, nor that some people are expert in reconciling political interests, making good compromises, and so forth. I mean that there are people better equipped than others to decide what is right, in the (...) context of ends as well as means, for a society or a state: the thesis maintained but inadequately defended in Plato's Republic . The thesis does not, of course, entail that these experts are eo ipso entitled to enforce their status as experts, or their decisions, on the rest of us: at most, it would entail that the rest of us would be wise to entrust such decisions to the experts. There are many philosophical problems surrounding experts, given the power and status accorded to them in society. We think that what makes someone an expert is having expertise in some skill domain. But what does expertise consist in, and how closely related is expertise to the notion of an expert? Although most of us have acquired several practical skills, few of us have achieved the level of expertise with regard to those skills. So we can be (...) easily misled as to the nature of expertise, since it differs significantly from earlier stages of skill acquisition. Furthermore, this potential for misleading characterizations of skills and expertise leads to philosophers implicitly working with different conceptions of skills. This can interfere with their attempts to solve related problems about experts. In this paper I inquire into the nature of expertise, by drawing on recent psychological research on skill acquisition and expert performance. In addition, I connect this research on expertise to the larger context of psychological research on human cognition, as it will illuminate some of the differing elements of expertise. This allows me to then critique philosophical accounts of expertise, by showing how they make unwarranted assumptions about skills and expertise. Finally, I note the ways in which being credited as an expert can diverge from the possession of expertise itself. This can help us resist some of the power dynamics involved with those deemed to be experts. (shrink)

The problem of expertise plays a key role in current scientific and political debates. Dominant approaches to expertise are focused on knowledge as an idealistic content. Given the partial inadequacy of these perspectives, an amended theoretical and methodological approach is needed. This paper aims then at sketching a relational conceptualization of expertise. At this purpose, the connections between recent anthropological theories and pragmatist theories will be highlighted.

Concerns about a “crisis of expertise” have been raised recently in both scholarship and public debate. This article asks why there is such a widespread perception that expertise is in crisis, and why this “crisis” has posed such a difficult puzzle for sociology to explain. It argues that what has been interpreted as a crisis is better understood as a transformation: the dissolution of a regime of expertise organized around practices of social integration, and its displacement by (...) a new regime organized around practices of expulsion. This article introduces a new framework that envisages expertise as an historically constituted phenomenon, which is the outcome of relational networks (which I call alliances). It argues that this approach, in which expertise(s) are understood as the historically contingent outcome of alliances between knowledge producers, problems, and modes of intervention, can better account for recent shifts. It does this by enabling us to reinterpret what has been described as a general crisis of expertise as, instead, the observed effects of the dissolution of specific alliances of knowledge and practice. This article demonstrates the power of this relational approach through two case studies: the dissolution of the expert alliances organized around the rehabilitative approach to crime and the counterinsurgency approach to irregular political violence. In each these cases, it finds that, as alliances of social expertise, characterized by policies and interventions that attempted to discipline problem actors and integrate them into society, unraveled, they were displaced by new alliances that sought to manage problems through practices of exclusion. The paper concludes with a theory of why the field of sociology has had such difficulty explaining the crisis of expertise. (shrink)

This book develops an integrated perspective on the practices and politics of making knowledge work in inclusive development and innovation. While debates about development and innovation commonly appeal to the authority of academic researchers, many current approaches emphasize the plurality of actors with relevant expertise for addressing livelihood challenges. Adopting an action-oriented and reflexive approach, this volume explores the variety of ways in which knowledge works, paying particular attention to dilemmas and controversies. Relying on a powerful collective narrative through which political, legal and social decision-making is guided in the name of science, the authority of scientific experts reaches beyond the boundaries of their certified knowledge base. Therefore, expertise constitutes and is constituted by transgressive competence. The author argues that (1) changes in the decision-making structure of liberal Western democracies and changes in the knowledge production system diminish the authority of scientific expertise while increasing the context-dependency of expertise - thereby (...) altering the nature of its predictive claims; (2) the societal distribution of expertise, while displaying emancipatory features of empowerment of citizens, also raises issues of quality control; and (3) in order to regain a balance between public and private, i.e. individual-based societally distributed expertise, future expert systems will need to adopt a longer time-perspective. ArgumentThis article discusses two approaches to save the European white stork populations from extinction that emerged after 1980. Despite the shared objective to devise transnational, science-based conservation measures, the two approaches’ geographical focus was radically different. Projects by the World Wildlife Fund and the International Council for Bird Preservation focused firmly on the stork’s wintering areas on the African continent. Interventions by a second group of ornithologists at the Max Planck Institute for Ornithology in Radolfzell concentrated on the Middle East (...) as a migration bottleneck. Based on archival research, interviews and correspondence with involved ornithologists, the article examines stork representations as an important lens for investigating the professional politics of ecology and conservation. It shows that representations of white storks, the birds’ ecology, and derived conservation hotspots became part of the boundary work used by European ornithologists in the creation of changing scientific and institutional identities. Rosa Luxemburg defended a view of spontaneism as a way of according strategic priority to popular initiatives over the directives of vanguard parties. But she never worked out a theory of spontaneism, and consequently it has typically been dismissed as lacking solid grounds. In this paper, I take an initial step toward rehabilitating spontaneism by rethinking its assumptions concerning historical agency in embodied habitual terms. After first outlining Luxemburg’s view of spontaneism itself, I consider individual embodied action and focus on (...) the sort of spontaneity that is exhibited in various forms of skilled expertise. This spontaneity reflects an acquired habitual predispositionality that is never a matter of mindless automaticity, and which in certain cases can involve significant degrees of improvisational creativity. Bringing this to light secures a basic plausibility for spontaneism at the level of individual agency by showing how socially transformative action could possibly be engaged in spontaneously. A health justice approach requires a progressive critique of expertise. This article considers two recent high-profile cases – the mask mandate and medication abortion -- to understand how we should think the mobilization of expertise in the context of public health law. Following from this, the article offers news ways to better understand how to think of the relationship between health law, expertise, and politics.

Democracies have a problem with expertise. Expert knowledge both mediates and facilitates public apprehension of problems, yet it also threatens to exclude the public from consequential judgments and decisions located in technical domains. This book asks: how can we have inclusion without collapsing the very concept of expertise? How can public judgment be engaged in expert practices in a way that does not reduce to populism? Drawing on deliberative democratic theory and social studies of science, Critical Elitism argues (...) that expert authority depends ultimately on the exercise of public judgment in a context in which there are live possibilities for protest, opposition and scrutiny. This account points to new ways of looking at the role of civil society, expert institutions, and democratic innovations in the constitution of expert authority within democratic systems. The article proposes some ideas for a sociological analysis of security policies, with specific regard to urban contexts and focusing especially on the intersection between policy and politics. The main questions concern the way in which security has been studied as a public good construed as a collective problem and an object of political action, as well as how to develop further perspectives and conceptual tools within this approach. Some other questions are also asked and provisionally answered, regarding two (...) aspects of security policies that are suitable for a research agenda: the role of knowledge and the related politics of expertise; the relationships between urban security policies and the processes of neoliberalization. This paper seeks to bring a time perspective to the discourses of globalization and development. It first connects prominent recent gender-neutral discourses of globalization with highly gendered analyses of development, bringing together institutional—structural analyses with contextual and experiential data. It places alongside each other ‘First World’ perspectives and analyses of the changing conditions of people in the ‘developing’ world who are at the receiving end of globalized markets, and the international politics of aid. To date, neither of these fields (...) of expertise has made explicit the underpinning time politics of globalization. Naturalized as status quo and global norm these temporal relations form the deep structure of globalization and its neo-colonialist agenda. The paper uses feminist epistemology to explicate the taken-for-granted time politics of globalization and time-based ontology to render visible the gender politics of globalization. The combined conceptual force makes connections where few exist at present, maps complex processes and traces naturalized relations. It offers not a new or better theory of… but an approach to globalization that makes transparent hitherto opaque relations of power and it identifies openings for change, resistance and alternative political practice. This paper discusses the conditions for legitimate expert arrangements within a democratic order and from a deliberative systems approach. It is argued that standard objections against the political role of experts are flawed or ill-conceived. The problem that confronts us instead is primarily one of truth-sensitive institutional design: Which mechanisms can contribute to ensuring that experts are really experts and that they use their competencies in the right way? The paper outlines a set of such mechanisms. However, the challenge exceeds (...) that of producing epistemically optimal expert deliberations because a deliberative political system must also fulfil the ethical and democratic requirements of respect and inclusion. Yet, epistemic concerns justify expertise arrangements in the first place, and measures taken to make the use of expertise compatible with these requirements have to balance the potential rewards from expertise against potential deliberative costs. In the final part of the paper, the regulatory framework of a best practice expert advice system is tentatively analysed to illustrate the applicability and critical potential of our approach. When the modern administrative state emerged in America during the Progressive Era, at the beginning of the twentieth century, it was typically grounded on the premise that administrative officials are experts who should be insulated from politics. This theory, combined with emerging ideas of scientific management, contributed to the intellectual justification for the administrative state. However, progressives never fully reconciled the tension between this theory and the democratic nature of American politics. Because of this ambiguity and tension in (...) the progressives’ theory of expertise, the politics/administration dichotomy was abandoned shortly after the administrative state was constructed. In ‘Listening to Music Together’, Nick Zangwill offers three arguments which aim to establish that listening to music can never be a joint activity. If any of these arguments were sound, then our experiences of music, qua object of aesthetic attention, would be essentially private. In this paper, I argue that Zangwill’s arguments are unsound and I develop an account of shared musical experience that defends three main conclusions. First, joint listening is not merely possible but a common feature of (...) our socially situated experiences of music. Second, when listening with others our experience of the music and our sense of community with our fellow listeners often reciprocally enhance one another. Third, how deeply and intimately we share a musical experience with others depends upon such factors as our respective backgrounds, interests, and levels of expertise. (shrink)

The women’s liberation movements that emerged in Britain in the late 1960s are rarely thought of through their relationship with technology and technical knowledge. To overlook this is to misunderstand the movement’s social, cultural and economic interventions; it also understates how the technical environment conditioned the emergence of autonomous, women-centred politics. This article draws on archival evidence to demonstrate how the autonomous women’s liberation movement created experimental social contexts that enabled de-skilled, feminised social classes to confront their technical environment (...) and the deficits they experienced within it. The context for forging such politics was the workshop. More than a one-off, skill-sharing event, the workshop was a mobile habitus, adapted from a Marxist craft politics that prioritised the distribution of collective knowledge and responsibility and enabled the realisation of women's self-determination and autonomy. The workshop was discursively extended through women-authored publications in the 1970s and 1980s and designated a specific orientation within knowledge that supported women to practise a range of technical knowledge and gain expertise. An important, and largely forgotten political legacy of women's liberation is its world-making activisms: how it created social contexts that supported de-skilled, feminised classes to substantially intervene, shape and re-build their environments. Such histories can inspire how we practise politics today within an environment characterised, some theorists claim, by dramatic scales of de-skilling and dispossession. (shrink)

In recent years, some mental health service and research systems have conceded to disability rights demands of ‘nothing about us without us,’ and slowly, select people with direct contact with psychiatric systems and experiences of distress have been incorporated as experts by experience into mental health assemblages. ABSTRACTHélène Landemore's Democratic Reason develops one important line of research in political epistemology, which we can define as the study of the ways in which distributed knowledge is put together for the purposes of making political decisions. Landemore argues for the epistemic benefits of cognitive diversity in political decision procedures in a condition of epistemic equality—where there are no experts. Given this omission, her approach has undeveloped potential for a second line of research in political epistemology, on the problem of (...) aggregating asymmetrically distributed knowledge, i.e., integrating democratic reason with expertise. Italy is one of the advanced industrial democracies with the smallest number of women elected to public office. Current literature has focused on several structural, institutional and cultural factors to explain such a gender gap in political participation and representation. However, one of the most basic forms of political participation, political discussion, has not received a thorough investigation. This article analyses gender differences in the attitudes and the habits of talking about politics with relatives, friends and social acquaintances during (...) the Italian 2006 electoral campaign. The main argument is that the analysis of political discussion may shed new light on how Italian women approach politics and help explain their reluctance to be involved in political activities in terms of elected office and party membership. The paper investigates the distinctly Chinese intertwining of expertise and state & financial capital to enrich the current understanding of neoliberalism as a hegemonic governing rationale. Since the summer of 2015, China has been experiencing one of its most severe financial crises since the adoption of a ‘socialist market economy’ in 1978. However, globally circulating narratives have failed to look beyond a Western-centric corollary, rehashing a critique of the Chinese one-party system and its lack of a ‘genuine’ free market. (...) By exploring the specific genealogy of Chinese capitalism, and the distinctive Chinese financial-market structure, the article will show how the scientific authority of experts formulated amongst neoliberal thinkers never permeated the Chinese idea of knowledge. In the Chinese variety of financial capitalism, expertise is seen to lie not so much in the wisdom of individual experts as in their socio-political support, which legitimises their economic interventions. Priti Ramamurthy AlterNotes on the Politics of Women’s Studies Graduate Certificates Jennifer Nash’s “Feminist Credentials: Notes on the Politics of Women ’s Studies Graduate Certificates,” published in this same issue of Feminist Studies, provokes a crucial, if difficult, conversation about graduate certificates in women’s studies.1 Nash asks us to question the value of graduate certificates (...) in two registers: first, if the certificate is valuable to those doing PhDs in the disciplines—as professional certification in feminist theory and interdisciplinarity—is women’s studies reproducing its own discounting by continuing to privilege disciplinary formations? And, second, in the highly constrained job market for academic jobs in women’s studies, do those with graduate certificates in women’s studies and PhDs in the disciplines compete with women’s studies PhDs, thereby undercutting the latter’s distinction and chances of getting academic jobs in the very field in which they have been trained? Nash makes it clear that she is not suggesting the graduate certificate be eliminated, nor that only women’s studies PhDs be hired for women’s studies jobs, but rather that this predicament is an effect of the corporatization of the university. To elaborate on the nuance in Nash’s argument and not reproduce the logic of supply and demand that the neoliberal university is producing, I’d like to raise other aporias in the relationship between graduate certificates and PhD education and point to alternate possibilities. 1. In keeping with Nash’s essay, I am using the term “women’s studies” throughout this alternote as well. Priti Ramamurthy 299 The fiscal realities in favor of the graduate certificate in women’s studies highlighted by Nash are all too real. An additional reality is that graduate certificate students subtend women’s studies PhD programs in vital ways. In terms of course offerings, graduate students in certificate programs take a mix of core and elective classes. Given the very small size of most incoming women’s studies PhD student cohorts, without graduate certificate students in women’s studies, departments would be hard pressed to justify offering core and elective courses. For women’s studies faculty, the opportunity to teach not just core but elective courses that draw on their areas or sub-fields of expertise is enabled by graduate certificate students taking their courses. For women’s studies PhD students, this provides a larger range of elective courses to choose from. Many graduate certificate students shape their doctoral projects deeply with the knowledges they get from the certificate courses. Beyond the courses they are required to take, graduate certificate students often continue to work with women’s studies faculty and invite them to serve on their PhD committees. On the one hand, we may posit, as Nash does, that women’s studies faculty thereby service students in other disciplines, but on the other hand, the feminist knowledge produced in the process is exciting and valuable for not just their disciplines but for women’s studies. Departments such as history, geography, and anthropology may have a large cohort of feminist scholars, but graduate certificate students still seek out feminist scholars in women’s studies for their sub-discipline or area studies, and for methodological and/ or theoretical expertise. Unfortunately, many disciplinary and interdisciplinary departments still lack feminist scholars, and in these departments graduate certificate students make important feminist interventions through their doctoral research. To take a recent example, Karin Eriksson, a doctoral student in Scandinavian studies at the University of Washington, was transformed by her GWSS graduate certificate coursework in women of color, indigenous, postcolonial, and decolonial feminisms, queer studies, and feminist epistemologies. She is questioning why her department does not offer a single course on settler colonialism and Sámi ontologies, epistemologies, and axiologies. Her doctoral work, in close collaboration with Sámi indigenous and feminist activists and communities in Sweden, will address questions of settler colonialism. This article argues that the Statesman should be read as a historically informed reflection on the nature and possibility of political rule, and that it presents us with a dilemma precisely in this regard. On the one hand, as indicated by the famous myth on the evolution of the cosmos, politics is only possible today, in the age of Zeus, when man no longer is like a sheep, ruled by a caring herdsman, as he used to be in the (...) age of Cronus. Instead, he has become an expert who is capable of some degree of self-rule. On the other hand, however, as a ‘technocratic’ age, the present is marked by its loss of the ‘natural’ model for statesmanship. More specifically, when politics tends to be identified with technical expertise, it becomes difficult to make sense of the very idea of political rule. (shrink)

What does it mean for an epidemic to end, and who gets to declare that it is over? This multidisciplinary spotlight issue provides 18 case studies, each examining specific epidemics and their ends as well as the methodologies used to measure, gauge, and define an epidemic's end. They demonstrate that an epidemic's end is often contentious, raising issues of competing authority. Various forms of expertise jostle over who declares an end, as well as what data and information should be (...) used to measure and define the end of an epidemic. As a result, it is more accurate to describe multiple endings to an epidemic: the medical end, the political end, and the social end. At the same time, multidisciplinary research into the ends of epidemics highlights the crucial role of information and measurement in an epidemic's end, as well as the ways in which ending forces observers to rethink and reconceptualize time. Whereas the declaration of an epidemic suggests a neatly defined period of emergency, the end is a messy process incorporating competing accounts of what went wrong and fears of the next epidemic, in which cycles of multiple diseases and overlapping social crises disrupt a simple return to normal life, articulating the nature of epidemics not just as medical phenomena, but also as fundamentally political and social ones. The end period therefore looks both forward and backward, often applying “lessons learned” from the history of the ended epidemic to the future, in anticipation of the next outbreak. Re-envisioning the future is a way to analyse and understand the past epidemic, and thereby to restore human agency into society's relationship with disease. (shrink)

Populism, as I shall understand the term here, is a style of political rhetoric that posits a Manichean conflict between the people and corrupt elites. In the present decade, populism has played a particularly salient role in the politics of the United States and Europe. Moreover, populism is commonly associated with a kind of skepticism about expertise, on which the opinions of non- experts are to be preferred to any expert consensus. In light of all this, populist (...) class='Hi'>expertise skepticism appears to be a kind of pathology of excessive intellectual autonomy. I shall argue, however, that this connection between populism and intellectual autonomy is mere appearance: populist expertise skepticism does not involve excessive intellectual autonomy, because it does not involve a disposition for non-deferential belief, but rather a disposition for deference to “alternative” sources of information.
